‘The present risks give rise to life threatening flood risk to all users of both (school) sites and these risks are predicted

working for a number of years to find
a solution to the significant flood risk
present at Tipton St John Primary
School Flooding has affected the
school on numerous occasions,
most recently in 2016, 2015, 2014,
2012 and 2009 Following flooding
in 2008 the school had to relocate to
the village hall while significant repair
works were undertaken

Why can’t the school remain in Tipton St John?

Redevelopment of the lower school site is not possible because of its location within flood zone 3
The upper school site is too small and does not have any
of the support accommodation needed in a school
There are no suitable or available alternative sites within Tipton St John
Even if a site were to be found, this would not address the significant funding shortfall to provide a new school.
Current and future numbers of primary aged children in Tipton St John are very low It is unlikely this will change
in the future.
There are a number of reasons why it is NOT possible for the school
to remain in Tipton St John:

Why Ottery St Mary?
• A significant proportion (43%) of
children attending the school live in Ottery St Mary
• The existing primary school in Ottery
St Mary is full and this is expected to
be the case for the foreseeable future
There are more children living in the school catchment area than there are spaces available at the school.The school can’t be expanded because of constraints on the site
• Travel distances would be reduced for
the majority of pupils
• The proposed site is owned by Devon
County Council, meaning it is free of charge
• Development on the remainder of the
site will meet the funding shortfall for the new school

Solving the funding shortfall
A fundamental challenge to building a replacement school is the availability of funding
The cost of a new 210 place primary school is estimated at £7.2 million To date, £2.25 million has been secured This means there is currently
a £4.95 million shortfall in funding with no obvious funding from government
The proposed solution to meet this funding shortfall is to develop land around the
replacement school for housing Funding raised through the sale of the wider development site can then be invested in the construction of the new school
“Due to the urgent need to relocate the school and without a funding stream to support the relocation, Devon County Council has considered how best it can use its limited resources to bridge the significant gap in funding.”

Why 210 places?
• There are already more children living in the Ottery St Mary catchment
area than can attend the school The school is full, with over 60 pupils
in 6 of the 7 year groups There are children in the local learning community being transported due to a lack of capacity A new 210 place school would address this issue
• Future pupil cohorts also exceed the school’s published admission
number of 60 reflecting an ongoing need for additional places within the town
• Value for money - the differentiation in costs between a 105 and 210 place school is proportionately small due to the requirement for core facilities (i.e school hall)
• A single phase will minimise future disruption to the school whilst it is
in operation It will mean contractors will not need to return to site and start again within a live school environment
• Developer contributions secured to date are required to increase school capacity, not just replace existing

The proposed site covers 10.3 hectares and is located north of Exeter Road It is agricultural land, which is currently let by Devon County Council
Local Plan 2016
The site is not identified for housing within the adopted East Devon Local Plan (2016), although part of the site is identified for Community and Education Use
The remainder of the site is adjacent to the
‘Built-up Area Boundary’ of the town and therefore will provide an adjoining physical expansion of the town

Doesn’t The King’s School need to expand too?
The King’s is a highly popular school and is oversubscribed annually The school is full and has high numbers in the sixth form However, around 20% of children allocated a place at the school each year are from outside the school’s catchment area
The King’s School has a published admission number of 180 and its current feeder primary schools have published admission numbers of 150, which allows an additional 30 spaces for pupils living in the catchment area This proposal in no way changes The King’s School catchment area
Devon County Council, in its role as Education Authority, has ongoing discussions with The King’s School and is content the current published admission number meets local needs The school supports this position and sees no immediate need for expansion However, 0.2 hectares of land is safeguarded for potential future secondary education provision if required in the longer term

intends to seek outline planning permission for the development of 150 homes and a 210-place primary school at the proposed site
It is proposed that 25% of homes on this site will be affordable to help meet the need for this type of housing in East Devon The concept masterplan has been developed to demonstrate how the site could be developed

Benefits of the proposal
Environment
• More attractive entry point into Ottery St Mary
• High retention of existing trees and hedgerows
• Minimal ecological impacts and the creation of a wildlife area
• Public open space provided
• Mitigation of flooding from site and wider area through a series of swales
• Minimal visual impact for majority of surrounding area
Transport
• Reduced average travel distances for the majority of pupils
• Extension of 30mph speed limit on approach to the town
• Pedestrian and cycle friendly
• A new bus stop provided
• Allows Cadhay Lane to become access only to school, leisure centre and local housing, with through traffic from Cadhay Lane being
diverted away from the school
• Residents travelling to Exeter and the west (for work, shopping, leisure or other services) will not need to drive through the town so minimal traffic impact
Community
• Approximately 37 affordable homes for the community
• 25% of Community Infrastructure Levy (CIL) contribution to be invested by the Town Council in local community facilities
• Children’s play park
• Improved access to the skate park
• Potential community use of school
• Creation of construction jobs for a 2 – 3 year period

• Provision of a purpose-built modern school which will improve wellbeing, safeguarding and quality of the learning environment
