Urgency of the research problem

To build a competitive advantage, it is necessary to take advantage of special capabilities One of the important goals

of formulating strategies is to improve the organization's weaknesses, turning them into strengths and, if possible, into special capabilities Analysis of the internal environment is an important and indispensable part of strategic management Without a good analysis of the internal environment, without properly identifying the strengths and weaknesses of the organization, it will not be possible to establish a perfect strategy Internal environmental analysis is a comprehensive assessment of the potential strengths and weaknesses of the internal environment

Research Significance for Management Practice

The study provides a comparison between the two schools so that we can examine the issues of the learning environment and the development environment within the school Thanks to the research, the two schools were able to examine themselves Thanks to that, the school knows which side is good and which side is not The good side is promoted more and the bad side is improved in a more positive direction

Objectives of the study

 Determine the quality of training students of the two schools

 Determine how the school operates (human resource management, administrative activities, research and development capabilities, marketing activities)

2.2 Internal environment of the universities a) Financial ability:

A public university is a university invested by the state (central or local) in terms of funding and facilities (land, buildings) and operating mainly with funding from public financial sources or non-profit contributions

For a private university, it is established and self-invested by individuals or organizations in a country Unlike public universities, private universities do not receive capital support from the State The financial sources for their operation are from tuition fees of students studying at the school, customers and donations Tuition fees at these schools tend to be much larger than at public universities

For teaching equipment:

 At private schools, the facilities are often spacious, new and more modern than in public schools Because the capital is spent by the people, the school leaders have full discretion to replace, repair, upgrade or build new buildings and new facilities to serve the learning of students

 Meanwhile, public universities depend on the State's capital, so applying for funding to build or upgrade facilities must go through many complicated steps With the approval of the superior, the new school is allowed to upgrade

b) Scientific research and development capabilities:

It can be seen that in schools, a number of activities such as making teaching materials by themselves to illustrate effective classroom teaching activities, drawing initiative from certain experiences in educational activities , teaching to improve the quality

of activities, the design of a lecture applying new technology to improve the effectiveness of lecture hours; or in a certain educational institution: the improvement of working style innovation, the finding

of new methods for certain work to reduce costs or reduce working time, is also the scientific research activities

C) Production and Business Capabilities:

 About the educational career:

Education is a special industry An industry that

trains people to specifically serve the cause of economic

development On the other hand, the product of

education can contribute to other industries to increase

GDP Education is the most important factor of

production in society Because talents and workers are

products of education and training, it also means that

labor has certain knowledge and skills, has "value" and

"use value"

About educational products:

Products and activities of educational services are

commodities Educational products and services are

exchanged, including educational products and services

and products of other industries

 About the education market:

The role of education in the development of

production of goods in material form is reflected in

shortening the necessary labor time of society,

improving the production efficiency of labor and

manufactured goods more in the same unit of time,

creating more high-value products Talent market, labor

force market is the key issue of studying its relationship

and impact on the market

Internal factors

Any university has strengths and weaknesses, the

extent of which is not the same Internal strengths and

weaknesses along with external opportunities and

threats are the points to consider when formulating a

development strategy for the school Analysis of the

school's internal factors is the consideration and

assessment of strengths and potential weaknesses in the

relationships between functional departments including:

human resources, training, finance, marketing, research

and development (R&D), information systems On that

basis, we can take measures to limit weaknesses and

promote advantages to achieve maximum development

advantages In order to analyze the internal environment

of the university, it is necessary to make statistics of all

the advantages and disadvantages of the university and

then compare it with other universities and assess the

extent to which it creates advantages and disadvantages

training for the school of each of those factors, and at

the same time arrange in order of the influence level of

the factor on the school Then choose to take advantage

of the factor that brings the most advantages and at the

same time pay attention to overcome the worst factor

The analysis of the school's internal environment should

focus on clarifying the strengths that can be techniques,

skills, training, human resources, facilities and

advantages that the school has competitors such as

having new quality management technology, large

investment capital, reputable brands, culturally

appropriate training programs, schools with good image

and reputation in society, students or hold a large

market share in some training market segments The weaknesses of the school are often reflected in the limitations of human resources, competitive factors, marketing, the type of training is not diverse or the management of students and students is not good enough compared to competitors

The basic factors that need to be analyzed in the internal environment of the University are: Human resources, production capacity, finance, management capacity, marketing, research and development, information systems

 Human resources: Human resources are an important resource of an organization in general and a university in particular Including factors such as the position of human resources, organizational structure of human resources, policies to maintain and develop human resources The analysis is to help the school promptly assess the strengths and weaknesses of the members of the organization, in each functional department compared to the job requirements so as to have a plan for training, arrangement, and treatment understanding and rational use of human resources, ensuring compliance with the strategic requirements of the school in the short and long term

 Training capacity: Training is the main activity of the school, associated with the creation of a training program with key factors such as: Training form, training scale, training quality, tuition fees just enough to satisfy students Analyzing this activity helps the school create a competitive advantage over its competitors

 Finance: Finance is related to the use of material resources in both Hong Bang and Hutech universities from time to time, analyzing and evaluating financial activities to help the school control financial activities, building, expanding training scale and attracting investors Financial factors that often change current strategies and the implementation of training plans, include: debt and equity ratios, financial management, accounting systems, ability to mobilize capital mobility, solvency, profitability, financial leverage thereby serving the school in building a financial strategy

 Management capacity includes factors such as: Training management capacity, quality management, training management, human resource management, facilities management

 Marketing: is an activity in the school including market research and development to identify opportunities to expand training scale, planning strategies for distribution of training quotas, tuition fees, and after-sales services consistent with the market that the school is targeting, and at the same time this is an active factor of the school to create conditions for supply and demand in the market to meet Today, marketing is an important and

Trang 6

29

indispensable element in the promotion activities of

any university

 Research and development: Helping universities

to effectively apply advanced technologies, create a

breakthrough competitive advantage in terms of

quality and form of training, improve the training

process, and reduce costs investment costs,

shortening the payback period

 Information system: Is the process of analyzing and

evaluating the school's information to see if it is

complete, whether the information collected is

accurate and timely among all departments in the

school, helping the school to obtain information

with high accuracy and completeness as the basis

for building the right strategy In today's

competitive economy, building a modern

information system will help connect students,

lecturers and the school so that the school will

grasp the situation in time and make adjustments

strategy in line with reality, creating a competitive

advantage over competitors

Method of IFE analysis

After analyzing each internal factor, strategists will

make a matrix of internal factors to evaluate the

strengths, weaknesses and importance of the school's

functional departments The process of building an IFE

matrix consists of 5 steps:

Step 1: Make a list of 10 => 20 factors including

strengths and weaknesses that greatly affect the

development of the school

Step 2: Evaluate the importance of each factor by

giving a weighted score between 0.0 => 1.0 for each

factor and the sum of the weights must be equal to 1

The weighted score of 1 factor The closer the factor is

to 1.0, the greater the relative importance of that factor

to the school's success in the education-training

industry

Step 3: Evaluate the school's response to each factor

namgw by classification from 1 => 4 with the

regulation that the largest weakness is classified by 1,

the smallest weakness is classified by 2, the score is 2

The smallest strength is classified as 3, the greatest

strength is classified as 4 Thus, this classification is

based on the institution while the importance level in

step 2 is based on the industry

Step 4: Multiply each factor's importance by its

classification to determine the importance score of each

factor

Step 5: Add all the significant scores of all factors to

determine the total score of the IFE matrix

Analysis of the results: The total score will not

depend on the factors in the matrix and the highest

score is 4, the lowest is 1 point, the average is 2.5

points If the total score is less than 2.5, the school is

weak internally, has little or no good promotion of

strong weaknesses and is not able to overcome the

weaknesses If the total score is greater than 2.5, the

school is internally strong, has many or promotes its

strengths well, and overcomes its weaknesses The evaluation matrix of internal factors has formed an overall picture of the internal organization with specific strengths and weaknesses that affect the school's competitiveness However, scoring each factor as well

as determining the importance of the factors is still subjective

3 R ESEARCH M ETHODOLOGY 3.1 Data source and method of collection Data Sources:

 Take a field trip to find out information such as: making a survey, an opinion sheet, going on a school tour,

 Go to the information pages of the two schools, find out the reviews about the school on the forum

Method of data collection:

 Normally, if we want to collect information for the topic, we will make a survey with a suitable sample size for the research

 In addition to the above, we can also collect by: observing, interviewing students, consulting experts,

3.2 Research Methodology

Using the information collection method (survey method) is the main method for doing the research Using this method helps to collect information from people in the school to make that information more clear and specific and does not have to take too much time to learn In addition, the qualitative method is also used as a secondary method to improve the accuracy of the topic and collect more information about the internal environment of the school

3.3 Research Procedure Select research topic:

1 Identify questions, hypotheses and research methods about the school's students, teachers and learning conditions It is advisable to create the right questions and how to arrange the questions in such a way as to harmonize with the order of teaching skills, human resources of the school

2 Formulate research outline and plan Write a research proposal to outline the main contents of the research and send it to the lecturers for comments and ideas to help the group have the most complete content In addition, the research plan is associated with a specific timeline so that the research paper goes on schedule, in accordance with the required time

3 Data collection and data processing One of the important contents in research activities, that is, data collection, analysis, and processing After collecting data about the school, students and learning conditions of the school, we should summarize and arrange them so that they are harmonious Finally, review the data that is enough

Trang 7

30

and complete, if so, we can proceed to writing

research reports

4.1 Overview of internal environment of universities

in Ho Chi Minh City

In the city area Ho Chi Minh City has more than 60

universities, large and small, but to make it easier to

imagine, there will be 2 types of schools: public

universities and private universities A public university

is a university invested by the state (central or local) in

terms of funding and facilities (land, buildings) and

operating mainly with funding from public financial

sources or non-profit contributions Public universities

depend on state capital, so applying for funding to build

or upgrade facilities must go through many complicated

steps With the approval of the superior, the new school

is allowed to upgrade For private universities,

individuals or organizations in a country apply for

permission to establish and invest by themselves

Unlike public universities, private universities do not

receive capital support from the State The financial

sources for their operation are from tuition fees of

students studying at the school, customers and

donations Tuition fees at these schools tend to be much

larger than at public universities At private schools, the

facilities are often spacious, new and more modern than

in public schools Because the capital is spent by the

people, the school leaders have full discretion to

replace, repair, upgrade or build new buildings and new

facilities to serve the learning of students

It can be seen that in schools, a number of activities

such as making teaching materials by themselves to

illustrate effective classroom teaching activities,

drawing initiative from certain experiences in

educational activities , teaching to improve the quality

of activities, the design of a lecture applying new

technology to improve the effectiveness of lecture

hours; or in a certain educational institution: the

improvement of working style innovation, the finding

of new methods for certain work to reduce costs or

reduce working time, is also the scientific research

activities Because Ho Chi Minh City is one of the

leading economic centers of the country, the

universities located in the area must also carry very

important missions Whether it is a public university or

a private university, it is also a place to gather talented lecturers and students, train high-quality human resources, create important scientific research works; a place at the forefront of innovation, making important contributions to the country's development and promoting social progress managed, operated, and managed according to the model of an exemplary university system with a mechanism of autonomy, high responsibility to society, and at the same time self-control and build an environment of scientific creativity and freedom art in a model university urban area With the desire to provide human resources with high professional qualifications, professional skills to approach practice in the fields of engineering, technology, scientific research and technology transfer

in order to create material value quality and spirit to effectively serve the country's socio-economic development

Any university located in Ho Chi Minh City has its strengths and weaknesses Internal strengths and weaknesses along with external opportunities and threats are points to consider when formulating a development strategy for the school Analysis of the school's internal factors is the consideration and assessment of strengths and potential weaknesses in the relationships between functional departments including: human resources, training, finance, marketing, research and development (R&D), information systems on that basis, take measures to limit weaknesses and promote advantages to achieve maximum development advantages Then choose to take advantage of the factor that brings the most advantages and at the same time pay attention to overcome the worst factor

4.2 IFE Analysis

IFE Matrix (Internal Factors Evaluation Matrix), is a matrix that helps to analyze the external business environment with factors at the levels of the world environment, macro environment and industry environment Thereby helping business managers assess the response of the business to opportunities and threats and make judgments about external factors that are favorable or difficult for the company

Analysis results: The total score of both schools is

greater than 2.5, which means that both schools have

responded well to opportunities and risks: The school's

current strategy is responding well to external

environmental factors Specifically: the two schools

have made good use of the increasing income of the

people and effectively converted the annual training

into credit-based training Besides, the schools have

responded well to other opportunities such as social

trends The modernization of education promotes

diversity in the age of input resources while making use

of science and technology in teaching However, the

guidelines and training programs of the school have not

yet met the change of modern industry trends, leading

to the failure to meet the current job characteristics and

requirements

4.3 Discussion of the Obtained Results

5 CONCLUSION AND RECOMMENDATION 5.1 Conclusion

Thus, the analysis of the internal environment is a complex process and includes many steps, in order to identify the influencing factors, direction of impact and intensity of impact on universities In addition, The analysis of the internal environment also aims to point out the future trends, synthesize the impact of business environment factors on universities to help determine the appropriate responses In order to perform the work of analyzing the internal environment, strategists must rely on information from many different sources and in different ways of gathering Finally, in the process of implementing the strategy, the analysis of the external environment still needs to be conducted to serve as a basis for implementing and adjusting the strategy due to the rapid and unpredictable fluctuations

of the internal environment in the current period The internal environment of Hong Bang University and Hutech University is an important strategic resource The internal environment of an organization consists of several basic elements: people, technology, structure, goals and objectives Such a set of factors is not accidental, since in any organization with a certain structure, people work, use technology, achieve the common goals and objectives of the business

The head of the organization in making management decisions should be based on analysis of the internal and external environment If there is a clear threat in the market, the resources of the internal environment will help to overcome it The same applies to market opportunities, to achieve maximum efficiency is only possible if you use internal resources

The resources of the internal environment in the analysis are assessed according to their influence and divided into strengths and weaknesses The organizational structure of the organization can be the weak side of the organization

When making a plan, some common goals are distributed as tasks among specific departments, divisions, groups and employees, the team manager

Trang 9

32

helps to assign each task individual responsibility of the

employees In this case, each employee on the team will

understand what works for achieving a common goal

5.2 Recommendation

 Raise the standard of university entrance,

especially in pedagogical majors

It is not difficult to see that the entry level of many

students is increasingly weak This situation comes

from the "light-handed" assessment in high school

exams, especially high school graduation exams to

achieve the local target, making learning results become

In addition, universities are being opened rapidly, so

the entrance standards are very low in many fields of

admission, especially pedagogy

For many years now, the press has often talked

about the phenomenon of "sitting in the wrong class" in

high school, without mentioning this phenomenon at

university level Many children do not have enough

knowledge and skills to go to university, do not have

the habit of reading books and newspapers to expand

their knowledge, so they just stick to the textbook

According to a recent survey by PhD student Lu

Quoc Vinh (2016), the leading cause of students' lack of

enthusiasm in learning is that they are "unaccustomed

to self-study", not knowing how to search for

documents on their own to find out on the topic

introduced in class by the teacher

That is the consequence of the massive enrollment,

causing many students, instead of going to vocational

training to be more successful, to try to stick to

university, so that in the end, the quality of graduation

is very poor

 Increase lecturer hours to practice skills for

students

Many opinions suggest that "useless" subjects

should be removed from university training programs to

increase the number of hours spent on specialized

subjects This recommendation stems from the

increasingly low quality of graduates

However, it is not feasible, at least for the time

being Therefore, we suggest to increase the duration of

university training, especially when the education sector

is geared towards skills training

Currently, to be awarded a bachelor's degree,

students have to study about 140 credits (each credit

includes 15 hours of classroom study and 30 hours of

self-study), while in European countries, the bachelor's

program consists of: 180 ECTS (each ECTS consists of

25-30 hours of classroom instruction)

That is one of the many reasons why the quality of training at Vietnamese universities is still far from that

of foreign universities Because of the small amount of time, students are not trained in necessary professional skills, resulting in poor labor quality

 About postgraduate training Currently, the quality of master's and doctoral training in Vietnam is considered to be low compared to the regional average, especially in the social sciences and humanities

Leading professors such as Prof Hoang Tuy, Prof Pham Duc Chinh, Prof Tran Van Tho, Prof P Darriulat have written many articles about the weakness

of our country's graduate training This situation comes from many reasons, including our misconceptions about scientific research, leading to arbitrary training in graduate students doing scientific research Therefore,

in the immediate future, it is necessary to gradually apply world standards in guiding science (thesis work):

 For master's degree: must be led by a PGS, and doctoral degree holders are only allowed to act as sub-instructors

 For doctoral level: must be led by a professor as the main guide

About scientific activities

The current common situation is that after having a doctorate degree, lecturers consider themselves to be familiar with scientific research, so they can apply it according to the way they know and apply, no longer learning to improve their research capacity Scientific research method is a scientific discipline, which means that there are many different levels, and new knowledge

is regularly added: lecturers who do not self-study will quickly become obsolete with scientific research, and the quality of research will be poor On the other hand, the results of scientific research need to be published as widely as possible, in forums and international journals

- the ultimate goal is to publish in journals on the ISI list (Journals on the list of ISI) statistics from the Institute of Scientific Information (ISI) Therefore, lecturers need to update their knowledge of scientific research methods, to be more and more close to the level of the region and the world To achieve this goal, the Ministry of Education and Training needs to take specific measures for university lecturers to strive For example, the standard time equivalent for articles published in journals in the ISI list is 3 times that of articles published in foreign journals not in the ISI list, and 6 times more than articles published in journals domestic specialization

 About lecturer regulations Previously, a university lecturer with only a bachelor's degree (from 2016 it was necessary to have a master's degree) but with high seniority could also become a main lecturer, if he met the requirements in the state management exam on higher education and on

foreign languages However, people with a master's

degree (especially a "massive" master's degree today)

have only studied three credits on scientific research

methods, only done a master's thesis (which is a kind of

"application exercise") on scientific research, so they

are only at the beginner level of scientific research) are

also main lecturers This has made the university a

general school, because the teacher imparts to the

student only the knowledge he has accumulated, and

thus the student passively receives the knowledge It is

necessary to revise the regulations so that universities

are truly scientific environments: the main lecturer must

be a person with sufficient scientific capacity to be able

to design an intensive university-level course

Therefore, the main lecturer must have at least a

doctoral degree, and must have scientific research work
