Foreword

This European Standard was prepared by a joint working group of CLC/TC 205, Home and Building Electronic Systems (HBES) and CEN/TC 247, Building Automation, Controls and Building Management (BACS) It was submitted to the formal vote and was accepted by CENELEC as

The following dates are proposed:

– latest date by which the EN has to be implemented

at national level by publication of an identical

national standard or by endorsement (dop) 2011-04-01

– latest date by which the national standards conflicting

with the EN have to be withdrawn (dow) 2013-04-01

As a result of the discussions at the CLC/TC 205 meeting on 2004-10-5/6 concerning the structuring

of their standards in general parts and open system parts (see CLC/TC 205/Sec0413/INF) the

following new parts of EN 50491 under the generic title “General requirements for Home and Building

Electronic Systems (HBES) and Building Automation and Control Systems (BACS)“ under the task of

the JWG CEN/TC 247–CLC/TC 205 are proposed:

Part 2 Environmental conditions;

Part 3 Electrical safety requirements;

Part 4-1 2) Functional safety requirements (for non safety related systems);

Part 4-2 2) Functional safety requirements (for safety related systems);

Part 5-1 EMC requirements, conditions and test set-up;

Part 5-2 EMC requirements for HBES/BACS used in residential, commercial and light industry

environment;

Part 5-3 EMC requirements for HBES/BACS used in industry environment

This draft European Standard has been prepared under a mandate given to CENELEC by the European Commission and the European Free Trade Association and covers essential requirements

of EC Directive EMC Directive 2004/108/EC See Annex ZZ

3 Terms, definitions and abbreviations

3.1 Terms and definitions

For the purposes of this document, the terms and definitions given in EN 50491-3:2009 and the following apply

3.1.1

HBES/BACS products

HBES/BACS products are devices intended to be used for control, monitoring, operation or management of building services and/or home electronic systems which can interact via a communication network

NOTE Examples are analogue inputs, outputs and control lines, etc

HBES/BACS network port

port at which a conductor or cable intended to carry communication signals between the different devices of the HBES/BACS network is connected to the apparatus

NOTE For test purposes, the HBES/BACS network port is equivalent to the telecommunications/network port according to

EN 61000-6-3

3.2 Abbreviations

For the purposes of this document, the following abbreviations apply

4 General requirements

This European Standard applies in the following way:

– if no applicable EMC product standard exists the test set-up, test levels and performance criteria

of this series of standards apply;

– if an applicable EMC product standard, that does not specify requirements for HBES applications, the test set-up, test levels and general performance criteria of this series of standards apply; the specific performance criteria of the product standard apply;

– if a product standard specifies requirements for HBES, the test levels and general performance criteria of this series of standard shall adopt as the minimum level

– Compliance to EN 50491 series shall only be claimed if the product standard refers to it

5 Performance criteria

5.1 General performance criteria

During and after all tests, independent of the performance criteria, the device shall not block the transmission media or send unintended telegrams Intended telegrams are allowed to be corrupted by EMC phenomena

A functional description and a definition of performance criteria, during or as a consequence of the EMC testing, shall be provided by the manufacturer and noted in the test report, based on the following criteria:

– many devices operate using sophisticated protocol services which permit the recovery of data corrupted by interference or cause re-transmission of data in the event of corruption Transmission errors caused by the application of the tests in this European Standard and which are subsequently corrected by the protocol services are regarded as normal and the equipment is regarded as operating as intended in such circumstances;

– changes in stored data, such as communication error logs, and which are not directly related to the intended function of the equipment shall be ignored, or recorded on request by the manufacturer

5.2 Performance criterion A

In addition to the general performance criteria 5.1, the device shall continue to operate according its product documentation as intended during and after the test No unintended change of state, stored data directly related to the intended function, unintended or loss of function is allowed

5.3 Performance criterion B

In addition to the general performance criteria 5.1, the device shall continue to operate as intended after the test The measurement conditions shall be defined by the manufacturer During the test, degradation of performance is allowed as follows:

– for analogue I/O signal ports, degradation up to 10 times the tolerance specified in product documentation, with a maximum value of 50 % of full scale, is allowed;

– for digital I/O signal ports, no unexpected change of state or stored data related to the intended function is allowed;

– for HBES/BACS network port, degradation of performance is allowed, but not total loss of communication

5.4 Performance criterion C

In addition to the general performance criteria 5.1, malfunctions like change of state, change of data, loss of communication are permitted during the test, provided the function is self-recoverable after the test or the device restarts with predefined states and data Manual intervention after the test to restart the device is not allowed
