1 General

This method statement describes the work procedure for construction of Service road along the construction site of Ha Noi city Ring Road No.3 - Package 2 This work shail

be carried out in accordance with Technical Specification, Clause $1.14

This construction method will clarify and ascertain of above work

6 Description of material (Black sand & Base)

- Black sand material will be transported to the site during the time of excavation work

- Base material will be transported, stored at site and sprayed water to get good moisture

content before construction ,

7.2, Detail method statement

7.2.1 Preparation work

Clear up area for excavation and remove excess or any materials placed temporarily in

the working area

Manpower, materials and equipments should be mobilized as following the schedule

Proper lighting (during time of working at night shift) and safety facilities should be

furnished in the working area

Survey line marking and layout for construction road shall be established

This work shall be constructed from 2 lines: Line 1: Le Van Luong — Nguyen Trai

Line 2: Le Van Luong — Big C (Please refer to Appendix 4: Plan view & Typical Cross section)

Proceeding the survey and setting out for the construction limit

Grass and unsuitable material will be cleared by using excavators and bulldozers, and

removed material will be disposed from out of construction area by using the Dump

trucks with cover

7.2.3 Embankment work (Black sand, 50cm)

This work shall be carried out the same time of Excavation work

Before construction, the mark sticks shall be staked for control the leveling elevation

The material will be delivered by dump trucks and checked by visual during

construction

After that, the material shall be leveled by using the bulldozers and workers

The compaction work will be done by using the vibration roller and watering (if

necessary) to get the good moisture content

Thickness of embankment is 50 cm as layer

7.2.4, Base course, 30cm

Before construction, the mark sticks shall be staked for control the leveling elevation

The material will be delivered -by dump trucks and checked by visual during

construction And the material shail be stored at site, sprayed water to get good

moisture content

After that, the material shall be leveled by using the bulldozers and workers

Close to the manhole of crossing pipe, manhole of earth ditches will be made to collect

the water from the earth ditches Therefore, those collected water pumped to the

crossing pipe’s manhole for permanent sewerage

7.2.6 Cleaning work

Arrangement sign man, safety cone at location of entrance for control public traffic

Dispose ail the debris and other materials

Cleaning the site after finishing work, specially cleaning the entrance

8 Environmental control!

The SMCC should have responsibility for surrounding environment during the

construction time with complying the Condition of Contract and Vietnam’s National Law

on Protection of Environment and other relevant legislation such as: Government

Decree No.175/CP, Government Decree on providing Guidance for the Implementation

of the Law on Environmental Protection, 1994

9 Safety control

Safety Control Plan shall be refferred to SMCC Safety method statement and shail be

part of this method statement (submitted particular)

Prior to starting of construction of Service road, the following paticular matters are to

be through to all members working in the construction site in order to complete the

work efficiently without any accident or casualty

9.1 Joint meeting

Prior to starting of construction of Service road, a joint meeting with relevant staffs has

to be held for the purpose of general explanation on whole contents of works as well as

mutual implementation of efficient work

9.2 Instruction

For new coming staffs during the work, the same instruction is to be made as it has

been explained and discussed in the above joint meeting

9.3 Prevention of accidents

To prevent injury for third party:

The safety board and safety cone will be installed the entrance of the working area and

signal man arrange during transportation of equipment and material to the site

To prevented accident during working time

Check worker's PPE before start work

Check license of operator and equipment

Install safety facilities at working area

9.4, Emergency Call out Procedure

9.4.1 Initiation

Site with staff working on night works, shall initiate the Emergency Call out Procedure

(As refer to in the Emergency response chart)

The Site Engineer and Safety Officer (2nd Stage) will be called, and if they cannot be

contacted, their level will be skipped and the 3rd Stage will be alerted In addition, the

initiator will take prompt action to mitigate the situation When he is released he will

report on:

The situation in general in compliance with the trigger definition

The number of people killed / injured / involved

Action taken by responsible site supervisory personnel

Other vital information in brief

The Site Engineer will also report the matter to the Site Manager/Construction

Manager and contact the duty telephone on the situation

9.4.2 Second Stage

Safety Officer, upon receiving information will check the completeness and assess the

situation If necessary, he will travel to the Site to check himself Upon verification of

all information involved, he will initiate the Third Stage (3rd Stage) with given

telephone number(s)

9.4.3 Third Stage

The persons at the 3rd Stage (Project PQEHS Manager) shall assess the situation i.e

severity of accident/incident and decide whether they will proceed with Emergency Call

Out or not If the situation required, he will call
