o tional u der other con ition A con itional o l gation may also cau e an element or
at ribute to b come not a plca le u der certain con ition an therefore it may not b u ed
Trang 13For example, the “identifier” at ribute within the Prod ctID clas is l sted with a con itional
o l gation If the Prod ctID is u ed to identify the prod ct at the to of the material declaration
hierarc y, then the identifier information is man atory an mu t b provided by the u er in the
material declaration However, if the Prod ctID is u ed in declarin a prod ct p rt that is
lower in the declaration hierarc y, this identif ier inf ormation is o tional
There are a few other data elements an atributes that are also l sted with a con itional
o l gation The Mas , Mas Percent, an MatMas Percent elements have p rtic larly complex
con itional provision that mu t b careful y reviewed to en ure cor ect implementation
4.1.3 Guida c on us of ma s a d ma s perc nt fields
IEC 6 4 4 sp cif ies that a declaration is req ired to re ort either mas or mas p rcent, but
not b th This is imp rtant for data q al ty purp ses as only one data field is varia le an the
secon data field is a calc lated value
If b th the mas p rcent an the mas are declared, but d e to er ors the calc lation do s not
cor esp n to the re orted mas , then the receiver of the material declaration wi not k ow
whic n mb r is the cor ect one to u e
A general rule of th mb is to re ort u in mas p rcent when re ortin prod ct fami es (e.g
ICs, resistors, ca acitors, etc) whic contain multiple prod cts in one declaration, but to u e
mas when re ortin as embl es or finis ed go d when a sin le prod ct is declared
Re ortin con entration (mas p rcent f or prod ct fami es provides s ficient data f or the
receiver of the declaration to cor ectly calc late the mas of e c prod ct in the fami y in their

4.1.4 Calc lating ma s perc nt
In the material declaration, either mas or mas p rcent for the s bstan e, s bstan e group,
material or prod ct p rt can b u ed
Man la oratories re ort con entration in p m One p m me n 1 p rt in 1 0 0 0 0 l ke
p rts, s c as grams to gram b sis p m is converted to mas p rcent for s c cases by the
f ormula Mas p rcent = X p m / 10 0 0
Se Ta le 1 f or con ersion fom p m to mas p rcent
Table 1 – Conv rsion table from p m to ma s perc nt
With one ju tified ex e tion, mas p rcent is alway refer in to the next hig er level in the
prod ct hierarc y that is declared This me n that mas p rcent wi ref er to the material,
prod ct p rt or prod ct The ex eption is that if a s bstan e is as ig ed to a s bstan e group
in the declaration (se IEC 6 4 4:2 12, 4.2.3 a), 4.3.4 a) an 4.3.5 a) , the mas percent
refers to material (if declared), prod ct p rt (if declared) or to the prod ct The mas p rcent
of a s bstan e is never calc lated b sed on the mas of the s bstan e group Declarin a
Trang 14s bstan e as a mas p rcent of the s bstan e group can cau e er ors an therefore it is not
al owed in IEC 6 4 4 This is stated in the relevant req irements in luded in IEC 6 4 4:2 12,
4.2.3 c), 4.3.4 c) an 4.3.5 c)
This deviation f om the generic rule en ures that the recipient of a material declaration is a le
to interpret the data cor ectly u der any combination of b se an o tional re ortin This is
neces ary to co e with situation where a declara le s bstan e group has a re ortin
req irement that is b sed on materials (e.g homogene u material) The situation is f urther
compl cated when only a p rt of the comp u d (e.g the le d in le d/le d comp u d ) is to b
declared As some s bstan es within the s bstan e group may b u k own, the inf ormation
on p rcentage of the declared s bstan es within the s bstan e group can ot b
u ambig ou ly cor elated to the man atory material mas p rcent declaration, an as a
con eq en e a further tran fer of this inf ormation would not b of u e
As a con eq en e, the declaration of mas p rcent of a s bstan e within a s bstan e group
is not al owed in IEC 6 4 4 To sec re that the volu tari y provided declaration of a
s bstan e is u ef ul f or any fol ow-up declaration , its mas or mas p rcent of the material (if
declared), prod ct p rt (if declared) or prod ct is ne ded
To con ert f om mas to mas p rcent, one divides the mas of the s bstan e or s bstan e
group by the mas of the prod ct, prod ct p rt or material an then con erts to p rcent
Mas p rcent = mas of s bstan e/mas of prod ct, p rt or material × 10 p rcent
The only time the MatMas Percent data field is u ed in the XML fie is when the IEC 6 4 4
data ase has a man atory re ortin thres old at the material level For al other in tan es,
either the Mas or the Mas Percent data f ield s ould b u ed in the XML fi e
4.1.5 Interpretation of reportin thre hold f or de larable s bsta c s a d de larable
s bsta c groups
For most of the declara le s bstan e an declara le s bstan e group entries in the
IEC 6 4 4 data ase, the re ortin thres old is b sed on the mas p rcent of the prod ct
This is re resented by a re ortin thres old that is l sted as "0,1 mas p rcent" The
referen e to the mas of the prod ct that is declared is impl ed in this thres old However,
there are declara le s bstan es an declara le s bstan e groups that have a re ortin
thres old with a dif ferent calc lation b sis The EU RoHS declara le s bstan e groups are
examples that u e the mas of the homogene u material as the b sis f or calc lation If the
re ortin thres old ref ers to somethin other than the prod ct (s c as a material or a
prod ct p rt l ke a b t ery), this is in icated in the IEC 6 4 4 data ase
4.1.6 Guida c on de larin a s bsta c that belongs to two dif fere t s bsta c
groups
A material declaration that conf orms to IEC 6 4 4 req ires that a declared s bstan e with a
man atory re ortin req irement mu t b as ig ed to its resp ctive declara le s bstan e
group with a man atory re ortin req irement, if the declara le s bstan e group is declared
The req irement “s c s bstan es s al b as ig ed to the s bstan e group”is sp cified in
IEC 6 4 4:2 12, 4.2.3 a) an 4.3.4 a)
In most material declaration this is straig tforward However, sin e the esta ls ment of
IEC 6 4 4, several corner cases have emerged with a declara le s bstan e fitin into two
declara le s bstan e groups F r example, the REACH SVHC s bstan e “L ad s lf oc romate
yel ow” cre tes s c a situation The declara le s bstan e groups “L ad/L ad Comp u d ”
an “Chromium (VI) Comp u d ” are b th relevant "L ad/L ad Comp u d ” an “Chromium
(VI) Comp u d ” ne d to b declared if they are present at or a ove the re ortin thres old
f or e c homogenou material However, it is not p s ible in an XML f ile (by the desig of the
XML s hema) to as ig the same oc ur en e of “L ad s lfoc romate yelow” to b th
s bstan e groups simultane u ly even if the L ad s lfoc romate yel ow trig ered the
Interntio l Eletr ote nicl Com isio

L ad/L ad Comp u d ” an “Chromium (VI) Comp u d ” would in or ectly double the total
amou t of L ad s lfoc romate yel ow an s ould b avoided, to
Several p s ibi ties arise f or as ig in the s bstan e group in s c situation In the case of
L ad s lf oc romate yel ow, the resp n er (s p l er f il n out the material declaration) ne d
to select one of the resp ctive declara le s bstan e groups an as ig the s bstan e to it
Regardles of whic declara le s bstan e group is selected, the resp n er sti ne d to state
the presen e of the other declara le s bstan e group if it ex e d the thres old
4.2 Fle ibi ty of IEC 6 4 4
4.2.1 Ov rview of material d claration fe ture
Beyon the minimum declaration req irements sp cified in IEC 6 4 4:2 12, 4.2, b se data
req irements and detaied data req irements as p r the IEC 6 4 4 XML s hema, u ers have
sig if i ant flexibi ty in providin ad itional information that is u eful in material declaration
ex han es up an down the s p ly c ain
4.2.2 Fle ibi ity of d claring s bsta c s a d s bsta c groups at dif fere t le els
within the de laration
Users have flexibi ty as to how s bstan es an s bstan e groups are declared within the
hierarc y of the material declaration cre ted in the XML fi e For example, a u er may
volu tari y declare the material f or some s bstan es; where s other s bstan es (s c as EU
REACH SVHCs) may b re resented as re ortin directly into the prod ct This flexibi ty is
i u trated in Example 6 (se 5.7) If there are an restriction on how a declara le s bstan e
or declara le s bstan e group is to b re orted; this inf ormation wi b provided in the
re ortin thres old on the IEC 6 4 4 data ase
4.2.3 De larable s bsta c s in a material de laration
4.2.3.1 Ge eral
The declara le s bstan es an declara le s bstan e groups in IEC 6 4 4 are central to the
declaration If they are present in the prod ct, an me t or ex e d the re ortin thres old for
that p rtic lar a plcation, it is req ired that these s bstan es an s bstan e groups are
identified in the material declaration if they have a man atory re ortin req irement
Otherwise the declaration do s not fulf il the req irements of IEC 6 4 4 There are two
sp cific situation that are sometimes overlo ked an deserve ad itional dis u sion in this
g idan e doc ment These are trade secrets an s bstan es with a CAS n mb r that
contain other s bstan es, whic are dis u sed b low
4.2.3.2 Tra e s cret
Sup lers mig t have sp cial aloy or comp u d that are central for the fu ction an where
the s p l er do s not want to dis lose the exact comp sition
For materials that are con idered as a “ rade secret , IEC 6 4 4 sp cifies that an declara le
s bstan es or s bstan e groups contained in s c a material ne d to b declared if they have
a man atory re ortin req irement an are present in the prod ct at or a ove the re ortin
thres old f or its as ociated re orta le a pl cation
4.2.3.3 Substa c s with a CAS-n mber th t contains other s bsta c s
Some mixtures an materials have b en as ig ed CAS n mb rs Examples in lu e:
• Ste l with CAS n mb r 12 9 -6 -2
• Bras with CAS n mb r 12 9 -71-6
Trang 16Eac of these mixtures an materials may or may not in lu e a s bstan e (e.g le d) that is a
declara le s bstan e or declara le s bstan e group Declarin only “Ste l” do s not give
inf ormation if le d is a p rt of the al oy or not Declara le s bstan es an declara le
s bstan e groups cle rly ne d to b dis losed
Man declara le s bstan es are comp u d whic mu t b re orted as lsted in the
IEC 6 4 4 l st of declara le s bstan es It is not p rmis ible to re ort the se arate elements
that make up the comp u d For example, dib ron trioxide (CAS n mb r 13 3-8 -2) con ists
of Boron an Ox gen, with CAS-n mb rs 7 4 -4 -8 an 7 8 -4 -7 In this example, the
declaration of these elemental CAS-n mb rs wi hide the existen e of the declara le
s bstan e an do s not me t the re ortin req irement of IEC 6 4 4 becau e it do s not
pro erly re resent the s bstan es actual y contained in the prod ct
4.2.3.4 De cription of UVCB s bsta c whic con titute c ramic/gla s
Ceramic/glas u ed as con tituent materials of electronic comp nents has a complex
c emical comp sition when formed fom variou metal oxides (or nitrites, carbides, etc.) In
ad ition, they also s ow completely diff erent c emical c aracteristic comp red to simple
mixtures of metal oxides, etc It is s bseq ently very diff i ult to des rib precisely the exact
c emical comp sition of the glas or ceramic d e to its complex an varia le nature
IEC 6 4 4 can s p ort dif ferent methodologies f or re ortin UVCBs (Un nown or Varia le
comp sition, Complex re ction prod cts or Biological materials)
The U.S Toxic Substan es Control Act (TSCA) con iders “ceramic”, “inorganic glas ”, “fits”,
etc as legal mixtures as it is diff i ult to identify their comp sition, an so they a p ar in the
TSCA in entory as s bstan es of UVCB On the other han , the EU REACH Reg lation in
Point 1 of An ex V exempts ceramic fits an glas fom sp cified reg lation (Title I
Registration of s bstan es, Title V Down tre m u ers an Title VI Evaluation) u les they

provided that they do not contain con tituents me tin the criteria to b con idered dan erou
in ac ordan e with Reg lation (EC) 12 2/2 0 present in con entration at or a ove the
sp cified con entration l mits This con e t is c emical y ac urate b cau e ceramic or glas
is a simple UVCB where con tituent s bstan es are dis olved an homogenized d rin the
man facturin proces For example, dib ron trioxide (B2O3) is a common s bstan e u ed in
the prod ction of b rosi cate glas Dib ron trioxide is desig ated as a REACH SVHC
However, d rin the glas f ormation proces the dib ron trioxide is tran formed to a diff erent
b ron s bstan e This tran formation ren ers the b ron in the glas to b non-hazardou an
th s no lon er q alfies it as an SVHC Tec nical y, it is not p s ible to as ign a u iq e
c emical formula to the b ron containin s bstan e due to its complex an varia le nature
For glas or ceramic that are con idered dan erou , as defined by Reg lation (EC)
12 2/2 0 , declarin the hazardou s bstan e (s c as Pb in glas ) is pro lematic sin e it is
not p s ible to precisely identify the Pb containin s bstan e Variou in u try groups have
devised their own declaration protocols f or ad res in this is ue Presently, there is no sin le
method that is without l mitation It is not the intent of this g idan e doc ment to pres rib a
p rtic lar methodolog Rather, examples of re ortin methodologies f or s bstan es in glas
an ceramic are contained in An ex A It is at the dis retion of the u er to determine whic , if
an , of the methodologies b st fit their own re ortin req irements F r the purp ses of the
detai ed examples s own in Clau e 5, this Tec nical Re ort s ows con tituents u in a

to re resent the actual s bstan e present or to des rib con tituents u ed in the
man facturin proces that no lon er exist in the prod ct

4.2.5 Abs nc de laration
In ad ition to conformin to IEC 6 4 4 req irements to provide inf ormation a out any

the u er can also provide an a sen e declaration statin that the IEC 6 4 4 declara le

a pl cation in the prod ct, or that ad itional s bstan es an /or s bstan e groups are not
present at or a ove a u er defined thres old an re orta le a pl cation
An a sen e declaration s ould not b interpreted as a “fe of…” statement, as it is u ed in
ISO 14 21 In the context of IEC 6 4 4, the a sen e declaration only me n that the
con entration of the s bstan e is not hig er than the sp cified re ortin thres old
The a sen e declaration (whic is sometimes also ref er ed to as a negative declaration) can
provide confiden e to down tre m man facturers an /or enforcement authorities that the
s p l er has as es ed the prod ct f or these s bstan es an is re ortin that they are not

To in icate an a sen e declaration, the resp n er would set the "a oveThres oldL vel" f lag

sp cifies that an a sen e declaration mu t in lu e inf ormation a out the a sen e criteria
(s c as re ortin thres old an re orta le a plcation) The re orta le a plcation an
re ortin thres old s ould b taken fom the IEC 6 47 declara le s bstan e l st where

is s g ested as the default thres old level for declara le s bstan es lsted b sed on criteria 3
in IEC 6 4 4
An a sen e declaration is not al owed f or a declara le s bstan e that is contained at or

4.2.6 Material name
If one or more materials are declared in the material declaration, a name f or the material is
man atory and a Uniq eID of the materials is o tional This material name is the name of the
material within the prod ct Material name may des rib the material an /or des rib the u e
or location of the materials in the p rt The Uniq eID field in material can b u ed to identify a
declared material b sed on sp cif i ation defined in a stan ard (e.g ISO 10 3, Parts 1
throu h 4 for plastic )
When declarin a material in the declaration, it is neces ary to sp cify the material clas that
the material is p rt of u in the "materialClas ID" field This is man ated in IEC 6 4 4:2 12,
