SECTION 2: EROSION AND SEDIMENT CONTROL BMPS

2.1 Phase Construction Activity

• Phase I: Underground work

 Describe: Piling, excavation and basement work

Duration of phase: 07 / 04 / 2015 => 05 / 11 / 2015

 BMPs associated with this phase:

− Fence is installed permanently along the perimeter of the entire

construction areas

− Water spray the soil before excavated

− Excavated soil will be emptied by collector every day,

− Water spray the internal road and gate to prevent dust blown up in the

dry days

− Daily clean mud and soil on internal road and surrounding road

− Concrete/vehicle washout area

2.2 Control Storm water Flowing onto and through the Project BMP Description: Design drainage system includes sum pits that collect storm water The pump will convey water to the discharging tank and city manhole Sediment sludge will be collected periodically and treated by Van Tan Dat service company

2.3 Dust Prevention

BMP Description: Spray soil before excavation

place covered with screen all around to prevent particulates release

2.4 Protect Storm Drain Inlets

BMP Description: Existing drainage inlet on Le Van Huu/Le Duan street will be

protected from sediment Team will wash out and clean all mud on internal roads

on site and around the project boundaries to prevent sediment coming into the

drainage system

2.5 Establish Perimeter Controls and Sediment Barriers

BMP Description: Fence is erected permanently along the perimeter limiting

sediment exits the site

2.6 Retain Sediment On-Site

BMP Description: The vehicle washout area and sum pits used as the sediment

basins They allow all sediment to settle down at the bottom

2.7 Establish Stabilized Construction Exits

BMP Description: All vehicles are washed at the wash bay area to remove

accumulated sediment at the entrance, before leaving the site Stone pad, gravel driveway entrance and/or wash racks are also applied This practice would minimize vehicle tracking sediments off-site

SECTION 3: GOOD HOUSEKEEPING BMPS

3.1 Material Handling and Waste Management

Waste materials

BMP Description: All domestic waste and construction debris will be collected

into securely lidded waste boxes on-site The waste boxes are watertight and kept away from storm water conveyances and drainage systems as per local regulation Only trash and construction debris from the site will be deposited in the waste boxes No construction materials are allowed to bury on-site All personnel will be instructed in the training sessions regarding the correct disposal of trash and construction debris The practice guideline will be posted at the waste box’s

position This could prevent the discharge of solid waste to receiving water

Trash boxes are provided onsite prior to construction

Maintenance and

Inspection:

The waste boxes will be inspected weekly and immediately after storm events The dumpster will be emptied daily and waste will be taken away by Citenco

Hazardous Waste Materials

BMP Description: All hazardous waste materials such as oil filters, petroleum

products, paint, and equipment maintenance fluids will be stored in structurally sound and sealed shipping containers, within the hazardous materials storage area Hazardous waste materials will be stored in appropriate and clearly marked containers and segregated from other non-waste materials Secondary containment will be provided for all waste materials in the hazardous materials storage area and will consist of commercially available spill pallets Additionally, all hazardous waste materials will be disposed of in accordance with federal, state, and municipal regulations Hazardous waste materials will not be disposed of into the on-site dumpsters All personnel will be instructed, during training sessions, regarding proper procedures for hazardous waste disposal Notices that state Project Name: Deutsches Haus

these procedures will be posted in the office trailer and site supervisors are in charge of checking the practices implemented

Containers used to store hazardous waste materials are provided onsite prior to construction

The hazardous waste material storage areas will be inspected weekly and after storm events

Sanitary Waste

BMP Description: Toilet facilities will be provided at the site throughout the

construction phase The toilets will be located away from a concentrated flow paths and traffic flow Sanitary waste is regularly collected from portable unit to septic tank

The toilets will be brought to the site before construction

Maintenance and

Inspection:

All sanitary waste will be collected from the facilities once a month The toilets will be inspected weekly for evidence of tank’s leakage Toilets with leaking holding tanks will be removed from the site and replaced with new toilets

3.2 Establish Proper Building Material Staging Areas

BMP Description: Construction equipment and maintenance materials will be

stored in a neat, orderly manner at the staging area and material storage area to minimize the exposure of material to the storm water A container will store hand tools, small parts and other construction materials Products will be kept in their original containers with the original manufacturer’s label

Nonhazardous building material such as packing material (wood, plastic and glass) and construction scrap material (brick, wood, steel, metal scraps and pipe cuttings) will be stored in a separate container

The materials storage area will be set up prior to construction at the site

Maintenance and

Inspection:

The storage area will be inspected weekly and particularly after storm events The storage will be kept clean, well organized

BMP Description: All hazardous materials such as oil filter, petroleum, paint and

equipment maintenance fluids will be stored within seal containers Products will

be kept in original containers unless they are not resealable Original labels and material safety data will be retained

Maintenance and

Inspection:

The hazardous waste material storage areas will be inspected weekly and after storm events

BMP Description: Huge items such as framing materials, formwork materials will

be kept on platform to avoid storm water runoff and covered with the canvas

Huge items put on the wood with size 15cmx15cmx30cm and tightening, do not move

3.3 Designate Washout Areas

BMP Description: Designated washout area will be constructed as detailed on

the site map The washout area is 140 m2 with capacity of 50 m3 holding all liquid, concrete, soil Concrete mixer trucks and chutes will be washed in the designated area or concrete wastes will be properly disposed off site The plastic sheet will be placed under the chutes so that concrete waste will be cleaned easily The hardened concrete and materials will be removed according to the maintenance

section below

The washout area is constructed prior to construction

Maintenance and

Inspection:

The washout area will be inspected daily to ensure that all concrete is being discharged, no leaks or tears present Remove slurry at washing pit as a frequent task

3.4 Establish Proper Equipment/Vehicle Fueling and Maintenance

Practices BMP Description: Several types of vehicles and equipment used on site include

grader, scraper, excavators, loader, generator, paving equipment, roller, trailer, backhoes, and forklifts All major equipment/vehicle fueling and maintenance will

be performed off-site When vehicle fueling must occur on-site, the fueling activity will occur in the staging area Only minor equipment maintenance will occur on-site All equipment fluids generated from maintenance activities will be disposed

of into designated drums stored on spill pallets in accordance with Part 3.1 Absorbent, spill-cleanup materials and spill kits will be available at the combined staging and materials storage area Drip pans will be placed under all equipment receiving maintenance and vehicles and equipment parked overnight

Installation

Schedule:

BMPs implemented for equipment and vehicle maintenance and fueling activities will begin at the start

of the project

Maintenance and

Inspection:

Inspect equipment/vehicle storage areas and fuel storage weekly and after storm events Vehicles and equipment will be inspected on each day of use Leaks will be repaired immediately, or the problem vehicle(s)

or equipment will be removed from the project site Keep ample supply of spill-cleanup materials on-site and immediately clean up spills and dispose of materials properly

3.5 Spill Prevention and Control Plan

BMP Description: All employees will be trained via weekly safety sessions,

All vehicles and equipments will be monitored for oil and fluid leakage and receive regular preventive maintenance to reduce the chance of leakage Vehicles with fluid leakage are not allowed on-site

Petroleum products will be stored in tightly sealed containers which are clearly labeled Any Asphalt substances used onsite will be applied according to the manufacturer’s recommendations

All areas to place generator, compressor, and petroleum tanks are designed with overflow resistant edge to prevent leakage and spillage

Materials and equipment necessary for spill cleanup will be kept in the material storage area onsite Equipment and materials will include but not be limited to brooms, dust pans, mops, rags, gloves, goggles, kitty litter, sand, sawdust, plastic and metal trash containers specially for this purpose

All spills will be cleaned up immediately right after discovery

The spill area will be kept well ventilated and personel will wear appropriate protective clothing to prevent injury from contact with a hazardous substance
