This General Traffic Control Plan shall be read in order to describe clearer Contractor’s planning of traffic control during construction period and shall be read in conjunction with all the relevant tender documents It shall be revised to allow for modifications based on actual physical site conditions during construction stage
This plan is prepared for the treatment of public traffic on existing road that shall be affected by the construction of the project and in order to maintain traffic safety as well as avoiding excessive delay of public traffic on existing road
The Contractor shall be responsible for carrying out any necessary investigations and obtaining approvals, licenses, escorts and any other necessary facilities in order to enable extraordinary traffic to be moved on the roads in the Project area
Before the application of the measures for traffic maintenance and protection contained in the “General Traffic Control Plan” described below, the Contractor shall investigate and clarify sufficiently the details and regulations established by local authorities and pertinent divisions of the Vietnam Road and Railroad Traffic Police Department
The technical requirements specified in the National technical regulations
on highway traffic signals “QCVN 41:2012/BGTVT” shall be applied as the specifications for the work items contained in this Specification Section
Traffic control devices and services shall be provided and maintained both inside and outside the project limits as needed to facilitate traffic guidance should this be necessary such as temporary bridges, temporary roads and diversions All traffic temporary control devices and facilities shall be removed upon completion of the Contract
Line communication shall be regular updating between all relation subdivision by mobile phone and daily report system Moreover, the intent of site meeting for traffic coordination shall be clarified when necessary
All Sub-contractor shall follow Project’s General Traffic Control Plan
Inventory of the affected traffic are road section near site work area The detailed inventory of the affected traffic shall be mention in the specific traffic control plan for each section in this project

Trang 6Traffic control works are responsibilities of all relation subdivisions Head of Safety / Traffic who will be main responsible for all traffic control issues in the site Head of Safety / Traffic have experience in traffic management and safety management
Prior to the start of construction operations, based on his approved Traffic Control Plan, the Contractor shall furnish, erect and maintain (at prescribed points) warning and guide signs, barricades or barriers, temporary fences, and other traffic control devices as established in the approved Traffic Control Plan, the Vietnamese Standards, these specifications were directed by the Engineer
As necessary for proper control of traffic, or when/where directed by the Engineer, the Contractor will furnish and station competent flagmen whose sole duties will consist of directing the movement of traffic through or around the Works
Materials for traffic control devices shall conform to the requirements set forth below and as specified in the contract
Retro-reflective Material: Sign panels, barricades, cones, vertical panels, and flagged paddles shall have retro-reflective sheeting meeting the minimum requirements for retro-reflective material noted in Specification section 8400“Road Signs”
Sign Panels: Sign panels shall conform to Specification section 8400“Road Signs” and shall be in orange color with black legend unless otherwise
Sign Posts: Sign posts shall be fabricated from untreated softwood, metal,
or the materials acceptable to Engineer Signs shall be capable of remaining in position during normal traffic flow and wind conditions
Barricades: Barricades shall be constructed of wood, metal or plastic Cones:
- Cones shall be a minimum of 75cm in height with a broadened base and shall be capable of withstanding impact without damage to the cones or vehicles All cones shall be orange/white colored and highly visible both in daylight and darkness
- Cones shall be capable of remaining bright and in position during normal traffic flow and wind conditions in the area where they are used Lamps for cones shall be suitable for purpose
Temporary Fence: Temporary fence shall be fabricated in panels with timber framework and galvanized metal panels The panel face towards the traffic shall be painted
Vertical panels: Vertical panels shall be constructed of wood, metal of plastic
Warning lights (flashing or steady): warning lights shall be Type A ( low intensity flashing ), Type B (high intensity flashing), or Type C ( steady burn) as approved by the Engineer
Traffic cone shall have expansion footing in heavy material that can sustain
to wind caused by vehicle and shall be able to stand strike without damage for
Trang 7itself or vehicle All traffic cone shall be red/white and visible in both daytime and nighttime, Maximum distance among traffic cones is 2 meters and they are connected by reflective wire
The equipment and devices provided to satisfy the requirements of this Specification Section will be maintained and kept in good condition of operation all the time
Any equipment or devices that are lost, stolen, destroyed, or deemed unacceptable while their use is required on the Project, shall be replaced by at the Contractor expense Devices for traffic control shall be operated only when necessary
During non-working hours and following the completion of a particular construction operation, all warning signs, except those necessary for the safety of the public, shall be removed or entirely covered with either metal or plywood sheeting so that the sign panel will not be visible
Nighttime operation shall be illuminated by a lighting system approved by the Engineer
The lighting system shall be positioned and operated to preclude glare Incandescent lights will not be permitted
Retro-reflective sheeting on signs, barricades, and other devices shall be kept clean and in good condition The Contractor shall promptly correct stretches, rips, and tears in the sheeting Retro-reflective sheeting shall have a maintained retro-reflection
When applicable, street lighting shall be relocated as necessary to maintain the same standards of lighting in the course of the Works until new lighting facilities are put into operation
When the construction is going to affect an existing road (feeder roads or others) where traffic closing is not permissible, the Contractor shall keep that open to traffic during the execution of the Works, provided that when approved
by the Engineer the Contractor may bypass traffic over a detour
The Contractor shall at all times keep roads and footpaths, affected by his operations, free from soil and material spillage and properly repaired at his expense if the road is damaged by those operations
The Contractor keeps the length of the Project construction areas in such condition that traffic will be accommodated safely Traffic control devices and services shall be provided and maintained both inside and outside the Project limits as needed to facilitate traffic guidance should this be necessary
The existing number of traffic lanes on road at the project site must be maintained at all times during the work and if diversions are provided these must
be of the same traffic capacity as the original road Notwithstanding the above, the Engineer may give approval to reductions in traffic capacity if the contractor can show that these will not cause excessive delay to traffic If such approval is given, the Engineer may specify the hours during the day when the reduction in
Trang 8capacity may be applied and it should be anticipated that these hours may not include the peak period for the traffic movement under consideration
The contractor shall cooperate with the pertinent agencies regarding traffic control and all details will be subject to the engineer’s approval
Where, in the opinion of the Engineer, a detour is not feasible, construction
on existing public roads shall be undertaken only over half of the full width of the roadway The length of such half-width construction shall be kept as short as possible
The contractor shall so conduct his operations as to offer the least possible obstruction, inconvenience, and delay to traffic and shall be responsible for the adequate control of the traffic using such lengths of single lane
In general any temporary works placed over roads of diversions used by public traffic should maintain a vertical clearance of at least 4.5 meters Where required by the Engineer the contractor shall erect and maintain suitable approved check-gates, fitted with warning signs indicating the vertical clearance
PLAN (TCP) FOR EACH STATION:
All the activities related to the Traffic Control shall comply with approved TCP and Engineer’s instruction on traffic control
If the Contractor proposes to change the approved TCP or TS, the Contractor will notify the Consultant in writing at least seven (7) calendar days prior to any proposed change Proposed changes are subject to the Engineer’s approval In case the Engineer makes any subsequent recommendation or instructions on the TCP in writing, the Contractor will revise the TCP accordingly
Before carrying out the construction, the Contractor shall implement procedures to ask for construction permission of Relating Authorities and procedure for handing over Construction site for Construction since date of receiving site plan, the organization, construction individual shall be responsible for managing, ensuring the smooth and safe traffic and orderly implement all measures for ensuring traffic safety during duty implementation period;
At latest 28 days from the construction commencement, the Contractor shall submit a plan for traffic control including facilities, measures which are planned by the Contractor for reasonable and orderly traffic control during the time of project implementation
During construction stage, the Contractor shall fulfill all agreed options, measures, working schedule; ensure smooth and safe traffic according to regulations and avoid causing damages to existing road constructions, do not level, deposit soil, if not for purpose of Construction, within road corridor
The Contractor shall regularly check the implementation of regulations for ensuring the safe traffic during construction stage according to the permission and law
During construction time, there shall be an outguard for directing traffic, when construction halt, there shall be safe signal following regulations such as:
Trang 9guide sign, flags and red light in the night time The outguard for directing traffic will bear a red band on the left arm and will be equipped with signal flags, whistle, red light in the nighttime
Name of Construction unit, construction station, address of the site office, telephone number and name of construction site leader will be note on both ends
of Construction road sections The construction leader shall bear a badge The workers working on the road will wear on the job protection clothing according to the regulation
Construction machines on the road shall be installed sufficiently safe equipments and painted with colors according to the regulation
Out of construction time, construction machines shall be gathered in the parking lot In the case of having no parking lot, they shall be parked on the road shoulder where is easily detected and equipped with warning signal
For broken down machines, the Contractor shall at any ways bring them to the road shoulders and there shall be signal according to the regulation
While construction on the roadbed, road pavement, bridge surface, we will reserve a part of road base, pavement or bridge surface for passing of vehicles, pedestrians, as the following:
- Reserve at least one traffic lane if the pavement with less than 3 lanes
- Reserve at least 2 lanes if the pavement with more than 3 lanes
- While construction on streets, solutions and construction time shall
be suitable for each street characters to avoid traffic jam Traffic safety corridor for pedestrian shall be ensured
Construction materials will be delivered to the Site only sufficiently for construction sections and depositing length does not large than 300m for each of construction section The material will be placed only on one road shoulder side, not parallel deposited on both road sides to make narrowness of road surface Materials disorderly deposited is strictly prohibited to avoid hindering and loosing traffic safety
At the bridge repair positions keeping on traffic, traffic signs will be set up, including: narrow road, speed deceleration, roadwork, etc; establishing guard barrier, appointing traffic controller all day; materials, construction equipments shall be tidily put behind barrier separating the part for construction and the part for traffic; Electric and water supply systems for construction shall be controlled regularly for avoiding any accident
In the circumstance that the implementation of both construction and traffic maintenance is unable , the detour shall be built
After completion of a road section not longer than 1km, the Contractor shall clear all obstacles for ensuring smooth and safe traffic
Before hand-over, the Contractor shall clear all unnecessary materials, displace all machines, remove all obstructions and repair all defects of road caused by construction process
The Contract Package passes through dense inhabitant region with high traffic volume, hence, traffic safety on the whole projected line will be specially
Trang 10taken care The Contractor shall tightly observe regulations No 39/2011/TT- BGVT dated 18/5/2011 issued by Ministry of Transport
Due to encountering difficulties in traffic maintenance during construction process, the construction instruction shall be tightly and implement in details, have the close combination of units participated in construction to suitably organize by daily or even by hourly so that vehicle may travel on each section and the entire alignment
Because the Contract Package is an important traffic route, the vehicle density is very high During construction process, the Contractor shall severely comply with required regulations of the Employer and the Engineer about traffic maintenance on the whole projected alignment as well as assurance of labor safety, closely incorporate with pertinent authorities to effectively coordinate the traveling on the entire alignment, detailed as following:
- The Contractor shall conform to requirements in the Bidding documents;
- Road signs and prohibited signs, etc will be setup in compliance with the Standard in order to guide vehicle moving in the right lane, avoid jamming and blocking traffic;
- The Contractor shall consecutively clean up the plan to permit vehicle moving;
- Since executing roadbed, the Contractor shall tightly cooperate and discuss with the Engineer and relative units to ensure absolute safety for people and vehicles working on the alignment section as well as inhabitants around working position;
- At two ends of the working section, the Contractor shall appoint flagmen to guide, protect people and vehicle passing by
Therefore, traffic maintenance to be uninterrupted and safety during construction process will be taken special care right after receiving the construction plan to call vehicles moving on this alignment section for their attention
Prohibitory signs, informatory signs etc will be placed in conformity with current regulations;
During construction process, flagmen dressing in reflective cloths will be arranged to ensure traffic at two ends of the section being constructed;
At night, warning lamp will be installed;
The existing pavement will be maintained to ensure traffic during construction process, the adjoining side between the new road and the existing road will be laid barricades, etc applied reflective paint and tied reflective papers
so that at night vehicles will run safely;
For Existing pavement sections
The Contractor shall arrange each construction section less than 300 m long to construct on a half of pavement apart The Contractor shall submit plan to Engineer for approval before construction commencement as follows:
