In the context of the development of science and technology,international integration and the 4.0 revolution, the role of educationand training in general and vocational education in particular isextremely important Developed countries in the world all invest ineducation and training to create high quality human resources for thegoal of sustainable development In the strategy of human resourcedevelopment, vocational training plays an extremely importantposition in creating a contingent of skilled technical workers withoccupational skills and attitudes to meet the requirements of labor insociety The Law on Vocational Education 2014 affirms: "Developing
an open, flexible and diversified vocational education system in thedirection of standardization, modernization, democratization,socialization and international integration "
Phu Tho province has focused on directing the expansion ofcareer structure, developing training scale, ensuring quality andeffectiveness of vocational training, and meeting local humanresources needs However, the province's vocational educationteachers have not yet met the requirements of vocational training.Therefore, the development of vocational education teachers inaccordance with professional standards is an urgent issue
Up to now, there have been many researches on the development
of vocational education teachers, but there has not been any research ondeveloping vocational education teachers in Phu Tho province inaccordance with professional standards
Therefore, we choose the topic: "Developing teachers ofvocational schools in Phu Tho province in accordance withprofessional standards" for the research
2 Aims of the research
- Study the theory and current situation of vocational teacherdevelopment at vocational schools in Phu Tho province;

4 Scientific hypotheses
If measures are proposed to develop vocational educationteachers in the direction of standardization based on the theory ofhuman resource management, a team of vocational educationteachers will be built, meeting the criteria of professional standards,which will contrbute to improving the quality of vocational training,meeting the current human resource requirements of the country

7.1 Research methodology
The study is based on dialectical materialist and historicalpoints of view; basic views of Marxism-Leninism and Ho Chi Minh’sthought, including:

+ Test and experiment
- Statistics and information processing: Use mathematicalstatistics and SPSS 20.0 software to process and display surveyresearch results
8 The arguments to be defended
8.1 In the current period, developing vocational education teachers
in accordance with professional standards is an urgent requirementthat needs to be paid attention to by leaders in order to create aqualified teaching staff, which is consistent with the tendency ofteacher standardization in vocational education, meeting therequirements of human resource training for socio-economicdevelopment in our country

staff of vocational schools in Phu Tho Province is still limitedcompared to the professional standards
8.3 The measures which are proposed based on the theory of human
resource management and are suitable with the local reality have highnecessity and feasibility, meeting the requirements of standardisingvocational teachers in Phu Tho Province today
9 New contributions of the thesis
9.1 Theoretical contributions: The thesis has clarifed the theoretical
basis for developing the teaching staff of vocational schools inaccordance with professional standards to meet the quality requirements
of our country's human resources
9.2 Practical contributions: The thesis has analyzed the reality of the
teaching staff of vocational schools in Phu Tho province today compared
to the professional standards The proposed measures help develop theteaching staff of vocational schools in Phu Tho province in thedirection of ensuring professional standards

1.1.1 Studies in the world
1.1.1.1 Research on developing the teaching staff of vocational schools
Improving the quality of teachers is a matter of research andinterest by scientists and educational experts However, there has notbeen a specific research on developing vocational education teachers;there have been only a number of researches on teachers and teacherdevelopment in general
1.1.1.2 Research on developing vocational education teachers in accordance with professional standards
Studies in the world about developing vocational educationteachers in particular show that: (1) The quality of the teaching staffalways determines the training quality of educational institutions andthe quality of students (2) Retraining to develop teachers is considered
an important task of state management levels (3) Teacher professionalstandards of all levels of training are determined as a basis for teachertraining and retraining (4) All countries have appropriate policies tosupport the improvement of knowledge for teachers and training ofteachers of educational and training institutions

In our country in recent years, many research topics and projects
on development of teachers and vocational education teachers have beenand are being applied in practice The research has addressed manyissues in the field of vocational training, offering many measures formanaging and developing vocational education teachers

The domestic and foreign studies, which have been approached
in many different directions and dimensions, are all concerned aboutthe aspect of educational management However, there is littleresearch on measures to develop vocational education teachers inaccordance with professional standards The researchers follow thefollowing approached:
1 Develop vocational education teachers to meet therequirements of fundamental and comprehensive renovation ofeducation and training in general and vocational education in particular
2 Study from the perspective of managing pedagogical humanresources of the school system to meet professional standards inorder to improve the capacity of teachers
3 It is necessary to study and propose a system of measures todevelop vocational education teachers in accordance withprofessional standards
1.2 Some basic concepts
1.2.1 Schools and vocational schools
Within this research topic, the concept of vocational school can
be understood as follows: Vocational school is a vocational educationinstitution at school or college level, located in the national educationsystem and tasked with training human resources directly forproduction, business and services, having professional capacitycorresponding to the training level, meeting the requirements oforganizations and agencies operating in all socio-economic fields
1.2.2 Staff and the staff of vocational education teachers
A staff is a group of people organized and assembled into a force
to perform one or more functions, having the same or different career butworking in the same organization and serving a certain purpose
The concept of the staff of vocational education teachers can
be understood as follows: The staff of vocational education teachers
is a collection of teachers tasked with teaching technical subjects,

1.2.3 Standards and professional standards of vocational education teachers
Professional standards of vocational education teachers arelegal documents defining basic requirements on political quality,lifestyle ethics, teaching capacity, educational capacity, etc forvocational education teachers to meet the requirements on goals ofeach training level

Development is the expression of change, the increase in bothquantity and quality of things, phenomena, and people in thecommunity and in society
1.2.5 Develop the staff of vocational education teachers in accordance with professional standards
Developing vocational education teachers in accordance withprofessional standards is the impact process of managers at all levels
on teachers in vocational schools through personnel planning,development planning, organizing and directing the works ofdeveloping, training, retraining, recruiting and remuneration,employing, screening vocational education teachers in accordancewith professional standards in order to well perform the functions andtasks of the school

a General tasks of vocational education teachers: According to theVocational Education Law, vocational education teachers have 10 duties
b Specific duties of teachers according to vocational traininglevel: Circular No 07/2017/TT-BLĐTBXH dated 10/3/2017

1.3.1.2 Occupational labor characteristics of teachers at vocational schools
a Position and function of vocational education teachers:
- Position: Vocational education teachers have a very importantposition in vocational education activities and determine the quality
of technical labor in society
- Functions: Pass on cultural knowledge and basic techniquessuch as graphics, technical drawing, electrical engineering andprofessional skills such as professional theory, skills, techniques forstudents; and have responsibility to educate ethical qualities, attitudesand behaviors to help students develop
b Labor characteristics of vocational education teachers
- The minimum level of vocational education teachers:education level: graduated from high school; professional traininglevel: graduated from university
- The training professions to train the staff of vocationaleducation teachers are in the fields of science and technology
- Modern knowledge and pedagogical competence play adecisive role in the operational capacity of vocational educationteachers
- Vocational education teachers must be proficient in usingmodern teaching technology

Leonard Nadle proposed a human resource management modelwith three main contents, including: developing human resource;using the human resources; create a working environment
Each model has its own characteristics in terms of content andmethods because of different approaches and each has certainadvantages when applied in each condition in practice However, theLeonard Nadle model shows that it is the most suitable for theapproach of researching and developing vocational educationteachers according to current professional standards in our country.Therefore, the study of applying the basic elements of the LeonardNadle model can be considered as the most suitable among themodels analyzed above
1.4.2 The purpose and significance of developing vocational education teachers in accordance with professional standards
- Develop the teaching staff in accordance with standards is tostrengthen the teaching staff to meet the requirements of increasingthe quality of vocational training
