INTRODUCTION

1 Rationale

On the basis of summarizing the lessons learned of 35 years of Doi Moi, analyzing the actual development of the country, the 12th National Congress of the Communist Party of Vietnam continues to determine the strategic orientation in state construction in Vietnam: "Buildingand perfecting the socialist rule of law state is clean, strong, lean,effective and effective " [Political report at the 13th Congress, page 26]; The basic objective to implement that orientation was determined by the Congress: "Building a full, timely, synchronous, unified, feasible, public, transparent, stable, legitimate and legitimate rights and interests of people and businesses as the focus on promoting innovation, ensuring fast, sustainable development requirements" [Political report at the 13th Congress,Page 50] In particular, the central task:"To renew the method, improve the quality and efficiency

of operations, promote democracy, the rule of law, increase professionalism in the organization and operation of the National Assembly, in the performance of legislative functions, decide important issues of the country and supreme supervision Continue to innovate, improvethe quality of the legislativeprocess " [report at the 13th Congress, Page 50]

It can be affirmed that the creative application and institutionalization of the Party's guidelines serve as the central task of the whole revolution In order for these central activities to be effectively carried out, in practice, the legislative activities of the National Assembly is considered the key stage of the entire central task It is said

that research to propose the conditions and factors to improve the efficiency of the Parliamentary legislative activities has always been one of the regular and basic requirements of current practice

In fact, over the past years, the legislative activities of the National Assembly

of the Socialist Republic of Vietnam has become an urgent task in the entire operation of the whole political system, the main decisive stage to realize the strategic line, guidelines and resolutions of the Communist Party of Vietnam into real life, contributing mainly to the overall goal of successfully building Vietnam into a rich socialist country, strong country, fair and civilized democratic society Legislation is the top function of Congress The National Assembly, including national assembly deputies at the new session, is the only subject competent to approve law projects on behalf of the people Therefore, the legislative activities of the National Assembly are important in the implementation of

legislative functions and the process of law-making contributing to the winning implementation of the cause of innovation

Access to the system – the structure allows to make the assumption that: the organic relationship between the National Assembly on the one hand represents the

democratic will and power of the people, and the entire activities of the National Assembly and National Assembly deputies, including the legislative activities to

implement those democratic power wills, On one side is The whole people, which

is the great national unity bloc - the subject of the entire socialist democratic power

system being built in Vietnam is the main and decisive link to building socialist

democracy in Vietnam,the main political theme for the victory of the

CommunistParty-led Vietnamese revolution In The collective collection of agents has a fundamental and main role for development, strengthening the main

connection of such decisions, the press, mass media in general, television newspapers in particular have a great role

With the function of being a mass media, the press and television press have

been affirming the scope of strong influence in propagating and disseminating

the Party's guidelines, policies and laws of the State, conveying information about the National Assembly's legislative activities to thevoters, the media public throughout the country, in social supervision and criticism for law enforcement activities, the legislative activities

With the strength of images and vivid sound, television journalism has been contributing in no small way to the labor contract process: providing suggestive information for legislative initiatives, proposals to build a law project; providing information that is suggestive to draft, promulgate additional laws or laws, promulgate documents guiding the implementation of new laws and policies; conveying information to disseminate, educate law, raise legal awareness for organizations, individuals and people; conveying information about the thoughts and aspirations of voters on laws and draft laws to the National Assembly and reflecting the realities and diversity of life issues, creating a practical basis for law-making research

In addition to the great and important contributions to improving the efficiency of the legislative activities, television in the legislative activities is also

facing a number of issues that need to be realized and solved, which are issues related to the management of television activities in the legislative activities of the

National Assembly of Vietnam; Issues related to the staff of legislative television; issues related to the training, use and retraining of the staff for legislative television; issues related to the interaction of television in the legislative activities

The entire operation of television in the legislative activities, both the advantages, achievements, both shortcomings and problems posed, is requiring the implementation of necessary research for the direction and solutions to improve the quality and effectiveness of serving the legislative activities of the legislative television press However, so far, there have been no basic, systematic research on the issues mentioned above Especially, there is a lack of studies following the approach to journalism, combined with social media access in the legislative

activities This is the main reason for phD students to choose the issue of the role of television with the Current National Assembly of Vietnam as the topic for their doctoral

thesis in journalism

2 Research purposes and tasks

2.1 Research purpose

The thesis studies the relationship of television with the legislative activities

of the National Assembly of Vietnam, thereby proposing solutions to promote the role of television journalism in the current National Assembly's legislative activities

2.2 Research mission

- Firstly, to conduct an overview of the results of the scientists' research on

the back and forth relationship and role of television journalism with the legislative activities;

- Secondly, the argument for the theoretical basis, the practical basis of the study

of the back-and-forth relationship and television role with the legislative activities of the National Assembly of Vietnam;

- Thirdly,survey and evaluate the status of the relationship and role between

television and the legislative activities of the National Assembly of Vietnam;

- Fourth,the argument for the main solutions, scientific recommendations to

promote the role of television with the National Assembly's legislative activities in Vietnam

3 Research

The first theory

Strengthening the leading role of the Party, improving the state's management capacity is a prerequisite, mainly ensuring the effective realization of the people's democratic rights, building and strengthening socialist democracy step by step The media is one of the basic ways to realize the leading role of the Party, the state's management capacity, which plays a particularly important role in the activities of the State in general, the National Assembly and the National Assembly's legislative

activities in particular Maintaining and strengthening the leading role of the Party,

improving the state's management capacity is a prerequisite, mainly promoting the role of television journalism for the legislative activities of the National Assembly

of the Socialist Republic of Vietnam

The second theory

The activities of the Standing Committee of the National Assembly, the Committees of the National Assembly and the National Assembly deputies at the sessions of the National Assembly are the only subjects, having a major role in performing the legislative functions of the National Assembly of the Socialist Republic

of Vietnam The press in general, the television press in particular have close ties and have a great role in the legislative activitiess of the National

television activities Building and developing a team of legislative television journalists with solid political skills, good professional qualifications, capable of mastering and promoting the features of modern television media is a fundamental direction of promoting television roles with the legislative activities

The fourth theory

The quality of content and information content is a fundamental factor for the quality and effectiveness of communication of media products The form of creation and transmission of media journalism products and television journalism programs

is also a fundamental factor for the quality and effectiveness of communication of

media products Therefore, improving the quality of information content and renovating the form of television programs is an important solution to effectively promote the role of television with the Current National Assembly of Vietnam

4 Subjects and scope of study

4.1 Study subjects

The subject of the thesis is the relationship and television role with the Current National Assembly of Vietnam

4.2 Scope of study

The scope of the thesis is to assess the status of the relationship back and forth and television roles with the P-Council,survey the legislative television works in the General News programs on VTV1 Channel,survey the television program of The National Assembly Television (National Assembly TV) from 2016 to the present

5 Theoretical basis, practical basis and research methods

5.1 Theoretical and practical basis

- The theoretical basis of the thesis is modern communication theory, about

development communication, about the role of the media press for social development, these theories are carried out in an interdisciplinary way between the media press and the theory of state and law

- The practical basis of the thesis study are the Party's basic views on the

Revolutionary Press of Vietnam, in directing the construction of the socialist NNPQ

in Vietnam and the major decisions of the Party and the State in the roadmap to build and gradually improve the legal system in Vietnam

5.2 Research Methodology

5.2.1 Methodology

Based onthe methodological basis of historical materialism,, directly the theory of the relative independence of forms of social consciousness,the, thesis conducts the study of the relationship, the interaction between the media and the COUNCIL with the personality of being elements of the superstructure of an economic form - New society in the transition to socialism

Themain method performed in the thesis is themethod of analysis

6.2 Practical meaning

- The thesis can be used as a reference for media studies with the Current Vietnam legislative activities

- The thesis can be used as a reference in teaching and learning for journalism and communication students; provide information to the leaders managing the press

in the legislative activities, the leadership and management of the National Assembly Television

- The thesis has been fundamentally evaluatedthestatus of television roles with the legislative activities of the National Assembly of Vietnam;

- Proposals and arguments for impact solutions and scientific recommendations to promote the television role for the Current National Assembly

of Vietnam

In addition to the Introduction, Overview, Conclusions, List of References and Annexes, the thesis is structured in 3 chapters and 7 sections

OVERVIEW ON LITERATURE REVIEW

By studying the materials related to the object and the scope of the thesis, the PhD student has pointed out three groups of research results mentioned by domestic and foreign PhD students:

- Firstly, the research results clarify the concepts of mass communication,

journalism, television journalism, the role of the media and television in social development in general and in each area of social life in particular; The National Assembly's legislative activities and the role of the media in domestic and foreign legislative activities;

- Secondly, the research results, at multiple levels, have surveyed and analyzed

the current situation of the issue, and on that basis, have mentioned the role of the media and television in the legislative activities There have also been a number of articles and scientific presentations on the role of the press in public policy communication, legislative activity communication, including the legislative activities of the National Assembly of Viet Nam;

- Thirdly, the research results published in a number of conference papers,

scientific articles that studied the reciprocal mechanism of interaction between the press and the legislative activities

The above research results are very useful and valuable to carry out researches related to the role of the media in the basic fields of social activities in Viet Nam In which, there are research works related to the role of the press and television journalism

in socio-political life, including the operation of organizations, major governing and democratic institutions, and the State

However, the results of the review also show that no scientific monograph has systematically studied the role of the television journalism in the legislative activities

of the National Assembly of Viet Nam, in regard to the reciprocal relationship between the two groups

This is the main reason for the PhD student to choose the issue of the reciprocal relationship between the television journalism and the legislative activities of the National Assembly of Viet Nam as the main research direction for her doctoral thesis

in journalism In this thesis, the PhD student has inherited, applied and developed the research results of Vietnamese and international scientists on television journalism, the role of the press and television journalism, in legislative activities and The National Assembly's legislative activities, etc in surveying the reality of television in the legislative activities, uncovering problems and causes, proposing solutions and scientific recommendations to promote the role of television in the legislative activities

of the National Assembly of Viet Nam

Sub-conclusion

In order to achieve the purpose of the study to propose and argue for some scientific recommendations to promote the role of television in the legislative activities of the National Assembly of Viet Nam, the thesis has used the modern research achievements outlined in the review However, in order to be able to research and propose solutions and recommendations to promote the role of television in the legislative activities of the National Assembly of Viet Nam, the thesis has built a solid foundation for studying the role of television journalism in legislative activities, and on top of that designing and implementing appropriate research tools in order to properly survey and assess the current situation of the role

of legislative television with the legislative activities of the National Assembly of Viet Nam

Chapter One THEORETICAL AND PRACTICAL BASIS OF RESEARCH ON THE ROLE OF TELEVISION IN LEGISLATIVE ACTIVITIES OF THE

NATIONAL ASSEMBLY OF VIET NAM 1.1 Basic concepts of television

1.1.1 Concept of television

1.1.1.1 Television is a form of social media

Television (or television journalism) is "a type of mass media that conveys information by means of moving images" [106, p.128] “The information conveyed includes many different types: Journalism, science education, cinema, music, entertainment, advertising Therefore, when studying television, it is necessary to distinguish the types of information , purposes and communication objects of those programs” [104, p.184]

1.1.1.2 Television is a form of media

Together with written newspapers, radio and television newspapers, online and electronic newspapers, television forms the press and media system of society

The characteristic and also the advantage of television is that television uses the

language of animation, combining the advantages of other types of journalism in the same television product With the increasingly strong application of modern media, television has a great advantage in designing and implementing specialized television programs and products, with high interactivity, attracting more and more crowds television public participation

1.1.2 Basic functions of television

Television has six basic functions, including information function, cognitive and educational function, ideological function, social organization and management function, entertainment function, and social monitoring and criticism function

Every piece of television journalism is aimed at performing a certain function

of the aforementioned functions But while focusing mainly on performing these key functions, broadcasters need to pay attention to the reasonable correlation with the remaining functions Among the six basic functions of television, the researcher

believes that the functions of awareness & education, ideology, supervision and social criticism are the main functions of television in legislative activities The

remaining functions are carried out to implement these key functions

1.2 The National Assembly of Viet Nam and the legislative activities of the National Assembly of Viet Nam

1.2.1 The National Assembly of Viet Nam

The National Assembly of Viet Nam in the State apparatus of the Socialist Republic of Viet Nam

In the State apparatus, the National Assembly is the highest representative body for the democratic power of the people, the highest body of state power in the Socialist Republic of Viet Nam; the only agency that can exercise constitutional and legislative rights, and decide on basic domestic and foreign policies, socio-economic

tasks, national defense and security; exercise supreme supervision over all of the activities of the State

Essential characteristics of the National Assembly of Viet Nam

By studying current legal documents, the PhD student, in general, identifies 5

essential characteristics of the National Assembly of Viet Nam: first, how to establish the National Assembly; second, characteristics of term, the composition of full-time and part-time deputies; third, characteristics of deputy structure by administrative units; fourth,, characteristics of rights, obligations, and responsibilities of National Assembly deputies; five, and perhaps the most crucial

one - the National Assembly is the most powerful organ of the State

1.2.2 Functions of the National Assembly of Viet Nam

- Constitutional and legislative function

- Making decisions on important issues of the country

- Supreme supervision over all activities of the State

1.2.3 Legislative activities of the National Assembly

In a narrow sense, legislative activities is a law-making activity, carried out

by a competent state agency In a broad sense, in addition to the main content of law-making activities, legislative activities also includes: firstly, activities to support law-making, called legislative support activities; secondly, legislative authorization,

legislative activities authorized by the National Assembly for state agencies to perform

The thesis approaches the study of legislative activities mainly in a broad sense, with the main research direction being law-making activities, in the organic relationship between legislation and legislative support and legislative authorization

At the same time, each of these activities places different specific requirements on legislative television

1.2.3.2 Process of legislative activities of the National Assembly of Viet Nam

The process of legislative activities of the National Assembly of Viet Nam is

conducted in four phases: The first stage is drafting and preparing law projects and

is consisted of the following steps: reviewing the situation, drafting the project, and

organizing discussions on the project The second one is the verification phase,

including verifying the law project, preparing review meetings, holding an

examination session, and completing the verification report In the third stage, the

Standing Committee of the National Assembly is the only subject that is allowed to

give opinions before submitting the project to the National Assembly In the fourth, and final stage, the National Assembly shall discuss to approve the project and then

transfer it to the President for the announcement.1

1.3 The interplay between legislative television and legislative activities

1.3.1 The role of television in legislative activities

The relationship of legislative television with the legislative activities of the National Assembly of Vietnam, in the scope of this thesis, is understood as an objective role which is expressed into the basic tasks of television for the purpose of realizing the inherent functions of television legislative television, creating the impact of television on legislative activities, contributing to the effectivity of legislative activities of the National Assembly of Viet Nam

Basic relationships:

- Provides information for legislative activities

- Propagating, communicating legislative activities to the public

- Orienting and creating a forum for public opinion related to legislative activities

- Monitoring social feedback for legislative activities

In fact, these relationships can be considered as the two unifying sides of the reciprocal relationship between legislative television and legislative activities The thesis uses the mainstream approach in the direction of the impact of television on the legislative activities of the National Assembly, the feedback effects of the legislative activities on television are mentioned as an influencing factor in order to enhance and promote the role of television in legislative activities

1.3.2 The role of legislative activities in television

- Building the legal framework for journalism activities

- Raising the status of television through broadcasting legislative activities

In this thesis, the issue of promoting the role of television through legislative television is mentioned and analyzed according to three basic stages of the legislative

process: first, the stage of proposing law-making; second, the drafting stage of the bill, and third, the review and approval stage of the bill and the publication of the

law In addition, the PhD student believes that it is important to study and evaluate

the impact of legal policies, including newly promulgated laws Moreover, it is a very important stage in a legislative process

Sub-conclusion of Chapter One

The specific content and main research results of Chapter 1 include: firstly,

research on the argument for the theoretical basis of the thesis; These are the analytical mentions of the concepts: television in the legislative activities, the legislative concept, the basic content, the process of legislative activities, etc.;

secondly, analyze and argue for the practical basis of the thesis research, through the

analysis, raise the basic perceptions related to the National Assembly of Viet Nam, the subjects of legislative activities and the process of legislative activities of the National Assembly of Viet Nam The research results that the PhD student has completed in Chapter 1 are the direct premise for survey studies to assess the current status of television's role with broadcasting activities, achievements, shortcomings, issues and causes, etc are the next basic research tasks of the thesis that will be deployed in the next chapter

The survey results from a number of legislative programs on VTV 1 and the

National Assembly TV show that: firstly, television programs have always closely

reflected reality, raising many issues related to inadequacies in law enforcement that are of concern to society, contributing to creating forums for discussion and debate,

promoting the role of shaping public opinion of TV, etc; secondly, many programs

have actually provided important information for legislators to use and refer to in

the process of formulating laws and policies; thirdly, by using its programs,

television has made practical contributions to the legislative activities, participating

in national criticism of bills, new draft policies, and projects that are important to the nation's livelihood However, the duplication of content and topics is also an existing shortcoming
