Introduction
The Kentucky Higher Education Assistance Authority (KHEAA), created in
1966, has administered student aid programs to help Kentuckians pay their
higher education expenses throughout its 43-year history This edition of the
Student Finanical Aid Data Book focuses on KHEAA-administered student
financial aid programs for Kentucky residents attending postsecondary schools
for a five-year period from 2004-05 through 2008-09
Detailed data is included in this report for the following programs:
· College Access Program (CAP) Grant
· Kentucky Tuition Grant (KTG)
· Teacher Scholarship (TS)
· Osteopathic Medicine Scholarship (OMS)
· Minority Educator Recruitment and Retention (MERR) Scholarship
· Early Childhood Development Scholarship (ECDS)
· Robert C Byrd Honors Scholarship (BYRD)
· Go Higher Grant (GHG)
The number of recipients, award amounts, and total amounts for each of the

(ADD) data are not available, are presented by:

· Kentucky National Guard Tuition Award Program (KNGTAP)
Many of Kentucky’s student financial aid programs have undergone significant statutory, regulatory, and financial changes throughout the course of their existence When the General Assembly, in 1998, created the Kentucky Educational Excellence Scholarship (KEES) funded by 45% of net Kentucky Lottery proceeds, it simultaneously dedicated 55% of net Lottery proceeds to fund the state’s major need-based grant programs, the College Access Program and the Kentucky Tuition Grant Program
This report does not include data on the Federal Family Education Loan Program (FFELP); the KHEAA-administered Kentucky Educational Excellence Scholarship (KEES), which is detailed in a separate data book; federal need-based grants; campus-based aid; or aid from private sources In addition, this report does not include disbursements from the Kentucky Education Savings Plan Trust or Kentucky’s Affordable Prepaid Tuition Plan, which are derived from participant contributions and earnings

Program Description: The College Access Program (CAP) Grant helps
Kentucky’s financially needy undergraduate students attend Kentucky public
and private colleges and universities, proprietary schools, and community
and technical colleges CAP Grants are awarded to Kentucky residents
enrolled for at least six semester hours (half-time) in academic programs of
at least two years duration
To apply, students must complete a Free Application for Federal Student
Aid (FAFSA) CAP eligibility is determined by the total expected family
contribution (EFC), calculated from information on the FAFSA according to
the federally mandated formula
Grants are offered to eligible students until all allocated funds are expended
Award Amount: The maximum award for the 2008-2009 academic year
was $1,900 ($950 per semester) Eligible part-time college students
received an amount calculated on $79 per credit hour or $53 per quarter
hour The maximum annual CAP awards for the last five years are listed to
the right

Program Description: The Kentucky Tuition Grant (KTG) provides
need-based grants to qualified Kentucky residents for full-time attendance at
the Commonwealth’s independent (private or proprietary) colleges and
universities Eligible institutions must be accredited by the Southern
Association of Colleges and Schools (or an equivalent regional accrediting
association) and not be comprised solely of religious instruction The
program is designed to assist students with the higher tuition charges at the
independent colleges
To apply, students must complete a Free Application for Federal Student
Aid (FAFSA) KTG eligibility is determined by subtracting the expected Pell
Grant amount, the expected CAP Grant amount, and the expected family
contribution (EFC) from the total cost of education
Grants are offered to eligible students until all allocated funds are expended

Award Amount: Juniors, seniors, postbaccalaureate, and graduate
students may receive up to $6,250 per academic year (up to $2,500 for the fall semester, $2,500 for the spring semester, and $1,250 for a summer term) If funds remain, freshman and sophomores may receive an annual maximum of $1,575 per academic year (up to $625 for the fall, $625 for the spring semester, and $325 for a summer term) The aggregate amount an undergraduate student may receive is $12,500; a graduate student may receive an additional $7,500

merged into the Teacher Scholarship in the 2002-03 academic year
Program Description: The Teacher Scholarship provides financial
assistance in the form of a conversion scholarship/loan to highly qualified,
financially needy Kentucky students who are pursuing initial teacher
certification at participating institutions
Recipients are required to teach one semester at a certified Kentucky
elementary or secondary school for each semester of award received
Those who teach in a critical subject area receive two semesters credit for
each semester of teaching service Recipients who do not complete an
eligible program of study or do not render qualified teaching service must
repay the scholarship with 6 percent interest that accrues from the date of
disbursement
To apply, students must complete an online Teacher Scholarship
application through Zip Access and a Free Application for Federal Student
Aid (FAFSA)
