AND MODERNISATION

The Nigeria Customs Service has gone through a series of

reform measures by the government since 1998, which have

brought a lot of positive changes in the life and operations of the Service

• Led to the process of Customs modernisation.

• Award of contracts by the FGN for system upgrade in 2005.

CONTRACT TO UNCTAD FOR IMPLEMENTATION OF

ASYCUDA++/WORLD

• The NCS started the automation of its operations with

the deployment of ASYCUDA 2.7 version in 1999 by

ECOWAS Computer Community Center.

• The FGN, after appreciating the benefits of ASYCUDA 2.7

in terms of increased revenue, speedy clearance of goods,

contracted UNCTAD in 2005 to implement ASYCUDA++/World within a period of three years to further improve the Customs operations.

• UNCTAD successfully migrated Customs to the use of

ASYCUDA++ in 2006, supported by another contract to Webb Fontaine [WF] in 2005 to provide telecommunications backbone and other necessary software and systems for the ASYCUDA+

+/World.

OVERVIEW OF ASYCUDA

ASYCUDA is an acronym which means Automated System for

Customs Data It is a software developed by the United Nations Conference on Trade and Development (UNCTAD), basically to process Customs data electronically with efficiency and accuracy

• ASYCUDA 2.7 version deployed by Customs in 1999, used

• ASYCUDA++ version deployed in 2006, uses central server

individual servers for each clearance office, no interface with other stakeholders

at the Customs Hqts All Customs formations across the

country, Federal Ministry Finance [FMF], Central Bank

Nigeria [CBN], Direct Trade Inputs [DTIs], Banks, National Bureau of Statistics [NBS] were connected

CONTRACT TO WEBB FONTAINE FOR SYSTEM UPGRADE

As part of the modernization process, the FGN awarded a contract to Webb Fontaine Consortium in October, 2005:

• For the Provision, Installation, Operation and Management of

Information Technology and Telecommunications Hardware and Software, Training, Power-supply Equipment and Associated

Services for the Implementation of ASYCUDA++/World in Nigeria.

• Within a period of seven years (2006 – 2012), on Build, Own,

Operate, and Transfer [BOOT] basis.

• To handover the project to the Customs at the end of year 2012,

with a perpetual license for an unlimited number of users on the

last version of TWM.

THE CUSTOMS ICT NETWORK SYSTEM

Execution of the contract by Webb Fontaine has led to:

• Building of a robust IP-based telecommunication network

− Optic fiber lines leased from MTN

− Radio links

− V-sat communication

− supported by CISCO technology

• Improved infrastructure (more computers, conducive office)

• Deployment of new software and systems

• Revised procedures (simplification and harmonization of Customs

clearance procedures in line with international best practices).

• Capacity building.

• Sensitisation and training of stakeholders.

All of the above have combined to provide a platform for:

CAPACITY BUILDING 2006 - 2011

• 86 NCS officers trained on various IT courses:

System Development (core software program – Java,

Microsoft, Web Dev.).

Database Administration (Oracle).

Telecommunications ( installation, maintenance and general

running of the masts).

Networking (software/systems, connectivity, hardware

maintenance).

Site support (engineers/technicians at various sites).

Help Desk (general assistance to users of the system, enquiries).

System Administration (senior officer as general supervisor

of the system in each command)

• 4,200 NCS officers trained in customs procedures, risk management,

trade facilitation, image analysis, system audit, etc.

• Over 10,000 officers were trained in customs procedures, classification, valuation, border control, leadership, compliance, integrity, commercial fraud, scanner operations/maintenance, anti money laundering,

sustainable development, etc 8

SINGLE WINDOW CONCEPT

The concept of Single Window was developed and promoted by various world organizations concerned with trade facilitation

during discussions on trade negotiations with World Trade

Organization (WTO) They include, but not limited to:

• United Nations Economic Commission for Europe (UNECE)

• United Nations Center for Trade Facilitation and Electronic

• World Customs Organization (WCO)

• Association of South-East Asian Nations (ASEAN)

SINGLE WINDOW DEFINED

The various world organisations concerned with trade facilitation have collaborated and come out with an acceptable definition of Single Window as:

“ A facility which allows parties involved in trade and

transport to lodge standardised information and

documents with a single entry point to fulfill all import, export and transit-related regulatory requirements”.

This makes trade process to eliminate the need for the trader or transporter to submit the same data to several different

government authorities

DEPLOYMENT OF NICIS AS A PLATFORM FOR

SINGLE WINDOW OPERATIONS

The government, in its desire to modernize the Customs and make it to:

• operate in line with international best practices;

• achieve 48-hour cargo clearance time or less;

• integrate all stakeholders in cargo clearance under one system;

• maximize revenue through speedy clearance and turn over;

• achieve accurate calculation of duties and taxes electronically;

• provide accurate/timely foreign trade statistics for government/business community;

had contracted Webb Fontaine in 2005 for system upgrade which led to the

development of a platform named NICIS in 2009 for online operations by

the Customs and all other stakeholders across the country

This is the necessary step needed to move trade transactions to the single

NIGERIA INTEGRATED CUSTOMS INFORMATION SYSTEM

(NICIS)

NICIS is built on the Trade World Manager® software, an e-Trade single

window platform, a cutting-edge technology enabling:

•Online processing of trade documents over the internet.

•Provision of e-Government capabilities to other government agencies.

•Interoperability with other IT systems.

•Cooperative risk management on any trade document.

•Business Intelligence dashboards.

•Cross-agencies real-time interactions (global processing).

•Harmonized reference information between agencies.

•Digital signing and full certification chain.

•Audit, tracking.

NICIS PLATFORM FOR e-TRANSACTIONS

NICIS platform has enabled

• Shipping/Airlines to submit manifests on-line to the Customs

server since 2010.

• Scanning Service Providers transmit Form M and RAR online

to the Customs server.

• Importers/Agents to make declarations on-line from their

offices, at DTI cafés and/or using Wi-Fi facilities available at all Customs Clearance Offices.

• Importers/Agents make e-payment at the designated Banks.

• The Banks in turn are able to make e-remittance to CBN.

• NCS does e-reconciliation with CBN and the designated

FUTURE OUTLOOK: THE WAY FORWARD

NCS TOWARDS 2013

Enhancement of NICIS to achieve the Nigeria Single Window

system by the integration of more stakeholders towards full

takeover of the D.I project by the Customs.

Towards paperless trade transactions to enhance free flow of goods.

REGIONAL/CONTINENTAL INTEGRATION

• Rollout automated transit component system with

ECOWAS countries (i.e ECOWAS Transit Corridor).

• Strengthen Nigeria’s presence in ECOWAS region based on

its ICT capabilities and subsequently the whole African

continent through interconnectivity of Customs systems in

the continent.

• Support globally networked Customs, the building block for

Customs of the 21st Century, as proposed by the Secretary

General of the WCO.
