PREAMBLE

1 Reasons for choosing topics

Theoretically, the uniqueness of the state organization and the democratic

centralization principle in the organization and operation of the Vietnamese state apparatus put the city government under the central authority in a dual relationship : dependent and autonomous Meanwhile, many theoretical issues dealing with the relationship between the central government and local governments in general and centrally-run cities in particular have not been clarified, making it difficult to decentralize state management between with central government with municipal government

In terms of institutions and policies, although the Party's policy and the State's

policy is to increase the decentralization of state management to the municipal government, but The legal regulations on this issue are lacking and weak, not synchronous, unified, not meet the requirements of practice; it has not become a strong enough legal and policy system to regulate the decentralized contents of state management between the central government and the municipal government From the shortages and shortcomings of the policy system, the law requires completing and enhancing the legal status of decentralization between the central government and the municipal government

In practical terms, centrally-run cities are major political, cultural, economic

and commercial centers of the region and the country; is an important driving force for economic growth of the region and the country Meanwhile, the decentralization

of central state management to the city government under the central government is still spreading, not reaching a suitable authority for the centrally-run city with good urban management with specific characteristics In particular, three areas need to be decentralized in focus and comprehensive, but have not been given adequate attention such as:

i) Decentralization of state management on socio-economic development planning and plans: Planning and planning work (including formulation, implementation, monitoring and evaluation of plannings and plans), as an important state management tool, there are still many shortcomings before the demands of reality in centrally-run cities Therefore, the determination of the authority and responsibility of the central and municipal governments directly under the central government; at the same time, to strengthen decentralization of central state management over municipal administrations under the central government in formulating socio-economic development plannings and plans of urgent socio-economic significance

ii) Decentralization of state management on the state budget: The authority to decide on the state budget of the local government, especially that of the municipal government, is limited, passive, overlapping in many legal provisions The current state of state budget management decentralization poses an urgent and important requirement to continue to strengthen the decentralization of state budget management for centrally-run cities

iii) State management decentralization on organizational apparatus and civil servants: Over 10 years of implementing the Government's Resolution on

decentralization between the Government and provinces and centrally run cities, organizational apparatus management and civil servants have achieved important results, contributing to streamlining the organizational structure, improving the effectiveness and efficiency of state management; to build a contingent of qualified and capable cadres and civil servants to ensure the performance of public duties However, besides the achieved results, there are still many difficulties and problems

Stemming from the need to perfect theory, institutions, policies and meet the

requirements of practice, the author chooses the content: "Decentralization of state

management between the central government and the municipal government" as a

research topic of the thesis

2 Purpose and mission of the study

2.1 The purpose of the thesis topic

The purpose of the thesis is to study the theoretical and practical basis in order

to propose directions and solutions to enhance the decentralization of central state management to the municipal government

2.2 The mission of the thesis topic

To accomplish the above purpose, the topic performs the following tasks:

- Clarifying the scientific basis of the decentralization of state management between the central government and the municipal government;

- Analysis of the current decentralization status of the central government to the current central city government on 3 basic areas: Decentralization of planning management, socio-economic development plans; decentralization of state budget management; decentralization of management, organizational apparatus and civil servants;

- Proposing directions and solutions to enhance decentralization of the central government to the municipal government

3 Object and scope of the study

About research space: The research topic is from the central government to the city government directly under the central government, including between the central government and the government of Hanoi Capital, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho The selection as above is to ensure the appropriate scale, representativeness, research sample, study area, and characteristics of the urban areas in each region

in three main areas: Decentralization of state management in planning and plans of social economic development; Decentralization of state management on the state budget; State management decentralization on organizational apparatus and civil servants

4 Research methodology and methods

4.1 Methodology

Research topic is based on the methodology of Dialectical Materialism and Historical Materialism; Party's viewpoint on state management decentralization; the theories of organization, decentralization, and decentralization in public management science

4.2 Research Methods

- Method of studying secondary documents: This method is used to collect,

exploit and synthesize information from published sources related to the research topic Methods of collecting information, secondary documents are implemented from the beginning of the concept of the research to the end of the dissertation's product

- Historical - logical method: has been used in studying the process of state

management decentralization between the central government and the government

of provinces and centrally run cities in Vietnam so far, putting the research in association with specific historical circumstances and conditions Logical methods are shown throughout the research process and dominate to choose the content, the overall structure as well as handle each specific problem of the research object to draw the nature and phenomenon; inherit the rationalities in the process of implementing central state management decentralization over the centrally-run city

- Questionnaire investigation method: The author builds a survey to collect

information, data including a system of hypothetical questions according to the plan suitable for the research objectives, to demonstrate and assess the state management decentralization between the central government and the municipal government under the central government The post-processing results are used in analyzing, illustrating, and evaluating the state management decentralization between the central government and the municipal government according to 03 identified areas

in the research content

- Inductive, interpreting and synthesized method: is used after collecting all

documents and data related to the research content in order to complete the research report of the thesis

- Interdisciplinary research method: The author of the thesis is always aware

that each method and technique used needs to be suitable for each specific research content and must be placed in overall relationships in order to be able to see objectively and comprehensively the whole process of decentralization, from the Party's policies to the state system of institutions, policy tools; from the current situation and requires continuing to strengthen decentralization of state management

5 Research questions and scientific hypotheses

5.1 Research question

(1) What is the scientific basis for the implementation and enhancement of central governance decentralization between the central government and the municipal government?

(2) What is the current state of decentralization between the central government and the municipal government?

(3) What solutions and recommendations need to be proposed in the coming time to strengthen the decentralization of the central government with the municipal government?

5.2 Scientific hypothesis

If the municipal government is not fully decentralized by the central government, the conditions for exercising authority will decrease the effectiveness and efficiency of state management in the centrally-run city; at the same time, inhibiting the dynamic and creative development in all aspects of the centrally run city

6 The scientific and practical significance of the topic

6.1 Contribute scientifically

The research topic has contributed to providing a scientific basis for the formulation and implementation of central decentralization policies and guidelines with the municipal government

6.2 Contribution to practice

- The research results of the topic can contribute to perfecting the institutions and policies on decentralization, especially the decentralization of state management between the central government and the municipal government

- The topic contributing to the assessment of the state management decentralization between the central government and the municipal government from the practice of 4/5 centrally-run cities in 3 basic areas is decentralization planning management, socio-economic development plans, decentralization of state budget management; decentralized management, organizational apparatus and civil servants

- The topic contributes to suggesting directions and solutions to enhance the decentralization of central state management with the municipal government in the direction of improving state management efficiency; further promote the autonomy and self-responsibility of the municipal government under the central government -

In addition, the results of the topic can be used as a reference for the municipal government to set out management policies and guidelines in the context of promoting decentralization as currently

7 New contributions of the thesis

The research results of the thesis topic have made new contributions:

- The topic has clarified and identified tools and concepts related to research issues such as: the concept of central government, central government in Vietnam,

local government, decentralization between the central government and the municipal government under the central government

- The topic outlines and explains the principles, meanings, subjects and contents of decentralization, the form of decentralization, factors affecting the decentralization of state management between the central government and the municipal government

- The topic uses questionnaires to collect primary information from research subjects who are civil servants of 4/5 centrally-run cities to analyze and assess the current state management decentralization between the central government and the city government directly under the central government

- The topic proposes directions and solutions associated with the specificity of centrally-run cities in order to enhance decentralization of state management between the central government and the municipal government

8 The Structure of the Thesis

In addition to the introduction, conclusion and list of documents, the thesis is structured into 4 chapters, in which: Chapter 1 gives an overview of the research situation related to the decentralization issue; Chapter 2 analyzes the survey results and assesses the decentralization situation between the central government and the municipal government; Chapter 3 proposes solutions and recommendations to strengthen decentralization between the central government with current municipal government

Chapter 1 OVERVIEW OF RESEARCH RELATED TO THE THESIS TOPIC

1.1 STATE MANAGEMENT DECENTRALIZATION WORKS

1.1.1 The research works on general theory of state management decentralization

The research works on decentralization are quite complete and elaborate In this direction, many domestic and foreign authors have published many theoretical works to serve as a scientific basis for the thesis topic

1.1.2.1 Decentralized research works on regulations plans, plans

The research on decentralization of state management on planning is quite modest In the thesis, only research products of domestic authors can be accessed, but it is still incomplete
