Trang 31 Objective of Testing
To verify that insulation resistance is in suitable condition for energization of electrical equipment including MV/LV Cables, MCC, SUS, SWGR, Transformers, LV Distribution Boards and Bus Duct
2.1 Notice to User:
Commissioning must be carried out by a competent and appropriately trained and qualified engineer or technician experienced in commissioning of similar
plant equipment Latest revision of documents used in this procedure, if it has been superseded the Originator of such document(s) should advise all parties for the relevant updating of this procedure.
1) MCC…….Motor Control
2) MV………Medium Voltage
3) LV……….Low Voltage
4) SUS…… Secondary Unit Substation
5) SWGR….Switchgear
1) The work undertaken meets all the safety regulations promulgated by various Government Acts and documents compiled by Black & Veatch
2) For tests using voltage greater than 1000 V, barriers and warning signs shall be located to avoid personnel contact with energized components
3) Do not test solid state equipment Isolate this equipment prior to performance
of this test
4) Provide barriers when necessary for personnel safety
5) If the equipment/cable under test cannot be seen end to end from the test station then personnel in direct communication with the test station must be positioned in such a manner that the equipment/cable can be monitored while

5.1 Design Drawings
1) Equipment/Cable Single Line Diagrams as applicable
1) DH3E-ZEN-K-B&V-5504, MS/ITP For Insulation Resistance Testing
1) Multi meter
2) Insulation Resistance Tester
3) Infrared Thermometer
4) All tools and instrument/equipment shall be calibrated
7 Conditions to be Met Prior to Testing
1) Construction/Commissioning joint system walk-down has been completed and Commissioning has accepted the individual systems Relevant construction testing documentation has been reviewed and accepted
2) Personnel performing the work must verify that the equipment has been correctly installed in accordance with project drawings and specifications
3) All related equipment areas have been inspected and they are clean and safely accessible
4) Surge capacitors in general cause low insulation resistance values If possible, equipment protected by surge capacitors should be isolated prior to testing

8.1 Low and Medium Voltage Cables
1) JHA has been completed
2) Use a suitable voltage detector check for any potential on cable
3) Applicable project LockOut/TagOut procedures shall be followed when performing tests
4) Visually inspect for proper cable installation
5) Verify cable shield grounding is in accordance with project drawings For cable shield grounding not indicated on project drawings consult with the Engineer 6) Perform a continuity test on each conductor
7) Perform insulation resistance test for 1 minute on each conductor with other conductors grounded Voltage testing levels are shown in Table 100.1
8) Record data on form CPPM-826
9) Discharge the cable by grounding all conductors for at least four times the duration of the test with a minimum duration of 5 minutes
10) Acceptance criteria are shown in Table 100.1
8.2 SWGR/SUS/MCC/Panel Board
1) JHA has been completed
2) Use a suitable voltage detector check for any potential on the SWGR/SUS/MCC/Panel Board bus
3) Applicable project LockOut/TagOut procedures shall be followed when performing tests
4) SWGR/SUS/MCC/Panel Board should be tested from the load side of the main incomer breaker, switch, or transformer
5) Rack out all potential transformers or electrically isolate
6) Short and ground the secondary side of all current transformers
7) Metering transducers and other solid state devices are to be isolated before performing insulation testing
8) Perform insulation resistance for 1 minute on each phase with the remaining phases to ground Voltage testing levels are shown in Table 100.1

11) Following testing discharge the equipment by grounding all conductors for at least four times the duration of the test with a minimum duration of 5 minutes 12) Restore the SWGR/SUS/MCC/Panel Board to the pre-test condition
8.3 Bus Duct
1) JHA has been completed
2) Use a suitable voltage detector check for any potential on the Bus Duct
3) Applicable project LockOut/TagOut procedures shall be followed when performing tests
4) Verify that the bus enclosure is properly grounded according to project drawings
5) Verify heaters are installed and operating as required
6) Verify the Bus and Bus Duct are clean and ready to support energization
7) Verify proper phasing at each termination
8) Perform insulation resistance for 1 minute on each phase of the bus duct with the remaining phases to ground Voltage testing levels are shown in Table 100.1
9) Record data on form CPPM-826
10) Acceptance Criteria are shown in Table 100.1
11)After testing discharge the Bus Duct by grounding all conductors for at least four times the duration of the test with a minimum duration of 5 minutes
8.4 Power Transformers
1) JHA has been completed
2) Use a suitable voltage detector check for any potential on the Transformer 3) Applicable project LockOut/TagOut procedures shall be followed when performing tests
4) On two winding transformers perform insulation resistance test for 1 minute

5) On three winding transformers perform insulation resistance test for 1 minute according following sequence:
High to Low , Tertiary and Ground
Low to High, Tertiary and Ground
Tertiary to High, Low and Ground
High and Low to Tertiary and Ground
High and Tertiary to Low and Ground
Low and Tertiary to High and Ground
High, Low, and Tertiary to ground 6) Voltage testing levels are shown in Table 100.1
7) Record data on form CPPM-826
8) Acceptance Criteria are shown in Table 100.1
9) After testing discharge the transformer by grounding all windings for at least four times the duration of the test with a minimum duration of 5 minutes
