1.5.1 C-TPAT

Customs Trade Partnership Against Terrorism (CTPAT) is but one layer in U.S.Customs and Border Protection’s (CBP) multi-layered cargo enforcement strategy.Through this program, CBP works with the trade community to strengthen internationalsupply chains and improve United States border security CTPAT is a voluntary public-private sector partnership program which recognizes that CBP can provide the highestlevel of cargo security only through close cooperation with the principle stakeholders ofthe international supply chain such as importers, carriers, consolidators, licensed customsbrokers, and manufacturers The Security and Accountability for Every Port Act of 2006provided a statutory framework for the CTPAT program and imposed strict programoversight requirements

3 Dragon Fruit Grade and size

3.1 Fresh Vietnam dragon fruits are sorted into 3 grades:

Grade 1: outstanding quality for exporting with the defecting surface is less than 2

cm2 The green skin is not acceptable This grade can be exported by air, by sea or bytrucking

Grade 2: good quality for exporting with the defecting surface is about 2-4 cm4.

The green skin is acceptable This grade can be exported by trucking (to China) forlocal market, because of short shelf life

Grade 3: not good quality with virus, bacteria on the skin This grade is left at

dragon fruit farms when harvesting or left at dragon fruit packaging stations whensorting

3.2 Dragon fruit sizes

Small size of dragon fruits : 300 – 450g per dragon fruit

Requirement for export Dragon Fruit to USA:

The Dragon fruit from Vietnam or any other Food/Fruits that are in need of Import tothe USA have to be transported through commercial channel

Prior Notice of Import Shipments - The FDA must receive prior notice of eachshipment of food entering the United States This notice must include a description of thegoods, the manufacturer and the carrier, the grower (if known), the country of origin, thegoods to be shipped from, and the expected port of entry

The dragon fruit must be grown in area that the USDA (United States Department ofAgriculture) has given its code called “farming code”

To ensure that pests of quarantine significance do not enter the United States, APHISpreclearance officers in Vietnam will inspect dragon fruit shipments for pests prior to

their export If there are no pests present, the fruit will be treated with specified doses of

irradiation at an APHIS-certified facility prior to export If, however, APHIS officers findlive pests during a preclearance inspection, the shipment will not be eligible for treatment

or export to the United States

Dragon fruit must be packed in insect-proof boxes and safeguarded after treatment toprevent the risk of subsequent pest infestation The fruit must also be accompanied by a

phytosanitary certificate issued by the national plant protection organization (NPPO) of

Vietnam with additional declarations certifying that the fruit’s treatment and inspection

were completed in accordance with USDA regulations

• PPQ Form 203—Foreign Site Certificate of Inspection—signed by an APHISofficer in the exporting country

• Phytosanitary certificate issued by Vietnam’s NPPO certifying that the shipmenthas been treated

be imported into the United States

If these entry requirements are not met, the shipment will be prohibited entry Inaddition to verifying the accompanying documentation, CBP inspectors may furtherinspect precleared commodities at the port of fi rst arrival

 Brand of the product

A declaration, commitment that the following information is correct and signed byauthorized party to apply the Prior to Notice

Any facilities that are outside the US Borders have to assigned a representativecompany in the US

1 PROCESS OF HARVESTING, PRELIMINARY TREATMENT, STORAGE

DRYING FRUIT

Explanation for process of harvesting, preliminary treatment, storage

Stage 1: Fruit of dragon fruit is not a respiratory mutation, so harvest the dragon fruit when it

reaches the appropriate age, about 30-34 days after flowering fruit, fruit peel has turned redcharacteristic, fruit quality reach the highest

Dragon fruit has big size and great amount of water so it should be carefully collected,placed gently in the containe, avoid strong impact to scratch, stamping fruit; It is easily damagedduring preserve

Stage 2: Preliminary classification at field

We must choose fruits which are in equal size and age, and esspecially Dragon fruit must

be no defects, no pests and insect stains, no mechanical damage

Stage 3: Classifying according to the standards of consumer markets (in the warehouse).

Classified according to American standards.Thanh long được phân làm 3 loại:

 Class “special”

Dragon Fruit of this class must have the highest quality We must characterize eachdifferent varieties and / or commercial category; no defects, except for very small defects on thesurface but does not affect the overall quality and bonded

 Class 1

Dragon under this class must be in good quality We must characterize each different varietiesand / or commercial type, allowing:

- Slight defects in shape

- Slight defects in the peel but not more than 2 small green spots and a total kill insects bydisability area should not exceed 1 cm2, no fungus

In all cases, the defects not affecting flesh and not affect the overall quality and bonded

Class 2

Class 2 includes dragon which does not meet the requirements of the above type levels, butmust meet the general requirements specified and allows defects on the surface of a total area of disability but not exceed 2 cm2, no fungus

Stage 4: Wash fruit

- Wash fruit (with fresh water) When wash gently, avoiding breaking dragon fin

Stage 5: - How to soak:

+ Soak fruit in a solution of the drug at a concentration of 500 ppm Benomyl about 1 minute totreat fungal diseases

+ Soak dragon fruit in 200 ppm chlorine solution for about 3 minutes or embedded ozone solution

to prevent bacteria and extend shelf life

Stage 6: Drying Dragon Fruit (at room temperature)

After washing dried fruit to fruit hips to the downstream processing with high efficiency.Dried at normal temperature (room temperature) until the result is no longer standing water on thesurface Ventilators can be used for drying fruit but not dried thoroughly too, the fruit fins willwither

Stage 8: Packaging and labeling

Placed in thick cartons, wrapped in a GreenMAP wrapped atmosphere wrapper to keep thefruit fresh longer Note that we mustn’t accept no more than 3 layers of fruit

Step 2: Registered for Phytosanitary

Shippers or Authorized 3rd party must apply for quarantine before take-off time atleast 1-2days

Documents include:

 Commercial contract (Obligatory), Invoice, Packing list, AWB (ifpossible)

 Phytosanitary certificate Registration

 Authorized paper ( in case 3rd party)

 Sample of goods

- If the Sample can be delivered to National Plant ProtectionOrganization, Reception Dept will check Documents alongside with thesample and if valid Reception officer will sign and give back the ReceptionNumber

- If the Sample can’t be delivered to National Plant Protection

Organization, the Reception will transfer the files to Supervisor at SCSC.

The Supervisor team will physically check the status of the goods and shallgive back the Reception Number

After that, begin to declare information via website of National PlantProtection Organization (address clearly Shipper’s name, Consignee,

Weight, etc.) Within 24 hours, Quarantine agency will send back 1draft ofPlant quarantine Cert through mail of Shipper or Authorized party

Step 3: Apply full documents to get quarantine certificate

Apply the draft verified by shipper If want to fix anything, write directly onto thedraft and apply

Go to the Accountant office to complete charges duty according to the weight andthe type of goods

Apply fully prompted documents to Reception office in PPD

Documents include:

 1 draft, verify with Shipper

 Reception code with signature of Supervisor and Reception officers

 Plant Quarantine Registration certificate, Contract

 AWB contains the accurate information and verified by the Shipper

In case of fully and prompted documents, the Shippers shall get the Certificate inaround 2-3 hours And for not fully and prompted documents, Shippers and Authorizedparty shall have rights to modify
