3.3. Some solutions to develop and im prove the efficiency o f CSR
3.3.1. The m easures fr o m the State.
3.3. ì. I. To supplement and perfect the leẹaỉ framework in Vietnam to create a so lid leqal basis for business ethics and CSR.
The legal system's framework, is the first platform for businesses to implement CSR business ethics general and particular. But the current legal framework in Vietnam there are many shortcomings and inadequacies have not met the renewal o f the country leaving many businesses took advantage o f legal loopholes to escape no moral obligation , CSR. Therefore, it is most needed now is to improve and strengthen the capacity o f the legal system and law implementation. Need to amend, supplement and adjust the basic standards o f environmental protection, worker protection, consumer protection, ... towards integration. Specifically, the complete legal framework based on the following criteria:
- Details o f the terms o f the law.
Most o f the legal documents o f our current problems related to protecting workers, consumers, the regulations on hygiene standards in food safety, environmental pollution is still ... very general, not to £0 deep, go look at each issue. The regulations that mostly exist only on paper, but real objects directly under the regulations that often do not know, or know only vaguely. Ordinance on Consumer Protection is an example, even though this ordinance dating from 1999

and is accompanied bv text detailinu the provisions o f this Ordinance 55/2008/ND- CP issued in 2008 but its provisions are still not enforced in practice. The rights and responsibilities o f consumers are not clearly defined: "Consumers are uuaranteed the safety o f life, health and environment when using goods and services ..." (Article 8 o f the Ordinance consumer protection). Or as the currcnt Labor Law, by not clearly defined the role o f state in three-party mechanism (the State, the employers and workers) should disputes arise when the management body State on behalf o f the Government is embarrassed, difficulties in solving problems. Therefore, the legal system must be specific, clear, specific, realistic high for easy application and enforcement.
- Develop unified legal system is stable.
The stability factor, is an indispensable feature o f legal systems improve.
Generate highly stable secure legal environment for businesses. State should not change the legal documents on a regular basis causing adverse impacts on the business environment, damage to businesses. Clearly, the legal documents o f State agencies should be based on and consistent with the law governing the sector, taking complete and stable. Stability based on the unity o f the legal documents.
Once the documents were consistent with each other, dealing and handling a case that will have only one way, and everything becomes transparent so that avoids the phenomenon o f law to proceed spleen o f the illicit business.
- Create the equality between enterprises.
Equality o f legal and policy o f the State for all enterprise mechanism, strict law (for the offense) and open way favorable to business ethics, there responsible development, and prevent acts o f non-food culture, unethical, according to the negative philosophy. And this will force the business owner not only to respect the law but must also respect the long-term investment in the development and promotion o f ethical culture in business. In contrast, the lack o f equity in the business environment will lead to nurture and tolerate the type to eat non-cultural, medical authoritarianism, corruption development. And it also means that laws

must have effective measures to combat smuguline, counterleitinu, bribery, exclusive ...
When there is equality o f all citizens shall enjoy equal riiihts. The employee will be paid according to work past their capacity. The conscious business owners make the best working conditions for employees ... And conversely, when there is no equality, then the employee is the most disadvantaged people: exploitation o f labor while receiving low wages, the laborers products made with low cost is not enough lo life, ... Especially businesses find ways to earn illegal profit for themselves off.
3.3.1.2. Enhance com munication to raise awareness about CSR in business ethics and Vietnam.
Recognizing the right o f business ethics and social responsibility, social responsibility is essential for every business. Recognizing the right to correct next action mechanism of strict management and more efficient management o f state agencies to protect workers, consumers, the environment ... certainly will bring practical results and implications lor humans. In contributing to the awareness o f enterprises, the role o f the media is highly significant and important need for a widespread media campaign, more efficient and durable in order to promote the iPhone and education on CSR for the social partners such as businesses, consumers ...
- Develop and supplemented Labor Code o f Vietnam.
State should develop and supplement the Labour Code to conform with international regulations. Because there are differences in some provisions o f the CoCs with the Labor Code o f Vietnam. If state regulation would create conditions for enterprises to take CSR into operation more convenient, and employees also benefit from these changes. Accordingly, businesses are not confused in the implementation o f CSR and make provisions for workers. And so that businesses better understand the implementation of CSR, while the employee is aware o f their rights.
- Establish direct dialogue on CSR.
The State should promulgate regulations and guidelines for social dialogue at national, local and sectoral level in the field o f labor, wages, environmental
