Some people think that developing countries need financial help from international organizations Others think that it is practical aid and advice that is needed Discuss these views and give your own opinion
There is a difference of opinions on what kind of help is more necessary for third world countries
In my view, support in the form of money shows less practicality than other types of useful aid
and consultancy
On the one hand, I understand why some people argue it is best to provide financial assistance for developing countries Firstly, external monetary flow enables executive bodies of those countries
to carry out a variety of functions, for example infrastructural development, social healthcare, water and power supplies This would help avoid stagnation and foster economic progress Secondly, when state income from taxes is inadequate, foreign cash injections are vital to maintain effective administration systems by paying standard salaries for governmental staff members who play supervisory roles in all sections of a nation
On the other hand, I would side with those who believe other forms of assistance should be
given Sustainable growth does not merely depend on money, but on how a country is governed and directed, particularly diplomacy and the resolution of concerning internal issues like
poverty, crime, or unemployment In this spectrum, less developed countries certainly do not have enough experience, which emphasizes the need for direction and consultancy from experienced organizations Furthermore, even if financially supported, third world countries still need experts
in the fields of science, law and medicine in order to encourage their development However,
scientists, lawyers and doctors can only be trained, and professional and systematic education and training programs are therefore more practical and suitable in the context of developing
nations
In conclusion, owing to the aforementioned arguments, it seems to me that instead of monetarily assisting poor countries, global help should come in other forms such as advice and training courses

There has been a difference of opinion regarding the merits of foreign movies and TV channels to the culture of a country as people believe domestic products would be better From my perspective, both of those categories are equally important
On the one hand, people usually believe foreign films and TV telecasts can contribute to the cultural diversity of a nation Fascinating social norms and practices, such as public hugging
which is common in the US, can follow the wave to other nations as Hollywood blockbusters are becoming more popular This phenomenon is believed to benefit the richness of the host country’s traditional backgrounds Moreover, the import of international movies and TV shows could perfect the flaws of the country’s sets of beliefs In Vietnam, for example, the ceremony
of funerals is often perpetuated with ongoingdepraved customs such as gambling and drinking
Since the arrival of TV shows from more developed nations, which triggers a new and civilized way of thinking, such practices have been gradually aborted
On the other hand, it appears to me that producing local movies and TV programs has the same importance Citizens of a country would be able to acquire knowledge about their own culture Apparently, profound insights of traditional values can be vividly conveyed in cinemas and on the media if the content is made by local people The second point to be considered is that this way can relieve the worry of cultural assimilation which has emerged as a detriment to the existence of a country’s traditional beliefs and customs In fact, if exotic practices are absorbed thoughtlessly, it might lead to the oblivion of the long-standing ethics, which emphasizes the
necessity for domestic products
In conclusion, I would argue that both types of films and TV telecasts play an equal role in a country’s culture

Athletics are an important aspect of modern life, as they provide opportunities for fitness,
recreation and entertainment However, some sports pose greater dangers to individuals than others, and it can be argued that governments may need to prohibit hazardous activities Personally, I believe that sports are a choice for individuals, and while regulation may be necessary, banning them is not a viable option
It is true that certain sports can create dangers for citizens, and some are more inherently dangerous than others Whether those dangers arise from physicality and fierceness within team competition, or safety threats from extreme activities, the lives and health of participants are at risk With the threat of injury or harm, people may need to be protected, which could mean that bans are necessary For example, studies have shown that concussions arising from physical team sports have long-term adverse health effects
Conversely, sports can bring happiness to players Many people choose to compete against others,
or stretch themselves to the limits, despite any risks, in order to get satisfaction from those
activities Besting a competitor can often provide athletes with a tremendous amount of pride and
joy Specifically, many people dream of reaching the pinnacle of sports where fierce competitors can even be seen shedding tears of joy upon being crowned a champion
Considering the debate above, I believe people should have the choice to decide for themselves
Athletes, competitors and thrill-seekers alike are typically well aware of any risks involved
Professional bodies or the government already typically regulate sports and sporting activities,

still have the right to take those risks if they so choose
In summary, while some sports present threats to those who participate, many people choose to continue in those sporting pursuits, despite risks they are well aware of, due to the happiness and accomplishment it can bring Regulation is already in place to mitigate risks, so banning the sports
is unnecessary

Some people argue that the best approach to deal with such problems is to increase fuel prices, assuming that it will lead directly to the drop in car use This approach is productive to some extent, but some other measures should be given equal consideration
It should be first noted that car use alone does not take up the entire consumption of petrol, although people's obsession with car use contributes greatly to greenhouse gas emission Petrol is intended for other applications too, such as electricity generation, the daily running of equipment
and machinery for industrial and agricultural purposes people are not surprised to see that the
appliances used by many families are powered by petrol as well Therefore, when it comes to
reducing greenhouse gas emissions people should take different methods simultaneously, instead
Trang 6of relying on any single method only People should acknowledge the fact that the demand for
petrol is generally inelastic, at least in the short run The consumption of petrol would not vary significantly according to the fluctuation of petrol price To such a high degree have people relied
on petrol in their daily lives that they cannot cut petrol use immediately Some people might argue
that using public transport is an alternative, but notably, public transport itself is a large producer
of carbon dioxide Going on foot or by bike is clean, but not preferred by many people, who are
extremely time conscious
Therefore, effort to reduce greenhouse gases emission by curbing car use cannot achieve any immediate outcome unless sufficient time is given Over a period of years, petrol consumption is
very likely to drop, when households realize that fuels represent an increasing proportion or
expenditure, people might turn to fuel-efficient cars or reduce non-essential trips, both resulting
in the drop in petrol use Car manufacturers are forced to enlarge research and development
investment in producing hybrid cars or cars powered by renewable clean energy sources, a cure-all for car emission problems
In conclusion, imposing petrol tax is neither the main nor the only solution to environmental
problems that people are struggling to solve, although the utilization of fossil fuels, particularly
petrol, is the largest source of emissions Some other methods should be taken into consideration
as well
