CHAPTER I: GENERAL INTRODUCTION

1 GENERAL INTRODUCTION

1.1 General introduction about the project

- National highway No.38B starts from the intersection in Hai Duong City (Km01+000) and ends at Hung Yen Town (Km49+679); the total length of this road is approximate 50Km National highway No 38B passes through two province: Hai Duong and Hung Yen province, those are main economic areas, therefore National highway No 38B is significant for economic development of those areas Moreover, this highway is in relation to Viet Nam road network;

- Traffic along National highway No 38B has significantly increased during recent years; specially, with economic development of Hai Duong Province and Hung Yen Province that this highway passes through, in future, traffic demands shall be too much With the current condition of the road, it can not satisfy those traffic demands

- Thus, the need of the rehabilitation of National highway No 38B has been recognized The rehabilitation of National highway No 38B (from Hai Duong City, Km01+000 to Hung Yen Town, Km49+679) is of Road Network improvement Project, Network Improvement Program (IDA Credit No 3845-VN)

1.2 Introduction about Contract NIP/CP-7

- National Highway 38B section which is under this Contract begins at the intersection with NH5 in Hai Duong (Km01+000) and ends at Trang Bridge (Km29+800) on the border of Hung Yen and Hai Duong province The total length of this package is 22,067m (this length excludes bridge construction packages constructed by others as described on bidding document)

The Employer is: Minitry of Transport

Excuting Agency: Project Management Unit 18

Location of Construction: Hai Duong province.

2 LEGAL BASIS FOR DETAILED DESIGN

- Decision of the Prime Miniter No 1245/CP-CN dated 16 September, 2003 approving the Implementation of Road Net Works Improvement Program;

- Decision of the Minister of Transport Ministry No 3056/QD-BGTVT dated 17 October, 2003;

- Decision of the Minister of Transport Ministry No 579/QD-BGTVT dated 10 March, 2004;

- MOT-TCQM announcement No.1256/CGD-TD1 dated 29 April, 2004;

- Decision of the Minister of Transport Ministry No.4746/QD-BGTVT dated 13 September, 2004

National Highway 38B section which is under this Contract begins at the intersection with NH5 in Hai Duong (Km01+000) and ends at Trang Bridge (Km29+800) on the border of Hai Duong province; passes through urban area of Hai Duong city and Gia Loc town and Thanh Mien town The total length of this package is 22,067m

2 MATERIAL SOURCE

2.1 Soils, sands, stones

- The Contractor surveyed contract and three material yard whose reserve are very much and materials on there are guaranteed about quality, were recognized Almost materials are exploited at Kim Mon mine in Hai Duong province; besides, sands are provided at Viet Tri mine in Phu Tho province Materials are transported by waterway on Thai Binh river, Luoc river, to material yards Transport material from material yard to construction areas easily by highway

2.1.1.Bai Neo material yard

- Location: with from Hai Duong to Hung Yen direction, it is on the left, near Cong Neo bridge (Km22+200 – Km25+500) in Thanh Mien town

- Exploited conditions: material yard is nearby site; so that transportation is advantage

- Quality of materials: The Contractor ensures that quality of materials to conform to the Specifications

- Supply: material yard have area about 10800 m2 (120mx90m), it is able to supply 300 – 400 m3/day

2.1.2.Material yard No.1 on the bank of Thai Binh river

- Location: Material yard No.1 on the bank of Thai Binh river that is exploited by Nam Cuong company, is located in Hai Duong city, is far from start point about 3.5km

- Exploited conditions: material yard is nearby site, is far from inhabitant area; so that transportation is advantage

- Quality of materials: The Contractor ensures that quality of materials to conform to the Specifications

- Supply: material yard have area about 16000 m2 (200mx80m), it is able to supply 400 – 550 m3/day

2.1.3.Material yard No.2 on the bank of Thai Binh river

- Location: Material yard is on the bank of Thai Binh river and is near Phu Luong bridge ; it is far from start point about 6.5km

- Exploited conditions: distance between material yard and start point is about 6.5 km, traffic from material yard to site is advantage cause it is placed by National Highway No.5

- Quality of materials: The Contractor ensures that quality of materials to conform to the Specifications

- Supply: material yard is able to provide much quantity

2.2 Cements and Steels

- Cements will be purchased at big agents in Hanoi City and brought to the Site by trucks;

- Steels will be purchased at Thai Nguyen Iron Factory in Thai Nguyen province and transported to the Site by trucks;

- Beside that, cements and steels will be purchased at big agents in Hai Duong what provide accepted quality of materials and have enough quantity for construction

2.3 Bitumen

- Bitumen will be purchased at Trameco Company in Van Dien town – Hanoi City and will be delivered to the asphalt concrete mixing plant of the Contractor

2.4 Corrugated Iron and Road Signs

- They will be purchase in Hanoi and conveyed to the Site by trucks

2.5 Oil and Gasoline

- Oil and gasoline will be supplied by directly signing with Petrolimex agents in towns and Hai Duong city The yard containing oil, gasoline shall be located far from residential areas, lively places of engineers, workers in the Site

2.6 Electricity

- To provide for all activities of the Site, the Contractor shall ask for the electricity supply from the existing 110 KV high voltage line of the electricity office of Hai Duong province to provide for production For fear of electricity cut-off, the Contractor shall prepare standby generators

2.7 Other materials

- Other materials will be purchase in towns: Thanh Mien town, Gia Loc town and Hai Duong city or agents of vicinity provinces Other accidental materials will be taken in locations near to the Site

- The material transportation solution of the Contractor is predominantly implemented through highway

- All materials prior to using will be tested, due compliance with requirements in the Volume 2 - Specifications of the Bidding Documents as specified by the Engineer and the Employer

SOLUTIONS

1 GENERAL EXISTING NH38B

Almost, road goes along a river; there are many ponds and inhabitant areas on two sides of road; Almost, existing bridges are placed inhabitant area There are many kinds of culvert on project location, like as: brick culverts, concrete culverts, inlet submerged culverts, outlet submerged culverts, inlet unsubmerged culverts;

The existing alignment is flat and straight The pavement width varies between 3.5m – 7.5m wide From Km01+000 to Km04+200, existing pavement has been overlayed with 5cm Asphalt Concrete and is still in good condition Between Km04+200 and Km25+000 and between Km27+500 and Km29+800 pavement is 20 – 30cm bituminous macadam on granular formation These sections are in poor condition Between Km25+000 and Km27+500 a 30cm bituminous macadam layer over a granular foundation exists and is in good condition

The existiong alignment crosses 7 short and medium length bridges which generally require repairing

or replacement

3 DESIGN SOLUTIONS

3.1 Road class and cross section

The Project road is designed as a Class III road with a design speed of 60 km/hr

The cross section of the roadway is as follows:

- Normal section Broadbed = 2x0.5 (unsealed shoulder)+ 2x2.0 (sealed shoulder)+ 2x3.5 (traffic lane) = 12m

- Normal Residential Area Broadbed = 2x3.5 (sealed shoulder) + 2x3.5 (traffic lane) = 14m

- Bridge width = Normal section + 2x0.5m (parapet) = 13m (except residential areas where cross section matches formation)

Scope of Section from Hai Duong City to Trang Bridge

- Start point (Km01+000) at the intersection in Hai Duong City;

- End point (Km 29+800) at Trang Bridge

- The total length of this package is 22.067m (this length excludes bridge construction packages constructed by others as shown in Bidding document)

3.1.1.Alignment

The alignment basically follows the existing roas of NH38B and is designed to:

- Minimise compensation for removal of houses;

- Minimise disruption to public facilities such as transformers, electric lines and poles, etc;

- Mitigate adverse affects on the houses on roadsides along residential areas;

- Not encroach on irrigation canals along the road; and

- Maximise the use of the existing pavement and culverts along the existing road alignment where feasible

The alignment is controlled in other locations by the following constraints:

- The locations of new and existing bridges; and

Two bypasses of urban areas are included in the project:

- Quang Minh Bypass (Km20+500 – Km22+000);

- Cao Thang Bypass (Km28+700 – Km29+400)

Section from Km09+640 – Km10+002.62 (at intersection of Gia Loc town) has been approved by Hai Duong People’s committee to build as the new section according to the Decision No.3636/QD-UBND dated 20 October, 2006

3.1.2.Cross section

The dimensions of common cross section are as follow:

3.2 Pavement

Pavement thickness is designed on the basis of the estimated traffic volume, equivalent single axles load and construction materials used for pavement and roadbed The overlay design of the existing pavement is dependent on the design traffic loading and strength of the existing pavement

Result of calculations on pavement thicknesses for this package is summarized in the Bidding documents

3.3 Embankment design

Project regarding geotechnical engineering study for a roadway embankment is as follows:

- Minimum factor of safety for the roadway embankment against sliding failure is 1.2 or more during construction stage and 1.4 or more at completion of the roadway embankment using Bishop method; and

- Allowable post construction settlements are 20cm or less between piled abutments and approach embankments, 30cm or less for culvert, and 40cm or less for roadway and approach embankments, 30cm or less for culvert, and 40cm or less for roadway portions

Geo-technical analysis was implemented based on the results of soil investigation The results of soft soil improment analysis are summarized in the following table

3.4 Intersection

There are six intersections in total in this section All intersections are designed appropriately to safely requirements and other technical criteria The intersections are located at locations as follows:

- Km01+000 – Tam Giang – Hai Duong;

- Km03+700 – Hai Duong roundabout;

- Km20+600 – Start Quang Minh bypass;

- Km21+900 – End Quang Minh by pass;

- Km28+800 – Start Cao Thang bypass;

- Km29+350 – End Cao Thang bypass

These intersections are describled in Section of this Report

3.5 Drainage design

A total of forty-one culverts are newly constructed in this section, of which ten are box culverts and thirty-one are pipe culverts Locations and sizes of these structures were agreed with local authorities;

Ten existing pipe culverts and two box culverts will be extended to accommodate the new cross

In urban sections, kerb and gutter, side entry pits and 75cm piped drainage system has been designed

3.6 Bridge

Four bridges are included in this package: Chua So bridge (br), Duc Xuong br, Bong br and Cao Ly

br Design of these bridges is summarized below

3.6.1.Chua So bridge

- Location: Centre of Chua So Bridge at station Km11+725, total width B = 13m

- Superstructure: Simple span precast RC slab, length 7.50m (f’c = 30MPa), 13no beams of 0.3m height in cross section; cast in place RC deck slab of 0.15m thickness

- Substructure: RC abutment (f’c = 30MPa) on Reinforced Precast Concrete Piles of 0.3mx0.3m (f’c = 30MPa), consisting of 32no piles, expected length of piles: 40.0m

3.6.2.Duc Xuong bridge

- Location: Centre of Duc Xuong Bridge at station Km19+460, total width B = 13m

- Superstructure: Simple span precast RC slab, length 6.0m (f’c = 30MPa), 13no beams of 0.3m height in cross section; cast in place RC deck slab of 0.15m thickness

- Substructure: RC abutment (f’c = 30MPa) on Reinforced Precast Concrete Piles of 0.3mx0.3m (f’c = 30MPa), consisting of 24no piles, expected length of piles: 30.0m
