SAFETY is undoubtedly the dominant factor in airlines operational activities, it is also a mandatory requirement of the International Civil Aviation Organization (ICAO) It takes an important part in improving the effectiveness of the airlines operational and competitive ability That’ s the reason why a large amount of budget is spent annually for Air Safety training applied to different categories of airlines staff , especially to Flight crew and Cabin crew
The BASIC SAFETY TRAINING MANUAL contributes the official training material on Cabin Safety for Vietnam Airlines (VNA) on-training cabin attendants, pilots and some other concerning staff The manual provides the basic knowledge about Crew Requirements, Safety Equipment operation and Safety Procedures in normal and emergency circumstances, ensuring as best as it can to keep safety for VNA passengers, crew and property
The manual is made with the reference of ICAO Safety Requirements, VNA Flight Operations Manual (FOM) and based on a number of Safety Traning Manuals of famous airlines in the world
We hope the manual is helpful for your study and for your later reference when in work

Trang 211.1 CABIN CREW RESPONSIBILITIES
Cabin crew members are required to ensure a high level of safety and security
to passengers by following and enforcing CAAV regulations and any additional Company requirements
On all Company aircraft where more than one cabin crew member is required
to be carried one cabin crew member shall be designated as the purser by the Company prior to the flight’s dispatch

1.1.2 RESPONSIBILITIES OF CABIN CREW MEMBERS OTHER THAN THE PURSER
(a) To apply all safety and security standards as required by this manual and other Company documentation;
(b) To follow all directives from the purser under the operational command of the commander; and
(c) To report to the purser and the commander on any incidents and safety concerns of any person on board the aircraft and on any situation that might affect the safety of the operation
(d) To attend all the safety and security required training courses and obtain the certification
Trang 231.2 DETERMINATION OF CABIN CREW NUMBER BY AIRCRAFT
The major consideration in determining the number of Cabin Crew members
on duty for any flight is the safety of the aircraft and its passengers throughout the flight
The minimum number of Cabin Crew required on passenger-carrying flights
is determined by:
(a) The number of passenger seats, and/or
(b) The number of usable cabin exits, i.e
- Cabin Crew member for every 50 passengers carried (or portion thereof),or:
- Cabin Crew member for every usable door exit
Under exceptional circumstances, and with the approval of the Vice Director
of Flight Operations, a flight may operate with less than the prescribed complement as described in [i] and [ii] above
No flight may be operated from main base without a trained and certificated Purser If, under exceptional circumstances, the designated Purser be taken ill away from base, the Pilot-in-command (PIC) is authorized to nominate a replacement from the remaining members of the Cabin Crew

Non-revenue flights are divided into 2 categories:
(a) Ferry flights with the cabin unoccupied - for example when an aircraft is taken from one airport to another for maintenance or for testing purposes (b) Ferry flights with dead-headed cabin crew or flight crew, or with the Company’s personnel (e.g ground service staff)
In either case, fair-paying passengers are not involved
(Refer to 4.1.3.1 or 4.1.3.2/FOM)

(a) Revenue flight
(b) Non- revenue flight
- Non-revenue flight with passengers:
Number of cabin crew members is one for every 50 or fraction of 50 passengers
- Non-revenue flight without passengers:
When the flight consists of flight crew, technical, cabin crew, heavy crew, persons in aircraft delivery duty, dispatcher (written in General Declaration), no cabin crew member is designated The commander must assigns at least one flight crew member or technical or cabin crew member to perform safety checks and instructions before flight

During take-off and landing, and where deemed necessary by the commander
in the interest of safety, the minimum legal number of cabin crew must be positioned in seats designated for the purpose
In order to carry out the emergency procedures efficiently, Cabin Crew members are allocated specific seats for takeoff and landing, with sequence numbers corresponding to the occupancy priority order These statutory Cabin
Crew position numbers are circled or bolded on the illustrations for each
(ii) Flight deck or cabin crew members on positioning flights;
(iii) Flight crew trainees as part of their training program;
(iv) Flight operations employees on duty
(v) Flight operations auditors on duty
(b) The following persons are authorized for travel in the flight deck with flight deck crew permission and must be in possession of a flight deck permit issued by the CAAV or the Company:
(i) Flight Inspector/ Flight operation Inspector of the CAAV in a specific function on board;
(ii) Experts and other persons of CAAV with a specific or general function
Trang 27Cabin crew seats
Persons permitted to use cabin crew seats are those authorized for travel in flight deck or those who are Vietnam Airlines staffs holding valid VNA air tickets
1.3.2.1 Requirements for vacant crew seat users
The occupancy of a vacant crew seat on the flight deck or crew seat in the cabin by a person who is not member of the operating flight or cabin crew is permitted provided:
- Vacant crew seat with safety equipment is available
- The person has the authorization of the Commander The Commander shall request the submission and wearing of a valid Aviation Identification Card at all times of the flight by such persons before granting such authorization
- The Commander is satisfied that the person is properly briefed on safety procedures and equipment and relevant operating procedures
- The person shall keep the safety belt fastened at all times
- The Commander emphasizes the importance of avoiding contact with, or operation of, any control or switch

1.4 CABIN CREW SAFETY TRAINING & CERTIFICATION
Every Cabin Crew member is required:
(a) To have been satisfactorily tested within the relevant period by, or on behalf of, the operator [Vietnam Airlines] as to his/ her knowledge of the Evacuation and Emergency procedures, the use of the life saving equipment carried in the aircraft type on which he or she is appointed to serve
(b) To practise within the relevant period under the supervision of the operator - or person(s) appointed by the operator - for the practical flight(s) in the aircraft type on which he or she is appointed to serve (c) The pass mark for all qualifying certification shall be at least 75 % of the total score of each individual test

1.4.2.1 Process of training and qualification for cabin crew:
a) Initial training and conversion training are conducted at Flight Training Center
b) Certificates for initial training course and Qualification Certificates for Cabin Crew are issued by Flight Training Center, cabin crew trainees’ Certificates and cabin crew trainees’ Security Cards are issued by Cabin Crew Division
c) Cabin Crew Division is responsible for carrying out and assessing cabin crew’s line training
d) Cabin Crew Division maintains all the training records to issue CMCs (Crew Member Certificates), ID cards for cabin crew as required and ensures that all documentation related to VNA and CAAV licensing requirements are submitted for approval
e) Cabin crew intakes are eligible to become cabin crew on VNA flights after obtaining their CMCs and ID cards

1.4.2.4 Initial Line Training
Following initial ground school training inexperienced cabin crew shall undertake the following initial line training program on the aircraft type(s) for which conversion training was conducted during the initial training program:
training under supervision of in-flight instructors
training under supervision of in-flight instructors
- The trainee cabin crew member shall participate in:
• Reporting for duty and pre-flight briefing;
• Pre-flight safety equipment checks;
• Passenger boarding procedures;
• Door closing and arming procedures;
• Pre-flight passenger safety briefing and demonstration;
• Pre-flight cabin security
• After take off procedures;
• In-flight procedures pertaining to safety (e.g turbulence procedures, decompression, etc);
• Pre-landing procedures; and
• Door disarming and opening procedures
- Upon completion of the above the trainee cabin crew member shall be briefed by the responsible supervisory cabin crew and the appropriate Company documentation completed and submitted to the Cabin Crew Department

1.4.3.2 Differences Training
Differences training must include training on such items which might be different from conversion training subjects refer in 3.3.1.2(Training Part A) Differences course duration is in accordance with the following table:

After completion of conversion and difference theory training, cabin crew shall take first flight under supervision These cabin crews do not belong to the minimum operational cabin crews of the flight

CABIN CREW REQUIREMENTS

Each cabin crew member is required to be checked in their competency
in safety, CRM, first aid, security, dangerous goods and emergency procedures, including practical training in fire fighting and ditching In recurrent program, there should be the joint safety and emergency training between flight and cabin crew Such training shall involve the
“hands on” use of safety equipment and a written examination on the Company procedures applicable to all aircraft types
The period of validity of recurrent training shall be 12 calendar months
in addition to the remainder of the month of issue If issued within the final 3 calendar months of validity of a previous check, the period of validity shall extend from the date of issue until 12 months from the expiry date of that previous check
