 National level: Cooperation among National

Development and Reform Commission, Department of Finance and the National Energy Administration

 Provincial level: provincial governments were responsible for executing the plans and policies generated by the top two level

 Business enterprise level: the enterprise were obligated to accept the targets set by the

government

 Public level: the public was encouraged to

participate in various forms of energy-saving promotions

 In 2006-2009, the energy consumption per unit of GDP declined by 13.2%, saving about 450 million tons of

coal equivalent, while sulphur dioxide emissions by

13.14%

an estimated 19% by 2010
