The Bidder will be committed to a Quality Control with the aim to ensure conformance with contractual requirements, and to provide Employer's confidence, that the products and services are fit for their intended purposes
It is part of the Bidder's overall and ongoing development to implement and maintain quality to give effect the Employer's expectation of optimum price, timely delivery, construction quality and conformity to specifications are all fulfilled
In the first instance, quality means the successful realization of contractual requirement, including technical specifications and the meeting of deadlines, all done in an economic manner The quality requirements stated in the contract thus delegate a very high responsibility to individual staff
In order to measure and attain of these goals a "Quality Control Plan" is established This system is advantageous to the Engineer, the Employer as well as the Bidder The Quality Control Plan ensures simple and logical documentation which shall help the Engineer in his control as well as the: Bidder in the execution of the works, and is particular helpful in'… minimizing the cost of extra work
Quality Control Plan should not just be a slogan It should be a positive procedure, willingly accepted by all staff as their responsibility, with which they identify the procedures and goals, and act accordingly
The development of procedures have been defined and integrated within our Quality Control Plan in accordance with ISO 9001 This will ensure that required quality levels are achieved on overseas construction sites by careful planning as well as early identification and elimination 'of problems
The introduction of the Quality Control Plan is dependent upon the member of the Management Team fulfilling his duties conscientiously -every staff must not only know the system, but must practice and carry out This will result in a smooth operation and a satisfied to the Engineer and the Employer

2.1 Tasks for Each Organization and Personnel

Trang 5The Project Manager is responsible for execution of the project and to ensure that the quality system is carried out at site He shall ensure that the right resources are allocated to the project
Quality Control Manager
The Quality Control Manager is the authority on all quality matters about the project He is to provide the authority and necessary assistance to solve quality problem
The Quality Control Manager is responsible for compliance with the requirements
of the Contract, approved drawings for the areas of site works in his control and for the quality of workmanship For the Bidder, he is the authority to lead, instruct, supervise and direct the execution of the works under his control and he will interface with the Engineer on all questions regarding organization of quality system and control including the establishment of quality assurance and control procedure
The Quality Control Manager's responsible works are followings
• The Quality Control Manager is responsible for the proper implementation, management and organization of on-site Quality Control Plan with respect to the project and its requirements cooperating with Project Manager
• The Quality Control Manager shall lead, instruct advice and supervise the site staff in all matters relating to quality system / quality control
• The Quality Control Manager shall implement, control, revise and maintain complete inspection records for the project
• The Quality Control Manager shall insure that the site superintendent and site staff are informed of and receive copies of amendments and revisions to drawings, specifications and contract requirements
• The Quality Control Manager shall coordinate with the Project Manager, site staff on ways of resolving quality-related production problems
• The Quality Control Manager shall review incoming notification from the Engineer relating to quality control procedures and to suggest or approve remedial action

Quality Control Staff
The Quality-Control Staff is the coordinator and supervisor of all matters relating
to compliance with contract drawings and specifications, codes and standards as applicable He is independent from the Site Engineer and the production team regarding any matters related to quality control / quality procedures He shall be reliable assistance to the Quality Control Manager and perform under QCM's direction and instruction
The Quality Control Staff's works are followings
• The Quality, Control Staff is responsible for the management and organization
of Quality Control Plan with respect to the project and its requirements
• The Quality Control Staff shall lead, instruct and supervise the development
of the detailed inspection system
• The Quality Control Staff shall establish, revise and material testing records for the project
• The Quality Control Staff shall insure that the Project Manager and all staff concerned are informed of and receive copies of amendments and revisions
to drawings, specifications and contract requirements
• The Quality Control Staff shall insure that internal and external laboratories and testing systems are selected and maintained as required by applicable regulations
• The Quality Control Staff shall review throughout the project cycle, the effectiveness of the inspection plan, procedures and documentation and to propose changes or amendments for optimization
• The Quality Control Staff shall coordinate with the Project Manager and site staff on ways of resolving quality-related procedure-problems
• The Quality Control Staff shall be delegated by such authority as deemed appropriate for the effective implementation of procedures and requirements This, however, shall not relieve him from his overall responsibility

3 Bidder's Quality Control Plan
3.1 QC Coordination Meeting
Before start of construction, and prior to approval by the Engineer of the Quality Control Plan, the QC Coordination Meeting shall be performed as follow
The Bidder with his QC Engineer shall meet with the Engineer and discuss the Bidder's quality control system During the meeting, a mutual understanding of the system details shall be developed, including the forms for recording the QC operations, control activities, testing, administration of the system for both on-site and off-site work, and the interrelationship of Bidder's Management and control with the Engineer's Quality Assurance requirements Minutes of meeting shall be prepared by the Bidder's QC Engineer and be signed by the Bidder's QC Engineer, the Bidder's Project Manager, and the Engineer The minutes shall become a part of the Contract file There may be occasions when subsequent conference will be called by either party to reconfirm mutual understandings and/or address deficiencies in the QC system of procedures, which way require corrective action by the Bidder
3.2 QC Documentation
The QC Organization shall maintain current records of quality control operations, activities, and tests performed, including the work of SubBidders and suppliers These records shall be on a daily report from acceptable to the Engineer and shall include factual evidence that required quality control activities and/or tests have been performed, including but not limited to the following:
• Work performed each day, giving location, description, and by whom Type and number of control activities and tests involved

• Deficiencies noted along with proposed remedial action of corrective action
• Control activities performed with results and references to specifications and/or Drawing requirements
3.3 QC Tests and Testing
3.3.1 Testing Procedures
Tests specified or required shall be performed to verify that control measures are adequate to provide a product that conforms to Contract and specification requirements Testing includes operation and/or acceptance tests when specified or required A list of test to be performed shall be furnished as a part of QC plan The list shall give the test name, frequency, specification paragraph containing the test requirements, the personnel and laboratory responsible for each type of test, and
an estimate of the number of tests required
3.3.2 Independent Testing Laboratory
The Independent Testing Laboratory shall be provided The Independent Testing Laboratory shall be noted in the Quality Control Plan, as well as necessary information and data to evaluate the laboratory's qualifications and proposed personnel to be assigned to the Works The Independent Testing Laboratory shall maintain and operate a laboratory on site during the duration of the construction activities of the Works to accomplish all on-site testing
The Independent Testing Laboratory shall be fully equipped with all necessary equipment and trained personnel to properly conduct all on-site testing in accordance with specified and appropriate materials testing procedures and shall meet appropriate criteria
In the Quality Control Plan, all on-site testing by the Independent Testing Laboratory shall be noted, as well as any testing the Bidder propose to accomplished off-site by the laboratory or other laboratories
In the Quality Control Plan, a complete listing of the proposed on-site testing equipment and available off-site testing equipment of the Independent Test Laboratory shall be noted
The on-site Independent Testing Laboratory will be a part of the Construction Quality Control operation and will independently, but under the jurisdiction of the Quality Control Engineer
3.3.3 Site laboratory control

3.3.4 Quality control of material input

3.3.5 Sampling
A material sampling schedule noting time and frequency of testing and sampling
of all materials shall be fully detailed in the Quality Control Plan
Any material that appears defective or inconsistent with similar material being produced shall be sampled, unless such material is voluntarily removed and replaced or corrected
Sampling procedure:
• A material sampling schedule shall be informed to the Engineer by Inspection request before 24 hours
• Sampling procedure shall be complied with current TCVN standard under the supervision of the Engineer
3.3.6 Transmittal of Test Report
The testing laboratory shall furnish three copies of test results The Bidder shall submit to the Engineer 01 copy by official letter within 3 days after finish the test
3.3.7 Inspection and Testing
Inspection testing is divided into two categories: (1) job site inspection and testing and (2) off-site inspection and testing
3.3.8 Manufacture's Certification
Manufacturer certification will be furnished on items of materials and equipment
to the satisfaction of the Engineer
All certification shall be originals The original of manufacturers or independent laboratory certifications shall name the appropriate item of equipment and material, specifications, standards or other document specified as controlling the quality of that item and shall have attached thereto certified copies of test reports upon which the certifications are based
3.3.9 Off-site Testing and Inspection
Off-site or factory inspection shall be the inspection at the point of manufacture
or production of the various products or materials which are shipped to the Sites Appropriate written notice shall be submitted to the Engineer not less than 28 days before off-site inspection services, and shall be provided for the producer, manufacturer, and fabricator to furnish safe access and proper facilities and to cooperate with the inspecting personnel in the performance of their duties
3.3.10 Certified Laboratory Tests
