1.1 General Specification
Overview of the Project
Ho Chi Minh City has rapidly urbanized and expanded over the last
20 years whilst neglecting development of city infrastructure,particularly urban drainage and sewerage systems Water pollution
in canals and rivers, caused by direct discharge of domestic andindustrial sewage, has resulted in what can be considered as a veryenvironmentally unfriendly situation Low ground level combinedwith inadequate drainage systems results in periodic flooding incertain areas
In addressing the problems highlighted above the Ho Chi Minh CityWater Environment Improvement Project aims to contribute to theimprovement of the urban drainage and sewerage systems of HoChi Minh City
The Project covers an area of 3,065ha and a sewerage developmentarea of 914ha, which includes the central part of the city and theoutlying areas of Thanh Da 15.4ha, Ben Me Coc (1) 70.9ha and Ben
Me Coc (2) 46.0ha for the pump drainage improvement area
The main elements of the project are summarised as follows:
- Tau Hu - Ben Nghe canal improvement of 7.3km
- At Thanh Da (15.4ha), Ben Me Coc (1) (70.9ha) and Ben Me Coc(2) (46.0ha) for pump drainage improvement
- Existing combined sewer improvement of 9.5km

Scope of Work for Package D
The main elements of the proposed Works to be completed by theMain Contractor are as follows:

C ONSTRUCTION
(a) Conveyance sewer construction comprising the construction of approximately 3.0 km of a double cell (each 1200 mm x 1300 mm) reinforced concrete sewer supported on timber piles and concrete piles between interfaces with those portions of the conveyance sewer constructed by others.
(b) Construction of approximately 3 km of road works comprising 6 m wide inspection and maintenance road along the route of the sewer and a 7.5 m wide access road for inspection
In addition to the above, there are interfaces with those of the otherconstruction work packages as detailed hereunder:
(a) At three locations where secondary interceptor sewersconstructed under this Package D connect with the maininterceptor sewer constructed under Package C;
(b) At the defined interface with that portion of theconveyance sewer constructed under Package C;
(c) At the defined interface with that portion of the inspection andmaintenance road constructed under Package C;

1.2 Project Location
Existing Site Condition:
(a) Conveyance Sewer and Road construction
The site of the conveyance sewer and road is low-lying andswampy, relatively undeveloped and involves constructionthrough water courses The general surface level of theexisting ground is around 0 to 1.4m above datum
(b) Existing Combined Sewer Improvement
The site of the works is built-up with high traffic volumes Thegeneral surface level varies between 1.6 and 5.9 m abovedatum;
Location and Area of the Site
The Site of the Works is located in Ho Chi Minh City in the SocialistRepublic of Vietnam The Site of the Combined Sewer Improvementportion of the Works is located in Districts 5, 10 and 11 of the cityand that of the Conveyance Sewer portion is located in District 8and the adjacent rural District of Binh Chanh For a pictorialrepresentation of the Area of the Project location reference is made
to Appendix No 7 attached hereto.
Existing infrastructure provisions are described hereunder:
The existing combined sewer improvement works (including theportions of secondary interceptor sewers) are to be constructedunder existing city roads The conveyance sewer site isaccessible by existing roads and bridges across the Tau Hu and
Trang 8Doi Te Canals There are no existing roads along the route ofthe majority of the conveyance sewer.
Water Supply, Power and Telephone Facilities
The above utilities are readily available in the vicinity of the Site(except for the conveyance sewer portion which is moreremote)
Excavated material unsuitable for reuse as fill or surplus torequirements shall become the property of the Main Contractorwho shall dispose of it in an appropriate manner

a mixture of aggregate, filler and hydrated lime-if required, and asphalt cement.
Immediately before placing the bituminous mixture, the prime coat shall be cleaned using a power sweeper equipped with a blower, supplemented with hand brooms if necessary, or by other approved means.
The mixture shall be placed in strips not less than 3 metres wide To ensure proper drainage, spreading shall begin along the pavement centreline on a crowned section, or on the high side of a pavement with a one-way slope.
After spreading, the mixture shall be thoroughly and uniformly compacted with power rollers.
Prior to placing the asphalt wearing course a tack coat shall be applied in accordance with Clause 6.7.”

2.1 Environmental Concerns
In respect of the construction of the Conveyance Sewer and ExistingCombined Sewer the following issues raise concerns relating toEnvironmental considerations;
Transportation of equipment and material;
Impacts on the prevailing ecological system ;
Impacts on the prevailing water environment (industrialwastewater, domestic wastewater);
Impacts on the prevailing air environment (toxicants in air,dusts from transportation of materials, open space, operation ofconstruction machine, equipment…);
Impacts on the prevailing soil environment;
Impacts on the prevailing inhabitant activities around projectarea;
Impacts on the prevailing labor safety and health of workerworking in project area;
Noise from the clearance and construction process;
Solid waste management;
Hazardous waste management (oil, fuel, chemical…);

2.2 Vietnamese Environmental Standards
The environmental quality standards of Vietnam, which shall beapplied throughout the implementation of the Project, are listedbelow:

2.4 Environmental Management Program
Shimizu Corporation’s Project Manager and Environmental Engineerare committed to the implementation of an environmentalmanagement program to achieve the objectives and targets bydesignating responsibilities at each relevant section / departmentand the means which may be required to achieve the targetstogether with a deadline by which such targets should be achieved.The objectives and targets shall be discussed and agreed at theManagement Meeting Follow up action shall be initiated by allthose concerned to ensure the objectives and targets are achieved

Impact(s) upon the Air Environment
Dust, sand pollution (mainly from site clearance, transportationactivities and construction activities such as discharge system,water supply system etc.) can present a cause of impact forworkers and the ambient environment At the moment, dustconcentration(s) in the project area is in the range of 0.1 - 0.3mg/m3, but during the construction stage, it is inevtiable thatdust concentration(s) will increase Past experience indicatesthat when measuring between 50 - 100 m in the downwinddirection, dust concentration(s) are in the range of 10 - 20

The Engineer, Pacific Consultants International, is required to reviewand approve the Main Contractor’s Environmental Management Planand the Environmental Monitoring Program
The Main Contractor (Shimizu Corporation)
The Main Contractor has the overall responsibility to produce, obtainapproval, implement and update the Environmental ManagementPlan The Main Contractor shall engage a consultancy organisationspecializing in Environmental Monitoring to conduct and implementthe Environmental Monitoring Program In the event that the MainContractor considers that permissible maximum levels have beenexceeded the Main Contractor shall immediately consult with thespecialist Environmental Organisation employed to determinemitigation measures Such mitigation measures shall be advised tothe Engineer immediately
The Main Contractor maintains the overall responsibility to ensurethat all of it’s staff are familiar with the Environmental ManagementPlan and the objectives set forth therein This assurance shall also
be extended to the Main Contractor’s Sub-Contractors, suppliersand other workforce who shall be subject to the requirements of theEMP This assurance shall be achieved by a formal agreement
The Main Contractor shall establish regular periodic inspections toassess the Environmental impacts of the Construction Activitieswithin the immediate area These inspections shall be on a weeklybasis In addition to these inspections, periodic Sampling andTesting shall be carried out as defined in the EnvironmentalMonitoring Program
Prior to any commencement of Construction Activities, the MainContractor shall prepare a Method Statement for each particularwork item Within this Method Statement a Risk Assessment,specifically with respect to the Environment, shall be prepared The Sub-Contractor(s)
Trang 29The Sub-contractors employed by the Main Contractor shall beintroduced and fully briefed on the requirements and theirobligations with respect to the Environmental Management Plan AllSub-contractors shall be required to participate in theimplementation of the Environmental Management Plan Each sub-contractor shall appoint a member of his organisation as arepresentative for all Environmental issues This representativeshall ensure, on a regular basis, that his organization is complyingwith the requirements of the Environmental Management Plan Therepresentative shall fully coordinate with the Main Contractor’sEnvironmental Engineer.

4.3 Training
The Main Contractor shall arrange appropriate training for personnelwhose work activities may present a significant risk upon theenvironment through environmental meetings and inspections both
at management level as well as staff level Each member of staffwill be made aware of the environmental issues / policies pertaining
to the company Each employee shall be given a lecture on issuesrelating to the environment to enhance their environmentalawareness

4.4 Communication
At the commencement of the project and at periodic stagesthereafter, the Main Contractor shall arrange meetings with allrespective personnel and organizations The respective managerswill explain environmental issues during the course of thesemeetings
A copy of the approved Environmental Management Plan shall befurnished to all of the relevant subcontractors prior to thecommencement of his works
The Project Manager shall delegate responsibility for dissemination
to all employees the objectives of the Environmental ManagementPlan
For sensitive matters, special information may be required, whichshall be provided and noted on all project signboards
The Management Responsibility Matrix and planned inspections /meetings are described in 4.1 and 4.2 respectively on pages 23 to
26 hereinabove
4.5 EMP Documentation and Document Control
The Main Contractor shall establish, and maintain, information inhard document form and, if applicable, electronic form Toimplement the Environmental Management Plan a number ofprocedures will have to be developed and implemented throughoutthe construction period A summary of the anticipated procedures
is detailed below
The Project Manager will be responsible for the actualimplementation of the Environmental Management Plan and theprocedures The Environment Engineer has the responsibility forthe co-ordination of all environmental related questions

(a) Pollution Control During Road Transportation
- Speed of vehicles is limited within the Site;
- Using appropriate signs and signals, barriers;
- Loaded vehicles should have a cover;
- Before alighting onto public highway constructiontraffic wheels and undercarriage should be free ofdebris;
- Water spraying and cleaning of public roads may berequired;
- Major traffic logistics to take place during non-peaktraffic hours to avoid traffic congestion as far asreasonably practicable;
Trang 36- Construction vehicles on public highways shouldsatisfy and be subject to the prevailing regulations forregistration and the like;
(b) Action in the event of an accident occurring duringtransportation
- Calling for an urgent meeting between theProject Manager, Environmental Engineer and otherrelated departments / sections to solve the problem assoon as possible;
- In case of an accident that may have apotential effect on the environment, the EnvironmentalEngineer must inform the situation immediately toDONRE-HCM City in order to obtain realistic directions /guidance together with any assistance from thespecified and related institutions if deemed necessaryand / or appropriate;
- Managing the problem effectively togetherwith assistance from other functional agencies;
- Informing other responsible entities andorganizations;
(c) Preparation for Commencement of Construction
Trang 37- Logical planning of the execution of the worksincluding the use of manpower;
- Selection of construction method(s) that aremost efficient / effective without compromising thequality of the works executed;
- Procurement of pre-cast or pre-fabricatedmaterials for construction to minimize wastage;
During the construction process, it is imperative that theapplicable regulations, procedures and Management Planswhich are set up at the commencement stage of the Projectare complied with From a basic Environmental and Safetyperspective, the following points should be considered:
- Obeying all regulations regarding safety andenvironment in work performance including moving,clearance, building trailers, storage, power supplyfacilities, and vehicle parking areas;
- Removal of trees and plantations shall belimited, as far as is reasonably possible, in order not tosignificantly alter the prevailing ecological condition;
- The Main Contractor shall provide suitable restaccommodation for employees;
- Arrangement of safe passages includingpedestrian ways;
- Provision of sufficient barriers, roadblocks, signs,signals and warnings, specifically at place of highvoltage / power lines / facilities or dangerous materials;
- Provision of sufficient lights for all necessaryarea(s), specifically for construction area(s) at night;
- Implementing a thorough and sustainablehousekeeping plan together with a comprehensivemanagement plan for disposal of waste materials;
(d) Air Pollution Control
Trang 38Methods in accordance with the prevailing regulations shall
be applied comprising, but not necessarily limited to, thefollowing:
- Limitation of the area where the pollution of airmay occur;
- Utilising appropriate protective methods such ascover(s), water spraying and the like to minimise theeffect of dust production;
- Trying to remove newly generated andunwanted solids like soils / rocks as soon as possible toreduce diffusion of dusts;
- Prohibit the burning of materials at site;
- Asphalt materials are not heated at site, buttransported to the site pre-mixed by a nominatedsupplier as far as reasonably practicable;
- Minimize the repair of vehicles, plant andequipment at the Site location;
(e) Noise and Vibration Control
To reduce noise and vibration as much as possible duringconstruction;
To minimize the negative affects to the health of employees
at site and to the surrounding residences and residents;
- During construction, use of appropriate noiseprevention measures such as sound insulation material
Trang 39(f) Water Pollution Control
Minimize negative effects to water quality in the concernedarea(s)
General measures need to be applied including:
- Earthworks, i.e excavation and backfilling /filling near to waterways should have a temporary ditch
or a soil trap in order to prevent free scattering ofmaterials possibly into nearby existing watercourse(s);The input flow rate of wastewater generated fromequipment cleaning and washing works is usuallyconsistent, however there is a tendency for this value toincrease significantly at the end of working day Total solidsuspension (SS) of wastewater usually rises suggestingpossible contamination by oil and / or surfactant(s) Aftertreatment this SS value is generally reduced
(g) Prevention of Hazardous Material Impregnating the Soil
To minimize the effects to the Environment, specifically tothe underlying soil strata and protection of natural habitats
The necessary methods are:
- The materials used for backfill shall comply withthe mechanical and chemo-physical requirements, asspecified in the Contract Specifications;
- The area of construction, whilst extensive, isfairly limited in terms of the quantum of backfill(approximately 150,000m3), therefore adverse affectsare not anticipated to any great extent;
- The prevailing sub-soil water quality may bechecked The hazardous materials like chemicals, oilsshall be treated separately, specifically and legally;
- Conservation of green areas as far is asreasonably possible by replacement with new plantingwhen it is necessary / deemed appropriate;
(h) Solid Waste Management
