MOBILIZATION AND SITE PREPARATION

I MOBILIZATION WORKS AND MOBILIZATION PLAN

For implement of the Contract Package RAP/CP8, the Contractor shall mobilize and put into work all personnel, plant and equipment required to undertake the Works

Mobilization will include the obtaining and transportation to the Site of materials, personnel, construction plant, equipment and all necessary items for the execution and completion of the Works, and will also include the setting up and the installation of all equipment, and all other plant until it is rendered operational It will include a sufficient supply of spare parts of the constructional plant

In the event of repairs beyond the ability of personnel or tools at site

to effect repairs in a reasonable time, such that the constructional plant has

to be removed from the site, then a replacement of machine or equipment

or plant of a similar capacity will be provided by the Contractor

Mobilization schedule will consist of preparatory work and operations including, but not limited to, those necessary to the movements of personnel, plant and equipment, supplies and incidentals to the project site, and for all other work and operations that must be performed or costs incurred including establishment of Contractor's Camp prior to beginning work on the various items on the project site

The Contractor is responsible for identifying a suitable location for his project offices and workshop areas within the project area and for obtaining the required permission and permits from the local authorities or land owners for the use of the land

The Engineer will assist the Contractor in obtaining the required permission and permits for the land The Contractor is furthermore responsible for providing all his own facilities, utilities and furnishings

The Contractor will provide and erect temporary latrine accommodation for workmen, staff, and visitors, together with adequate washing/shower places, provided with all necessary water and drainage

These latrines and washing/shower facilities shall in every respect conform and be maintained to the satisfaction of the Health and/or other local authorities

If necessary, the Contractor shall at his own cost establish temporary latrine adjacent to construction places in order to maintain the site in a sanitary condition

As this project has big volume of works with short duration, the contractor shall mobilize a great number of construction equipment on site

We shall arrange a mechanical team for repair or maintenance equipment All construction equipment with heavy breakdown shall be repaired at the mechanical workshop

A rank of qualified and experienced engineers and technicians, skilled workers shall be arranged for the project

1 MOBILIZATION PROGRAM

The Contractor shall submit to the Engineer, for his review and Approval, a detailed Mobilization Program This Program shall be submitted

as an attachment of the “Program to be submitted”

The Program shall include a schedule noting the anticipated arrival of all construction equipment and facilities as well as the arrival of all key personnel of the Contractor

Moreover, the mobilization Program shall include a layout plan noting the location, size and arrangement of all temporary facilities, including security fencing and entrance and exit gates, sewage and water lines and systems, electrical supply and access and facility roads

2 SUPERINTENDENTS AND ASSISTANTS

The Contractor will mobilize and keep all the key staff as proposed and the Contractor shall not remove staff from the site without the express written permission of the Engineer Within fourteen (14) days of any such removal, or notice of intent of removal, the Contractor shall nominate a replacement staff for the Engineer’s Approval

3 LAND FOR CONSTRUCTION PURPOSES, DETOURS, PLANT AND OTHER USES

The Contractor shall acquire all additional working areas and any additional areas required for construction purposes and access or other uses

as stipulated in the Specifications

Before entering the work site, the Contractor shall give written notice

to the Engineer The Contractor shall give separate notices to each owner and occupier or authority having jurisdiction over the work sites

Before entering any additional work areas the Contractor shall obtain, and forward to the Engineer, a copy of the written consent of the owner and occupier or authority having jurisdiction over the land, and shall state the purposes for which such land is to be used The Contractor shall define the extent and period of occupation for which such consent is granted

The Contractor shall select, arrange for and, if necessary, pay for the use of sites for construction purposes, detours, plant and other uses necessary for the execution of the Works

Before using any land belonging to the Government or to a private landowner for any purposes in connection with the execution of the Works, the Contractor shall obtain the Engineer’s Approval for such use

If any utility passing through the temporary site is affected by the Works, the Contractor shall at his own expense provide an appropriate plan for re-alignment or relocation of such utility in full working order to the satisfaction of the owner of the utility and the Engineer, before cutting or removing or relocating the existing utility

On completion of the Contract, or earlier if so directed by the Engineer, all plant, temporary facilities and any other encumbrances shall be removed, the site and land use areas shall be properly cleaned, all damage made good, and reinstated as it was before

4 CONSTRUCTION EQUIPMENT

All construction plant and equipment provided by the Contractor shall, when brought on to the Site, be deemed to be exclusively intended for the

construction and completion of the Works and the Contractor shall not remove the same or any part thereof without the approval of the Engineer

5 CONTRACTOR’S SITE OFFICE, STORES AND LIVING QUARTERS

The Contractor shall supply, equip and maintain for the Contract period all his own living accommodation, site offices, sheds and stores necessary for the execution of the Works, and shall make his own arrangements, subject to the approval of the Engineer, with the owner of any land required and, if necessary, pay for its use

6 CONTRACTOR’S WORKSHOP AND WAREHOUSE

The Contractor shall have on the Site a suitable workshop, adequately equipped and provided with utilities, to allow for repairs of the equipment employed to carry out the Works He shall also provide a warehouse for the equipment spare parts, mainly for the parts that frequently fail or are difficult to procure A chief foreman qualified for mechanical repairs, with an adequate labour force shall be assigned for management and operation of the workshop

7 SUBSIDIARY REQUIREMENTS FOR CONTRACTOR’S FACILITIES

7.1 Temporary Lighting for All Buildings at Site

The Contractor shall provide temporary lighting for all buildings at Site,

to protect the Works and maintain suitable working conditions Temporary lighting shall be maintained until the Employer has accepted the Works The Contractor shall provide and install circuit and branch wiring, with area distribution boxes located so that power and lighting are available throughout the construction site

Generators with a suitable capacity shall be furnished by the Contractor to cope with the cases of power supply cut-off

7.2 Temporary Sanitary Facilities

The Contractor shall furnish temporary sanitary facilities at the Site, as provided herein, for the needs of all construction workers and others performing work or furnishing services on the Project Sanitary facilities shall have reasonable capacity, be properly maintained throughout the construction period, and obscured from public view to the greatest practical extent If chemically treated type toilets are used, at least one such toilet shall be furnished for every 20 people The Contractor shall enforce the use

of such sanitary facilities by all personnel at the Site

7.3 Water

All water required for and in connection with the equipment and plant, devices, dusts control, for settling of backfill material or for any other use as may be required for proper completion of the Works, shall be provided by and at the expense of the Contractor

In case of shortage of water for use in the construction works, the Contractor shall draw water from a well or wells dug at the Contractor’s expenses, after Approval by the Engineer

The Contractor shall provide a sufficient supply of bottled drinking water from an acceptable source to all of the Contractor’s employees, including all necessary devices for keeping the water in good condition (hot and cold water)

7.4 Sewages

All sanitary facilities shall be connected to a suitable sewage system 7.5 Communication System

The Contractor shall make all necessary arrangements and pay all installation and usage charges for the communication system in his offices

at the Site

8 FENCES

The Contractor until completion of the works shall maintain all existing fences affected by the works Fences, which interfere with construction operations, shall not be relocated or dismantled, until written permission is obtained from the fence owner

9 DAMAGE TO EXISTING PROPERTY

The Contractor will be held responsible for any damage to existing structures, works, materials, or equipment because of his operations or the operations of any of his subcontractors The contractor shall repair or replace any damaged structures, works, materials, or equipment to the satisfaction of the Engineer, and at no additional cost to the Engineer

10 DAMAGE TO EXISTING PROPERTY

Before commencing construction work the Contractor shall undertake a survey to establish the detailed location of all utilities affected by the Works Survey results shall be recorded in plan form to the satisfaction of the Engineer and surface pegs fixed on the site to indicate the location of all underground utilities These pegs shall remain and be maintained for the duration of the contract

II Preparation work

The Contractor will prepare detailed technical proposal for the topographical and geological data collection, designed drawings prior to construction work Detailed outline will be approved by Engineer and Employer in writing

The positions of the large difference between the volume of the design documents and its of construction drawings and technical design documents prior to the construction, the Contractor will conduct all topographic survey needed to be able to determine accurately the volume of work All the measurements, and surveys in the detail shall be presence of the Employer and Engineer and approved in writing

1.1 Setting up the construction site

Setting up the management board at site:

- Management board for the Project is set up in location as subbmited contractor;

- Construction of sheds, workshops, laboratories, warehouse, road work for construction services;

- The labs at site is located adjacent to the management board for the Project;

- The constructed beginning points of bridge and road shall be set up the worker’s camp, and accommodation to facilitate for the execution;

- Contractor will execute the construction road along with the length of project Details of the work shown in the drawings for construction method;

- Sign up temporary residence for people and equipment, to ensure the security, rent the yards, sign the manufacturing Contract, transport material to site to conduct the construction process;

- Open the class of labor safety, sanitation, prevention of social evils for all construction workers on site;

- Sing an agreement with the relevant agencies for the utilize of the use

of construction equipment capability and manpower in locality and structure and the technical system is nearby the Project such as infrastructure systems (transportation systems, electricity supply network, water supply network and drainage systems, communications networks, the construction of industrial enterprises and the power supply in local);

- Mobilize fully with the apparatus to the lab at site for the approval of Engineer and Employer, and only approved by Engineer;

- Setting up the equipment to site;

- Installation of the plant and production lines for the construction;

- All kinds of motorcycle construction equipment have been tested and registered for theirs ‘s activities mobilized for theproject wasapproved

by theEngineer;

- The vehicles, construction machines were put into the operation must ensure all the types, capacity at the request of the project, ensuring the technical reliability and safeness For these vehicles, construction machines must be registered for safety, before being put into execution, must fulfill the registration test under the provisions of the competent authorities of the State of Vietnam

1.2 Topographic survey

1.2.1 General

- The contractor will arrange a survey team consisting of highly qualified professional and experienced to carry out the survey work the line

- Setting up a control grid (temporary line) sufficient accuracy and stability for the work under the coordinates x, y and z, marking and identification of individual spots, contact with the previous grids

- Taking the investigation of the geometry of the road is an important part in of site requirement The Contractor will conduct detailed topographic survey along the route to determine the geometry of line elements, the program Measured data are used to design the construction drawing of work items, to establish the working design drawings and construction in the details are based on completed document

1.2.2 Equipment

- Surveys conducted by the standard instrumentation for the line and measurement of works (Total Station, Surveyor 's Level, waterlevel, gauge, steel ruler) All instruments and measuring equipment must be approved by Engineer and tested and adjusted before being used

1.2.3 Themeasurementrequirements

- Measuring height and vertical sections and cross section maximum 20m apart along the survey line as well as all culverts, the range of background, unstable background position or loss stability, the curve, static traffic surface, the detailed specification involved The minimum number of measurement points on the cross-section must be sufficient

to establish the detailed construction drawing, accurately estimate the volume and have enough points on the road The cross-section must be added more each side at least 30m from the outside edge of existing road On the cross section defined the natural ground, the water level

at the time of survey, trenching and irrigation, the watershed, fish ponds, land and agricultural land, etc

- Measure all ditches, drains on both sides of roads and drainage structures anywhere cross the road and must clearly identify the sections at upstream, downstream, the inside dimensions of the canal within the limits of the work On the vertical, the maximum distance of the reading points of level is 5 meters high or less to accurate identify the major changes in the slope

- Location, type, size, height, cross section of all fixed objects (such as houses, roads, ) are in the protection of road corridor (or within 30 meters from the outer edge of road shoulder), the more distance objects can affect the driver's visibility at all intersections with location roads, provincial roads, the vertical curve, the curve is and at all the

"bulls" knew or accidents can happen

1.2.4 Topographic surveying

- All topographic survey data, the geometric elements will be drawn on the plane maps, vertical, horizontal monitoring is high enough with the appropriate rate In case of multiple geometric elements are collected for a small area of particular interest (such as instability embankment) can be set up with some drawings of different rates

Survey Criteria

- The Contractor shall carry out the topographical surveys in compliance with the design specification of the Contract Document The survey work to be performed by the Contractor is as follows:

+ Topographical survey

+ Level survey

+ Cross section survey

+ Topographical survey of the new bridges site shall be plotted out

on 1 to 200 scale drawings

- Topographic survey and level survey along the full length of roads shall

be carried out to provide scaled drawings for construction and future maintenance Since there are no trigonometric points close to the Works, a local grid system shall be adopted and Vietnam National Datum shall be benchmarked

Highway Survey

- In executing the highway control survey, level survey and construction stakeout, the Contractor will provide and use electronic total station Electronic total station allows accurate gathering of enormous amounts

of survey measurements quickly and easily and it is able to transfer digital data to computer-aided drafting and design (CADD) system

- The proposed minimum equipment inventory for total station and data collection for level survey, are as follows:

+ Electronic total station

+ Reflecting prism

+ Target carriers

+ Auto level

+ Prism pole,

+ Tubular compass

+ Connect data collector

+ Tripod

+ Plumbing pole

+ Data collector

+ Tribrachs

+ Target holder & plates

- Further, one of the major advantages of using a total station equipped with data collection is that the errors previously attributed to blunders such as transposition errors can be eliminated The Contractor will evaluate carefully the accuracy required for each survey Each of the following factors can accumulate and degrade the accuracy of measurements

+ Atmospheric corrections

+ Collimation errors

+ Pointing errors

+ Vertical angles and elevations

+ Vibrations

+ Uneven heating of the

+ Optical plummet errors instrument

+ Adjustment of prism poles

+ Recording and Angle errors

- The Contractor will establish a standard operation procedure to ensure that the observations to controlling points are established before any outside influences will have an opportunity to degrade the setup

Survey Data Code and Survey Drawing

- Survey Data Code

The Contractor will establish survey and investigation data codes to apply to detailed survey, design, construction and maintenance The coding scheme proposed can adequately define the survey parameters

as follows:

+ Survey Job Parameters: Header records are required to describe the survey job parameters such as Horizontal Datum, Units of Measure, Survey Date, Job Location, Survey Firm, etc

+ Horizontal/Vertical Control: All control points whether found or established must be described by control code records Vertical control records are required to define the parameters such as Vertical Datum, Benchmark Name, Epoch, etc., used to determine the survey point elevations These records are required at the beginning of a file and at locations where the vertical parameters change

+ Baseline Parameters: These records describe the reference baseline Baseline listing will be digitalized Each baseline code will

be defined by its coordinates and station number These records of curve data define the coordinates, and station number of the Point

of Curve, Point of Intersection, and Point of Tangent

+ Temporary Benchmarks: All temporary benchmark used whether established or found will be defined on the temporary benchmark records

- Survey Drawing

+ After finishing all survey works, the Contractor will prepare survey drawings to be used as base for As- Build Drawings In addition, the original digitalized survey data will be included in the As-Build Drawings

+ The survey drawing will be provided with numbering system and date of preparation The coordinates and elevations of all primary control monuments, secondary control points and existing National Datum Benchmarks within the survey limits will be shown on the drawings

1.3 Pavement visual condition survey for design review

1.3.1 General

- The contractor will arrange a survey team consisting of highly qualified professional and experienced to carry out the survey work The contractor shall carry out a meter-by-meter visual inspection of the surface condition of those sections of the existing carriageway, shoulder pavements and adjacent shoulder beams located along the project alignment by walking the whole survey section length twice, once in each direction The surveys will be aimed primarily at locating and quantifying the type and extent of routine maintenance works required on the existing carriageway, shoulders and shoulder beans prior to construction of the new major pavement works

1.3.2 Survey procedures

- The following types of pavement condition characteristics are to be observed, and the average quantity of pavement exhibiting each characteristic in each 100-meter long road section is to be estimated visually and recorded separately for each of four pavement zones, viz, a zone for each shoulder and a zone for each half width of the carriageway

- Surface material type: clear descriptive name and total areas in square meters of each distinct type of surfacing
