68. Implementation of consultation with the affected HHs, affected organizations and community will reduce the conflicts and minimize delay of the project. Based on this, it enables the project to update the resettlement plan which is compliance with the needs, benefit of the affected HHs and organizations.

69. The objectives of the public consultation and participation of local people include: (i) ensuring the participation of the affected HHs, affected organizations and local community into the progress of design, preparation and making decision of project; (ii) disseminating all the information, activities related to the project to APs; (iii) collecting the idea, concern, need or priority of affected people; (iv) ensuring that all the APs notified all the decision which is related directly to their income and living standard; and (v) ensuring the transparency in implementation of land acquisition, compensation and assistance payment, and relocation.

6.2. Consultation and Disclosure

70. PMU-TL under support of project consultant organized series of public meetings with Ha Trung, Ba Thuoc, Cam Thuy DPC and affected households in the District from March 2016 to February, 2018. In the meeting, DPCs and the affected households were informed about the project and the activities for updating of REMDP; discussed about the plan and completed necessary activities for updating of REMDP. DPCs, affected households and organizations/unions participating in the meeting committed to actively support the project.

71. In the meetings, the following information was disseminated:

• (i) land acquisition scope; (ii) potential impacts of the Project; (iii) entitlement for compensation, assistance and rehabilitation; (iv) implementation progress of the project and DMS; (v) procedure for implementation of DMS and establishment of compensation plan; (vi) option for publicizing DMS result and compensation plan;

(vii) participation of affected person and community; (viii) grievance redress mechanism.

• Resettlement activities and monitoring process

• Responsibility of agencies, including information on the agencies at all levels related to site clearance process;

• Necessary documents provided to affected person and community include: (i) the PIB; and (ii) the Compensation unit rate of PPC for lands, trees and structures;

and assistances and allowances to the affected households.

72. Households participating in the meeting expected that the project should be implemented soon to facilitate in socio-economic development of locality. Households also agreed with compensation policy of the project.

73. In general, consultations and dissemination of information in subprojects are carried out in accordance with ADB's procedures in each phase of the subprojects, such as RP preparation, RP updates, REDMP, IRP, additional monitoring, internal monitoring. In consultations and dissemination of information to sub-projected AHs (AHs are ethnic minority), in meetings there are interpreters for AHs who are not fluent in the national language, interpreter is the village leader in the affected area.

74. The consultation meetings have been carried out in 03 districts since the resettlement project has been implemented until now. The number of consultative meetings for information dissemination is relatively high. There were 1952 participants to the consultations, including 1494 men (76.5%) and 458 women (23.5%). The following public meetings were held in the subproject area. (Details see Appendix)

75. There is a local translator to translate into ethnic languages for participants in public meetings. In fact, people of minority ethnicities who are 40 year olds and older have no schooling, so they are illiterate and could only confirm with fingerprints in the minute of public meetings and questionnaire. To help them understand scope of subproject and subproject entitlement, grievance redress mechanism…PMU-TL staff and consultants often make use of large size (A0), high definition graphics and maps to communicate project information to ethnic minority households, at the same time local interpreters will explain clearly the information in Thai, Dao, Muong... languages.

76. In addition to public meetings in subprojects, information disclosure of URP, UREMDP to LFDC and local authorities have been completed. Consultant translated URPs and UREDMP into national language and PMU delivered hard copies to LFDC and local authorities to disclosure project entitlement, compensation and assistance policy and grievance mechanism.
