Rules for Vessels Novigoting through the

Stroits of Molocco ond Singopore

I Definitions

For the purpose of these Rules the following definitions sholl opply:

-A vessel hoving o drought of l5 metres or more sholl be deemed to be o deep drought vessel

A tonker of 150,000 dwt ond obove sholl be deemed lo be o very lorge crude corrier (VLCC)

Note: The obove definitions do not preludice the definition of "vessel constroined by her drought" described in Rule 3(h) of

the lnternqtionol Regulotions for Preventing Collisions ot ieo,1972.

ll Generol Provisions

1 Deep drought vessels ond VLCCs sholl ollow for on under keel cleqrqnce of ot leosi 3.5 metres ot oll times during the

entire possoge through the Stroits of Molocco ond Singopore ond sholl olso toke oll the necessory sofety precoutions,

when novigoting through the troffic seporotion schemes

2 Mosiers of deep drought vessels ond VLCCs sholl hove porticulor regord to novigotionol constroinis when plonning their

possoge through the Stroits

3 All deep drought vessels ond VLCCs novigoting within the troffic seporotion schemes ore recommended to use the

pilotoge service of the respective countries when they become ovoiloble,

4 Vessels sholl toke into occount the precoutionory oreos where crossing troffic moy be encountered ond be in o moximum

stoie of monoeuvring reodiness in these oreos

defects be{ore entering the Stroits of Molocco ond Singopore

ln ihe event of on emergency or breokdown of o vessel in the irqffic lone, it sholl, os for os procticoble ondsofe, leove the lone by pulling out to the storboord side

Vessels proceeding in the westbound lone of the troffic seporolion scheme "ln the Singopore Stroit" when

opprooching Roffles Lighthouse sholl proceed with couiion, toking note of the locol worning system, ond,

complionce wiih Rule 18{d) of the lnternotionol Regulotions for Prevenling Collisions ot Seo, 1972, ovoid

impeding the sofe possoge of o vessel constroined by her drought which is exhibiting the signols required

by Rule 28 ond which is obliged to cross fhe westbound lone of ihe scheme in order lo opprooch the single

- Recommendoiions for Vessels Crossing the Troffic Seporotion Scheme (TSS) ond Precoutionory Areos in the Singopore Stroit During Hours of Dorkness

fiNTERIM RECOMMENDATORY MEASURE - IMO MSC 88 December 2010)

l Vessels ore recommended to disploy the night signols consisting of 3 oll-round green lightsl in o verticol

line in the following situotions:

o) Vessels deporting from ports or onchoroges when crossing the westbound or eqstbound lone of the TSS

or precoutionory oreos in the Singopore Stroil io join the eostbound or weslbound lone respectively; ond

b) Eostbound or weslbound vessels in the TSS or precoutionory oreos in the Singopore Stroit crossing io

proceed to ports or onchoroges in the Singopore Stroit

2 The night signols should be disployed by:

o) Vessels of 300 gross tonnoge ond obove;

b) Vessels of 50 metres or more in length; ond

c) Vessels engoged in towing or pushing with o combined 300 gross ionnoge ond obove, or with ocombined length of 50 metres or more

3 Vessels crossing the TSS ond precoutionory oreos in the Singopore Stroit to proceed to or from ports or

onchoroges ore recommended to comply with the following procedures:

o) A vessel in the Singopore Stroit which intends to cross the eostbound or westbound troffic lones in the

TSS or precoutionory oreos respectively, is recommended to comply with ihe following:

i) repori to the WIS io indicoie its intention in odvonce

ii) disploy the signols consisting of 3 oll-round green lights in o verticol line WIS would olert ships

in the vicinity to keep o good look out for the crossing vessel

iii) when troffic condition is fovouroble, olier course boldly if necessory, (to be reodily opporent toother vessels in the vicinity observing by sight or rodor) ond cross the troffic lone on o heoding

os neorly os procticoble ot right ongles to the generol direction of hoflic flow

iv) report to WIS ond switch olf the night signols when it hos so{ely left/crossed or joined theoppropriote troffic lone

b) Disploying the night signols sholl noi exempt ihe crossing vessel of iis obligotion to give woy to other

vessels in o crossing siluotion or ony other rules under the COLREG

The following is o summorised extroct of the 2009 omendment to 'Reporting Procedures for Vessels Monoeuvring in Porl'

The Port Moster hereby directs thot with effect from 1 Apr 2009 ot 0001 hours, oll vessels to which this circulor opplies sholl

comply with the omended reporting procedures lor vessels monoeuvring in port

All reports mode to the designoled control stotions sholl be in English Timings sholl be in locol time following the 24-hour

The height of vessel refers to the height (in mehes) meosured uerticolly from the woterline of the vessel io the highesi point

of the vessel including its corgo, struiture or equipment on boord lf there ore extendible slruciures on boord, the highest

point sholl be the moiimum hlight ottoinoble by lhese structures when fully extended, if such exiended height exceeds lheheight of its corgo, or fixed structures or equipment

Guidelines for Vessels Proceeding to or Deporting from o Terminol in o Reporting Sector

1 Before proceeding io o terminol ond prior to eniering the reporting sector, ihe moster of the vessel sholl ensure thot:o) The berth oi the terminol or shipyord is cleor from obstructions ond thot odequote personnel ore ovoiloble to ossistthe vessel during the berthing

b) The tug(s) where opplicoble ore in position to ossist the vessel

c) The VHF working chonnel for berthing hos been ogreed ond tested

d) The vessel's novigoiionol equipment/sleering geor including the ship's whistle ore tested

e) Any other precoutions deemed necessory for the sofe novigotion ond berthing of the vessel ore observed

f) Moster/Pilot exchonge is conducted to ensure ihe Moster fully understonds ihe pilot's plons for novigotion, vessel

support croft ond ihe berthing process

2 Before unberthing ot o terminol within o reporting secfor, the moster of the vessel sholl ensure thot:

o) lt is in o stote of reodiness to proceed out

b) The tug(s) ore mode fost to the vessel

c) The vessel's novigotionol equipmenl/steering geor including the ship's whisile is tested

d) The VHF equipmeni is in good working condition

e) For infer-terminol or inrer-shipyord movement, the other berth is sofe ond reody to receive ihe

vessel-{) Any other precoutions deemed necessory for the sofe unberthing ond novigoiion of the vessel ore observed

g) Moster/Pilot exchonge is corried out

h) Deporture cleoronce is obtoined from the sector controlling stotion
