ABSTRACT
Health Education is one of the important missions of universities Physical education courses delivered in universities help students to consolidate their health to study However, survey has showed that although the need of sport practice is high, physical education has not met the real demand Therefore, it is necessary to establish sport clubs for students at Vietnamese universities
This study aims to understand the necessary of establishment and development of sport clubs for students of Ho Chi Minh City University of Industry with specific research objectives such as 1) To understand situations, needs and characteristics of sport practice
of students before and after entering university; 2) To understand students’ ideas about curriculum of physic courses at Vietnamese universities ; and 3) To understand needs of students to the sport club such as yards, tools, training, time
Research subjects were the students who are studying at the First campus of Ho Chi Minh City University of Industry 200 questionnaires were sent out to gather data from students The collected data, and then, were analyzed by SPSS version 15
The result shows that The Students’ needs for praticing sport are very high, but the Physical Education cirriculum at university is not suitable to meet students’ needs
Depending on the conditions of each facility, the professional qualifications of teachers teaching physical education, aggressive, enthusiastic personnel working in the sport (political work room) , the attention of school leaders that the sports movement in each school will develop differently Thereby, to facilitate the participation of students to exercise regularly, each school should develop sports clubs have the guidance of the school's teachers, coaches and qualified enough to improve sport achievements for practitioners; teaching the sport in line with the age of the students, creating favorable conditions for students to attract them into practice on a regular basic The construction and development of sports clubs of universities is necessary, it contributes to complete the task of training human resources are fully comprehensive and professional ability, ethics and health recovery for labor needs of society

Chapter 1 Introduction
1.1 Research Background
Currently Vietnam is in the renovation period and therefore need to develop human resources to provide for society Human resources must be thoroughly trained professional, ethical, health mostly students at universities The more developing is, the more attention people will pay toward their health Thereby physical education in universities becomes one of the first places to be looked into It provides the human resources with skills, professional knowledge and well-being to improve working efficiency
But now with the Physical Education programs in universities are not eligible for students to strenghthen their health due to many reasons such as lack of accessibilities the physical education period is not enough, the program is not suitable to their age So to improve the health of students, the Universities should have varieties of sports activities for students to exercise regularly such as sport clubs in universities
Overview of Ho Chi Minh City University of industry
University Industry Ho Chi Minh City (HUI), whose is the High School Technology DONBOSCO established since 1957 After 1975, was renamed the School of Engineering IV In 1994 it was change to be the school of Engineering Industry IV March, 2009 has become the College of Industry IV Month 12/2004 is upgraded to the University of Ho Chi Minh City
The school has 5 campuses: Ho Chi Minh city, Bien Hoa, Quang Ngai, Thai Binh, Thanh Hoa It has over 80.000 students in undergraduate, college, technician training programs About 10.000 students graduate and work for domestic companies every year The schoo has 1.200 lecturers, 300 lecturers invited from prestigious schools The school
is in cooperation with developed schools in the world suc as Canada, Australia, The United States, Taiwan, and China

entire management system training, financial management activities and contact
information are applying information technology The school is currently operating

ability to provide services university education and vocational training meet the training
needs of industry and community The school will go in applying new technology, new

TRAINING PROGRAMS
Every years, HUI offers five full-time transferable training programs where the
students may skip some subjects they have already learnt at the lower levels These
training programs are:
Vocational technican:
The program is for high school graduates After the duration of 2 years, the
students are qualified as skillful technicians with professional rank at 4/7 By then, They
may get a higher education at vocational or professional college training programs in the
same training areas
Technician:
The program is for those who are high school graduates After the duration of 2
years for senior high school graduates or 4 years for junior high school graduates, the
students are trained as skillful technicians They may transfer to college training program
in the same training areas The additional time is 1.5 years
College and vocational college:
The length of courses on the program is 3 years The students who have finished
the program are granted diplomas or vocational diplomas Any graduates who got fairly
good grades are permitted to take an entrance exam to undergraduate training program in

The length of the courses on the program is 4 years The students who finish the program are conferred Bachelor of Science or Bachelor of Arts (B.A) The students with fairly good and good study records may take an entrance exam to post-graduate training program in the same training areas
Postgraduate:
The length of the courses on the program is 2 years The students who have finished the program will be conferred Master degrees
Physical education ciriculum for each program
Undergraduate training program: 150 periods
Include: 90 compulsory periods (30 periods for theory, 60 periods for practice) and 60 periods for option
College training program: 120 periods
Include: 90 compulsory periods (30 periods for theory, 60 periods for practice) and 30 periods for option
Vocational college training program: 90 periods
Include: 60 compulsory periods (15 periods for theory, 45 periods for practice) and 30 periods for option
Technician training program: 60 periods
Include: 45 compulsory periods (10 periods for theory, 35 periods for practice) and 15 periods for option
Vocational technican training program: 40 periods
Include: 30 compulsory periods (5 periods for theory, 25 periods for practice) and 10 periods for option

At the Age of students at universities (from 18 to 25 years), besides studying, they also need to join in sports activities to strenghthen their health and relax after school In addition, some students want to exercise to enhance sports performance through competition in the student awards, the city championships, and national championships to assert their capabilities
Thus the establishment and operation of sports clubs in universities is essential for the training objectives of our country in this period
Depending on the conditions of each university about grounds, teachers, coaches , each university will open sports clubs with different sports to match the interests of students and attract student to practice regularly as many as possible
With the process of teaching physical education for over 20 years and now I'm teaching physical education at Ho Chi Minh University of industrial (HUI) HUI is striving for an international quality university by 2020
Ho Chi Minh University of Industry committed to building a cultural environment with modern teaching and learning, gives students an advanced education and training of bachelors, engineers with talented, progressive, full of bravery and full health to meet the labor needs of the society
To train and provide human resources for the current society, physical education task to improve the health of students is very important and indispensable in training at universities Besides practice sports regularly to improve health for learning, labor, and sport also create a healthy playing field It is useful for students, pushing back the social evils in environmental education Sport activities also form virtuous character for students such as perseverance
During the developing period, society is gradually renewing, tasks of health education for youth is the most important, especially in universities So I chose the subject: "Study the feasibility of building and developing sports club for students at Ho Chi Minh University of Industry.”
I hope this topic will contribute a small part in the task of training comprehensive human resources for developing society in current period

1.3.1 Study Sport Practicing Needs of Students
In this study, we will find out the situation in practicing sport before and after entering Universities Student is awareness of practicing sports Study Students needs of practicing sports and Physical Education Which sports are Students interested in? Difficulties and advantages of students when they practice sports in their university’s sports clubs From that, find the ways to make the best condition to attract students in the fresh, useful playground It is not only to improve their health but also avoid the evils
of society Thus, to promote the university‘s target: trainning human resources professional and comprehensive, ethical and health to meet labor needs in society
1.3.2 Study if current Physical education Cirriculum is suitable for students
Collecting students their opion is about Physical education cirriculum Then choose the suitable content to teach So it makes Students like Physical Educaton and stimulates sports spirit for students
Educating awareness of praticing sports for students to enhance health for study and labour Atracting students are in sports acticities by modifying Physical Education cirriculum to appropriate students’ age
1.3.3 Study Students’ Needs of Sports Club
Studying Students need of practicing sports and Physical Education Rely on that, investing in sports club and making the best condition for students to practicing regularly
in sports club Thus, there’s a plan to selecting athlete for university team to attend student sport awards

1.4.4 Study level of satisfactory of students to sports club’s activities: play yard,
trainers, equipment, time, school fee… And it’s important to if students agree with the new model of sport activity of Ho Cho Minh University of Industry
1.5.2 Limitation:
Because Ho Chi Minh city university of Industry is very big, there are campuses at three areas in Vietnam (North, Center, South) with over 80.000 students The research has just studied at Campus 1 in Ho Chi Minh City with the number of student about 30.000 students, so we have just studied a part of students at Ho Chi Minh City university of Industry
In Vietnam, the developing of culture, economy, society is not equal So the topic
is just suitable to students in Campus 1 (Ho Chi Minh City)

of physical education in universities: - Exercise regularly to strengthen the health response to the study, labor Create a healthy playing field, useful for students to decrease social evils in the education environment Detection of talents is fostering sporting talent for the country Improve; enrich the quality of lecturers, trainers at HUI And the most important is to contribute to the training of human resources with professionals, moral quality, and fullhealth to meet labor needs in society

The current status of sport movement in Vietnam, especially with the youth audience in big cities such as Ho Chi Minh city, Hanoi, Haiphong, Danang, Cantho…Growing social demand for more health is valued, so that training needs of the people as sport is concerned In larger cities the influence of social environment so young people are easily tempted by the social evils, so society should be active and useful applications that election is to create healthy playgrounds to involve youth in the sports movement to promote health, prevent the social evil
In the period of renewing and developing, Vietnam requires the suitable labour resource to fit the development The labour force with regular training from universities is the most important force The duty of universities is to train the perfect human resource

In fact, at universities nowadays, physical education is not to promote all of its funtions because of many reasons:
- Lack of yards, tools, trainers, coaches…
- The cirriculum is not appropriate to students’age
- The period for Physical education is too little
- Sport playground for students have not been got attention
So students do not have conditions to practice regularly to enhance their health
School Sport is a favourable and potential environment to detect and foster talents of
sport for the country Developing school sport in the direction of reform is to improve the quality of physical education periods in both curricular activities and extra-curricular activities
To promote socialization and professionalization, enlist social resources to build and develop sport in schools and universities
Enhancing cooperation and international exchanges on sports in schools, contribute
to improving the status of sport in Vietnam to the World and the region
Therefore, promoting the functions of physical education in university is so essential

From the strategy of Ho Chi Minh city University of Industry, we clearly see that the goal of training in university is to create the comprehensive human resource of physical, intellectual, moral and cultural to serve development demands of society In which, the goal of strength training is an indispensable part Therefore, in the theme, the author wants to suggest the best solutions for students to get conditions to pratice regularly, enhance health to meet the goal of training comprehesive human resource in university
To do that, we have to test the input stage, training process, and output result to find out the shortcomings during the training to improve health for students From this propose solutions
Input is the standards related to Students admission to universities With initial
health at admission (Have they ever played sport? Which level are they? Health status?), the initial health of students is good; it means the quality of physical education is high So
if there are conditions to practise regularly, playgrounds, equipments, suitable traning program, good teachers, good coaches, they will positive impact on quality of students’

The process includes the standards relating to training conditions:
- Material facilities: playground, equipment,
- Trainers, coaches
- Time for studying physycal education in curriculum, the time for practicing extra- curricular activities
- The most important is condition to practice sport regularly
If we consider that sport activities are necessary, the effect of improving students’ health will be higher It means the output will be much more qualified (of health)
With appropriate training program of Physical Education, health practice activities are held regularly It is sure that after graduation, students will have the best physical strength
to serve labour demands of society

- First, satisfy the demands and the aspirations of individual about knowledge in order to they can exploit their potential theirselves, and contribute to society

Ho Chi Minh City University of Industry has tested the new training model as following:
1 When students enter the university, they can choose a suitable Sports club,
practice to raise achievement, get the final checkpoint to replace for the checkpoin of physical education
2 The sport - level students are selected directly for the university’s Sport Team
and get priority marks for Physical Education

In the spirit of document 6290 of Ministry of Education and Training about organize to deploy socialize in education and training field: to create conditions for students practising regularly to enhance their health for studying and working, universities need to set sports club by self-finance and sport club fee from students (this fee must be consistent with the ability of students)
The goals of sports club for students are:
- Make conditions for students to exercise regularly to strengthen the health for needs
of training comprehensive human resource
- Detection of talents, fostering sporting talent for the country
- Improve training level and promote abilities of trainers, coaches who are working at the universities
