Atmospheric noise limits for plant (normal operations):
Overall Plant Criteria
The cumulative atmospheric noise levels(i) from the development, should not exceed thebackground noise level(i) at the nearest noise sensitive premises(i) by greater than 5 dB,during the operating period of the plant
If the cumulative plant noise level includes tonal or intermittent characteristics which drawspecific attention to itself, the plant noise level should not exceed the background noiselevel
Individual Plant Criteria
No single item of plant should exceed 5 dBA above the background noise level at 5metres from an outlet/inlet where directly adjacent to normal walkways, open public orstaff areas, or pedestrian areas
Individual or cumulative plant noise should not result in noise break-back into thisdevelopment or any other commercial which exceeds the internal noise criteria (proposedahead), e.g via windows, roof, floor or other indirect paths
The above criteria can be superseded by local authority by-laws, development/planningconstraints, national policy regulation or guidance
For standby/ emergency use equipment (generators / UPS etc):
The cumulative atmospheric noise levels(i) from this plant, during testing or inemergency, should not exceed the pre-existing background noise levelat the nearestnoise sensitive premises(iii) by greater than 15 dBA (if commercial/industrial) and 10 dBA(if residential), during the operating period of the plant Further it should not exceed noiselevel at the adjacent noise sensitive boundary by more than 65 dBA (if commercialIndustrial), and 55 dBA/45dBA (for residential day/night respectively)
Such plant should cumulatively not result in noise break-back into the development which

Internal noise limits
The following maximum noise levelsi are proposed for the various areas within thedevelopment

Services which pass across ceiling spaces, through internal walls and along risers should
be considered in terms of their ability to degrade internal sound isolation performanceneeds, and methods of closure around or within services would need to be considered ineach specific instance
Proposed vibration isolation/structure-borne noise protection.
As a principle, major plant and associated equipment should be installed with vibrationisolation selected so as to provide at least 95% isolation efficiency between the plant andadjacent structure All such plant should also include a noise stop pad as separation fromthe structure in order to attenuate structure-borne noise
All isolation systems should to be considered in terms of the need to accommodatesuitable seismic restraints / bracing etc Such systems should be in line with all local by-laws and codes, standards for the area including compliance with Australian StandardAS1170.4 earthquake loads Open type mounts are preferred, but may not be possible ifseismic requirements need to be accommodated All restraints that are included shouldnot restrict the isolation efficiency of the system supported Care needs to be taken toensure that any super-structure, e.g for anchor embedment, is in place to accommodatethese needs
Standby generators should include carefully selected isolators provided by the supplierthemselves or sub-contractor: air spring mounts would be typically anticipated
It would be expected that:
Large pumps or pump sets would be located on inertia bases at least 1.5 x the weight ofthe pump/s The bases would be supported on open type spring mounts offering at least
25 mm static deflection, and including a noise stop pad
Trang 12Large fans would include open type spring mounts offering 25 mm static deflection Theunit as a whole would be located on 10-15 mm rubber/neoprene pads or strips, offering1-2 mm static deflection.
Large pipework within plant rooms or across roofs above staff areas, such as fromstandby generators, chilled water pumps etc should include vibration isolation and anoise stops as appropriate, i.e vibration isolation hangers, with noise stops, to soffitsupported pipework; and resilient brackets around roof supported pipes Large pipeworkshould be vibration isolated for at least 50 pipe diameters, within plant rooms or over thesensitive area for which they pass , whichever is the longer
Air cooled chillers and cooling towers would be isolated from the building structureappropriate to their type and specific location They would at least need to be located on
at least neoprene/rubber pads offering 2-3 mm static deflection
Other fans and system should include proprietary vibration/noise isolation as applicable.General Information
All fan systems should include sufficient space for either in-line attenuation ( e.g at least1.5 m long) and/or lined ductwork for at least 5-10 metres
Space should be included within the superstructure design to accommodate vibrationisolation supports for plant
All noise and vibration control measures, attenuator selections etc should be provided tothe acoustic consultant for comment

i.Cumulative noise level should be in terms of the LAeq noise parameter (A-weighted equivalent continuous noise level) measured over sample periods of not less than 15 minutes.
ii.The pre-existing background noise level should be in terms of the LA90 (A-weighted noise level exceeded for 90% of the period) The LA90 parameter should be determined from a noise survey of the site prior to the development being undertaken, and undertaken at appropriate locations adjacent to or suitably equivalent to, the noise sensitive locations Sample measurement periods should be no less than 15 minutes, and the total measurement period should encompass the times of plant operations ( i.e 24 hours) A 7 day survey is recommended, but not compulsory.
iii Noise sensitive properties can be residential or commercial or public buildings This should be determined on
a site specific basis.
iv.The maximum noise level should be in terms of the LAeq parameter measured over a sample period of typically 2-3 minutes for continuous operating plant or over the longer period for any plant which includes cyclic changes in noise level It should be measured when the plant is operating normally.

Trang 27The Hydraulic Services Sub-Contractor is obligated to inspect the site and satisfy himself
as to the conditions under which his work will be carried out No claims for additionalcosts resulting from the lack of knowledge of site conditions relating to works to be done
or locations and levels of mains and mains connections to the Authorities mains will beaccepted
If the actual location, levels etc are not as documented, the Hydraulic Services Contractor shall notify the Client, in writing
Sub-The Hydraulic Services Sub-Contractor shall be completely satisfied that all existingservices required to be connected are those to which the documents indicate connectionand that they are of the size and level shown on the drawings No additional claims will
be accepted for rectifying works that have been incorrectly connected as a result of failing
to confirm the documented information, on site, prior to commencing this work
The Hydraulic Services Sub-Contractor shall not close down any existing services withoutgiving at least 48 hours notification to the Client or without written approval to do so Afternotification to the Client that the service is redundant, the Hydraulic Services Sub-Contractor may proceed to cap off or seal the service off in the correct manner, as isrequired by the Authorities and the Client
The Hydraulic Services Sub-Contractor will be responsible for checking with allAuthorities and the Client concerning the location of any existing services on the site
All damage caused by the Hydraulic Services Sub-Contractor to operational services,building structure, paving and roads shall be made good at his own expense as the work
in the affected area proceeds
Trang 28The Hydraulic Services Sub-Contractor shall carry out all necessary testing of theservices nominated in the Specification and required by the respective Authorities andthe Client
Provide a record of any tests to the Client
The Hydraulic Services Sub-Contractor will be responsible for supplying all labour, plugs,pressure gauges, measuring gauges, pumping equipment and all other necessarymaterials and equipment, etc., required to do such tests
Before enclosing or concealing pipework, carry out an operational test to the satisfaction
of the Client, remedy any defects, particularly water hammer, and retest to thesatisfaction of the Client
Underground or enclosed works shall not be covered or concealed from view unless ithas been inspected, tested and approved by the Client and the Authorities concerned
All services are to be inspected by the Client and the Relevant Authorities
Inspections carried out by the Relevant Authorities will not relieve the Hydraulic ServicesSub-Contractor s responsibility of obtaining an inspection by the Client
The Client at all times reserves the right to inspect all pipework and services Should, forany reason, pipework be concealed before the Client has inspected the work, then theHydraulic Services Sub-Contractor shall expose all pipework requested by the Client athis own cost Any costs associated with the damage and/or repair to any other services,structure, surfaces, plant, equipment, etc shall be borne by the Hydraulic Services Sub-Contractor
On completion, the works included under this part of the specification shall be testedunder normal working conditions and as directed by the Client All defects shall beremedied immediately and the tests reapplied to the satisfaction of the Client and theAuthorities
At least 48 hours notice will be given before the carrying out of tests The Client mayinstruct longer periods
Trang 295.2 Workmanship
Nuisance
No work shall be carried out, materials handled in such a manner as to cause nuisance
on the site or to other Contractors, to the public at large or occupants of adjacentbuildings Notify the Client before commencement of necessary works that may causeinconvenience to the parties concerned
All work causing a hazard to others shall have safety barriers surrounding the works
Making Good
The Contractor shall be responsible for and shall make good any damage he may cause
to the building and surfaces generally and any other works that may be disturbed orinjured by cartage, work generally or other operations The reinstatement shall be at least
as good a state of repair as before commencement
Dimensions
The Contractor shall be responsible for taking all dimensions on site The dimensionsmust be checked before work is commenced or prefabricated, all levels and dimensions
of existing services must be confirmed before commencing work The invert levels shown
on the drawings are recommended only, and must be checked on site before excavation
or installation of pipework to ensure connection to supply sources are correct
Protection Of Polished Surfaces
All polished and exposed surfaces and such material as stainless steel, chromium plated,vitreous enamel surfaces shall be protected during all stages of construction by anapplication of a strippable coating similar and equal in all respects to "Behr Manning M.B.614"
The coating shall be applied as soon as practicable and shall not be removed untilcompletion of the project All damaged coating shall be repaired immediately
On removal of the coating, the surface of the material shall be cleaned with methylatedspirits and polished with a soft, dry cloth Any scratched or damaged finished surface willnot be accepted
Cleaning Of Surfaces
Trang 30After installation and prior to testing of the services, fixtures and equipment, the item shall
be thoroughly cleaned and flushed out in an approved manner All valves, seats, tapwashers, strainers, non-return valves and inspection openings shall be checked andcleaned of any foreign matter
Damaged seats, washers, installations and gaskets, etc., shall be replaced Any pipeworkburied or permanently enclosed before it has been thoroughly cleaned, inspected, testedand proved to be satisfactory by the Client shall be uncovered at the expense of theContractor
Exposed Pipework
Except as otherwise specified or directed, all internal exposed piping throughout andadjacent to plumbing fixtures shall be chromium plated copper finished, and wherepassing through a finished wall, floor or ceiling shall be fitted with an approved typechromium wall or cover plate All other internal and external piping shall be cleaned free
of cement droppings
Fixing & Supporting Of Pipes
All service pipes shall be positioned in approved locations before installation orfabrication of pipework commences
All pipes shall be adequately supported and secured to adjacent walls and slabs andexisting floors
Pipework shall not come into contact with any other service pipes
All pipework shall be fixed in a manner so as to allow free movement without causingundue stresses in the pipework or in the pipe joints and without transmitting lateralstresses via fixing to walls, slab or ceilings
Pipework shall not be, either permanently or temporarily, fixed in position by the use ofnails Should leaking pipework occur due to electrolytic corrosion between the pipeworkand the nails, then the Hydraulic Services Sub-Contractor shall be responsible for allcosts associated with the repair including pipework, walls, finishes, etc whenever theleaks may occur
All supports shall be equal to "Unistrut" P1000 channel complete with all-purpose madespring nuts, framings, fittings and pipe clamps for each pipe
Vertical frames where used to support suspended horizontal runs of pipework, shall allowfor complete adjustment of clamp support to suit pipe grading’s as required
Channels shall be of concrete insert type wherever practicable, where not, the channelshall be fixed with expansion type bolts fixed direct or with purpose made clips to walls orunderside of slabs and hanger rods fixed into the channel
Trang 31All copper pipes shall be separated from supports by one (1) mm thick rubberised stripequal to “uni-cushion” P2600 or similar approved materials.
All copper hot water pipes shall be separated from supports by 25 mm thickness purposemade wooden block spacer pieces
Explosive power tools may not be used
Remove all cement droppings, dirt and superfluous material from all pipe supports andpaint them at all cut ends with one coat of cold galvanising paint Pipes shall be fixed andsupported in accordance with AS 3500 requirements
Copper soil, waste and vent pipes shall be regarded as being fixed at all supports where
no provision has been made for axial and/or lateral movement Provision for movementshall be achieved by the provision at the support of an annular space around the pipe ofnot less than 8 mm clear
Vertical copper soil and waste pipes must be clear to move vertically at least 8 mm inboth directions through all ceilings, roofs, etc., through which they pass
All pipes shall be supported against sagging or distortion and must be held true to lineand grade by means of approved clips, saddles or other fixings
Capping Off
During the construction the Hydraulic Services Sub-Contractor shall be responsible forchecking that all unfinished work is left in a safe condition, protect against all damage orloss through any cause whatsoever, and make sure to prevent the entry of any foreignmatter including liquids All services capped off for future connection shall be finishedwith an identification marker stating type of service and respective location to thesatisfaction of the Client
Chasing Of Pipes
The Hydraulic Services Sub-Contractor shall carry out all chasing in walls for pipeworkand equipment with a mechanical saw Chasing will not be allowed in concrete walls orslabs unless the Client so gives approval in writing to do
Note: All chased water supply pipework shall be insulated
Core Holes & Sleeves
The Hydraulic Services Sub-Contractor shall set out all core holes and sleeves in floors,walls, beams and columns in conjunction with the fixing of formwork and/or placing ofconcrete All pipe penetrations through the building structures shall comply with theBuilding Code of Australia
To prevent weakening of the building structure all core holes shall be approved by theClient prior to placing of concrete Strip holes from formwork and every pipe passingthrough a core hole shall be backfilled with concrete to the satisfaction and approval of
Trang 32the Client All holes not used shall be filled by the Hydraulic Services Sub-Contractor withconcrete and to the approval of the Client
All core holes for soil or waste pipes on new suspended floors shall be made by means of
a patented plastic slab seal unit with rubber diaphragm equal to those manufactured bySlabseal Pty Limited
Materials used for forming core holes shall be 0.7 mm sheet metal and shall have adiameter of at least 50 mm greater than the outside diameter of the pipe it serves
Fixtures & Fixture Points
The Hydraulic Services Sub-Contractor shall supply and install all materials, backingplates and noggins necessary to make all fixtures and fixture outlet points rigid (i.e.sanitary fixtures and tap fittings, etc.)
Laying Of Pipes
The Hydraulic Services Sub-Contractor shall install or lay all pipes in a correctworkmanlike manner with correct and even falls and grades, straight and correctly fittedinto the other pipes with rings straight and equal with even pressure all round
The main sewer line shall be installed to the correct grades, with the use of an electronic(laser) level
All rubber-ringed joints shall be cleaned free from sand, grit and moisture prior to themaking of the joint
Restoration Of Surfaces
Restore all roads, paving, bitumen surfaces, etc., damaged as a result of the executedwork Restore with equal quality materials to the same standards of construction andexpected life as existing prior to commencement of works
Public Utilities & Existing Services
Where underground public utility lines, surface drainage works and underground pipes,conduits or cables exist in the vicinity of the works, the Hydraulic Services Sub-Contractor must take care to protect such services Any damage to such services must
be immediately reported to the responsible Authority and to the Client
The cost of the necessary repairs or renewals shall be borne entirely by the Hydraulic

Water Hammer
Before concealing any water service pipework, the Hydraulic Services Sub-Contractorshall carry out an operational test for water hammer Test results shall be recorded andmade available to the Client when requested Should there be any evidence of waterhammer within the water services, the Hydraulic Services Sub-Contractor will be required
to remedy the problems
Should any pipework be concealed prior to testing, and water hammer exists, then theHydraulic Services Sub-Contractor will be required to remedy the problems and makegood all surfaces, structure, fittings and fixtures at his own cost

Be rubber ring jointed using 'Supertite Joint'
Be jointed in accordance with Manufacturer's instructions
All junctions, bend etc., shall be made with Manufacturer's fittings
All fittings to be supported in accordance with Manufacturer's instructions
All FRC pipes and fittings will be installed in accordance with the relevant authorityrequirements and limitations
Fire Seals
Where PVC pipework penetrates fire rated elements (floors, walls, etc.) allow to provide afire seal to the required fire resistance rating for the element to the approval of theCouncil
Jointing Materials
All joints shall be cleaned free of any foreign materials, dirt and Trade, etc., before anyattempt is made to complete the joints
Joints shall be cut true and square, all burrs, etc., removed and a chamfer lightly ground
or filed around the pipe
Silver solder
Shall contain not less than 5% silver, verification of the silver content shall be given inwriting to the Client Care shall be taken not to overheat the joint, and apply the correctflux as recommended by the manufacturer A slightly carbonising flame shall be used
Soft solder shall be lead free
All joints shall be properly prepared before commencing the soldering and the fluxrecommended by the manufacturer used
Cement
Trang 38Shall be Portland cement type "A" and respective to AS 1315 stored in a dry andmoisture free state and mixed as required.
Rubber Ring Gaskets
Vitrified Clay Pipes shall be jointed using AS 1693 rubber rings of approved manufacture.Concrete pipes shall be jointed using AS 1646 rubber rings of approved manufacturer.Cast Iron Pipes Rubber ring gaskets for spigots and socket joints on cast iron pipes shall
be moulded of the type recommended by the pipe manufacturer for the joint to be used.This shall be sufficiently durable to last the life of the pipe without leaking under theproposed conditions of usage
Lubricant
For lubricating the rubber ring and insertion type gaskets and the outside surfaces ofspigot ends of pipes shall be of an approved non-toxic vegetable based type and shall beapplied in accordance with the manufacturers' instructions
Nuts and Bolts
Shall generally conform to the relevant Australian Standard and shall be heavilygalvanised by the hot-dip process Where galvanised iron to cast iron flanges butt,galvanised bolts shall be used Where brass-to-brass and cast iron-to-cast iron flangesbutt, brass bolts shall be used
Silicon sealant
Shall be self-polishing with anti-fungicide additive equal to Ciba-Geigy manufacture andused as recommended by the manufacturer White shall be used around vitreous chinasanitary ware and clear for seal under fixture taps and stainless steel, etc
Polyvinylchloride ( PVC or UPVC )
Pipes shall be jointed by solvent welding of the type recommended by the manufacturer.Clean joint with approved solvent cleaning fluid Apply an even liberal layer of theapproved solvent cement to both surfaces of the joint and allow to stand to become touchdry, apply a second coat to both surfaces of the joint and push together, remove allsurplus solvent with a clean, dry cloth in accordance with the relevant AustralianStandard
Valves
All valves used shall be "Johns" or equal approved by the Client and shall be the best oftheir type, quality and grade available All valves shall be placed in easily accessiblepositions for operation and repair
Valves to the pump connections shall be of the gate valve or ball valve pattern.Elsewhere the valves shall be of the loose jumper or ball valve pattern An approvedtesting Authority shall test all valves to a pressure of 2,100 kPa
Balancing valves for hot water service shall be manufactured of bronze
All valves 65 mm and over shall be flanged All other valves shall be screwed Valves up
Trang 39Spindles shall be non-rising type and must not project into the bore of the valve when thevalve is in the fully open position The bore must be clear and unobstructed when in thisposition.
The internal seats and washers of the valves must be cleaned of all foreign materialduring installation Any valve faces or seats found damaged on completion of theinstallation shall be replaced
