Dear Sir!
On November 9th 2016, Ministry of Investment and Planning had a document in writing No 9423/BKHĐT-KTĐN related to the completion of Project proposal: Improving urban infrastructure in response to Climate Change for 4 North Central coastal provinces,
in there Ha Tinh province which is requested to be a focal point with provinces: Ninh Binh, Thanh Hoa, Nghe An, directly work with AFD in terms of unifying the main contents of Project proposal and proposal of supplementary aid capital for the project in order to increase favour of the loan which meets criterias of Official development assistance (ODA)
of AFD
I would like to kindly request AFD for working time arrangement with provinces: Ha Tinh, Thanh Hoa, Nghe An and Ninh Binh prior to November 18th, 2016 to implement the contents as specified
