1.1.2 The situation of university education in the HCMC and its suburbs

HCMC is the largest city, the most populous, and the center of economic, cultural and educational of Vietnam

Highly qualified human resources are the most important resources for the development, this is the political task of training of the universities, colleges and also the urgent need, career objective of Industrialization - Modernization and also a leading factor in ensuring the sustainable development of HCM City

HCMC now has more than 80 universities, colleges monophyletic, multidisciplinary, there are hundreds of different industries with a team of professors, associate professors,

In economic perspective, the network of universities and colleges in HCM City is a special type of production because it produces new knowledge and human capital which implies higher knowledge Higher education in HCMC now and in the future is a part of

a market economy, it also follows the rules of market economy under socialist orientation

as the law of supply and demand, law of value Product training has long-term value in use and its effectiveness is multiplied by time If universities and colleges that are attached to the labor market and employment, with the objectives and tasks of economic development, social of HCMC within the South Central Coast and Southern Vietnam 1.1.3 The situation of university education in Bien Hoa’ City (BHC), Dong Nai province

BHC is located in the west of Dong Nai, Vinh Cuu district is to its north, Long Thanh district is to the south, Trang Bom district is to the east, and to the west is Di An, Tan Uyen of Binh Duong province and District 9 - HCMC

BHC is in Dong Nai river sides It is about 30 km from HCMC (under the Ha Noi Highway and 1A), 90km away from Vung Tau city (along Highway 51)

BHC has a high density of population, ranked third in Vietnam after Hanoi and HCMC, about 2970 people / km ? According to statistics in 2010, the total natural area is 264.08 km’, the population density is 2,970 people per km2 Currently, BHC is a provincial city which has the highest population of Vietnam BHC is also an economic, cultural, political, social center

BHC has great potential for industrial development which is ideal and convenient for the construction of infrastructures of industrial parks; it also has a source of mineral resources with significant reserves, especially mineral resources on building materials;

Campus 2: Long Binh Tan ward, Bien Hoa City, Dong Nai Province Total area: 32 ha -> This is the campus in the period of construction and development

2.3.1 The theory of training services and the quality of training services

educational products to suit each specific goal of the students Educational services is a process of providing knowledge to students in which professors and students is the most important component, strongly interacting with each other and determine the quality of the process In addition, operation of functional units and other units such as departments, faculties, libraries, laboratories and other school services contribute to the process of imparting knowledge more conveniently and easily The contribution of the professor, the business to build the courses consistent with the needs of students, of the society is considered an equally important component in the process

2.3.1.2 The quality of training services:

The quality of educational services is a concept that includes many factors and these factors will affect the quality (Tom Vroeijenstijn, 2008), and many tools are used to measure the quality of training services Recently, the Ministry of Education and Training

of Vietnam has promulgated standards of quality management training services In : addition, Vietnam's tertiary education currently exist many problems such as: outdated curriculum, teaching and learning methods are passive, scientific research activity is not properly concerned, a gap between theory and practice led many graduates unable to find

a suitable job or businesses must re-training when recruiting staff In fact, Vietnam's degrees are not recognized by the world This is a big problem related to quality training services at the university The quality of education is determined by the elements: “the objective, methods of education, training plans, including time frame, instructional materials, facilities, teaching staff, managing process, training process for staff and verify the quality” (Dinh Quang Bao, 2010, from The Nhan dan newspaper on 14/10/2010) From the above analyses, we can apply the model with five components about quality services of Parasuraman to build the quality criteria and evaluate the quality of training services as follows:

To ensure about scientific aspect, the research carried out through two main stages: preliminary and formal research Specific implementation of phase two studies are presented in detail below

3.2.1 Preliminary research

Preliminary studies done by two methods: qualitative research and quantitative research The purpose of qualitative research to discover the factors that affect student satisfaction and learning activities, which adjust the scale to suit the characteristics of the study Qualitative research was conducted by five experts discussed with senior and managerial positions, combined with the reference materials in the country from which the draft scale The next step is quantitative research done by interviewing 42 people in a convenient sampling way to detect errors in questionnaire and scale testing The result of this step is to develop a questionnaire to interview for the officially research (quantitative research)
