The City of Belmont is committed to supporting businesses in our community and holds information and networking events through the year
Most recently the City facilitated a transport and logistics business breakfast event which highlighted the important issue of the impact of freight and logistics
in our region

Catalyse Pty Ltd, an independent research and strategic planning company, has analysed the collected data and the results have been released which you can read about in this edition of Business Talk
As a financially sustainable local government, the City recognises that effective management is one of the more important services a local government can provide for its residents, businesses, property owners and stakeholders
Council is acutely aware that it is important
to keep rate rises to a minimum and Council’s rating strategy over many years has focused on keeping rate rises moderate and in line with inflation
The 2018-2019 Budget continues to focus on areas that our community have identified as priorities These include crime prevention, safety and security, road maintenance, parks and reserves and buildings
The Budget also includes significant capital works
I am confident that this Budget will ensure that the City continues to grow and be home to a thriving business community benefiting from the opportunities of our unique location

SURVEY IDENTIFIES BUSINESS PRIORITIES
The annual survey of residents and business owners has again shown the City
of Belmont leading in a number of areas,
as well as identifying community priorities
The 2018 Community Perceptions Scorecard shows that 74 per cent of residents are satisfied with the City as a place to live and 70 per cent are satisfied with the City as a governing organisation
Benchmarks are calculated from the
40 local government councils participating and completing the accredited Community Perceptions Scorecard within the past two years
The City of Belmont set industry standards
in 6 community and 5 business service areas
The City of Belmont was identified
as an industry leader in 5 business areas including:
• How the business community is consulted about local issues;
• How the business community is informed about what’s happening in the local area (including local issues, events, services and facilities);
• Footpaths and cycle ways;
• Streetscapes;
• Parking in commercial areas
The survey also identified priorities the business community would like to see addressed These included safety and
security, including control of anti-social behaviour, value for money from rates, economic development, tourism and job creation, along with more effective and efficient planning approvals by the City
of Belmont
Conducted by market research providers Catalyse, the survey measures the community’s overall satisfaction with the City and compares the results with other participating local government authorities
to calculate satisfaction ratings and industry standards

GREENING BELMONT BUSINESS PARK
As a result of Federal funding received through the National Stronger Regions Fund, the City has so far planted more than 250 street trees
on available verge space within the Belmont Business Park
Belmont Business Park, located in a strategic gateway between the Perth CBD, Perth Airport and industrial areas to the south, has been undergoing a transformation from its previous industrial character to a more diverse mixed use business destination
Another 100 trees are still to be planted with the City maintaining and watering the trees during the initial establishment phase
These trees will provide relief from the heat island effect, improve the street tree canopy generally within the City, and importantly improve the streetscape of the business park as a whole
The City is committed to increasing tree canopy through its Urban Forest Strategy
While the City will do the digging and planting trees, we also want the business community to tell us where more trees are needed and what the business community wants in terms of tree programs, partnerships and actions

With more than 7,000 residents aged 60 years and over, it is
important for the City of Belmont to be an age-friendly
community This means creating a community that is accessible
and inclusive to all members
The following tips may assist local businesses when providing
service to older customers:
• Speak clearly facing your customer;
• Offer assistance (but do not assume it is required);
• Be mindful when changing stock and shop layout as
this can lead to confusion;
• Ensure signage is easy to read and at eye level
(consider font and size);
• Provide seating that is easy to sit down and stand up from (including in changing rooms);
• Provide places to rest
The City of Belmont also promotes dementia-friendly initiatives acknowledging that approximately 70% of people living with dementia continue to reside within the community and may need additional support when accessing services

Work currently underway at the DFO site
Already a firm favourite with fasionistas and bargain hunters on the east coast, cult shopping centre brand DFO is set to launch in Perth this spring
The Perth centre, located on Dunreath Drive near Perth Airport, will be the first WA store in DFO’s national portfolio
DFO Perth is being developed by Australian retail property group Vicinity Centres and Perth Airport Pty Ltd and will be managed by Vicinity Centres
DFO Perth Centre Manager Leanne Smith said the opening date of the new DFO is yet to be revealed
“I am looking forward to DFO Perth becoming a destination for the vibrant and diverse community who live within the City of Belmont,”
Ms Smith said
“We are excited for the local community to benefit from the estimated creation of over 600 ongoing retail, lifestyle and hospitality jobs.”

The City of Belmont is seeking public comment on the draft Great Eastern Highway Urban Corridor Strategy
The Urban Corridor Strategy is a strategic planning document that establishes a long-term vision for future planning and development along Great Eastern Highway
It addresses matters relating to land use, access, built form and the public realm, and provides a series of recommendations for implementing the vision

The City is working to keep your community free of criminal damage in the form of graffiti We aim to remove reported criminal damage (graffiti) within 48 hours of notification Removal methods include:

• High pressure cleaning on unpainted brickwork and other hard surfaces and all surfaces that have been coated with a graffiti coating

The ‘Golden Gateway’ is the north-west gateway into the City
of Belmont from Grandstand Road The Golden Gateway Local
Structure Plan area extends from the Swan River to Ascot
racecourse and land fronting Great Eastern Highway
The area is recognised as an outstanding location with significant
potential for commercial and residential development Since 2015
the City and the Department of Planning Lands and Heritage have
collaborated on the delivery of the Golden Gateway Local Structure
Plan, with a vision to:
“…transform this degraded and fragmented area into a vibrant
precinct of residential and mixed use development, with
strengthened connections to the Swan River and Ascot Waters…
while respecting the area’s rich culture and heritage”
The Local Structure Plan is a statutory planning document that aims
to coordinate future subdivision and land use zoning It addresses
matters relating to infrastructure changes and upgrades to roads,
drainage and services and associated land reassembly, provision of
pedestrian and cycle paths and the creation of public spaces
New development standards are proposed to control building height
and built form, car parking and residential density, to identify ‘land mark’
building sites and provide for commercial land uses including a ‘main
street’ with retail and restaurant/café activities and a local retail centre

One of the best aspects of helping students through individual tutoring is watching their self-esteem improve, according to Kip McGrath Education Centre Belmont Director Maxine Duncan
With 35 years’ experience as an educator, most recently as a deputy principal, Mrs Duncan missed the classroom interaction with students
“Many students from pre-school to Year 12 have already undertaken the free assessment, which identifies learning gaps in Maths and English Based on this information, an individual learning program is designed to suit the needs of each student who enrols,” Maxine said
“Each session includes one-on-one attention with a tutor, who
is a qualified teacher, and includes a combination of written and computer-based activities, in a small group learning environment
Sessions are available from after school until 8.30pm and all day Saturday There are even some adults who are preparing for university or other study, who attend during the day,” she said
“There is convenient parking right in front of the centre and after dropping their child at the centre, most parents use the 80 minute session time to shop, go to the gym, visit the library, go to Belmont Oasis After Kip, some families go to one of the Belmont Forum restaurants for a meal or head to the cinema.”

This is becoming increasingly popular with rural students and also with local parents whose busy lives mean it is difficult to get students

KOODA OFFERS ORGANIC WASTE COLLECTION
An organic waste collection service called Kooda is now available to
businesses in the City of Belmont
Subscription to the service involves the payment of a monthly fee
for collection and composting of up to 500L of organics per week,
per business Kooda supplies buckets which are placed in an agreed
collection location
The City of Belmont Administration Building (Civic Centre and
Ruth Faulkner Public Library) recently commenced a six month trial
of the service
Kooda, in addition to the pre-existing bokashi composting, contributes towards the City’s Environment and Sustainability Policy commitments
to ‘reduce waste generated’ and ‘minimise the City’s carbon footprint’

The new ‘market fresh’ food precinct is the
culmination of a $65-million redevelopment
project to firmly cement Belmont Forum
as the area’s go-to fresh food, retail and
entertainment destination

reveal the Fresh Food Precinct after years
of careful planning
“Belmont Forum has evolved to become
a genuine one-stop culinary shopping
and dining destination for people living
and working in the area Every single
food retailer has been handpicked, with a
particular focus on WA sourced operators
and local produce,” Mr Glass said
Mr Glass said traffic at Belmont Forum was up 17 per cent on average for the
4 day launch period
Boasting 11 food specialists, the Fresh Food Precinct offers groceries, pre-prepared, grab-and-go, meat and seafood options and raw ingredients for any recipe imaginable
There are international food specialists, including Asian fresh produce and a French patisserie, a brand-new Coles, a Woolworths, an ALDI, a range of casual eateries and restaurants, a landscaped garden entry and an outdoor nature play space
“We have responded to the needs of the local community with a best-in-class fresh-food shopping and dining experience,”

Belmont Forum’s Fresh Fest included cooking demonstrations, book signings,
a Coles kitchen takeover, wellness talks
and food tours, plus plenty of food sampling opportunities
Popular ‘Food Hacker’ author and Good Chef Bad Chef co-host Rosie Mansfield headlined the launch schedule, which drew consistently large crowds over the four days The centre also staged a fresh fruit
‘ambush’ at Belmont Junior Football Club much to the delight of the kids, parents and coaches
The Perron Group’s redevelopment of Belmont Forum commenced in 2015 and has resulted in the arrival of new retailers such as Cotton On Mega, Bed, Bath N Table, ALDI, JB Hi Fi Home and Best & Less To improve access into the centre for shoppers, Belmont Forum has installed a new travelator and lift
