We, PHUONG THANH - QUYET TIEN - ANH GIANG – THANG LOI JOINT VENTURE hereby solemnly declare that (if selected) PHUONG THANH - QUYET TIEN - ANH GIANG – THANG LOI JOINT VENTURE shall carry out the required work in full compliance with the requirements stated in the Contract Document, Vietnamese Standards (TVCN), law, ordinance and other regulations on quality, environment, health & safety with the following Project Management Policies at all levels within Project site:
Quality Target:
“To produce high quality construction products consistent with the requirements of the Employer as specified in the Contract”
Environmental Target:
“To implement the work in full compliance with Vietnamese Standards, law, ordinance and other regulations on environment
to fulfill the requirements with continuously improve the mitigation method for any environmental impacts during construction period”
Health and Safety Target:
“ To promote safety culture and healthy environment on Project site with everyone’s involvement to achieve to zero accident or ill health in full compliance with Legal requirements”
PHUONG THANH - QUYET TIEN - ANH GIANG – THANG LOI JOINT VENTURE shall
ensure continuous improvement of the Project Management system.

Access to the Mekong Delta Region has until now been limited to a single trunk highway NH1A, which includes major river crossings of My Thuan Bridge and Can Tho Bridge The Government of
Vietnam has embarked on construction of the Second Southern Highway (SSH) as a key road network artery for the development of the Mekong Delta Region The SSH connects Ho Chi Minh City through the Central Mekong Delta Region to the Southern Coastal Region and will serve as an alternative to NH1A thus providing access to the southwestern provinces It also links to the Greater Mekong Subregion Southern Coastal Corridor at Rach Gia
The SSH is currently interrupted by ferry crossings at Cao Lanh and Vam Cong which are slow and of limited capacity
The Asian Development Bank in collaboration with co-financiers AusAID and KEXIM have prepared the Central Mekong Delta Connectivity Project (CMDCP) which includes the construction of cable stayed bridges at Cao Lanh and Vam Cong, together with connecting roads giving a total length
of about 29km The current project cost is estimated at around USD 928 million

2 PROJECT MANAGEMENT
2.1 Project Management Plan(PMP)
The Project shall follow the Corporate’s Integrated Management System
(IMS-will be submited when Project carry-out) in line with the
requirements of ISO 9001:2000, ISO 14001:1996 and OHSAS
18001:1999 The Project also shall establish the PMP for the additional
items/areas for supervision and control of this Project which set the
specific operational procedures, resources, activities and responsibilities
relevant to this Project
PMP shall be reviewed whenever necessary, to ensure effectiveness,
continuing suitability and improvement
2.2 Project Management Objectives/Targets
Trang 7PHUONG THANH - QUYET TIEN - ANH GIANG – THANG LOI JOINT VENTURE will establish objectives for this Project on quality, environment, health and safety in accordance with the Project’s target (will be submited after carry-out Project) Significant environmental aspects/health and safety hazards are considered in the setting of these objectives / targets Review of objectives by the Project Management, if necessary shall be carried out but not less than the limitations stipulated
in the local Authorities requirements for this Project
3 PROJECT CONSTRUCTION SCHEDULE
3.1 Project Construction Schedule
The construction period for this Project shall be 36 months with the detailed schedule
4 PROJECT ORGANISATION AND RESPONSIBILITIES/AUTHORITIES 4.1 Project Organization / Quality Control Organization.
Appendix 4.1 shows the Project Site organization chart for the key personnel who will lead the Project Management in the integrated management system of quality, environmental, health and safety for this Project
4.2 Responsibility and Authority
4.2.1 Project Manager
The Project Manager shall be responsible for the management of this Project He has the authority and responsibility for the engineering, scheduling, cost, industrial relations, contract administration on environmental, health and safety matters of the Project He appoints qualified and suitable personnel together with essential resources to ensure the implementation and control of the Integrated Management System including the followings:
Ensure the administration and implementation of the Integrated Management System (IMS) in compliance to the requirements of specifications, standards, and legal requirements which form part of the Contract
To develop and authorize the PMP in consultation with Project QEHS Manager
To approve sub-contractors/suppliers based on evaluation of their abilities to meet the specified requirements
Trang 8To liaise with the Employer on matters concerning the management of the Contract and IMS
Approve promotion activities/ training programs for all staff including sub-contractors on Employer’s requirements The Project Manager shall liaise with the QEHS Manager from Hanoi Head office on any deviation required
4.2.2 Deputy Project Manager No1:
The Deputy Project Manager shall assist/support the Project Manager’s duties described above and mainly are on fields: Bridge and Road Construction/Traffic Assurance Manager The Project Manager will appointed the Deputy Project Manager No1
to act on his behalf during his absence
4.2.3 Deputy Project Manager No2:
The Deputy Project Manager shall assist/support the Project Manager’s duties described above and mainly are on fields: Technical/Economic & Planning/Quality Assurance/Environmental/Health & Safety Manager
-Special with his duty of Health & Safety Manager, he will be in-charge of the IMS implemented in this Project He reviews the following documents, prepares and controls the IMS for compliance with:

Relevant legislations His duties include:
Imitate the Project’s Aspects and Hazards Analysis for setting the Project’s objectives and targets
Communicate and obtain information after discussion with Project Quality Assurance Engineers, Environmental Officer and Safety Officer to establish the PMP
Trang 9 Propose/Obtain approval to the Training Program from the Project Manager
Monitor and update IMS training program
Select, evaluate and control the Subcontractors/Suppliers 4.2.4 Deputy Project Manager No3:
The Deputy Project Manager shall assist/support the Project Manager’s duties described above and mainly are on fields: Accounting and Financial Manager/Administration
4.2.5 Construction Manager
The Construction Manager of each section has the responsibility and authority to:
Plan on the process including special construction method
Establish, prepare and implement the Project Quality Assurance Plan (PQAP)
Initiate action to prevent the occurrence of any nonconformities relating to the product, process and the IMS
Receive report/feedback of problems from Project site
Initiate, recommend or advise solutions through designated channels
Verify the implementation of solutions
Control non-conforming issues until corrected 4.2.6 Project Quality Assurance Engineers
The Project Quality Assurance Engineer is appointed by the Project Manager/Project QEHS Manager, who has the responsibility and authority on all aspects relating to the quality and quality control of the works including stoppage of the work which is not in compliance with the Contract He can instruct any removal of any or all non-conforming work placed/installed
His duties include:
Trang 10 Ensure quality non-conformance found on site corrected with records
Review for preventive measure from re-occurrence
Provide training if required
Verify purchased products and materials with records
Assist in the preparation of PMP with identification of special construction process, if any
Develop and review the system for identification and traceability of materials or section of work and inspection and tests status
Provide the standard procedure for calibration of equipment and check on the calibration test result
Assist in the preparation of PQAP with checks on the implementation of PQAP
4.2.7 Environmental Officers
Environmental Officer shall be appointed to be in-charge of issues relating to environment within or influenced by this Project He shall provide assistance to the Deputy Project Manager No2 for the preparation and implementation of IMS His duties shall include the followings:
Identify environmental parameter monitoring requirements with methods
To establish emergency response plans
To promote awareness of the requirements relating to environmental issues/matters for this Project with training, briefings, meetings, etc
Trang 11To establish and maintain with regular review together with Project QEHS Manager on the objectives/targets for report to the Project Manager
To control the required monitoring works of the nominated Subcontractor
To maintain and update list of applicable legal and other requirements on environment
To take necessary action for corrective and preventive actions for environmental non-conformance whenever necessary 4.2.8 Safety Officer
Safety Officer will be in-charge of all matters concerning health and safety within this Project He shall provide assistance to the Deputy Project Manager No2 for the preparation of the IMS His duties shall include the followings:
Identify parameter monitoring requirements concerning health and safety hazards with methods
Analyze cause of accident for necessary action to be taken as corrective and preventive measures with report to be submitted to the Project Manager
To establish emergency response plans
To promote awareness of the requirements relating to safety issues/matters for this Project with training, briefings, meetings, etc
To establish and maintain with regular review together with Project QEHS Manager on the objectives/targets for report to the Project Manager
To ensure site activities conform to IMS
Trang 12To record and take necessary action for any non-conformance found on site
To maintain and update list of applicable legal and other requirements on safety
4.2.9 Site Engineers
The Site Engineers will report to the Construction Managers in their respective section of work Each Site Engineer has the responsibility and authority:
To execute respective engineering work on site in accordance
to relevant plans
To take the necessary action to prevent any occurrence of non-conformances relating to the process or procedures in the IMS on the Project site
To identify and record any problems/issues relating to the works or any influence to others due to the works carried out on the Project site
To discuss/recommend solutions to Construction Manager/Project QEHS Manager
To monitor/control/stop any works of non-conforming issues/matters until deficiency or unsatisfactory condition has been corrected
4.2.10 Mechanical/Electrical Engineer
The Mechanical/Electrical Engineer (M&E Engineer) will report to the respective Construction Manager for the mechanical/electrical works He is responsible for maintenance and arrangement of machineries used for the site works everyday in order to carry out the works efficiently and appropriately as directed by the Construction Manager
4.2.11 Design Engineers (CAD Operators)
The Design Engineer will report to the Quality Assurance Manager for drafting works in this Project The permanent work
Trang 13designs are provided by Employer/ The Engineer with some detailing works required for execution of the works
4.2.12 Quantity Surveyors
The Quantity Surveyor will report to the Quality Assurance Manager for the works relating to quantities of construction works They will prepare/check the quantities of construction work done necessary for
Monthly certificate by Employer/The Engineer for progress payment
Payment to subcontractors/suppliers
4.2.13 Material Engineers
The Material Engineer will assist the Construction Manager in the work Their duties involve the followings:
To check the materials to be used comply to the requirements
in the Contract document or submission for the required work either by
a) tests carried out in laboratory b) check and confirm materials at the time of receiving
To prevent any occurrence of non-conformances of materials/works
To identify, report and record any problems/issues relating to the materials
Check and update status of material consumption and quantity
in storage on regular basis 4.2.14 Office Managers
Office Managers will report to the Project Manager/Deputy Project Managers for the works relating to administration, finance and procurement matters They will be assisted by Administrative Assistants/Accountants in this section of work
4.2.15 Procurement Assistant
This Procurement Assistant is responsible for the control of purchasing materials for this Project with maintenance of the
