Trang 4Asia Pacific Information Infrastructure
At APEC Summit2 in Bogor (1994), APII was introduced as a
cooperative framework of APEC member economies
- in response to G7’s GII, Clinton Admin’s NII etc.
At APEC TELMIN1 in Seoul (1995), the five objectives of APII
were defined
1) construction of information infrastructure
2) technological cooperation
3) free flow of information
4) human resources development
5) creation of policy and regulatory environment
APII Testbed Project, as a sub-policy for realization of APII,
was co-proposed by Korea and Japan at APEC TEL12 (Shan
ghai, 1995)

Trang 12APII Testbed: Characteristics
Toward a major research network in AP region
A major actor in Asia for TEIN with GEANT, European counterpart Stronger capacity, more interconnectivities are needed
>> Currently there is no unified system for management & operation
Changing focus
From testing interconnectivity and interoperability
To conducting joint R&Ds in various application services
Cooperation among APEC member economies
Korea, Japan, Singapore and US are the main partners
APII-CC(Korea) & APII-TC(Japan) play a leading role
>> Incentives are needed for inviting more partners
Trang 13 Cooperation Between EU and Asia
After the Cold War, the int’l society became tri-polar with US, Europe and Asia
>> In 1996, resulted in the establishment of the Asia-Europe Meeting (ASEM)
Co-prosperity of Europe and Asia through TEIN
>> Int’l Organizations involved such as ASEM, APEC etc.
>> Inter-Governmental
Not only Collaboration in Advanced IT-Research
But also Cooperation for Bridging Digital Divide
TEIN Initiative: Background
Trang 15TEIN Initiative: Brief History
TEIN Initiated (March ~ May 2000)
- Summit-level agreement
Endorsed at ASEM III (Seoul, Oct 2000)
- Co-proposed by KR, SG and EC
TEIN EGM-1 (Seoul, Mar 2001)
- Discussed how to launch TEIN
1st Generation of TEIN launched (5 Dec 2001)
- Between FR (RENATER) and KR (KOREN)
EGM-2 (Brussels, Mar 2002)
- Made up TEIN Phase2 Plan
Trang 16TEIN Initiative: Objectives
a) Contribute to enhancing exchanges and cooperation bet ween Asia and Europe through increased and more effe ctive information flows;
b) Enhance and diversify research exchanges and coopera tion between Asia and Europe;
c) Expand and diversify speedier and more powerful telec ommunication connections between Asia and Europe
- Quoted from the ‘Concept Paper’ prepared by Kore
a in May 2000 for ASEM

WK08: 24 Feb - 2 March
Link capacity increased since 01 March 2002
from SCR 2Mbps/PCR 4Mbps, to 10Mbps/20Mbps
Traffic congestion consistently shows strong demand
Higher usage from Europe rather than from Asia

Trang 23TEIN: Characteristics
Toward Global Information Society
- Explosive Increase of Internet, worldwide
>> Global R&E Network (GTRN) became possible with TEIN
Region-to-Region Connectivity
- France’s RENATER to Korea’s KOREN: TEIN Backbone
- EU’s GEANT to Asia’s APII
>> Still need to improve Asian situation
Direct Inter-continental Link
- Aimed at easing the US-Centric Structure of IT Infrastructure
- Currently Sea-Me-We 3

Trang 25Future Scenario
KR-FR TEIN linkage will be upgraded to 34Mbps, provide
d that the needed financial resources can be identified by ASE
M partners
Regarding intra-Asia connectivity, direct linkages will be est ablished between Korea and Malaysia
- MY will serve as a hub for the ASEAN members of ASEM
KR-US APII-TB/KREONet2 will be upgraded to 155Mbps
Unified plan for the entire Asia will be made jointly by MY
& KR
