PROJECT MANAGEMENT TARGET

REPRESENTATIVE OF JOIN OPERATION

1 INTRODUCTION

1.1 Purpose of Project

The Project, North – South Expressway (HCMC– Dau Giay Section), was originally

configured as a section from the starting point of RR2 HCMC (KM4+000, that is the starting

point of viaduct) to the ending point of Dau Giay (KM54+982) with a total length of about

51km expressway

Due to demarcation of the component between East-West Highway project and the

Project, the section between KM0+000 and KM4+000 plus the Ring Road 2 interchage were

decided to be included into the Project

1.2 Project Description

1) Project Name: Package 7: Km 0+000 to Km 2+000

North South Expressway Construction Project ( Ho Chi Minh City-Dau Day Section) Loan No: VN10-P7

2) Employer: Vietnam Expressway Corporation

3) Location: Dong Nai province in Socialist Republic of Vietnam

4) Contract Period: 24 months

5) Scope of Work: Km0+000 to Km2+000

Bridge Work: Contruct ion of 2 bridge s: Muong Kenh bri dge, Ba Dai bri dge

with length total 616,2m

2.1 Project Management Plan(PMP)

The Project shall follow the Corporate’s Integrated Management System(IMS-will be

2.2 Project Management Objectives/Targets

3.1 Project Construction Schedule

The construction period for this Project shall be 24 months with the detailed schedule

as that refer to Technical Schedule 6

4.1 Project Organization / Quality Control Organization.

4.2 Responsibility and Authority

4.2.1 Project Manager

The Project Manager shall be responsible for the management of this Project

He has the authority and responsibility for the engineering, scheduling, cost, industrial r celations,a ontracto e dministrationh a s n nvironmental, ealth nd afety matters of the Project He appoints qualified and suitable personnel together

w i t h e s s e n t i a l r e s o u r c e s t o e n s u r e t h e i m p l e m e n t a t i o n a n d c o n t r o l o f t h e Integrated Management System including the followings:

 To develop and authorize the PMP in consultation with Project QEHS Manager

 T o a p p r o v e s u b - c o n t r a c t o r s / s u p p l i e r s b a s e d o n e v a l u a t i o n o f t h e i r abilities to meet the specified requirements

 To liaise with the Employer on matters concerning the management of the Contract and IMS

 Approve promotion activities/ training programs for all staff including sub-contractors on Employer’s requirements

The Project Manager shall liaise with the QEHS Manager from Hanoi Head office on any deviation required

4.2.2 Deputy Project Manager No1:

The Deputy Project Manager shall assist/support the Project Manager’s duties

4.2.3 Deputy Project Manager No2:

The Deputy Project Manager shall assist/support the Project Manager’s duties

Planing/Quality Assurance/Environmental/Health & Safety Manager

 Contract Document

 Authorities’ requirements & Standards

 Relevant legislations His duties include:

4.2.5 Construction Manager

 Plan on the process including special construction method

 Establish, prepare and implement the Project Quality Assurance Plan (PQAP)

 Initiate a t ctionp t oo revento a n he ccurrencer f ny onconformities elating

to the product, process and the IMS

 Receive report/feedback of problems from Project site

 Initiate, recommend or advise solutions through designated channels

 Verify the implementation of solutions

 Control non-conforming issues until corrected

4.2.6 Project Quality Assurance Engineers

T h e P r o j e c t Q u a l i t y A s s u r a n c e E n g i n e e r i s a p p o i n t e d b y t h e P r o j e c t Manager/Project QEHS Manager, who has the responsibility and authority on

all aspects relating to the quality and quality control of the works including stoppage of the work which is not in compliance with the Contract He can instruct any removal of any or all non-conforming work placed/installed

His duties include:

 Ensure quality non-conformance found on site corrected with records

 Review for preventive measure from re-occurrence

 Provide training if required

 Verify purchased products and materials with records

 A s s i s t i n t h e p r e p a r a t i o n o f P M P w i t h i d e n t i f i c a t i o n o f s p e c i a l construction process, if any

 D e v e l o p a n d r e v i e w t h e s y s t e m f o r i d e n t i f i c a t i o n a n d t r a c e a b i l i t y o f materials or section of work and inspection and tests status

 Provide the standard procedure for calibration of equipment and check

on the calibration test result

 Assist in the preparation of PQAP with checks on the implementation

of PQAP

4.2.7 Environmental Officers

Environmental Officer shall be appointed to be in-charge of issues relating to environment w o i ithin b t Pr nfluencedH s p a y hist roject e hall rovide ssistance o the Deputy Project Manager No2 for the preparation and implementation of

IMS His duties shall include the followings:

 I d e n t i f y e n v i r o n m e n t a l p a r a m e t e r m o n i t o r i n g r e q u i r e m e n t s w i t h methods

 To establish emergency response plans

 T o p ro mo t e a wa re ne ss o f th e r eq ui r em e n ts r el a t i ng t o e nv ir on m e nt a l issues/matters for this Project with training, briefings, meetings, etc

 T o e s t a b l i s h a n d m a i n t a i n w i t h r e g u l a r r e v i e w t o g e t h e r w i t h P r o j e c t

Q E H S M a n a g e r o n t h e o b j e c t i v e s / t a r g e t s f o r r e p o r t t o t h e P r o j e c t Manager

 T o c o n t r o l t h e r e q u i r e d m o n i t o r i n g w o r k s o f t h e n o m i n a t e d Subcontractor

 To maintain and update list of applicable legal and other requirements

on environment

 T o t a k e n e c e s s a r y a c t i o n f o r c o r r e c t i v e a n d p r e v e n t i v e a c t i o n s f o r environmental non-conformance whenever necessary

4.2.8 Safety Officer

S a f e t y O f f i c e r w i l l b e i n - c h a r g e o f a l l m a t t e r s c o n c e r n i n g h e a l t h a n d s a f e t y within this Project He shall provide assistance to the Deputy Project Manager

No2 for the preparation of the IMS His duties shall include the followings:

4.2.9 Site Engineers

the Project site

4.2.10 Mechanical/Electrical Engineer

T h e M e c h a n i c a l / E l e c t r i c a l E n g i n e e r ( M & E E n g i n e e r ) w i l l r e p o r t t o t h e

r e s p e c t i v e C o n s t r u c t i o n M a n a g e r f o r t h e m e c h a n i c a l / e l e c t r i c a l w o r k s H e i s responsible for maintenance and arrangement of machineries used for the site

4.2.11 Design Engineers (CAD Operators)

4.2.12 Quantity Surveyors

The Quantity Surveyor will report to the Quality Assurance Manager for the

w o r k s r e l a t i n g t o q u a n t i t i e s o f c o n s t r u c t i o n w o r k s T h e y w i l l p r e p a r e / c h e c k the quantities of construction work done necessary for

 Monthly certificate by Employer/The Engineer for progress payment

 Payment to subcontractors/suppliers 4.2.13 Material Engineers

 To check the materials to be used comply to the requirements in the Contract document or submission for the required work either by

a) tests carried out in laboratory b) check and confirm materials at the time of receiving

 To prevent any occurrence of non-conformances of materials/works

 T o i d e n t i f y , r e p o r t a n d r e c o r d a n y p r o b l e m s / i s s u e s r e l a t i n g t o t h e materials

 C h e c k a n d u p d a t e s t a t u s o f m a t e r i a l c o n s u m p t i o n a n d q u a n t i t y i n storage on regular basis

4.2.14 Office Managers

Office Managers will report to the Project Manager/Deputy Project Managers

f o r t h e w o r k s r e l a t i n g t o a d m i n i s t r a t i o n , f i n a n c e a n d p r o c u r e m e n t m a t t e r s

Assistants/Accountants in this section of work

4.2.15 Procurement Assistant

T h i s P r o c u r e m e n t A s s i s t a n t i s r e s p o n s i b l e f o r t h e c o n t r o l o f p u r c h a s i n g materials for this Project with maintenance of the records to its latest status

The Procurement Assistant (or called Purchaser) shall provide the followings under the supervision of the Office Manager:

 M a t e r i a l O r d e r S h e e t b a s e d o n t h e P u r c h a s e R e q u e s t w h i c h w a s approved by the Project Manager and records of these Order Sheets to

be kept by him/her

4.2.16 Accountants

 To check/prepare records/bills and arrange for payment to suppliers / subcontractors

 To prepare/maintain records regarding the personnel management 4.2.17 General Affairs
