Trang 3I GENERAL, CONTENTS AND ORGANIZATION CHART
1 General and Contents
This Traffic Control Plan shall be read in order to describe clearer Contractor’s planning of traffic control during construction period and shall be read in conjunction with all the relevant tender documents Volume 2 – Section 01600 It shall be revised to allow for modifications based on actual physical site conditions during construction stage
The Contractor shall be responsible for carrying out any necessary investigations and obtaining approvals, licenses, escorts and any other necessary facilities in order to enable extraordinary traffic to be moved on the roads in the Project area
Before the application of the measures for traffic maintenance and protection contained
in the “Traffic Control Plan” described below, the Contractor shall investigate and clarify sufficiently the details and regulations established by local authorities and pertinent divisions of the Vietnam Road and Railroad Traffic Police Department The technical requirements specified in the Vietnamese Standards 22-TCN-237-01
“Road Signs and Signaling Regulations” or National Specifications QCKT / 01 / 2008 / BGTVT shall be applied as the specifications for the work items contained in this Specification Section
Traffic control devices and services shall be provided and maintained both inside and outside the project limits as needed to facilitate traffic guidance should this be necessary such as temporary bridges, temporary roads and diversions All traffic temporary control devices and facilities shall be removed upon completion of the Contract
Line communication shall be regular updating between all relation subdivision by mobile phone and daily report system Moreover, the intent of site meeting for traffic coordination shall be clarified when necessary
All Sub-contractor shall follow Project’s Traffic Control Plan
Inventory of the affected traffic are road section near site work area The detailed inventory of the affected traffic shall be mention in the specific traffic control plan for each section in this project

Trang 51 Work for Traffic Control
- Prior to the start of construction operations, based on his approved Traffic Control Plan, the Contractor shall furnish, erect and maintain (at prescribed points) warning and guide signs, barricades or barriers, temporary fences (2.0
m height), and other traffic control devices as established in the approved Traffic Control Plan, the Vietnamese Standards, these specifications or directed
by the Engineer
- As necessary for proper control of traffic, or when/where directed by the Engineer, the Contractor shall furnish and station competent flagmen whose sole duties shall consist of directing the movement of traffic through or around the Works
2 Materials for Traffic Control Devices
- Retro-reflective Material: Sign panels, barricades, cones, vertical panels, and flagged paddles shall have retro-reflective sheeting meeting the minimum requirements for retro-reflective material noted in Specification Section 08400 “Road Signs” of the Technical Specifications
- Sign Panels: Sign panels shall conform to Specification Section 08400
“Road Signs” of the Technical Specifications and shall be in orange color with black legend ( or white with blue)
- Sign Posts: Sign posts shall be fabricated from untreated softwood Signs shall be capable of remaining in position during normal traffic flow and wind conditions
- Barricades: Barricades shall be constructed of wood
- Cones:
+ Cones shall be in accordance with the Vietnamese Standards for “Roads Sign and Signaling Regulations” (Article 91) with a minimum of 60 cm in height and a broadened base and shall be capable of withstanding impact without damage to the cones or vehicles All cones shall be orange/white colored and highly visible both in daylight and darkness
+ Cones shall be capable of remaining bright and in position during
normal traffic flow and wind conditions in the area where they are used Lamps for cones shall be suitable for the purpose
- Temporary Fence: Temporary fence shall be fabricated in panels with timber framework and galvanized metal panels The panel face towards the traffic shall be painted
- Vertical Panels: Vertical panels shall be constructed of wood
Trang 63 Maintenance of Equipment and Devices for Traffic Control
The equipment and devices provided to satisfy the requirements of this Specification Section shall be maintained and kept in good condition of operation all the time
Any equipment or devices that are lost, stolen, destroyed, or deemed unacceptable while their use is required on the Project, shall be replaced by at the Contractor expense Devices for traffic control shall be operated only when necessary
4 Traffic Control during Non-Working Hours
During non-working hours and following the completion of a particular construction operation, all warning signs, except those necessary for the safety of the public, shall be removed or entirely covered with either metal or plywood sheeting so that the sign panel will not be visible
5 Traffic Control during Night Time
- Nighttime operation shall be illuminated by a lighting system approved by the Engineer
- The lighting system shall be positioned and operated to preclude glare
- Incandescent lights will not be permitted
- Retro-reflective sheeting on signs, barricades, and other devices shall be kept clean and in good condition The Contractor shall promptly correct stretches, rips, and tears in the sheeting Retro-reflective sheeting shall have
a maintained retro-reflection
- When applicable, street lighting shall be relocated as necessary to maintain the same standard of lighting in the course of the Works until new lighting facilities are put into operation
6 Traffic Control Conserving Existing Traffic
- When the construction is going to affect an existing road (feeder roads or others) where traffic closing is not permissible, the Contractor shall keep that open to traffic during the execution of the Works, provided that when approved by the Engineer the Contractor may bypass traffic over a detour
- The Contractor shall at all times keep roads and footpaths, affected by his operations, free from soil and material spillage and properly repaired at his expense if the road is damaged by those operations
- The Contractor shall keep the length of the Project construction areas in such condition that traffic will be accommodated safely Traffic control
Trang 77 Number of lanes for Traffic Control
The existing number of traffic lanes of the roads that may be affected by the Project must be maintained at all times during the work execution and if diversions are provided these must be of the same traffic capacity as the original road
The detailed of Temporary road for each section shall be design and submit to the Engineer
8 Vertical Clearance
In general any temporary works placed over roads or diversions used by public traffic should have a vertical clearance specified by the Vietnamese Standards TCVN5729-97, TCVN4054-85, 22TCN210-92, TCVN5729-97 and 22TCN210-92, as follows:
- Expressways and Highways Class I, II and III at least 4.75 m
- Highways Class IV, V and VI at least 4.50 m
- Rural Roads Class A at least 3.20 m
- Rural Roads Class B at least 2.70 m Where required by the Engineer, the Contractor shall erect and maintain suitable approved check-gates, fitted with warning signs indicating the vertical clearance
III SUBMISSION, APPROVAL AND CHANGE OF TRAFFIC CONTROL PLAN (TCP)
All the activities related to the Traffic Control shall comply with approved TCP and Engineer’s instruction on traffic control
If the Contractor proposes to change the approved TCP or TS, the Contractor will notify the Engineer in writing at least seven (7) calendar days prior to any proposed change Proposed changes are subject to the Engineer’s approval In case the Engineer makes any subsequent recommendation or instructions on the TCP in writing, the Contractor will revise the TCP accordingly
IV TRAFFIC CONTROL PLAN (TCP) FOR STATION KM 24+550 TO KM 26+700
A. PROPOSED ROAD TRAFFIC MANAGEMENT
Overall traffic diversion is shown on the drawing No TCP-1 (Concept of Temporary Road) The concept of traffic control management for this project shall be based on two parts:
- Road Plan of the Construction NH 2B Bridge

+ Interchange # 4 Works
The Contractor shall maintain the public road traffic during the performance of the Works by keeping open to traffic on existing roads or bypass traffic over a detour
Frontage road and temporary road shall be planned at the points of which the travel on existing traffic roads are affected by construction activities
1 Step 1: Temporary Road Plan at the NH 2B Bridge
Following to the tender documents, NH 2B Bridge shall be opened by the March2011 Temporary access road for construction purpose shall be made along the through way from NH 2B ( Old) to NH 2B(New) , Tam Dao, Quang Ha, Dao Tu…as soon as after the commencement of the works until opening of High way The Temporary road and the Frontage road is shown on the drawing No TCP-1and TCP- 2
Traffic control shall be done by proper devices such as sign, barricade, fence, etc Those detail plans shall be designed and provided according to actual site condition Flow Chart on “Sequence of Traffic Connection” is shown as follows:

The Contractor shall arrange supervisors to assure for the safety during construction, using, maintenance and protection
2.2 Interchange # 4 Works
During the construction of #4 interchange, the existing road shall be fully diverted as shown on the attached drawing No TCP-1~2 This Frontage road shall be maintained through out construction period except the area affected to the permanent works In this area, proposed frontage road shall be modified according to the work
In order to minimize disruption to traffic flows, the Contractor shall enclose the site with temporary fence to provide a visual barrier between the work area and adjacent traffic The movement of men, materials and plant into and out of the barrier area shall
be checked, controlled by flagman or security
Traffic Control Management
In order to comply with requirement of tight working schedule, the following process is basically proposed as a working sequence All the existing traffic will be diverted to the temporary road and frontage road through out construction period However, in area where the frontage road is crossing the working area, secondary diversion shall be applied The area and period of this diversion is limited
Sign panels, barricades, cones, vertical panels and other traffic control devices shall be set to ensure safety of traffic at detour roads or at the intersection between existing road and diversion roads Flagman shall be provided if required
Guide for traffic and regulate the facilities going and coming through the construction area shall be provided in conformity with the traffic line
Traffic shall also be instructed in proper manner to ensure construction progress of the site and absolute safety for the vehicles and people
The following device and facilities shall be prepared to control the traffic in safety manner and they shall be removed depending on the construction activities on site
a) Various kinds of site boarding shall be set to control the traffic and separate the traffic road away the construction site
b) The flashing light and warning signs shall be installed to draw the attention
of public
c) Flagman will be provided at road intersection if required

Trang 10V CONTRACTOR’S TRAFFIC SUPERVISOR (TS)
The Contractor shall employ Traffic Supervisors (TS) who shall be under the Safety Department throughout the construction period and these TS shall be entirely connected with the safety plan on the site The contractor shall ensure that these TS
is suitably qualified and experienced persons who will be supervise and monitor in full compliance with the Traffic Control Plan
The Contractor’s Traffic Supervisors shall maintain a daily logbook which shall be keep record
of daily traffic safety / control activities Photographs shall be considered as part of the record.
