4.2 Solutions to improve quality management of crew export at Inlaco Saigon63 .1 Solutions to the problem of missing crews

Environment. The issue of environment is the wrong point of working on board.

Most people have misconceptions about it. How to change people's opinion about it?

Through the media, the company can make everyone know exactly about crew export.

Crew export here means send crew to foreign ship owners. Their jobs will be on bulk carriers, dry cargo, general cargo, chemical tanker . The ships are equipped with modern equipment to ensure safety of crews and reduce their labor on board.

Therefore, crews can feel secure and comfortable when working on board.

Process. The issue of process is the company's point of recruitment’s area.

In order to have enough crews, the company needs to change their point of recruitment. The company should consider the use of web page in recruitment. In this era of computerization today, if only based on company’s reputation in twenty years, Inlaco Saigon would not be competitive with other shipping companies.

Policy. Matters of policy is the ability to negotiate with customers about wage of crew, high personal income tax, crew management policy is problematic.

In the future, crew department need to actively negotiate with customer for wages of crews. Crew's income must meet life on board and the lives of crews' families. With current inflation, company needs official support about higher wages for crews to ensure crew to work comfortably, and family life. On that basis, further increasing salary is the way to attract crews to stick with the company. Each year, the company

63 needs more revenue-based bonuses. Forms can be rewarded through the company's shares. Awards will make crew be more responsible. At this time the prosperity of the company associated with their wealth.

The company should propose to Vinalines about changing the tax rates of personal income for crews. The personal income tax for seafarers should be considered as follows:

Overtime pay is calculated according to actual overtime of crews to meet production requirements (possibly more than 200 hours / year).

Increase the tax deduction of personal income over 10,000,000 VND crew.

Consider lowering the personal income tax rates for crews with current regulations.

For each case study for seafarers to get more knowledge, the company must consider very carefully to make decisions. Do not apply only to rigid provisions of the company. For such cases, companies should consider to support some of the costs to encourage the inquisitive spirit of the crews.

People. The matter is that the company does not set specific targets on the number of crews' annual exports.

The Company is not actively seeking clients in the annual plan; companies do not set quotas for crew export. So, in the following years, the annual plan, the company must set out specific targets for export number of crews. The company should consider carefully, based on many factors inside and outside the company to set targets consistent with the ability of the company. Through which all employees will work more actively to achieve the set targets.

4.2.2 Solutions to improve the quality of crews.

Equipment. The problem of equipments is the company has no requirement for buy them

Before probation on board, the company should hold a training session on the ground to provide practical knowledge. The investment in equipment is required for this training session. Thus, crews will be exposed to the equipment on board. This helps crews avoid surprise when they enter vessel firstly and complete the tasks on board well.

Process. The problem of the recruitment process is highly subjective.

In the hiring process, companies must be objective to improve the quality of inputs.

Only to hire crews satisfying its requirement.

64 Supplier. The problem of supplier is that the Vietnamese crew training lacks facilities and good teachers.

In such conditions, people need to take advantage marine environment. A small three hundred horsepower boat can carry students and teachers to practice at sea. That will be practical and more interesting. Imagining all the professional training activities associated with sea swimming, diving, struggling with the waves, paddling, emergency, including the practice of using GPS, VHF, Navtex, radar and marine electronics, astronomy, field office will be more attracting than ashore. It will be great opportunity for exercise and mental power, become familiar with the work on board.

There are many more advantages to practice and train when the school attached to the sea, this advantage remains to be exploited depends on the heart and creativity of the teachers. 4.2.3 Solutions to improve marketing activities for the company.

Material. The problem of the material is that staff is not active to seek information on new markets.

To promote the crew export, the relevant departments such as Vinalines, Vinamarine should do research about potential markets. Besides, the company must also active in this work. Basing on documents provided and the information that Inlaco Saigon collects, crew department can identify target customers in the future.

Management. Issue is that Inlaco Saigon is not interested in the establishment of the marketing department.

65 As statistics show that demand for crews of a growing world, the establishment of a marketing department is necessary to grasp this opportunity.

People. People are the problem of staff tasked with finding customers is not equipped with knowledge of marketing in the field of maritime transport.

The company only has the crew training program. Staff working in crew export has to learn by themselves. Employees do not have much knowledge about marketing of marine transport services. The company should have policies to reward learning motivation, creativity, and diligence in the work of the staff.

Process. The issue is that crew department is passive in the search for partners.

Besides commend and encourage policies to promote employees to actively seek customers, the company needs to create conditions for employees engaged in short- term courses to supplement the knowledge required for the job.
