Research objcetive: Proposing the major solution to strengthen the activities of the EOD CPGO in communes, wards and towns in Hung Yen province nowaday. The activities of the EOD in the communist party grassroots organizations in communes, wards and towns in Hung Yen province. The datas, documentation, investigations, surveys from 2008 to the present.

The thesis focuses on investigation, generalization, interpretation of the concept of democracy, EOD  in communes, wards and towns in Hung Yen province; aslo focuses on the concept, content, operation methods, the evaluation criteria, the issue of principles for the operation 

of the EOD in CPGO in communes, wards and towns in Hung Yen province; in order to assess the situation, indicate the causes, draw some experiences   and   propose   some   basic   solutions   to   strengthen   the operation  of  CPGO in EOD in communes, wards and towns of Hung Yen province nowaday. This is an independent reaseach of the authors, not overlapping with any published scientific work

2.  Reasons   for   choosing   topic   of   the   thesis  Expanding   socialist democracy   and   promoting     the   people's   right   to   mastery   are   the   goal, motivation that ensure the victory of the revolution, of the renewal process. Our Communist Party has confirmed that the   important and immediate urgency thing is to promote the people's right to mastery at the grassroots level which is the direct implementation of all guidelines and policies of the Party and the goverment and also is  need to make democratic rights of the people directly and most widely. Thus, democratization of social life has become the core issue and the most important thing of comprehensive reform strategy in our country nowaday

The     Communist   party   grassroots   organizations   plays   an   very important role in government leadership, National Front, the political organizations ­ social and people organizations to effectively realize the 

democratic rights of the people in basis,  contributing to the victory target:   rich   people,   strong   country,   democratic,   fair   and   civilized.         Based on the implementation of Directive No. 30 / CT­TW of the Politburo   (Session   VIII)   on   the   construction   and   implementation   of democratic regulations at the grassroots level, more than 10 years, the committees, authorities, National Front and mass politics ­ society of all levels   have   many   guidelines   and   measures   leading,   directing   and implementing,   widespread  Regulation   grassroots   democracy  basis, obtained many important results, contributing to stabilizing the situation 

in   each   locality     However,   working   on   the   implementation   of grassroots  Regulation   grassroots   democracy  still   revealed   many limitations   and   weaknesses   The   main   cause   was   the   ineffective operation of  CPGO, responsible of leading and incomplete directing of some party committees, governments, National Front, political­social organizations

Recognizing   the   important   role   of   CPGO   in   leadership   in implementing   grassroots   democracy,   over   time,   the   CPGO   in communes, wards and towns Hung Yen province have a great lead to benefit   rights   legitimate   people   in   construction,   economy   and   local socity development 

However, the EOD in communes, wards and towns in Hung Yen province still has some certain restrictions, even that some local were still   in   social   frustrations,   the   "hot   news"   ,which   would   affect   the relationship   between   the   Communist   Party,   government   and   people. Thus, It requires that CPGO wards and townships have to strengthen democracy in the Party, spread the democracy in the society, promote the strength of the entire people, successful realization of the goal of economic development ­ in local society. Therefore, researching the activities of CPGO in EOD in communes, wards and towns in Hung Yen is significant nesscessary pratical thing, also is very   basic and urgent now. 

According to those basic reason, the author chose   "Activities of  the 

communist party grassroots organizations in EOD in communes, wards  and towns in Hung Yen province nowaday " as the topic of thesis.

4.2   The   focuses   problem   to   solving   of   the   thesis Through an overview of the research problem posed theses issues   should continue to be settled as follows:

Firstly, the thesis will focus on clarifying the basics content of EOD in communes,   wards   and   towns   in   Hung   Yen   province;   clarify   concepts, contents, methods, criteria and issues of principles for the operation of the EOD in CPGO in communes, wards and towns in Hung Yen province.Secondly, the thesis analyzes, assessing the situation, indicating the cause, draw some operational experience of CPGO in implementing democracy   in   communes,   wards   and   towns   in   Hung   Yen   province.       Thirdly, the thesis proposes some basic solutions to strengthen

The   political   system   in   communes,   wards   and   towns   was established under  the  provisions  of   the  Constitution of   the Socialist Republic   of   Vietnam,   including:   Organize   parties,   local   authorities, National Front, the political ­ social organizations  working under the leadership of the Communist Party and the Goverment management, the owning of the people. 

Implementing   the   resolution   at   its   10th   session,   the   IXth   National Assembly, Hai Hung Province is divided into the provinces of Hai Duong provine and Hung Yen provine. On 1st January 1997 in Hung Yen Province was re­established, with an area of 923.09 km2 naturally; Population of 1,116 thousand ones (2014), with 10 district­level administrative units, 07 wards, 09 towns and 145 communes and 851 villages
