Validate information gaps identified under stocktaking exercise in

respect of national circumstances Identify relevant sources of

information, establish links to obtain relevant the data as appropriate,

update with new and additional information and describe the existing

institutional arrangements relevant to the preparation of the NCs on a

continuous basis

Organize the first national workshop with the purpose of training the

National GHG Inventory Group on IPCC Technical guidelines and IPCC

Good Practice Guidance application

Review the existing information obtained during the preparation of the

SNC GHG inventory; identify data gaps if any, sources of available data

from prior/ongoing international project; barriers to obtaining available

data needed; elaborate on any recommendations made during

stocktaking exercise on estimation the GHG emissions and sinks for

2014 Describe procedures and arrangements undertaken to collect

data, as well as efforts being made for data collection on continuous

basis, including information on the role of all institutions involved

Decide on the Tier level (Tier 1 and 2 or 3 methodologies) based on the

decision trees as provided for by IPCC GPG

Identify appropriate methods & emission factors (EFs) source by source,

using IPCC GPG decision trees and assess the suitability of the available

methodologies for use at the national level, applying IPCC GPG for each

source category Decide on emission factors to be use, analyze the

suitability of selected EFs to Vietnam circumstances, propose possible

studies that could be implemented in future to provide national EFs by

formulating cost-effective programs to develop these country-specific

EFs

Acquisition and application of ALU software for agriculture and LULUCF

sectors

Perform the Key Source Analysis for 2014 through applying Tier 1 level

and trend assessment in order to assist in developing GHG inventories

that better reflect the national circumstances, including outputs from

ALU software for agriculture and LULUCF sectors

Compile the GHG emissions inventory for 2014 following the IPCC 1996

Revised Guidelines, IPCC GPG and the IPCC GPG on LULUCF

Provide information on methodologies used in the estimation of GHG

emissions by sources and removals by sinks, including a brief

explanation of the sources of EFs and AD

Undertake an uncertainty assessment of the Inventory of Vietnam’s GHG

emissions and sinks in accordance with the IPCC GPG, provide information

on the level of uncertainty with inventory data and their underlying

assumptions, and describe the methodologies used for estimating these

uncertainties to the extent national capacities allow

Prepare the National Inventory Report (NIR) and circulate the NIR for internal

review as part of the ‘QA&QC and Uncertainty Management Plan’

Organize the second national workshop on GHG Inventory to coordinate and

present the results of the Inventory of Vietnam’s GHG Emissions and Sinks

for 2014

Incorporate the comments received and finalize the NIR, the Inventory of

Vietnam’s GHG Emissions and Sinks for 2014 and Chapter 3: ‘National

Greenhouse Gas Inventory’ to be a component of the TNC

Document the selection process of national activity data, the related

parameters used in the inventory preparation process and the data collection

methods of data providers Document also the methods and assumption used

in the inventory preparation process, the selection process of EFs and other

conversion factors used in the inventory preparation process

Archive AD, EFs and conversion factors used in the inventory preparation

process and describe procedures and arrangements undertaken to archive

data for the preparation of the GHG inventory, as well as the role of the

institutions involved

Organize the first national workshop on ‘V&A’ to enable discussions

/consultations with all relevant stakeholders and identify approaches, tools

and methods to be used for V&A

Develop training programs for regional and national/provincial (including

IAM and SIM CLIM software)

Identify pertinent data and information and decide on the approaches, tools

and methods to be used for the assessment

Review the policy process and development context for the selected sectors

of the economy in order to explore how adaptation measures can be

introduced into decision-making agenda and what is the best way of

addressing them

Develop socio-economic scenarios based on IPCC AR5 climate scenarios

Perform V&A assessment for Red River and Mekong River, as well as other

major river basins where appropriate

Perform V&A assessment for agriculture in Red River and Mekong River

Deltas, Central highlands, Southeast and other vulnerable areas (Crop yield,

quality, pest and diseases)

Perform V&A assessment for human health (vector-borne diseases, public

health etc )

Organize the first national workshops on ‘Mitigation Assessment’ for the

purpose of training the MA Group in specific approaches, tools and methods

to be used for mitigation

Collect all relevant macro-economic data and set assumptions to be made

for the purpose of emission scenario development

Assess the extent of the GHG abatement measures, including technologies,

that have already been considered and incorporated into the National CC

Strategy, NTP and National Action Plan to Respond to Climate Change in

2012-2020

Review the status of the relevant policy and legal framework, including

sectoral implementation and summarize findings, propose approximation

measures

Process the collected data and make them ready as required by the software

that is going to be utilized for the purpose of scenario generator

Collect, synthesize and provide information on how Viet Nam is

addressing development transfer of, and access to, environmentally

sound technologies (including know-how) for mitigation and adaptation,

including the promotion and development of endogenous technologies,

and barriers removal

Establish a user-friendly database for ESTs for both mitigation and

adaptation, including a list of emission reduction projects based on ESTs

for bilateral and multilateral funding (e.g., CDM, NAMAs)

Collaborate with IMHEN and other relavant agencies, collect, synthesize

and provide information on the research and systematic observation

Education, Training and Public Awareness

Collaborate with various ministries and agencies, implement awareness

raising campaigns on target audiences (policy makers, environmental

planners, private sector, public society, communities, pupils and

students from formal and non-formal education systems at all levels),

inclusive through developing updated outreach materials on climate

change and sustainable development context and dissemination through

mass-media These include strengthening of synergistic activities

between various government agencies and between the three Rio

conventions on education, training and public awareness

Collaborate with relevant research institutions, conduct public

awareness surveys in selected cities and communities

Promote public access to information on climate change and sustainable

development through updating the climate change project websites

focusing on the climate change activities in Viet Nam, as well as

synergies between the three Rio Conventions

Integrate Climate change issues into sustainable development

Collect, synthesize and provide the overall information relevant to the

integration of climate change concerns into sustainable development

programmes, including information obtained through the preparation
