ARRETE:

Article premier - Le territoire de la province de Hung_hoa sera constilu6 :

l" par les huy0ns de Tam-nong, Thanh-thuy, ce demier dimi nu6 du canton de

cu-thang, mais augment6 du canton de Tinh-nhu0, du huyOn de Thanh_son

- 2" Par les huy0ns de son-vi, Thanh-ba et phu-ninh, du phu de Lam-thao, province de

Sontay

- A1,2 - Le phg de Lang-giang, de la province de Lue_nam, fait retour I la province de

Bac-ninh l ce phu formera une cir-conseription administrative dirig6e par un vice-r6sident,

plac6 sous les ordres du r6sident, plac6 sous les ordres du r6sident-de'Bac-ninh

Art 3 - Les cantons de chuong-chieu, Ha-chieu et Kim-roi du huyen de Dong-trieu,

sontrattach6s au phu de Kinh-m6n, province de Hai-duong

BRIEF HISTORY OF PHU THQ

For thousands ol years, since Hung Kings formed Vin Lang Kingdom, the name and the

borderline ol the territory of Ph0 Thq have undergone changes .

Under Hing Kings epoch, Phri Thq used to be in Vdn Lang b0 (city), centre of VIn Lang

kingdom Under An DLtong Vuong King and Au Lqc kingdom, Phi Thq was in Md Linh district

Under the Chinese empire (f rom the year ol 111 B.C to the 1Oth century), Phti Tho was

in MO Linh district, TAn Xuong, Pfiong ChAu

Under the independent feudal period, administrative units changed Distrlcts under

Chinese empire were replaced by d4o (16, trdn, xu, tinh), d4o were divided into phi (prelect),

chAu (cities), huyQn (districts) Phri Tho was in Tam Giang lo Under the early of Nguy6n

dynasty, Phu Thq was in both Hung H6a and Son TAy provinces

ln the 12th year of the Minh Mang reign (1831), the King implemented administrative

reforms, changed trAn into provinces, changed the management of Some districts lrom this

province to another one, divided some large districts into smaller units, etc For HUng Hoa and

Son Tdy provinces, Tam Nong district was handed over to Hung H6a instead of being ruled

VAn Chdn districts to form new provinces of LAo Cai, Y6n B6i, Son La, Lai Chau, the colonialist

administrators select some districts ol SOn TAy province and merged them with the rest of old

Hung H6a province to form new Hung Hoa province

Hung H6a established by Article No 1 ol Degree issued by the Governor'

General of lndochina on the 8th September 1891 (precursor ol Ph0 Thg province

nowa-days) comprised:' '

1 Tam N6ng, Thanh Thriy districts Thanh Thu!' district cut Cq Thing tdng (can'

ton) and supplemented Tinh NhuQ tdng (canton) from Thanh Son district

Thus, new Hung H6a province comprised 5 districts

On the 9th December 1892, Governor' General of lndochina made a decision of merg'

ing Cdm KhO district lrom Y6n B6i sub- military zone into Hung Hoa province

on the 5th June 1893 Ha Hoa district was separated from Y6n Bai sub-military zone to

join Hung H6a province

Then, on the 17lh July 1895, Thanh Son and YOn Lrip chAu (cities) from D6n Vdng

mil-itary zone joined HLrng Hoa province On 24th August 1895 Hung Quan and Ngoc Quan

dis-tricts lrom Doan Hing phri (prefect) were separated lrom Tuyan Quang sub- military zone of

On the 5th May 1903, Governor - General of lndochina signed a decision of changing

township of Hung H6a province (from Truc Ph6 village ol Tam N6ng district to Phtt Thq village

of Y6n Phu tdng (canton), son Vi district) and slnce then Hung Hoa was renamed as Phri Thg

province with 10 districts of Tam Ndng, Thanh Thuir, Son Vi, Thanh Ba, Phi Ninh, Cdm Kh6'

Ha Hda, Hac Tri, Hirng Quan, Ngoc Quan and Thanh Son, YOn L4Lp chau (cities)

Between 1 903 (the year of being renamed as Ph0 Thg) and the 1 945 August Revolution,

the administrative units did not undergo any change except the change of names

On22nd October 1907 Phu Thg and Vi6t Tri towns were established

ln 1919 Son Vi district was renamed as LAm Thao phri (pref ect) At the same year Hing

Quan and Nggc Quan were merged to become Doan Hing phi (prefect)

ln 1 939 Doan Hung ph0 (prefect) was renamed as Doan Hing chAu (city) At the same

year Thanh Ba district became Thanh Ba phri (prefect)

Up to 1940, Phri Thq province comprised 2 ph0 (prefects) of LAm Thao and Thanh Ba,

6 districts of Tam NOng, Thanh Thu!, Phi Ninh, Cdm Kh6, H4 Hda, Hac Tri, 3 chAu (cities)

of Thanh Son, Ydn t-ap, Ooan Hung, 2 towns ol Phri Thg, Viat Tri and one town (thi lrdn) oi

HLrng H6a There were 66 tdng (cantons), 467 villages and 22 streets

After the August Revolution was successful, administratively phi (prefect), chau (city), districts were called district (huyQn) Tdng (canton) was eliminated Small villages were unilied

to be called commune ln 1 946 in Phu Thg province, 467 old villages were unilied into 106 new communes However, due to the lact that some communes were too large, in the mid of 1947 the government divided some of them into smaller communes, raising the number of vlllages

At the same yeat ol 1947,5 districts on the right bank ol Thao River of Cdm Kh6, Tam Ndng, Thanh Thriy, Thanh Son and Yen Lqp joined zone No 14, which formerly didn't belong

to Phri Thq province Up to December'1948, zones No 14 and No 10 merged to become inter-region No 5, so the 5 districts on the right bank ol Thao River then belonged to Phu ThQ province
