Abstract Management o f land is one o f the very imporlant tasks and a challenge for govemments
at all leveỉs In orđer to do a good land management vvork, many diíĩerent Instruments are needed,
including maps
Presently, cadastral, land use and land use planning maps provide necessary ỉand iníbrmation
for diíĩerent users Thcse information necd to be uploaded on the Internet to íacilitate theừ access and use In ordcr to support this task, the establishment o f websites and electronic maps on land
iníormation is necessary Electronic atlas vvith abiỉity o f storing data in digital format, managing data by a database management system wiỉl allovv to rapidly execute the data for determination of geographical coordinates, distance, perimeter, land cell area and other necessary inĩormation The distribution o f electronic atlas on internet also aỉlovvs the access and search of the objects with given parameters
This article addresses the use o f cartography, GIS and Multimedia technologies to establish thc electronic atlas supporting-land management in Hanoi It is the experiments o f establishing and uploading electronic atlas to Web The Atlas vvith iníòrmation on land administration, land use and land use pỉanning at district level is a usefuỉ instrument for the use and management o f land by citizen and land management organizations

a d v a n ta g e to rclocate industrial zones to sites
w ith suitable e n v iro n m e n t and landscape
M oreover, by r e d u c in g pressure o n land prices,
in v e stm en t e n v iro n m e n t will be more
c o m p e titiv e d u e to the red u cin g cost in land
investment
Hovvever, afte r the borders ha ve been
e x p an d e d , H anoi will also encounter m any
difficulties in m a n a g in g and operatin g its
political, e c o n o m ic , cultural and social systern
In o rg a n iz atio n al structure, H anoi also has lo
facc w ith a n e w , larger and m ore com plex
system b o th in scale a n d lcvel
W ith a r c la liv e ly larg c a rc a o f 3 3 2 4 ,9 2 km 2

in H anoi city is a practical task, vvhich can solve

land today

T h e E lectro n ic Atlas for H anoi land
m a n a g e m e n t is built to m eet the íbllovving
objectives:

c u rren t land u s e and land usc p lanning o f Hanoi
at 3-level: City, Districts, C om m unes and Town + P r o v id in g to o ls to facilitate quick
in form ation search + S u p p o rtin g form at for use on com puters
a n d on th e nctvvorks (L A N and W A N ) o f the
H a n o i city

m a n ip u lated , a n d m a p p e d to facilitate decision-
