JOB DESCRIPTION Airport Operations & Facilities Manager Date Prepared: October, 2017
SUMMARY: Under limited supervision, the Airport Operations & Facilities Manager is responsible
for day-to-day management of all airport operational functions including: security, airport facilities,
grounds, and building maintenance; environmental compliance and general aviation programs TheAirport Operations & Facilities Manager will serve as primary liaison with the Federal AirportAdministration (FAA) for the purpose of ensuring FAR Part 139 compliance; performs related duties,
as required
ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities

Ensure operational compliance with applicable federal, state, and local laws, rules, regulations,and ordinances
Plan, organize, coordinate, direct, train, and mentor subordinate staff in the daily operations ofthe Airport
Manage the airport facilities, grounds, buildings, and infrastructure
Manage the airport environmental compliance programs, which include storm water, airquality, and those that are lease directed
Manage the commercial drivers and employee safety programs, including the Illness and InjuryPrevention Program
Serve as the Airport Security Coordinator, as defined by the Transportation SecurityAdministration (TSA)
Assist in the preparation and monitoring of annual operating budgets
Read and interpret construction plans, maps, specifications, and technical manuals
Review invoices, project bids, vendor quotes, and approve expenditures
Draft project cost estimates and bid documents
Manage various projects, including those performed by vendors and contractors
Draft, edit, and review grant applications
Compile information and write reports for various governmental entities
Inspect airport facilities, grounds, buildings, construction sites, and tenant leasehold areas
Ensure lease and safety compliance
Respond to a wide variety of requests for service, tenant complaints, and emergencies
Coordinate Airport activities with the general public, contractors, tenants, regulatory agencies,consultants, other governmental entities, and others
Represent the City and the Airport at various public meetings and events
Provide staff with technical and strategic direction

Build effective teams and provide efficient customer service
Conduct performance evaluations
Reward and/or disciplines employees
Respond to afterhours emergencies on a 24/7 basis
MINIMUM QUALIFICATIONS:
Education, Training and Experience Guidelines:
Bachelor’s degree in Airport Management or Business Administration or a closely-related field ANDfive years professional airport operations experience INCLUDING three years of supervisory ormanagement experience; OR an equivalent combination of education, training, and experience
Knowledge of:
City policies and procedures
Principles and practices of public administration, contract and lease administration, constructionand project management
Effective employee supervision including training, work evaluation, and discipline
Daily operations and maintenance practices of a public airport, including FAR Part 139
Airport security procedures
Airfield and facility maintenance procedures
Airport access control system
Airport Rules and Regulations
Contract compliance management
Municipal budgeting and purchasing procedures
Modern office equipment including computers
Airport Certification Manual and the Rules and Regulations
Environmental compliance
Safety practices and procedures including confined space entry requirements, lockout/tagoutregulations, equipment operations, and airfield safety
Skill in:
Using initiative, discretion, and judgment within established procedures, guidelines, and rules
Defining problems, establishing facts, and drawing valid conclusions

Must possess a minimum of a valid California Class “C” driver’s license upon hire and maintainthroughout the length of employment with the City of Victorvil
Successful completion of an FAA-endorsed Basic Airport Safety & Operations Specialist School orPavement Management Course
Must maintain airport security clearance and driving privileges
PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
Work is performed in both an office and field environment in close proximity to other workers Dutiesoutdoors require exposure to a variety of environmental conditions such as wide temperaturevariations, noise, vibrations, fumes, smoke, grease, machinery, and its moving parts, odors, and dust.Incumbent have the mobility to visit various job sites on an occasional basis, and perform physicallydemanding tasks which require the ability to stand, walk, bend, stoop, climb, lift moderately heavyobjects, and climb ladders at various heights Incumbent must be able to see within the normal distanceand in color with or without correction and have the ability to read printed material Incumbent must bephysically able to perform strenuous work and in sufficient physical condition to safely perform theduties of the position Must be able to lift up to 50 pounds Incumbent will be required to respond toemergencies after regular working hours and on weekends Incumbent must have the stamina to worklong hours and attend night meetings after regular working hours

GENERAL PURPOSE:
Under administrative direction, manages and coordinates the operations, and security of the City’sairport; ensures that Airport operating practices comply with a range of State and federal safetylaws, operating regulations, and environmental requirements; coordinates airport constructionprojects and manages staff; and performs related duties as assigned
DISTINGUISHING CHARACTERISTICS:
The Airport Operations Manager is a managerial level airport administration position requiringprofessional knowledge and supervisory accountabilities This position requires a thoroughknowledge of hub carrier airport laws and is distinguished from supervisory staff by itsunderstanding of operational standards, and safety and security regulations Work is performed inaccordance with policies established by the Airport Director The Airport Operations Managerclass is distinguished from the Airport Operations Supervisor, and the Airport Patrol Supervisor byits broader accountability for interdivisional operations, projects, and compliance monitoring, andgreater scope of supervision and policy-making authority
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Manages the day-to-day airport operations, and security functions
Ensures compliance with Federal Aviation Administration (FAA) and Federal Aviation Regulations(FAR) Part 139 Certification requirements; maintains and updates the Airport CertificationManual
Ensures compliance of Airport Security Program with Transportation Security Administration(TSA) Regulations Part 1542 security regulations; manages daily security operations
Manage Airport Credentialing/Airport ID functions in Compliance with federal requirements andthe Airport’s Security Program
Coordinates Airport construction projects with staff, FAA Tower personnel, TSA, and othergovernmental planning and regulatory agencies

Develops, reviews, and administers division budgets for operations, and security; assists with thepreparation of the Capital Improvement Program budget
Manages the Airport’s Noise Abatement Program, including handling of supervising complaintresponses, and the activities of the Noise Abatement Committee
Develops and directs the FAA-required Airport emergency response plans and oversees stafftraining; plans and conducts ongoing safety and job training
Acts as liaison for FAA required Aircraft Rescue and Firefighting services provided by the SantaBarbara Fire Department, and any TSA required law enforcement services
Ensures compliance with environmental regulations including storm water, hazardous materials,and wetlands preservation; maintains and updates Environmental Compliance Manual
Recommends and helps develop general policies for Airport operations, maintenance, and securityactivities
Develops and administers Commercial Ground Transportation Programs, including fees andoperating procedures
May act in the absence of Airport Director

Education/Training/Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from acollege or university with a Bachelor’s degree in airport management, public administration,business administration or related field and five years of managerial experience in the operation
of a small hub Air Carrier municipal airport
Licenses, Certificates; Special Requirements:
A valid Class C California driver's license and the ability to maintain insurability under the City'sVehicle Insurance Policy Ability to work extended hours or be on-call to respond to Airportemergencies or special events
Certification as an Airport Security Coordinator
Possession of a Pilot’s License and operational understanding of aircraft are desirable
Aviation professional certification such as C.M or A.A.E are desirable

Class Specification – Airport Operations Manager
Summary Statement:
The purpose of this position is to manage the airport operations department consisting of OperationsAgents, Badging and Security, and Communications in order to ensure compliance of all federal aviationand transportation security regulations This is accomplished in part by acting as the primary AirportSecurity Coordinator (ASC) and incident commander; training staff and users of the airport on regulatoryrequirements and procedures of the airport operations department; finding and correcting discrepancies; andplanning, developing, and implementing emergency procedures Other duties include: managing workneeded on the airfield, air service ramp and public areas of the airport (including, but not limited to:painting, asphalt repair, rubber removal, mowing, etc.), employee parking regulation, and the access controlprogram to ensure TSA compliance; coordinating tenant, FAA, and military operation issues on behalf ofthe airport; and acting as the manager on call Also manages and supervises the snow removal process at theairport including team schedules and call outs
