This Environmental Management Plan will present the Contractor’s measures

to minimize environmental impact of the construction works on local andpublic residents

This Environmental Management Plan will also be a part of the site qualitymanagement Those objects to be monitored and considered are air, water,noise, vibration level

This Environmental Control and Protection Plan is submitted for approval ofthe Engineer and Employer This Environmental Control and Protection Planwill be reviewed or revised whenever any related law is changed or any need

(a) Timely submission of reports, information and data,

(b) Participating in the meetings conveyed by the Engineer, and

(c) Any other assistance requested by the Engineer

The Contractor will provide monthly reports to the Engineer on theimplementation of the requirements contained in this EMP and the results ofthe environmental performance monitoring

Contractor’s Camps will be located in areas that minimize disturbance tosurrounding land uses; suitable solid and liquid waste disposal systems will beimplemented by Contractor to minimize impacts to the surroundingenvironment

The hierarchy for formulating mitigation measures can be summarized asfollows: 1) avoid the impact; 2) minimize the impact; 3) rectify the impact;and 4) compensate for the impact

environment, Total Environment Management Plan, the approvedEnvironmental Management Plan, and Engineer’s instructions Also, theContractor will execute Environmental Monitoring with nominated Sub-Contractors.

The provisions of the standards and existing applications with newpublications will be applied to specific tasks within this plan

1.4 Environmental Management Plan

The Contractor will be responsible for the remedy or mitigation measure(s)required by the environment-related efects of the works

In case of an environmental problem, the Contractor will immediately notifythe Engineer who will instruct the Contractor as to the next course of action totake Among the situations which may require such steps, are complaints orlegal actions by third parties on matters such as environmental damage toproperty and natural resources, ground subsidence, interruption ofgroundwater flow, and surface and groundwater contamination

This Environmental Control and Protection Plan will be submitted, however, itwill be revised as Vietnamese law changes or for making it suitable for thesituation at site

Although a guide for whole view and some detail measures for environmentalmanagement are mentioned in this Environmental Control and Protection Plan,more concrete measures will be discussed in Method Statement for eachconstruction work

Key personnel of each other position will be decided and submitted as

addendum of this plan separately

Project manager will decide the guide for environmental measures,Environmental expert/ assistant of Environmental expert will make the detailplan

Environmental expert will supervise and implement the environmentalmanagement measures during construction The environment report toengineer was also implement and take responsibility by the Environmentalexpert

Environmental safety assistants are regularly present at site, information andreporting to environmental expert (or Project Manager as needed) to gatherfor periodic reporting

The construction group leader, representing of the subcontractor thatsupervise the construction activities, if find out any environmental problemswill be reported to environmental expert, project manager to be providedreasonable solutions

3 THE COMMUNICATION LINE CHART, INTERACTION AND

COMMUNICATION PROCEDURE:

All the problem happened at site will be informed to Site Engineer andEnvironmental Engineer from workers, stafs or Sub-Contractor, and the reportwill be made to Project Director through Engineer or Sub-Contractors, and thereport will be made to Project Director through Safety/Environmental Manager.Every problem will be reported to the Engineer as well

4 ENVIRONMENTAL MANAGEMENT APPROACH

4.1 Method of Promoting Environmental Awareness

In this Project Environmental Control and Protection Plan, the Contractor will

present the measures to minimize environmental impact of the construction

works

Although a guide for whole view and some detail measures for environmental

management are mentioned in this Plan, more detailed measures will be

discussed in Method Statement for each construction work

To promote environmental awareness both amongst on the site Contractor

stafs and to the surrounding community so that an awareness of the

measures implemented to minimize impact is promoted, the Contractor willcarry out following procedures:

- Monitoring and reporting the quality of the environment before construction

- Repetitive and continuous education for the site Contractor stafs to havethem to be recognized the significance of environmental protection

- Continuous efort of environmental approach to improve the site condition

to minimize the impact

- To appeal the efort and consequence, the community to be notified theoutcome

- Perform the community consultation and dispute settlement (if any) to raiseawareness about the environment, answer people's questions and get supportfrom people in any environmental problems

4.2 Specific Procedure for Achieving the Environmental Performance Requirements

To comply the requirements in the relevant legislation, the Contractor willcarry out following procedures:

- Conforming to the Socialist Republic of Vietnam’s Laws on Protection ofEnvironment (NLEP) and other relevant legislation,

- Responsible for ensuring that no debris is deposited on public or privateright of way as a result of its operations, including any deposits arising fromthe movement of Construction Plant or vehicles

- The Contractor will ensure that all existing stream courses and drainswithin, and adjacent to, the Site are kept safe and free from any debris andany excavated materials arising from the works The Contractor will ensurethat chemicals and concrete agitator washings are not deposited in thewatercourses

- All water and waste products arising on the Site will be collected, removedfrom the Site via a suitable and properly designed temporary drainagesystem and disposed of at a location and in a manner that will causeneither pollution nor nuisance

- The Contractor will construct, maintain, remove and reinstate as necessarytemporary drainage works and take other precautions necessary for theavoidance of damage by flooding and silt washed down from the Works, Itwill also provide adequate precautions to ensure that no spoil or debris orany kind arc allowed to be pushed, washed down, fallen or be deposited onland adjacent to the Site

- In the event of any spoil or debris from construction works being deposited

on adjacent land or any silt washed down to any area, then all such spoil,debris or material and silt will be immediately removed and the afectedland and areas will be restored to their natural

Waste Disposal and Site Drainage Systems: The following conditions shallapply:

Solid Waste Disposal: Proper management of solid waste shall be practiced

on-site Temporary holding area for construction waste materials shall bedesignated Recyclable materials should be recovered and sold to recyclers orhauled out of the site by the Contractor Residual wastes shall be disposed of

in approved landfill or disposal site A permit from the commune or town shall

be secured prior to disposal

Waste Water Disposal: All water and waste products arising on the Site shall

be collected, removed from the Site via a suitable and properly designedtemporary drainage system and disposed of at locations and in manners thatwill cause neither pollution nor nuisance The Site Plan shall indicate thesystem proposed and the locations of related facilities on the Site, includinglatrines, holding areas, etc There shall be no direct discharge of sanitary orwash water to surface water Disposal such as, but not limited to, lubricatingoil and similar materials, onto the ground or into water bodies shall beprohibited Liquid material storage containment areas shall not drain directly

to surface water Liquid material storage containment areas equipped withdrains shall be valved and the valve shall be maintained locked in the closedposition with supervisory control of the key Lubricating and fuel oil spills shall

be cleaned up immediately and spill clean-up materials shall be maintained atthe storage area Spill clean-up materials shall be disposed in approved landfill

or disposal sites

Drainage: The Site Plan shall be devised to ensure that rain run-of from the

construction Sites is not deposited directly into any watercourse, stream, orcanal and shall indicate the system proposed, including the locations ofretention ponds and other facilities There shall be no direct discharge ofsanitary wastewater, wash water, chemicals, spoil, waste oil or solid waste tosurface water bodies Fuel, lubricating oil and chemical spills shall becontained and cleaned-up immediately Spill clean up equipment will bemaintained on Site

Locations Relative to Watercourses: The Site Plans shall be devised to

ensure that, insofar as possible, all temporary construction facilities are locate

at least 50 meters away from a water course, stream, or canal Allconstruction site drainage should be directed into temporary settling basinsbefore release into watercourses

Locations of Fueling Operations: Fueling operations shall occur only within

containment areas

Other Water-Related Facilities: The Contractor is required to construct,

maintain, remove and reinstate as necessary temporary drainage works andtake all other precautions necessary for the avoidance of damage by floodingand silt washed down from the Works Site Plans must indicate adequateprecautions to ensure that no spoil or debris of any kind are allowed to bepushed, washed down, fallen or be deposited on land or water bodies adjacent

to the Site

Locations Relative to Settlement and Urban Areas: To avoid potential

conflicts with local communities, construction camps should, insofar aspossible, be located at least two kilometers from urban areas

Location of Batching Plant(s): Dry mix batching shall be carried out in a

totally enclosed area with exhaust to suitable fabric filters The locations ofthese facilities should be clearly illustrated by the Site Plans Batch plantsshould be placed at a distance no less than 500 m from the nearest residence

Location of Wheel Washing Facilities: If determined warranted by the

Engineer or Environment/Safety Officer, the Contractor shall provide a wash pit

or a wheel washing and/or vehicle cleaning facility at the exits from the Sites If

so requested, the Contractor shall ensure that all vehicles are properly cleaned(bodies and tires are free of sand and mud) prior to leaving the Site areas TheContractor shall provide necessary cleaning facilities on Site and ensure that nowater or debris from such cleaning operations is deposited of-site Thelocations of these facilities shall be clearly illustrated by the Site Plans

Location of Sand and Aggregate Storage Provisions: The Contractor shall

implement dust suppression measures that shall include, but not be limited tothe following:

Stockpiles of sand and aggregate greater than 20 cubic meters for use inconcrete manufacture shall be enclosed on three sides, with walls extendingabove the pile and two (2) meters beyond the front of the piles

Cement and other such fine-grained materials delivered in bulk shall be stored

in closed silos fitted with a high-level alarm indicator The high-level alarmindicators shall be interlocked with the filling line such that in the event of thehopper approaching an overfull condition, an audible alarm will operate, andthe pneumatic line to the filling tanker will close

Conveying Systems: Where dusty materials are being discharged to vehicles

from a conveying system at a fixed transfer point, a three-sided roofedenclosure with a flexible curtain across the entry shall be provided Exhaustfans shall be provided for this enclosure and vented to a suitable fabric filtersystem Locations and essential details for these facilities shall be indicated onthe Site Plan as warranted

Other Air Quality Features: Construction walls will be provided in all

locations where strong winds could cause the blowing of dust and debris ThePlan shall indicate where such facilities are proposed All exposed surfacesshall be retained in a damp condition to eliminate dust generation due totrafficking

Locations of Liquid and Toxic Material Storage Areas: The Environmental

Management Plan (EMP) shall specify the locations for the storage of liquidmaterials and toxic materials The following conditions to avoid adverseimpacts due to improper fuel and chemical storage:

All fuel and chemical storage (if any) shall be sited on an impervious basewithin a bund and secured by fencing The storage area shall be located awayfrom any watercourse or wetlands The base and bund walls shall beimpermeable and of sufficient capacity to contain 110 percent of the volume oftanks

Filling and refueling shall be strictly controlled and subject to formalprocedures and will take place within a bounded area to contain spills / leaks ofpotentially contaminating liquids.

All valves and trigger guns shall be resistant to unauthorized interference andvandalism and be turned of and securely locked when not in use - Thecontents of any tank or drum shall be clearly marked Measures shall be taken

to ensure that no contaminated discharges enter any drain or watercourses.Disposal of lubricating oil onto the ground or water bodies will be prohibited.Should any accidental spills occur immediate clean up will be undertaken andall cleanup materials stored in a secure area for disposal to a Site authorized todispose of hazardous waste

 Implement sediment capture devices, such as traps or basins, to avoid sediment laden runof entering Minimise heavy excavation activities plus clearing during dry season

 Spray water as needed on dirt roads, cuts, fill material and stockpiled soil to reduce wind-induced erosion;

 Slope works and earth moving/excavation shall be conducted in order

to minimize exposure of soil surface both in terms of area and duration Temporary soil erosion control and slope protection works shall be carried out in sequence to the construction;

at least twice a day during dry season

 Minimize of size and duration of exposed areas

 Be responsible for repairing any damage caused as the result of vibrations generated from or by the use of our

equipments, plants, and machineries

 Erect temporary noise barriers where schools and other potentially sensitive receptors

 Sensitive receptors will be avoided as possible (i.e., aggregate crushers, operators, etc.) Non vibratory rollers (for compaction) will be used near sensitive receptors such as Earthwork

 Procure materials from closest quarries whenever possible

 Adhere to GOV regulations for sand, rock and soil extraction in the event that contractors themselves exploit sand, rock and soil from rivers, quarries and soil borrow pits respectively

 Use on-site materials whenever possible

 Prohibit fishing during dredging

• Dispose PASS/ASS into contained areas with internal bunds

• Construct drainage ditch around perimeter of bunds to collect leachate, and return it back to main waterway

• Cover contained the PASS/ASS with the PVC membrane

4.3 Air Quality control

To avoid air pollution, sufficient air pollution control and quality monitoring will

be made

(a) Related Regulations

Air quality monitoring will be conducted prior to construction The samplingstations will be selected along the project area during construction

The Contractor will not install furnaces, boilers or other similar Plant orequipment using fuel that may produce air pollutants without prior writtenapproval of the Ministry of science, Technology, and Environmental pursuant tothe Vietnam's National Law on Protection of Environmental and other relevantlegislation such as;

- QCVN 05 2009: Air quality - Air quality standards for surroundingenvironment

- QCVN 06 2009: Air quality - The highest allowed concentration of harmfulsubstances in ambient air

Using the equipment for construction that sastify all air standards (see morestandard equipment - submissions of construction machinery)
