"Phu Tho Statistical Yearbook" is the publication which is

published annually by Phu Tho Statistics Office, including basic statistical data that generally reflect socio-economic dynamics and situation within the administrative boundaries of Phu Tho province

In this publication, under the guidance of the General Statistics Office, Ministry of Planning and Investment, Phu Tho Statistics Office collected, processed, aggregated and exploited, selected some data from information sources of various provincial departments, sectors, agencies and units; at the same time, systematized, standardized and supplemented a number of tables, indicators according to new regulations Particularly, the gross regional domestic product (GRDP) data for 2015, 2016 and preliminarily 2017 were compiled

on the basis of updated data sources released by the General Statistics Office

1 Tăng trưởng kinh tế

5 Tình hình đăng ký doanh nghiệp

đó tạo điều kiện thuận lợi cho các doanh nghiệp trên địa bàn tỉnh hoạt động sản xuất kinh doanh

Năm 2017, số doanh nghiệp thành lập mới là 645 doanh nghiệp, tăng 6,4% so với năm 2016; tổng số vốn đăng ký đạt 4.454,2 tỷ đồng, tăng 69,2%; số vốn đăng ký bình quân một doanh nghiệp thành lập

tăng 40,2% so với năm 2016

Trong năm 2017 có 152 doanh nghiệp tạm ngừng hoạt động, tăng 29,9% so với năm 2016; có 92 doanh nghiệp quay trở lại hoạt động, tăng 8,2% so với năm 2016; có 40 doanh nghiệp hoàn tất thủ tục

Năm 2017, sản xuất nông, lâm nghiệp và thuỷ sản trên địa bàn

7 M ột số vấn đề xã hội

- Dân s ố, lao động và việc làm

nông thôn 1.130,4 nghìn người, chiếm 81,16%; dân số nam 687,1 nghìn người, chiếm 49,33%; dân số nữ 705,8 nghìn người, chiếm 50,67% Lao động từ 15 tuổi trở lên đang làm việc trong các ngành kinh tế năm 2017 ước tính 760,8 nghìn người, tăng 9,1 nghìn người so với năm 2016, trong đó khu vực nông, lâm nghiệp và thủy sản chiếm

tăng 5,8 nghìn lao động Tỷ lệ lao động từ 15 tuổi trở lên đang làm

trong độ tuổi năm 2017 là 2,2%, cao hơn mức 1,99% của năm trước

- Đời sống dân cư

Đời sống của người dân năm 2017 nhìn chung ổn định và được

nghèo năm 2017 theo chuẩn nghèo tiếp cận đa chiều là 8,9%, giảm

định, không có tình trạng thiếu hoặc mất việc làm kéo dài; ước tính

đã làm 4 người chết; 5 người bị thương; 599,6 ha lúa và 922,2 ha

b ị chết; 1,2 nghìn tấn cá mất, chết do tràn bờ, cuốn trôi; 38 nhà bị sập,

công trình công c ộng khác bị thiệt hại

- Tr ật tự và an toàn xã hội

đường sắt và 54 vụ va chạm giao thông làm 64 người chết (giảm 3

năm trước) 4

Năm 2017, trên địa tỉnh xảy ra 58 vụ cháy (tăng 2 vụ so với năm trước) làm 1 người chết, 12 người bị thương, tổng giá trị thiệt hại ước

nhưng tình hình kinh tế - xã hội tỉnh Phú Thọ đã có sự chuyển biến

Dưới sự lãnh đạo, điều hành của Tỉnh ủy, HĐND, UBND tỉnh,

Economic structure (value added structure) in 2017: the agriculture, forestry and fishery accounted for 22.00% (24.34% in 2016); the industry and construction sector made up 38.99% (37.73%

in 2016); the service sector shared 39.01% (37.93% in 2016) The

2017 economic structure shifted towards a positive trend which the share of the agriculture, forestry and fishery decreased, the proportion

of the industry and construction sector, and the service sector increased

Contributing to the overall economic growth rate of 7.75%, the industry - construction sector gained the highest growth rate, contributing 4.0 percentage points; followed by the service sector with 2.72 percentage points; the agriculture, forestry and fishery with 0.80 percentage points; the product taxes less subsidies on production with 0.23 percentage points

State budget balancing revenues in the province were estimated

at 7,483.5 billion VND, an increase of 20.4% over the same period Budget expenditures were in line with regulations, basically meeting the province’s socio-economic tasks; total State budget balancing

Total insurance revenues in 2017 was estimated to reach 3,058.1 billion VND, of which the social the insurance revenue was 1,824.8 billion VND; the health insurance revenue gained 1,106.7 billion VND; the unemployment insurance revenue achieved 126.6 billion VND Total insurance expenditure preliminarily reached 5,142.5 billion VND, of which the social insurance expenditure was 3,683.0 billion VND; the health insurance expenditure was 1,398.5 billion VND; the unemployment insurance expenditure attained 61 billion VND

3 Investment

Total implementation investment in 2017 at current prices was estimated at 23.7 trillion VND, a growth of 13.2% over the same period Of which, the Non-state sector’s investment was 14.9 trillion VND, an increase of 13.2%; the foreign direct investment (FDI) sector’s investment reached 3.6 trillion VND, an upturn of 34.5%; the State sector’s investment reached 5.2 trillion VND, a growth of 2.0%

In terms of FDI attraction, there were 16 newly licensed projects in 2017 with registered capital of 177.6 million USD, increased 66.60% in registered capital in comparison with 2016

4 Price indexes

The consumer price index (CPI) in December 2017 increased

by 3.28% over December 2016 The average CPI in 2017 went up 2.19% compared to the 2016 average CPI, of which the category of medicine and health services gained the highest growth of 43.00%; the category of education rose 7.17%; the category of traffic expanded 6.61%; the category of housing, fuel and construction materials grew up 3.11% In addition, some categories declined compared to the same period, contributing to restriction on CPI rise such as: the category of food and services decreased by 4.81%; the category of culture, entertainment and tourism went down 0.23%; and the category of postal service and communication fell 0.10%

The gold price index in December 2017 increased by 6.81% over the same period in 2016; the average gold price index in 2017 grew 3.62% compared to 2016 The USD price index in December

2017 dropped 0.41% in comparison with the same period in 2016, the average USD price index in 2017 rose by 1.64% over 2016

5 Enterprise registration

The task of improving business environment, supporting and developing enterprises was enhanced The provincial People’s Committee continued to direct provincial departments, branches and localities to well implement solutions to support for enterprises in the province in terms of accessing to land, capital, administrative procedures and site clearance compensation, which created favorable conditions for production and business of enterprises in the province

In 2017, the number of newly established enterprises was 645 enterprise, an increase of 6.4% over 2016; total registered capital reached 4,454.2 billion VND, a rise of 69.2%; the average registered capital of a newly established enterprise in 2017 was 6.9 billion VND,

an upturn of 58.9% Total number of registered employees of the newly established enterprises in 2017 was 13,731 persons, increased

6 Results of production and business in a number of

economic activities, sectors

- Agriculture, forestry and fishery

In 2017, the agricultural, forestry and fishery production in Phu Tho province faced many difficulties: in winter-spring crops, warm weather with higher average temperature compared to recent years facilitated development of many kinds of diseases on crops; in summer-autumn crops, storms and rain effected production and yield

on some areas of paddy and vegetables; in addition, livestock husbandry still experienced a lot of obstacles in consumption, pig prices continued to be low, the size of total population decreased

The total production of cereals in the province reached 454.9 thousand tons, a decrease of 1.2% over 2016, of which: production of paddy was 367.9 thousand tons, a drop of 1.4% over 2016; production

of maize was 87 thousand tons, a fall of 0.17% compared to 2016 Production of fresh tea in the province was estimated to reach 172.7 thousand tons, went up 6.4% over 2016

Husbandry of livestock, poultry in 2017 was basically stable, only production of pig faced several challenges in consumption, pig prices kept on low levels Total production of living weight animals in the province reached 166.9 thousand tons, an increase of 10.2% over 2016; of which, the production of living weight pigs was 128.2 thousand tons, a rise of 11.3% compared to 2016

Activities such as growing of newly concentrated forests, forest nursing, forest restoration, planting of scattered forest trees, harvesting timber and forest products in the province were well implemented according to the plan from the beginning of the year, … In 2017, the area of newly concentrated planted forests was estimated at 9.7 thousand ha, an increase of 0.2% over 2016 Timber production was

accounting for 65.0% of total timber production, an increase of 7.5% over 2016

In 2017, fishery production was badly affected by natural disasters, but still developed stably in both size and quality of aquatic products Total fishery production in the year was estimated at 34.4 thousand tons, a rise of 5.3% compared to 2016; of which, aquaculture production of all kinds was 31.7 thousand tons, increased by 4,9% in comparison with 2016

- Industry

The industrial production in 2017 of Phu Tho province continued to mainly base on new investment and investment expansion but there has not been many investment projects on production line with innovative technology

The Index of Industrial Production (IIP) in 2017 increased by 8.8% compared to last year in the province, lower than a rise of 9.5% and 16.8% in 2016 and 2015 respectively because manufacturing with big share of value increased lower than that 02 previous years Of which, the mining and quarrying soared to 45.6%; the manufacturing grew by 8.4%; the electricity production and distribution, gas, steam

and air conditioning supply edged up 5.7%; the water supply, sewerage, waste management and remediation activities went up 1.5%

Some main industrial products were as follows: processed tea reached 55.4 thousand tons, rose by 1.6% over 2016; beer of all kinds achieved 106.9 million liters, surged by 8.5% against 2016; cement recorded 1,288.5 thousand tons, decrease by 6.6% compared to 2016, ceramic bricks gained 37.6 million m³, increased by 2.7% over 2016 etc

- Trade and tourism

Gross retail sale of goods and service turnover in 2017 estimated to reach 25,223.2 billion VND, increased by 10.1% over

2016 (excluding price elements) By economic activities, turnover of trade gained 21,736.3 billion VND, accounted for 86.2% of total and witnessed a rise of 12.2% against 2016; turnover of accommodation, catering services achieved 2,115.1 billion VND, made up 8.4% and an increase of 7.5% compared to 2016

Transport activities developed stably that fully met the needs of people’s regular travelling in the province In 2017, the number of passenger carried reached 9,854 thousand persons, rose by 11.2% compared to last year The number of passengers traffic gained 842.8 million persons.km, jumped by 19.1% The volume of freight carried achieved 41.9 million tons, surged by 18.1% over previous year The volume of freight traffic recorded 2,278.5 million ton.km, went up 10.7%

The tourism development was paid attention of all level of local authorities, infrastructure for tourism continued to be accomplished, Muong Thanh hotel and commercial center complex was completely finished, progress of Sai Gon – Phu Tho hotel project was accelerated etc.; tourism still developed, turnover of accommodation, catering and travelling services was estimated to reach 2,133.3 billion VND, a rise of 7.6% over 2016 The tourism attracted 937,650 visitors served by accommodation establishments,

of which the number of overnight visitors was 360,887 persons

7 Social issues

- Population, labor and employment

The average population in 2017 in Phu Tho province was estimated to reach 1,392.9 thousand persons, witnessed a rise of 0.81%, equal to 11.2 thousand persons over 2016, including: the urban population was 262.5 thousand persons, accounting for 18.84%; the rural population was 1,130.4 thousand persons, making up 81.16%; the male and female population was 687.1 and 705.8 thousand persons, respectively with the corresponding share of 49.33% and 50.67%

The employed population at 15 years of age and above working

in economic sector in 2017 estimated at 760.8 thousand persons, an increase of 9.1 thousand persons against 2016, of which, the agriculture, forestry and fishery sector accounted for 54.7%, a decrease of 3.6 thousand persons; the industry and construction sector made up 22.9%, an increase of 6.9 thousand persons; The service sector made up 22.4%, an increase of 5.8 thousand persons The percentage of trained employed workers at 15 years age and above in economic activities was estimated to reach 21.6%, higher than the figure of 20.3% in 2016 The unemployment rate of labor force at working age in 2017 was 2.2%, exceeding the rate of 1.99% in previous year

- People’s living standards

People’s living standards in 2017 was seen to be stable and has been improved over 2016 Meanwhile, the policies on investments and social securities have been being reinforced The situation of food storage occurred mainly on January and February, focusing on the households in remote and mountainous areas as well as the poverty and the near-poor households due to lacks of cultivated land for growing crops, people without ability to work or with diseases The rate of poverty households identified by multi-dimensional poverty standards in 2017 was 8.9%, decreased by 1.61% against 2016 At the present, there were 141 thousand workers, civil servants and employees In general, the living standard of workers, civil servants and employees has been increasingly improved Employment was fairly stable The situation of underemployment or prolonged loss of job has not occurred; the estimated monthly income per capita of workers, civil servants and employees reached over 4.4 million VND

in the province, with an increase of 0.4 million VND compared to the

same period Of which, the administrative activities reached over 4.5 million VND, the State owned enterprises gained over 4.2 million VND; the foreign invested sector achieved over 4.4 million VND However, a fairly large part of employees faced a lot of difficulties on account of low income or companies owed employee for their salary etc.6

In 2017, there were 8 natural disasters, the losses were estimated at 167.1 billion VND (doubled as compared to last year) The adverse impacts of natural disasters caused 04 deaths, 05 wounds, the loss of paddy and crop areas was 599.6 ha and 922.2 ha respectively; 24 buffaloes, 45 pigs and 1,412 poultries died; the loss and death of 1.2 thousand tons fishes due to overflow of water, flood sweeping away 38 houses were collapsed and swept away by floods;

515 houses was flooded; 526 houses were damaged roof ripped-off; a lot of public works were damaged

- Social order and security

and deaths caused by traffic accident were still high There were 60 roadway accidents, 02 railway accidents and 54 traffic crashes in the province, causing 64 deaths (a decrease of 03 deaths compared to last

In 2017, there were 58 fires (an increase of 2 cases compared to previous year), causing 1 death and 12 wounds The total losses were estimated at 206.5 billion VND (an increase of 200 billion VND over last year)

In summary, in 2017 despite of difficulties and challenges, Phu Tho province’s social and economic situation showed positive shifts

in almost sector Economy continued to be stable; mechanism and administrative reform, investment and business environment improvement have affected and facilitated the investment and business activities in the province

Committee as well as overall political system, enterprise community and people’s efforts and determination, the economy in the province developed steadily at the fairly high growth rate; defense and social security were ensured, people’s living standards was increasingly improved, the goals and plans in 2017 were completely achieved or exceeded

INDICATORS ON LAND, CLIMATE

LAND

Total land area of an administration unit is the aggregate area of all types of land within the boundary line of each administration unit which is determined in accordance with the provisions of law

Agriculture production land is the land used in agricultural

production, including annual crop land and perennial crop land

Forestry land is the land under forests (including natural forests

and planted forests) that meet the forest standards prescribed by the legislation on forest protection and development, and newly planted forestor plantation forest in combination with natural farming

Specially used land includes land for offices of the State

agencies, land for construction of for-profit facilities; land for security and national defense purposes; land for non-agricultural production and business, and land used for public purposes

Residential land is the land used for construction of houses and

facilities for living activities; garden and pond attached to house in the same residential land plot (including garden and pond attached to detached house) which is recognized as residential land It includes residential land in rural areas, residential land in urban areas

Unused land includes all categories of land of which the

purposes of use have not been yet determined, including unused plain land; unused hilly land; rocky mountains without forests

CLIMATE

Average air temperature in months is the average of average

air temperature of days in the month

Average air temperature in year is the average of average air

temperature of days in the year

• Air temperature is measured by normal thermometer,

maximum thermometer (mercury), minimum thermometer (alcohol liquid) and thermo graph (sensor is a bi-metal plate) exposed to the air

in a meteor bust at altitude 2m away from the ground, sheltered from direct solar radiation

• Daily average air temperature is calculated using the simple

arithmetic mean from the results of 4 main observations in the day at 1 a.m., 7 a.m., 13 p.m., 19 p.m or from the results of 24 observations at the time of 1 a.m., 2 a.m., 3 a.m., 24 p.m of the thermometer

Number of sunshine hours in months is the sum of sunshine

hours of the days in the month Numbers of sunshine hours are hours

The water level is elevation of the water surface at the

observation place in relation to the sea surface, measured in centimeters (cm) A system of piles, rulers and self-recording machines are used

to monitor the water level

Water flow is the amount of water flowing through a cross

section of the river in a unit of time, measured in m³/s Monthly average flow is the average value of flow of the days in the month Water flow is measured by flowmeters, drifting buoys or ADCP machines
