Using S + need +to be + Past Participle /S+ need Ving (Passive Infinitive or Gerund) as a passive voice indicates that this needs to be done.

Example:

It can be seen that the use of need to be pp (need + to be + Passive Participle) or the use

of need Ving (need + gerund) both have the same meaning and have the same passive voice meaning both.
