This Part of BSA U17 has be n prep red b Tech ical Commit e AUE/17
The v ehicle identification number ( VIN) is used to identify roa v ehicles At
present there is a leg al req uirement to mark the VIN indel bly on the car chas is,
f ame or other simiar structure and afix a plate bearing the VIN to a v ehicle p rt
which is not normal y subject to replacement The location of these v ry
considera ly depend ing on th e v ehicle model and manufacturer The v ast
majority of pe ple, includi ng poli ce oficer , do not k ow where to find the VIN
Therefore, to fin d these number it is neces ary to sear h th e vehicle To do this
the polce ne d to exer ise a leg al power under the Polce an d Criminal Ev idence
A ct19 4 ( PACE), for which they must alread y h av e reasona le suspicion that the
v ehicle is stolen PACE d oes not g iv e pol ce the power to simply check the VIN to
fir t esta lsh the true identity of the vehicle
Prior to 19 1 the pol ce national computer ( PNC) v ehicle fie could be sear hed b
the v ehicle registration mark ( VRM) Only then would the VIN be revealed ,
ena lng the VIN marked on the suspect v ehicle to be checked Since19 1 it has
be n pos ible to sear h the PN C d irectly b th e VIN, and this is inc easing ly
being done However , the majority of polce checks ar e sti only ma e on th e VRM
because ofthe d ificulty ex erienced locating the V IN The detection of stolen
v ehicles would therefore be ma e more straig htforward b marking the VIN in a
common v isible location
V ehicle identification n mbering requirements are also contained in Commu ity
Directiv e7 /114/EEC, latest amend ment7 /50 /EEC

This stand rd specifies req uirements for the visibi ity and location of the v isible v ehicle id entification
n mber ( V IN) of motor v ehicles It a pl es to the folowing motor v ehicles:
— those with at least four whe ls used for the car i ag e of p s enger and comprising no more than eig ht
seats in a d ition to the driv er’s seat;
— those with at least four whe ls used for the car iag e of g oods and with a ma imum weight not
exce ding3.5ton es

3 Definitions
Fo the purposes of this British Stand r d th e folowing d efinitions a ply

vehicle identification number ( V IN)
structured combination of character as ig ned to a vehicle b the man facturer for identification purposes
3.2
visible vehicle identification num ber
v eh icle identification n umber placed in a secure location which can be rea without ac es to the interior
of the vehicle
4 General
It shal be ensured that none of the security related aspects of the v ehicle are compromised b a ply ing the
v isible V IN
5 Ma rking s
The visible VIN shal consist of 17dig its, as specified in BSAU17 -1b, and hav e a minimum heig ht
of4mm
The visible VIN shal be indel bly mar ked on the v ehicle S ch mar ks or la els shal be desig ned to prev ent
easy remov al and ind icate tampering Any a d itional mar king s shal not afect its read abi ity

Th e visible VIN shal be instal ed inside the p s enger comp r tment a jacent to the primar y left hand
winds re n pi ar, v iewed f om the normal d riv ing position
It shal be rea a le in d ay light, without mov ing any p rt of the v ehicle, th roug h either the wind sc e n or
an ad jacent win dow b an obser v er with 20/20v ision (corr ected if neces ary ) standing a jacent to the
primary left han d winds r een pi ar
Th e visible VIN shal be in a location that av oids ina ver tent obs uration
7 Fixing s
Th e visible VIN shal be firmly at ached to th e veh icle structure, but n ot the wind scr een or any g lazing
Th e remov al, replacement or remarking of the v isible V IN shal not be pos ible with the use of low-cost,
easiy conceala le to ls or equipment rea i y av aia le to the publc at lar ge, without the prior remov al of
major components or as embl es e.g instrument p nel, winds re netc Fixings shal be dificult to r emove
and/ or falsify e.g bonding a hesiv es, non-stand rd hea ed riv ets, etc
