1 General and Contents
This General Traffic Control Plan shall be read in order to describe clearer Contractor’s planning of traffic control during construction period and shall be read in conjunction with all the relevant tender documents It shall be revised to allow for modifications based on actual physical site conditions during construction stage
This plan is prepared for the treatment of public traffic on existing road that shall
be affected by the construction of the project and in order to maintain traffic safety as well as avoiding excessive delay of public traffic on existing road
The Contractor shall be responsible for carrying out any necessary investigations and obtaining approvals, licenses, escorts and any other necessary facilities in order to enable extraordinary traffic to be moved on the roads in the Project area Before the application of the measures for traffic maintenance and protection contained in the “General Traffic Control Plan” described below, the Contractor shall investigate and clarify sufficiently the details and regulations established by local authorities and pertinent divisions of the Vietnam Road and Railroad Traffic Police Department
The technical requirements specified in the Vietnamese Standards
22-TCN-237-01 Road Signs and Signaling Regulations shall be applied to the work contained in this Specification Section The specifications stated in other international standards such as; AASHTO, ASTM, MUTCD (of the FHWA) or other standards that may be accepted by the Engineer as applicable, shall supplement the aforementioned Vietnamese Standard
Traffic control devices and services shall be provided and maintained both inside and outside the project limits as needed to facilitate traffic guidance should this
be necessary such as temporary bridges, temporary roads and diversions All traffic temporary control devices and facilities shall be removed upon completion
of the Contract
Line communication shall be regular updating between all relation subdivision by mobile phone and daily report system Moreover, the intent of site meeting for traffic coordination shall be clarified when necessary
All Sub-contractor shall follow Project’s General Traffic Control Plan
Inventory of the affected traffic are road section near site work area The detailed inventory of the affected traffic shall be mention in the specific traffic control plan for each section in this project

Plan: The plan shall be prepared and submitted by theContractor in compliance with the Contract
The plan shall consist of a complete plan for implementation and monitoring of the necessary measures that the Contractor shall carry out for the maintenance and protection of public traffic, including traffic due to the construction in the project area during

Project manager.
Project manager is responsible for the project implementation and ensuring that the traffic controlling system is active on the site
The Project manager is in charge of making plan of project checking The plan will comply with the Safety Policy of the Bidder with the support of the construction management department and safety officer The implementation of anti- accident procedures will be effective if a good plan is made in advance Especially, the Project manager will corporate with the safety officer to carry out the following safety plans as follows:

The executive director assigns the department manager to implement and
monitor all activities related to traffic ensuring on the site according to the
standards applied in the project The construction management department also supervises the activities related to the above mentioned and discusses with the safety officer or executive director to ensure the compliance with regulations and registration The specific duties of construction management department on traffic supervising include the following features without limitation:
contact with the executive director/ traffic supervisor chief
ensuring traffic during construction and make the plan into practice
to achieve the target of traffic ensuring
works in ensuring traffic safety at the construction location which affects traffic
ensuring
and timely announcement after discussing with the executive director
jam by the construction
according to training program with the director’s approval
Traffic supervisor chief
The traffic supervisor chief is in charge of managing all traffic supervising
activities on the site during the contract time
The traffic supervisor chief will compose, supervise and check the traffic
supervising plan They carry out revising the traffic supervising plan in line with the program submitted to the Engineer for approval
The chief is responsible for directly managing the implementation of traffic
ensuring plan and program of the Bidder The chief directly reports to the
executive director or reports to the construction management department and inform to construction teams The chief has to actively enhance the
implementation of traffic safety at every location which is affected by the
construction Being a direct manager of the traffic safety program, the chief acts
as a coordinator who offers advice on traffic ensuring to the executive director, construction management department The chief must have good competence and experience, properly joining the traffic ensuring activities during project Specific duties of the traffic supervisor chief include:

Instruct the traffic ensuring activities on the site (at the construction-affected locations) together with the executive director, construction management department, site engineers to meet all requirements of the Employer
Timely report to the executive director, and construction management department the progress of traffic ensuring plan
Prepare, submit and deliver reports on traffic safety ensuring during construction
Remain a continuous checking program; report the findings to the executive director/construction management department to take timely measures
Assist the construction teams to implement their traffic safety ensuring program to meet various requirements on ensuring traffic safety on the site
Report to the executive director, inform to construction management department
Join in meetings with construction teams, ensuring to comply with the procedures of traffic ensuring on the site
Actively assist site engineers to solve problems related to traffic safety ensuring on the site
Traffic vice- supervisor
Traffic vice- supervisor of the Bidder will assist the chief, site engineers, in
controlling traffic safety regulations The vice- supervisor has to implement the following minimum works:
Report the checking results to the chief or team manager/related site engineers
Require the team manager to immediately take measures to overcome conditions which do not ensure traffic safety and immediately report to the chief
locations where traffic jams often occur during construction
Require the team manager, site engineers to regularly revise the construction locations with high traffic density so that they will deeply

understand the traffic situation Timely inform to the chief when traffic jam
or unsafe occur
Revise signal boards, posters, and temporary fences on the site and require recovering or installing signal boards, posters, and temporary fences at essential places and supervising that work
Temporary traffic protection and maintenance
During carrying out the construction of the Works at all working location shall be kept open for traffic and maintained in the safe
Bidder will undertake his work in such a manner that to protect the works against damage from public and construction traffic
Traffic control and traffic diversions shall be applied as necessary to protect the works
At all time, particular attention shall be paid to the control of traffic in adverse weather conditions, at rush-hours of traffic flows and during periods when the constructed works are especially susceptible to damage
The package 5: Km32+600 -:- Km42+000 will be constructed in the new line so traffic protection and maintenance will be concentrated at the location crossed to exiting road including:
1 Work for Traffic Control
Prior to the start of construction operations, based on his approved Traffic Control Plan, the Contractor shall furnish, erect and maintain (at prescribed points) warning and guide signs, barricades or barriers, temporary fences (2.0 m height), and other traffic control devices as established in the approved Traffic Control Plan, the Vietnamese Standards, these specifications were directed by the Engineer
As necessary for proper control of traffic, or when/where directed by the Engineer, the Contractor will furnish and station competent flagmen whose sole duties will consist of directing the movement of traffic through or around the Works
3 Materials for Traffic Control Devices
Retro-reflective Material: Sign panels, barricades, cones, vertical panels, and flagged paddles shall have retro-reflective sheeting meeting the minimum requirements for retro-reflective material noted in Specification “Road Signs” of the Technical Specifications
Sign Panels: Sign panels shall conform to Specification “Road Signs” of the Technical Specifications and shall be in orange color with black legend (or white with blue)
Sign Posts: Sign posts shall be fabricated from untreated softwood Signs shall be capable of remaining in position during normal traffic flow and wind conditions Barricades: Barricades shall be constructed of wood

Sign and Signaling Regulations” with a minimum of 60 cm in height and a broadened base and shall be capable of withstanding impact without damage to the cones or vehicles All cones shall be orange/white colored and highly visible both in daylight and darkness

Warning Lights (flashing or steady): Warning lights shall be of low intensity flashing type, high intensity flashing type or steady burn type as approved by the Engineer
4 Maintenance of Equipment and Devices for General Traffic Control
The equipment and devices provided to satisfy the requirements of this Specification Section will be maintained and kept in good condition of operation all the time
Any equipment or devices that are lost, stolen, destroyed, or deemed unacceptable while their use is required on the Project, shall be replaced by at the Contractor expense Devices for traffic control shall be operated only when necessary
5 Traffic Control during Non-Working Hours
During non-working hours and following the completion of a particular construction operation, all warning signs, except those necessary for the safety of the public, shall be removed or entirely covered with either metal or plywood sheeting so that the sign panel will not be visible
6 Traffic Control during Night Time
Nighttime operation shall be illuminated by a lighting system approved by the Engineer
The lighting system shall be positioned and operated to preclude glare
Incandescent lights will not be permitted
Retro-reflective sheeting on signs, barricades, and other devices shall be kept clean and in good condition The Contractor shall promptly correct stretches, rips, and tears in the sheeting Retro-reflective sheeting shall have a maintained retro-reflection
When applicable, street lighting shall be relocated as necessary to maintain the same standards of lighting in the course of the Works until new lighting facilities are put into operation
7 Traffic Control Conserving Existing Traffic
When the construction is going to affect an existing road (feeder roads or others) where traffic closing is not permissible, the Contractor shall keep that open to traffic during the execution of the Works, provided that when approved by the Engineer the Contractor may bypass traffic over a detour
The Contractor shall at all times keep roads and footpaths, affected by his

operations, free from soil and material spillage and properly repaired at his expense if the road is damaged by those operations
The Contractor keeps the length of the Project construction areas in such condition that traffic will be accommodated safely Traffic control devices and services shall be provided and maintained both inside and outside the Project limits as needed to facilitate traffic guidance should this be necessary
8 Temporary Road Works:
In accordance with his temporary roads plan (reviewed and approved by the Engineer) the Contractor shall:
Furnish, maintain and remove on completion of the Works, for which they are required, all temporary roads and road works such as staging over roads, access and service roads, temporary crossing structures for maintaining the existing traffic Such temporary road works shall be constructed to the satisfaction of the Engineer taking into account the actual traffic levels and shall be maintained in good condition all the times The Contractor shall pay special attention for the initial pavement of unpaved local roads, if they are included in temporary roads plan, to protect the local people from the dust and vibration caused by his vehicles Prior to the issue of the Taking-Over Certificate the Contractor shall repave all of local roads on the Site that he used as temporary roads for executing the Works
Generally, the Contractor shall construct all necessary passing places to allow the traffic, etc to flow smoothly on all the Entrance Access Roads to the Site
Make all necessary arrangements, including payment if required, with the Public Authorities or landowners concerned, for the use of the land, (before constructing the works for temporary roads and obtaining the Engineer’s prior approval)
9 Number of lanes for Traffic Control
The existing number of traffic lanes of the roads that may be affected by the Project must be maintained at all times during the work execution and if diversions are provided these must be of the same traffic capacity as the original road
The detailed of Temporary road for each section shall be design and submit to the Engineer
The Contractor shall include control plan and proposed method for construction described in the Program pertinent details of the construction method to be applied where a detour is not feasible and the construction on existing public roads should be undertaken only over a half of the full width of the roadway The following aspects shall be considered for this purpose:
The length of such half width construction shall be kept as short as possible
and the embankments adjacent to them must be reinstated so that at least half the full width will be available for use by the public throughout the next rainy season
the least possible obstruction, inconvenience and delay to traffic and shall

be responsible for adequate control of the traffic using such lengths of single lane
In general any temporary works placed over roads or diversions used by public traffic should have a vertical clearance specified by the Vietnamese Standards TCVN5729-97, TCVN4054-85, 22TCN210-92, TCVN5729-97 and 22TCN210-92, as follows:
Where required by the Engineer, the Contractor shall erect and maintain suitable approved check-gates, fitted with warning signs indicating the vertical clearance
All the activities related to the Traffic Control shall comply with approved TCP and Engineer’s instruction on traffic control
The Contractor shall prepare and submit to the Engineer for review and approval, the traffic control plan that shall be; incorporated in the Program, implemented during the work execution and monitored on a daily basis
The traffic control plan shall include but not be limited to the following:
Traffic Control Organizational Structure: The organization classified into subdivisions that can be technically and effectively managed, and described in a traffic control organizational chart identifying the subdivisions, responsibilities and tasks of the personnel and supporting staff, all of them engaged solely and specifically for traffic control issues (including the Contractor’s traffic supervisor who will be responsible for all traffic control issues in the Site)
Lines of Communication: The organizational structure shall show direct lines of communication and reporting between the traffic supervisor, Contractor’s project manager, and the Contractor’s director responsible for the Contract
communication system between the Contractor ’s construction personnel working in areas where the traffic is being affected and the traffic control staff; including radio communication facilities, regular communication and reporting system
plan will be communicated to Subcontractors (if any), including also the procedure for reviewing the plan for traffic control proposed by Subcontractors, and the method to incorporate the Subcontractors’ traffic control plans into the Works traffic control plan
on which traffic will be affected by the Works, in accordance with the Program prepared by the Contractor
