Executive Summary

1 The Updated Resettlement and Ethnic Minorities Development Plans (UREMDPs)

of three districts: Ha Trung (19/1/2018,), Cam Thuy (14/3/2018), and Ba Thuoc (9/2/2018) were approved by the Asian Development Bank (ADB)

According to the approved URMEDPs:

2 Total number of affected households (AHs): there are 2,792 project affected

households (11,945 people) in 03 districts, 10 communes, and 02 towns The largest number

of AHs appears in Ba Thuoc district with 1,418 AHs (50.8%), followed by Cam Thuy district with 1,123 AHs (40.2%), and Ha Trung district with 251 households (9%)

3 The total number of vulnerable AHs in 03 districts includes 1,304/2,792 households

(46.7%), of which 1,069 (38.3%) are ethnic minority households (in Cam Thuy District1 and

Ba Thuoc District2), 44 households (3.4%) are poor households, 83 households (6.4%) are female-headed households with dependents, 107 households (8.2%) belong to policy households (war invalids, martyrs), and 32 (2.5%) belong to households to disabled people

Out of 1,123 affected households, 492 (2,267 persons) households are identified as vulnerable households of which 8 households (30 persons) are poor households, 25 households (124 persons) of war invalids and martyrs and social policy beneficiaries households, 11 households (43 persons) with disabled people, 25 households (80 persons) are female headed households, and 423 households (1,990 persons) belong to Ethnic Minority group3

Ba Thuoc

753/1418 AHs (3,195 persons) households are identified as vulnerable households of which

74 households (201 persons) are poor households, 85 households (402 persons) of war invalids and martyrs and social policy beneficiaries households, 45 households (191 persons) with disabled people, 113 households (382 persons) are female headed households, and 436 households (2,019 persons) belong to Ethnic Minority group4

4 The number of relocated households: there are 45 households, accounting for 1.6%

of the total AHs, of which 28 households are in Cam Thuy district, 16 households are in Ha Trung district, and 01 household is in Ba Thuoc district

5 The EMDP Implementation, in practice, can be applied differently in each district

There are 1069 vulnerable and affected ethnic minority households by this project There are

no ethnic minorities in Ha Trung district; however, Cam Thuy district has 447 households and

Ba Thuoc district has 622 ethnic minority households (mainly Muong, Thai, Tay, H'Mong’ etc.)

7 Disbursement and Use of Funds: According to UREMDP reports of 03 districts, the

total compensation and support cost in 03 districts is VND 278,394,285,147, of which the

total direct cost for compensation and support is estimated VND 157,158,212,537 As of June, 2018, the total payment is VND 76,335,916,643 (1914 AHs) accounting for 48.6% of

total cost on compensation and resettlement The compensation and support cost will be updated in the next monitoring report

8 Income Restoration Program (IRP): As of June 2018 the IRP program has not yet

been deployed in the three districts The implementation process of the IRP will be updated

in the final second half IMR report of 2018 The IRP budget for the three districts is estimated

at 14,150,000,000 VND

9 The consultation meetings have been carried out in 03 districts since the

resettlement project has been implemented up to date The number of consultative meetings for information dissemination is remarkably There were 1,952 participants to the consultations, of which 1,494 are men (76.5%), and 458 are women (23.5%)

10 Grievance redress mechanism: The Grievance redress mechanism was developed

in accordance with the ADB’s requirements The ADB approved the mechanism in the URPs/UREMDPs The mechanism makes details the steps of resolving complaints relating

to land acquisition However, as of June 2018, at the Compensation Committees of 03 districts, there are not any complaints received from the affected households

Recommendation and Disclosure

11 The site clearance and resettlement will continue to be updated by PMU-TL until the completion In beginning stage, there was an independent monitoring of land acquisition and resettlement of affected households to implement the monitoring The monitoring results are objective and timely to meet the compensation requirements of households However, the relocation is a process that depends on the implementation steps and can not be acquired at once with the following details:

- Inventory of property damage of households within the scope of land acquisition

- Make compensation plans for resident compensation payment and publicize these plans

- After obtaining the consent of the people; at that time, make a compensation decision

- Resolve arising complaints to speed up the payment process for households

- Site handover for the project

- To relocate the affected people by the project for removal resident resettlement

- Organize the forms of income restoration etc

12 In addition to these solutions, income recovery assistance for affected people has to

be relocated to new places, including those who are disadvantaged in the affected communities through the social organizations such as Veterans Association, Farmers' Association, Women's Union, etc

13 Currently, all three districts of Ha Trung, Cam Thuy and Ba Thuoc are developing programs in line with the actual schedule, informal courses (to be shown in details in the next report IMR)

I BACKGROUND OF THE REPORT AND PROJECT DESCRIPTION

1.1 Background of Report

14 The IMR reports are submitted every 6 months in the period of 2018-2019 The process of internal monitoring is implemented for the following objectives: (i) Compliance with the agreed updated RP/updated REMDP; (ii) The availability of resources and the efficient, effective use of these resources to implement land acquisition and resettlement activities; (iii) That resettlement institutions are well- functioning during the course of project implementation; (iv) Resettlement activities are undertaken in accordance with the implementation schedule described in the updated- RP/updated REMDP; (v)To identify problems, if any, and remedial actions

15 The structure of the IMR reports includes the following main contents: (i) scope of impacts, (ii) detailed resettlement implementation progress, (iii) relocation/resettlement, (iv) IRP (v) disclosure, consultation and participation, (vi) GRM, (vii) other issues, and (viii) appendix

1.2 Project Description

16 GMS Second Transport Network Improvement Project The original scope of the Second GMS Transport Network Improvement Project (referred to as “ongoing project”) included: (a) provision of works for about 200 km on Route 217 including (i) improving road alignment and widening the road formation from Km 107.2 to Km 195.4 (about 88 km), (ii) construction of new bypasses in Cam Thuy (east and west) (about 3 km), (iii) pavement repair and resurfacing from Km 0 to Km 104.9, (iv) stabilizing slopes and erosion protection, (v) repairing and building new road structures including bridges and culverts, and (vi) improving traffic safety measures; and (b) provision of consulting services in pre-construction activities in the preparation of detailed design, tender document preparation, bid evaluation, project implementation, project management and construction supervision, and for HIV/AIDS and human trafficking awareness and prevention program

17 On 24 September, 2014, a minor change was approved by the Ministry of Transport (MOT) to (i) scale up the project scope by adding road improvements for section Km 104.9 to Km 107.2 (additional 2.3 km); (ii) replace the pavement repair and resurfacing from section Km 0 to Km 104.9 with full replacement of unsuitable bridges; and (iii) increase the scope of consulting services to (a) prepare detailed design, bid documents; and resettlement plans for the proposed change in scope; and (b) update the feasibility study for full scale improvement of section Km 59+800 to Km 104+900 for the proposed

additional financing which traverses through Ha Trung, Vinh Loc, Cam Thuy, Ba Thuoc and Quan Son districts in Thanh Hoa province

18 The Second Northern Greater Mekong Sub-region Transport Network Improvement Project - Improvement of National Highway 217 - Phase 2, Thanh Hoa province includes the upgrading of the section from Km 59 + 800 to Km 104 + 475 and the Flyover Bridge passing the North-South railway and the NH-1A at Km 301 + 400, passing through the districts of Ha Trung, Cam Thuy and Ba Thuoc, Thanh Hoa province

19 The Project’s total investment is US$ 94.7 million (equivalent to VND 1,899.3 billion), of which ADB lends US$ 75 million and the counterpart fund of the Vietnamese government is US$ 22.4 million

20 Section from Km 59+900 ÷ Km 76+800 in Cam Thuy District: it is mainly widened

two sides of route Due to technical requirement, two bypasses are proposed in which (i) section at Km 59+800 – Km 60+300 has total length of 400m The bypass creates a crossroad at the beginning of route and improves two reverse curves with small radius (R=30-40M) which is the black spot of traffic accident on the route, (ii) section at Km 70+100 – Km 72+500 has total length of bypass of 2.25 km The bypass is on the right

of old route, crosses old road at Km 71, runs to the left of old road to avoid residential area, crosses Chieng Cham stream, and then combines with old road at…

21 Section from Km 76+800 ÷ Km 104+475 in Ba Thuoc District: it is mainly widened

two sides of route Due to technical requirement, one left bypasses from Km 79+900 is separated from old road and runs to field area to avoid residential area of Dien Trung commune (the farthest residential area is about 120m from bypass) and then combines with old road at position which is in front of Thanh Tung fuel station at Km 80+800 Total length of bypass is L=900m

22 The Flyover Bridge passing the North-South railway and the NH-1A at Km 301 +

400, in Ha Trung district, will be expanded and upgraded up to Grade-III rural road

standard The designed speech is 80 Km/h The road width is 12m wide The road surface is 7m wide The minimum curve is R250 The culvert design load is H30-XB80 The bridge design load is HL93 Speed at intersection at the right direction reaches 40 km/h and at the left direction to NH 1A reaches 15 km/h The Flyover Bridge at central line passing railway and NH 1A has the length of 372.0 m which ensures clearance height of railway of 6.55 m The intersection is arranged by shape of T-junction is land and middle separator of NH 1A at Km 300 + 570 is widened to turn left; Pedestrian Flyover bridge is supplemented to pass NH 1A and railway which is 150m far from the current intersection to the South direction

23 The project feasibility studies prepared by the project preparatory technical assistance (PPTA) team together with government agencies indicate a category A for involuntary resettlement and Category B for indigenous peoples, according to ADB’s Safeguard Policy Statement 2009

II Scope of Impacts

24 According to the uREMDPs approved by the ADB in 2018, there are 2,792 project affected households with 11,945 people living in 03 districts (Ha Trung, Ba Thuoc and Cam Thuy), 10 communes, and 02 towns The largest number of AHs are in Ba Thuoc district with 1,418 households (50.8%), followed by Cam Thuy district with 1,123 households (40.2%), and Ha Trung district with 251 households (9%)

25 Construction of the Flyover Bridge passing the North-South railway and the NH-1A at

Km 301+400 road section will affect 251 households (1,097 persons), two state agencies (Ha Ninh Commune and Ha Trung Town People's Committees) and two state organizations (Water Company and Power Company) There are 95 households (397 persons) who have 10% and more of total production landholding affected and 16 relocation households (69

persons) due to land acquisition - these are considered as severely affected households; and

59 vulnerable affected households (153 persons) among the total affected households by construction of the bridge and the road section in Ha Trung District

26 The total land area to be permanently acquired for construction of the bridge and the road section is 61,525.80 m2, consisting of 44,996.70 m2 of agricultural land of 202 households (891 persons), 9,185.19 m2 of residential land owned by 65 households (265 persons), In addition, the subproject will acquire a total of 816.31 m2 of land which is the existing ROW of the existing road, and 6,527.60 m2 of unused land managed by People's Committee of Ha Trung town

27 Construction of the bridge and the road section will affect 68 houses (4,699.2 m2) which are owned by 30 house-owners There are 52 houses (owned by 16 house-owners) that will be fully affected; and the remaining 16 houses (that owned by 14 house-owners) will only be partially affected and will require only minor repairs

28 There are 04 houses-cum-shops that will be affected The households will relocate their houses and shops to new residential areas In addition, construction of the bridge and the road section will affect 17 electricity poles, 5,375 m length of wire and one 10kV station managed by the Power Company; 1,180 m length of three water pipelines managed by the Water Company; 733.2 m of concreted village road and 12 m of a culvert which are the community's assets The bridge and road section construction will also affect 2,338 fruit-trees

of 47 households and 1,001 timber trees of 37 households and 2,253 m2 of crops of 215 households in the area

29 Construction of the Road section from Km 76+800 ÷ Km 104+475 in Ba Thuoc District will affect 1,418 households (5,929 persons), 04 enterprises, 22 public facilities in the following communes Thiet Ong, Lam Xa, Ai Thuong, Dien Quang, Dien Lu and Dien Trung and 02 state organizations (Ba Thuoc DPC and Power Company) There are sixty-three (63) households (259 persons) who have 10% and more of total production land holding affected,

01 relocation household (02 persons) - these are considered as severely affected households and 03 households (11 persons) will shift back in their remaining land due to land acquisition; 753 vulnerable households (3,195 persons) are identified among the total households affected by construction of the road section in Ba Thuoc District

30 The total land area to be permanently acquired for the Project is 144,862.86 m2, consisting of 86,490.76 m2 of agricultural land of 355 households (1,583 persons), 1,990.1 m2 of residential land owned by 41 households (167 persons) and 56,382.00m2 of public land in ROW of 06 communes

31 Among total affected households, 1,036 households will be affected on houses and structures due to the construction of the road section in Ba Thuoc district 34 houses (1,411.1 m2) owned by 32 house-owners will be affected Among houses affected, 04 houses (owned

by 04 owners) will be fully affected and the remaining 30 houses (owned by 28 owners) will only be partially affected and require minor repairs In addition, 3,559 structures

house-of 1,004 households will be affected by project Out house-of 04 houses totally affected, there is 01 house-cum-shop The household will relocate their house and shop to new residential area

32 In addition, construction of the road section will affect 204 electricity poles, 13,159.7 m length of wire managed by the Power Company; 1,670m length of Irrigation ditches managed

by the Ba Thuoc DPC; 197.23 m2 of concreted village road, 34.7 m sewage drainage along the road, 10.3m built fence and 39.86 m3 foundations of stone which are the assets of 22 communities and non-land assets of 04 enterprises

33 Out of 1,418 AHs, the road section construction will affect 29,282 fruit-trees of 1,175 households, 51,615 timber trees of 788 households and 64,073 m2 of crops of 557 households

34 Construction of the Road section from Km 59+900 ÷ Km 76+800 in Cam Thuy District will affect 1,123 households (4,919 persons), 06 public facilities in the following communes Cam Thanh, Cam Thach, and Cam Binh, and 03 state offices (Cam Thuy DPC, Water supply company and Power Company) There are forty four (44) households (209 persons) who have 10% and more of total production land holding affected, 28 relocation households (124 persons)5 - these are considered as severely affected households and 39 households (190 persons) will shift back in their remaining land due to land acquisition; 492 vulnerable households (2,267 persons) are identified among the total households affected by construction of the road section in Cam Thuy District

35 The total land area to be permanently acquired for the for construction of the road section is 140,161.9 m2, consisting of 98,466.5 m2 of agricultural land of 425 households (1,934 persons), 25,061.4 m2 of residential land (including 4,948.68 m2 of garden land in same land plot of residential land) owned by 417 households (1,818 persons), and 31,224.7 m2 of agricultural land is used for paddy and forest, managed by 3 People's Committee of Cam Binh, Cam Thach, Cam Thanh communes (Cam Thuy District), and 16,634.0m2 public land in ROW of 03 communes and 01 town 40 out of 417 households with residential land affected will also be affected to garden land in same land plot of residential land Beside the

compensation for garden land at replacement cost for agricultural land, they will be entitled to receive cash assistance equivalent to 50% of the current market value of residential land for the affected garden land area

36 Among total affected households, 902 households will be affected on houses and structures 297 houses (9,734 m2) owned by 235 house-owners will be affected Among houses affected, 86 houses (owned by 67 house-owners) will be fully affected and the remaining 211 houses (that owned by 168 house-owners) will only be partially affected and will require only minor repairs In addition, 3,368 auxiliary structures of 667 households will

be affected by project Out of 67 houses totally affected, there are 12 houses-cum-shops (owned by 12 households) The households will relocate their houses and shops to new residential areas

37 In addition, construction of the road section will affect 189 electricity poles, 8,340 m length of wire managed by the Power Company; 1,219.49 m length of water pipelines managed by the Water Supply Company and 5,788 m length of Irrigation ditches managed

by the Cam Thuy DPC; 242.3 m2 of concrete village road/yard, 23,5 m2 of wooden house, 30m built fence and 01 village Gate which are the assets of 6 communities

38 Out of 1,123 AHs, the road section construction will affect 17,678 fruit-trees of 787 households, 20,837 timber trees of 699 households and 33,728 m2 of crops of 457 households

III DETAILED RESETTLEMENT IMPLEMENTATION PROGRESS

General progress in Resettlement implementation

39 The Asian Development Bank (ADB) approved the Resettlement Plans and the Ethnic Minority Development Plans (UREMDPs) on 19/1/2018, 9/2/2018, and 14/3/2018, respectively for the three districts of Ha Trung, Ba Thuoc and Cam Thuy

40 The DMS was conducted in

- Ha Trung District: August 2016 and completed in October 2017

- Cam Thuy District: August 2017 and completed in September 2017

- Ba Thuoc District: August 2017 and completed in October 2017

by the Working Group established by the People's Committee of Ha Trung, Cam Thuy and Ba Thuoc district

41 In general, the handover and site clearance for construction works in the subproject area has been started in in February 2018 and has been almost completed The percentage

of land which has been taken over from AHs accounts for about 85.5% The specific progress of the land acquisition and handover of land by the subproject is as follows:

42 The compensation payment for the AHs has been conducted in February 2018 As of June 2018, the total households who received compensation are 1,914/2,792 households (or 68.6%) The others have not been paid because the Compensation Committee has not completed the compensation/support plan which is expected to be completed in quarter 2/2019

44 The number of relocated households includes 45 households, accounting for 1.6% of the total AHs, of which there are 28 households in Cam Thuy district, 16 households in Ha Trung district, and 01 household in Ba Thuoc district

At present (June 2018) the compensation plans of the resettled households have not been

approved and they have not received compensation money It is expected that the

compensation payment progress and relocation households will be in two quarter of 2019

V INCOME RESTORATION PROGRAM (IRP)

5.1 Status of Income/livelihood Restoration Program

52 As of June 2018, the IRP has not yet started in all 03 districts There are 1,415 households eligible to the IRP, of which 243 households are severely affected and 1,172 affected households belong to vulnerable group The implementation process of the IRP will

be updated in the IMR report of the second half of 2018 However, during the SES, DMS, RP and UREMDP implementation, the Consultant has conducted preliminary surveys relating to the IRP The IRP implementation will be updated in the next internal monitoring report

5.2 Income Restoration Activities

53 According to the result of Detailed Need Assessment (DNA) the following activities will

be implemented:

(i) Cash Assistance for Vulnerable Households: vulnerable households will

receive additional cash assistance by VND 1,000,000/HH

(ii) Assistance for Severely Affected Households: The household losing from

10% and more of their total production land holding (agricultural land) and or relocation households will get additional assistances includes assistance for stabilizing households’ life equivalent to 30 kg of rice/household’s member/month for all family members, minimum in three months and maximum in 36 months (it depends on the level of land acquisition impacts), and other assistance will be also provided to severely affected households as follows:

(iii) Agriculture extension with sustainable production technique to improve current cultivation capacity will be provided to households through programs of the Government and through guidance of agriculture extension staffs of commune and district;

(iv) Prioritized to access to agricultural credit;

(v) Technical assistance and support in accessing to credit for starting business or other economic activities through the National Fund for Employment Support of MOLISA, Agriculture and Rural Development Bank, Policy Bank for the Poor (vi) Be prioritized in recruitment of labors for construction of Project

54 In addition to the above, In-kind support will be specially paid attention to severely AHs who lose their productive land, buy new land or look for non-farm jobs However, each

severely affected household is entitled to receive only one economic recovery allowance package at different assistance levels which depends on whether they lose their house or lose more than 10% of their land holding

55 In-kind support will include supply of breeding/seedling, veterinary materials, and fertilizers to households who want to receive in-kind support to develop their livestock and cultivation activities In-kind support can be either full scholarships or a certain percentage to provide occupational training for severely affected AHs who want to change their jobs In the process of developing a detailed livelihood program by Livelihood Restoration Board of District, severely AHs will be provided the guidance on how to use in-kind support to get the most effectiveness that corresponds to the level they are entitled to receive

57 Besides allowance in cash for job changing and creation as regulated in entitlement matrix, the project will facilitate one member of severely affected household in registering to participating in occupational training center of the province basing on the results of survey on the need of livelihood restoration of households Through consultation with Division of Labor, Invalids and Social Affairs of District, fund for occupational training will be applied in accordance with the Plan of Decision No.1956/2009/QD-TTg dated 17th November, 2009 by Prime minister allocated to districts and provinces

5.3 Implementation arrangement and monitoring

62 Detailed livelihood restoration program will be managed and implemented by the stakeholders with the roles as follows:

(i) Thang Long PMU will be responsible for: (i) cooperating with Thanh Hoa PPC and related departments to manage implementation progress of livelihood restoration program of the project and preparing reports to ADB; (ii) DCARBs and implementation board of livelihood restoration program of district carry out livelihood restoration program; (iii) ensure that fund is available in bank account

to implement livelihood restoration program

(ii) Board in charge of implementing livelihood restoration program at district level: which is established by DPCs, will be responsible for: (i) developing livelihood restoration program in details and then submitting the program to PMU-TL for reviewing before submitting to DPC for approval; (ii) following up the detailed implementation plan of approved livelihood restoration program; (iii) providing necessary documents to PMU-TL to timely allocate fund for livelihood restoration activities; (iv) closely working with local authority at levels (DPC, CPC), organizations/unions (Women union, farmer association) to find out resolutions for arising issues during the process of implementing livelihood restoration program; (v) preparing reports on implementation progress of livelihood restoration program to submit to PMU-TL, Ha Trung, Ba Thuoc and Cam Thuy, DPC

(iii) Members of Board in charge of implementing livelihood restoration program at district level include deputy chairman of DPC being in charge of development of agriculture, representative of PMU-TL (one person), Division of Labor, Invalids

and Social Affairs (one person), head and cadastral officers of District Agriculture Extension Station, representative of farmer association (one person) and Women Union at district level (one person) Deputy chairman of DPC will be the head of Board in charge of implementing livelihood restoration program

(iv) External monitoring consultant: will externally monitor and assess the implementation of livelihood restoration program, reflect arising issues in restoring livelihood of severely affected households in periodical monitoring reports and give recommendations or adjustment for livelihood restoration program if necessary The effectiveness of resolutions in livelihood restoration program will be assessed in independent monitoring program and will be implemented during the process of implementing the project

5.5 Consultation with Eligible APs

64 A Detailed Need Assessment (DNA) was conducted in August and October 2017 by the Social Safeguard Consultant together with representatives of affected households, local authorities and the DCARB Twelve (12) Focus Group Discussion (FGD) with severely affected households, and vulnerable affected households (with 408 people: 178 women (43.6%) and 230 men (56.4%), and nine (09) key informant interviews with income restoration program (IRP) eligible households and local authorities were carried-out In addition, survey on livelihood preferences of all AHs by questionnaire was also conducted

65 Result of DNA also shows that out of the total 1,415 affected households In the 1,415 AHs, include: 291 households wish to development of their small business and 286 households opted to develop livestock or combination of livestock and cultivation and receive technical supports as well as loan support to raise cattle and chicken Together with the need

of livestock development, severely affected households also proposed to be trained and guided on technique of growing rice, especially severely affected households with remaining land is enough for cultivation There are 205 households who have the need of occupational training for their children and 243 households that expect that their children who have graduated from university will be introduced on job opportunities The remaining 390 households want to access to preferential loan to develop economy of their family IRP

5.6 Other Remarks on Livelihood Restoration

66 General difficulties: For DCARBs, the IRP implementation is currently new as the DCARBs staff have not considerably experienced in the ADB projects Therefore, during the IRP implementation, there should be supports from the other stakeholders for the implementation In March 2018, DCARB of Ba Thuoc, Cam Thuy and Ha Trung made written

to ADB and TL-PMU for requests Consultant to support in preparation and implementation of the detailed IRP, but TL-PMU not yet approved

67 Households' livelihood needs may change by the time because this will inevitably face difficulties for the stakeholders when implementing activities

VI DISCLOSURE, CONSULTATION AND PARTICIPATION

6.1 Objectives of Consultation and Participation

68 Implementation of consultation with the affected HHs, affected organizations and community will reduce the conflicts and minimize delay of the project Based on this, it enables the project to update the resettlement plan which is compliance with the needs, benefit of the affected HHs and organizations

69 The objectives of the public consultation and participation of local people include: (i) ensuring the participation of the affected HHs, affected organizations and local community into the progress of design, preparation and making decision of project; (ii) disseminating all the information, activities related to the project to APs; (iii) collecting the idea, concern, need

or priority of affected people; (iv) ensuring that all the APs notified all the decision which is related directly to their income and living standard; and (v) ensuring the transparency in implementation of land acquisition, compensation and assistance payment, and relocation

6.2 Consultation and Disclosure

70 PMU-TL under support of project consultant organized series of public meetings with

Ha Trung, Ba Thuoc, Cam Thuy DPC and affected households in the District from March

2016 to February, 2018 In the meeting, DPCs and the affected households were informed about the project and the activities for updating of REMDP; discussed about the plan and completed necessary activities for updating of REMDP DPCs, affected households and organizations/unions participating in the meeting committed to actively support the project

71 In the meetings, the following information was disseminated:

• (i) land acquisition scope; (ii) potential impacts of the Project; (iii) entitlement for compensation, assistance and rehabilitation; (iv) implementation progress of the project and DMS; (v) procedure for implementation of DMS and establishment of compensation plan; (vi) option for publicizing DMS result and compensation plan; (vii) participation of affected person and community; (viii) grievance redress mechanism
