Mục tiêu lâu dài của dự án là xây dựng môi trường hỗ trợ, tăng cơ hội học tập năng động, thiết thực, mọi lúc, mọi nơi cho bất kỳ ai cần kiến thức
Mục tiêu cụ thể trước mắt bao gồm
- Sinh viên các khối ngành sư phạm được trang bị kiến thức, kỹ năng xây dựng và triển khai các bài giảng điện tử E-Learning
- Cuộc thi thiết kế bài giảng điện tử E-Learning cấp khoa, cấp trường được tổ chức hàng năm
- Tham gia và đoạt giải cuộc thi thiết kế bài giảng điện tử E-Learning cấp tỉnh và cấp quốc gia
- Môi trường quản lý, chia sẻ bài giảng điện tử E-Learning, hỗ trợ đào tạo từ xa được vận hành và quảng bá
- Các trường phổ thông trong khu vực được hỗ trợ ứng dụng E-Learning trong các hoạt động của nhà trường và tham gia cuộc thi các cấp
iii) Proposed key activities and time-frame (Specify learning methods and emphasis on ICTs use)
Hoạt động 1: Tổ chức các lớp tập huấn trang bị kiến thức, kỹ năng xây dựng và triển khai các bài giảng điện tử E-Learning
Trường Đại học Vinh hiện có 13 khoa đào tạo sư phạm, hàng năm mỗi khoa có 01 lớp với khoảng từ 30 đến 50 sinh viên Vì vậy mỗi khoa thường có từ 120 đến 200 sinh viên sư phạm Nhằm thực hiện hoạt động này, dự án
sẽ tổ chức cho mỗi khoa khoảng 02 lớp tập huấn, các lớp tập huấn sẽ được tổ chức vào các buổi tối thích hợp nhằm trang bị cho sinh viên sư phạm các kiến thức về E-Learning, các kỹ năng sử dụng các công cụ nhằm biên soạn các bài giảng điện tử E-Learning như Microsort PowerPoint, Adobe Presenter, iSpring, Exe,…
Các nội dung cụ thể của hoạt động này có thể bao gồm:
- Biên soạn tài liệu hỗ trợ chương trình tập huấn;
- Thông báo cho các khoa đào tạo, phối hợp lập danh sách và xây dựng kế hoạch tập huấn;
- Tổ chức tập huấn;
- Tổ chức khảo sát đánh giá hiệu quả tập huấn
Hoạt động này sẽ được triển khai đồng loạt ngay sau khi có kết quả phê duyệt của dự án Thời gian dự kiến là từ tháng 2 đến tháng 4 năm 2012
Đối tượng tham gia các đợt tập huấn này là không giới hạn đối với các giáo viên giảng dạy ỏ Trường THPT Chuyên – Đại học Vinh và các trường phổ thông trong khu vực, vì đây là khoảng thời gian sinh viên của Nhà trường đi thực tập sư phạm ở các trường phổ thông nên các thầy cô và sinh viên có thể cùng tập huấn và phát triển các sản phẩm phục vụ công tác giảng dạy và tham gia cuộc thi sáng tạo các cấp
Hoạt động 2: Tổ chức các cuộc thi thiết kế bài giảng điện tử E-Learning cấp khoa, cấp trường Tuyển chọn sản phẩm tham gia các cuộc thi cấp cao hơn
Kết thúc các khóa tập huấn, dự án sẽ phối hợp với các khoa đào tạo, đoàn trường tổ chức các cuộc thi thiết kế bài giảng điện tử E-Learning cấp khoa và cấp trường Mục đích của cuộc thi nhằm một lần nữa kiểm tra kết quả của các khóa tập huấn đồng thời đẩy mạnh phong trào ứng dụng công nghệ thông tin trong đổi mới phương pháp giảng dạy và học tập một cách sáng tạo và hiện đại của giảng viên và sinh viên trong toàn trường
Các sản phẩm xuất sắc của các cuộc thi sẽ được đầu tư nhằm tham gia các cuộc thi ở cấp cao hơn
Các nội dung cụ thể của hoạt động này có thể bao gồm:
- Tổ chức phát động cuộc thi cấp khoa, cấp trường cho cán bộ giảng viên và sinh viên;
- Tổ chức các cuộc thi cấp khoa;

- Tuyển chọn sản phẩm xuất sắc, đầu tư tham gia cuộc thi cấp quốc gia
Thời gian triển khai hoạt động này dự kiến từ tháng 3 đến tháng 6 năm 2012 và có sản phẩm tham gia cuộc thi Thiết kế bài giảng điện tử E-Learning năm 2011-2012 do Bộ giáo dục và Đào tạo tổ chức có hạn chót nộp bài là 30/08/2012
Hoạt động 3: Nghiên cứu xây dựng website quản lý, chia sẻ bài giảng điện tử và hỗ trợ đào tạo từ xa
Các sản phẩm bài giảng điện tử E-Learning sẽ thực sự phát huy hiệu quả, tác động đến nhiều đối tượng, đến cộng đồng xã hội nếu có được môi trường quản lý và chia sẽ phù hợp Nhằm mục tiêu đó, dự án sẽ đầu tư nghiên cứu và xây dựng website quản lý, chia sẽ các sản phẩm bài giảng E-Learning Website sẽ được nghiên cứu xây dựng dựa trên các công nghệ mã nguồn mở và có khả năng phục vụ dạy và học trong và ngoài nhà trường, phục vụ mục đích học tập suốt đời, học qua mạng và đào tạo từ xa
Các nội dung cụ thể của hoạt động này có thể bao gồm:
- Nghiên cứu các chuẩn E-Learning như chuẩn đóng gói (packaging standards), chuẩn trao đổi thông tin (communication standards), chuẩn metadata (metadata standards), chuân chất lượng (quality standards),
…
- Nghiên cứu chuẩn SCORM (The Sharable Content Object Reference Model)
- Nghiên cứu các sản phẩm nguồn mở hỗ trợ E-Learning
- Xây dựng và cấu hình website hỗ trợ quản lý, chia sẻ bài giảng
- Tích hợp kho bài giảng E-Learning và các nguồn học liệu khác
Hoạt động này dự kiến sẽ tổ chức từ tháng 6 đến tháng 8 năm 2012
Hoạt động 4: Hỗ trợ các trường phổ thông trong khu vực ứng dụng E-Learning và tham gia cuộc thi các cấp
Tổ chức tập huấn thí điểm ứng dụng công nghệ thông tin nói chung và ứng dụng E-Learning trong các hoạt động giảng dạy và học tập ở 03 trường phổ thông được lựa chọn thích hợp Các trường được lựa chọn phải đảm bảo các đặc trưng vùng miền, có năng lực ứng dụng CNTT và có sinh viên của Đại học Vinh thực tập nhằm tăng hiệu quả của chương trình hỗ trợ
Hoạt động này còn bao gồm việc hỗ trợ các trường trong việc thiết kế và xây dựng bài giảng điện tử E-Learning nhằm tham gia cuộc thi của tỉnh và quốc gia được tổ chức trong năm
Các nội dung cụ thể của hoạt động này có thể bao gồm:
- Khảo sát, tuyển chọn các trường phổ thông tham gia dự án
- Thông báo và làm việc cụ thể với Ban giám hiệu các trường sở tại
- Tổ chức lớp tập huấn
- Hỗ trợ hoàn thiện sản phẩm tham gia thi bài giảng điện tử E-Learning các cấp
Hoạt động này dự kiến sẽ được tổ chức trong tháng 4 năm 2012
Hoạt động 5: Tổ chức hội thảo Ứng dụng E-Learning trong đào tạo
Nhằm tổng kết dự án và quảng bá các sản phẩm thu nhận được, dự án sẽ tổ chức hội thảo cấp khu vực có tên là Ứng dụng E-Learning trong đào tạo Hội thảo sẽ tập trung một số đại biểu là chuyên gia về E-Learning trong nước, là cán bộ giảng viên ở Trường Đại học Vinh, là cán bộ các Sở đào tạo, giáo viên các trường phổ thông trong khu vực lân cận Hội thảo sẽ là nơi trình bày các kết quả đạt được của dự án và cũng là nơi trao đổi, chia
sẻ các kinh nghiệm triển khai các ứng dụng về CNTT nói chung và E-Learning nói riêng của các đại biểu Các nội dung cụ thể có thể bao gồm:
- Ra thông báo hội thảo

- 100% sinh viên ngành sư phạm thuộc trường được tham gia tập huấn trang bị kiến thức và kỹ năng xây dựng, triển khai các bài giảng E-Learning;
- 70% sinh viên 2 năm cuối ngành sư phạm có sản phẩm tham dự các cuộc thi thiết kế bài giảng điện tử E-Learning;
- 13 cuộc thi thiết kế bài giảng điện tử E-Learning cấp khoa được tổ chức;
- 01 cuộc thi thiết kế bài giảng điện tử E-Learning cấp trường được tổ chức;
- 03 sản phẩm bài giảng điện tử E-Learning được hỗ trợ hoàn thiện để tham gia cuộc thi thiết kế bài giảng điện tử E-Learning cấp quốc gia;
- Cuộc thi thiết kế bài giảng điện tử E-Learning cấp khoa và cấp trường sẽ được tổ chức định kỳ hàng năm;
- 03 trường phổ thông được hỗ trợ tập huấn về ứng dụng CNTT và E-Learning
- 03 sản phẩm bài giảng điện tử E-Learning của các trường phổ thông được hỗ trợ tham gia các cuộc thi các cấp
- 01 hội thảo Ứng dụng E-Learning cấp khu vực được tổ chức

- Nghệ An là vùng đất hiếu học, con người Nghệ An luôn cần cù chịu khó, cố gắng để vượt qua đói nghèo Tuy nhiên do điều kiện thời tiết khí hậu khắc nghiệt, thiên tai bão lũ thường xuyên nên cơ sỏ vật chất nói chung còn nghèo nàn, lạc hậu, các công nghệ mới nói chung và công nghệ đào tạo E-Learning nói riêng chưa được phổ biến, cán bộ, giáo viên và sinh viên sư phạm chưa có điều kiện tìm hiểu và triển khai E-Learning, Sở giáo dục và đào tạo, Trường Đại học Vinh chưa có điều kiện để hướng ứng cuộc thi thiết kế bài giảng điện tử E-Learning do Bộ giáo dục và Đào tạo phát động

-Annex I - Background information
The Vietnam Development Information Center (VDIC) is a partnership initiative of multilateral and bilateral
development agencies, managed by the World Bank Vietnam The VDIC’s work aims to promote the use of and access to knowledge in order to improve the effectiveness of development programs in Vietnam The VDIC offers a unique one-stop-shop platform for knowledge and information exchange covering a wide ranges of products from quality blended learning programs, structured course, inter-regional dialogues that enable distance learning customers, senior decision makers, academic researchers and development community to access to cutting edge knowledge and public information through high level interaction with global sources of expertise
Well-established within the Global Development Learning Network and with strong partnerships with local, regional and international organizations that have a commitment to and capacity for distance learning and access to information, the VDIC is as an important vehicle to support the development and training agenda of Vietnam
Vietnam Blended Learning Program has been managed by the VDIC since 2004 The Program is funded by
the Australia Government The Program provides grants to local institutions to apply ICTs in organizational capacity building, especially in the modernization of curricula and blended learning approaches The application
of ICT in education and training and capacity building has been accelerated which gives Vietnamese decision-makers greater access to global knowledge, and strengthens partnerships between Vietnam, Australia and the rest of the world Within the first phase of the VBLP, from 2006 to 2010, small grants have been rewarded to nine local institutions beneficiaries Through the implementation of the small grant, Vietnamese learners have been connected to local and international experts and their professional network, establishing collaborative community of practice by using the GDLN outreach to exchange knowledge and information It is evident that the small-grant Program has contributed to building up research and training capacity of local institutions’ staff Starting from 2011, Phase Two of the Program will build on the momentum of the previous phase, to continue providing small-grant funds in order to respond to requests from local organizations in developing and delivering more training programs to reach much wider audience; thus, in meeting objectives of increasing organizational capacity via ICTs applications These elements are regarded by all VBLP beneficiaries and new candidates as the most urgent
Blended learning refers to a mixture of appropriate delivery techniques and technologies to enhance the ability
of the learners to learn and to achieve desired outcomes of the learning experience Blended learning combines two modalities, eLearning and instructor-led training In a blended learning course, various methods should be included, such as case studies, research, work-place practice, role-plays, lectures, discussion and project-based learning Delivery modes may include face-to-face, action learning, on-the-job training and distance learning modes including ICTs such as video-conferencing, web, radio and television For a VBLP project, action learning is a key component of the mixture
Blended learning has become increasingly important and is closely related to distance learning and e-learning Although e-learning offers the attractive advantages of accessibility, flexibility and cost saving, people miss direct human contact – especially the physical F2F interaction – in the learning process Putting learning materials online doesn’t make learning happen automatically Creating good e-learning courses and developing relevant learning skills and culture is still a challenge

Project objectives
Selected institutions are expected to use the grant funding to support its capacity building
activities by
1 Using Information Communications Technologies (ICTs), such as video-conferencing and multimedia tools and resources, to increase knowledge sharing with specialists and practitioners nationally and internationally
2 Using blended learning design and facilitation methods, to ensure the learning experiences to be engaging, effective and inspiring for project’s participants and wider beneficiaries; and
3 Integrating ICTs and action learning design and facilitation methods into project activities to respond to development needs which are in line with the Australia’s Strategic Approach to Aid Vietnam 2010 – 2015
Project theme
There is no limitation of theme; priorities will be given for projects who propose an effective and innovative use
of ICT in capacity building activities
Project implementation timeline 6 - 8 months, starting from February 2012
Short-listed Expressions of Interest will be invited to develop a full proposal Qualified proposals will be selected for the Grant
Budget guidance
Selected institutions will receive a grant of approximately USD 30,000 to finance project activities according to the approved budget It is also expected that the granted organizations will make in-kind contribution through staff work hours and facilities during the implementation of the projects
Eligible expenditures:
Consultancy work in designing instructional and materials, reviewing training materials, facilitating learning events and translating training materials from/to Vietnamese The Vietnam Blended Learning Program aims to help organizations in improving existing methods and materials by applying new ICT tools, rather than funding for developing new training contents
Fee for project evaluation’s activities, i.e collecting evaluation data and writing final report
Costs borne from organizing training events, e.g venue, facilities, printing of training materials
Minimum travel costs – as ICTs such as the web, phone and video-conferencing drastically reduce the need for travel
Low - cost ICT equipments could be considered if found justified
Ineligible expenditures:
Operating expenses, such as electricity, vehicles, and equipments
Staff salaries for implementing and monitoring project activities
