On the way to strive to become an industrialized country towardsmodernization, to achieve the goal of "wealthy people, strong country,fair, democratic and civilized society", all resources, potentials andcreativity of the Vietnamese nation Men must be inspired and liberated.However, one of the key factors for the above goal is the quality ofhigher education (higher education) because in any historical condition,the university is always a fostering, creative and transferring the latestscientific and technological achievements (science and technology),being the leader in the training of a high-quality labor source for thecountry's industrialization and modernization process
Currently, the renovation of education in general, including thereform of higher education in particular is an inevitable trend of globalnature Those countries that do not innovate or implement unsuccessfuleducational reforms will lose their competitiveness in the internationalarena and become further lagged behind On the contrary, countries thathave been implementing radical reforms towards a dynamic, moderneducation are increasingly richer and richer
In Vietnam, after many years of efforts to reform and innovate, thecontingent of cadres and civil servants (officers and employees) ingeneral and the teaching staff (lecturers) in the university havedeveloped strongly in quality and quantity However, the quantity andquality of teachers at universities under the Ministry of Labor, WarInvalids and Social Affairs is still very limited Meanwhile, according toCircular 24/2015 / TT-BGDDT regulating national standards for highereducation institutions, Circular No 32/2015 / TT-BGDDT ondetermining enrollment targets for higher education institutions, Circular15/2014 / TT-BGDTT on regulations on master's degree training,Circular 09/2017 / TT-BGDDT regulating the conditions for openingdoctoral training industry, then lecturers of universities The Ministry
of Labor, War Invalids and Social Affairs has not met and it is moredifficult to reach autonomy in the upcoming years
Trang 5Thus, with the above urgent challenges at the universities underthe Ministry of Labor, Invalids and Social Affairs, the PhD student
has chosen the topic: "Improving lecturer capacity at universities
under the Ministry of Labor, War Invalids and Social Affairs Assembly" as a doctoral thesis This is really a topic that not only
makes sense in theory but is also very relevant to the reality posed tothe schools The results of this study will help universities under theMinistry of Labor, War Invalids and Social Affairs to developsustainably, by 2025, to achieve the level of joint development ofdomestic universities; by 2030, reaching the average level inSoutheast Asia
2 THE OBJECTIVE AND TASKS OF THE DOCTORAL THESIS
2.1 The objective of the doctoral thesis
On the basis of systematizing the theory and research of the situation,the thesis will provide some solutions to improve the capacity of lecturers
at universities under the Ministry of Labor, War Invalids and SocialAffairs until 2025, vision of 2030 The solutions given must meet therequirements to move towards financial autonomy in universities under theMinistry of Labor, War Invalids and Social Affairs and integration ofhigher education in the world
2.2 Tasks of the doctoral thesis
In order to achieve the above objective, the thesis should implementthe following research tasks:
Firstly, generalize the general reasoning issues about facultycapacity and capacity building of lecturers in universities Clarify theconcept of lecturers and concepts of competency, concept of facultycapacity and elements of faculty capacity;
Secondly, learn the skills of teaching and experences in somecountries around the world and draw lessons to supplement the capacitybuilding of lecturers in universities in Vietnam;
Thirdly, analyzing and assessing the situation and results achieved
in capacity building of lecturers at universities under the Ministry ofLabor, Invalids and Social Affairs, clarifying the influencing factors,limitations;

of lecturers at universities under the Ministry of Labor, Invalids and SocialAffairs to 2025, vision to 2030
3 RESEARCH SCOPE AND SUBJECTS
- About space scope: The thesis will limit investigation and datacollection on lecturer capacity and lecturer capacity improvement at 04universities under the Ministry of Labor, Invalids and Social Affairs
- About time period: The thesis will collect data on lecturer capacityand lecturer capacity improvement in the period from 2012-2013 schoolyear to 2017-2018; solutions for teachers to teach at universities under theMinistry of Labor, Invalids and Social Affairs to 2025, vision to 2030
4 NEW FINDINGS OF THE THESIS
4.1 New theoretical findings
The thesis will systematize the theoretical basis of capacity andlecturer capacity improvement in universities
From the experiences on lecturer capacity improvement of somedeveloped countries in the world, the thesis will draw some valuablelessons to apply to improve the lecturer capacity in universities inVietnam;
4.2 New practical findings
The thesis will assess the actual situation of faculty capacity andcapacity building of lecturers in universities under MOLISA, showingthe limitations and causes of these limitations
Research results of the thesis will be the basis for teachers torefer to and improve their knowledge - skills - attitudes In addition, it
is the basis for the Ministry of Labor, Invalids and Social Affairs andits affiliated universities to come up with policies to support the

5 CONTENT OF THE THESIS
In addition to the introduction, conclusion and references, thethesis consists of 4 chapters:

Chapter 3: Current situation of improving lecturer capacity at universities under the Ministry of Labor, War Invalids and Social Affairs Chapter 4: Solutions to improve lecturer capacity at universities under the Ministry of Labor, War Invalids and Social Affairs
CHAPTER 1: LITERATURE REVIEW AND RESEARCH
METHODOLOGY 1.1 LITERATURE REVIEW
Through an overview research, PhD candidate will clarify theresearched issues and find the gap in this field In the process ofapproaching previous research projects, PhD candidate generalized theresearch works related to the thesis topic in the following two groups:
- Firstly, the group of researches on the capacity of lecturers ingeneral
- Secondly, group of studies to improve lecturer capacity inuniversities
Through an overview of research materials on lecturer capacity andlecturer capacity improvement above, there is still a lot of room forresearch Therefore, the thesis identified research opportunities as follows:
- Firstly, in the above studies, there has not been anycomprehensive, systematic and comprehensive research on capacityand lecturer capacity improvement at the universities under theMinistry of Labor, Invalids and Social Affairs as the topic that theauthor's project has chosen Therefore, the establishment receivesresearch achievements, continues to add gaps, clarifies theoretical and
Trang 8methodological issues, evaluation criteria, analyzes and evaluates theactual capacity of lecturing capacity Capacity improvement solutionsfor lecturers at universities under MOLISA are very necessary andhave many practical implications.
- Secondly, the research data of the above studies are no longertopical, the proposed solutions may no longer be suitable to the reality
of Vietnam in the current period and difficult to apply for specificuniversities of MOLISA
- Thirdly, the researches to offer capacity improvement solutions forlecturers or the development of lecturers in universities have not giventhe reason why it is necessary to improve or develop Is there any benefit
to universities in terms of capacity building or development of teachingstaff? Will the capacity building process of lecturers in universities ingeneral, including universities under the Ministry of Labor, Invalids andSocial Affairs help these schools develop sustainably and help thematerial life of faculty members be raised?
- Fourthly, lecturer capacity improvement is not a one-time job, and
in the context of knowledge explosion today, this work should beconsidered as regular and continuous work of the whole system, eachschool, faculty and each lecturer Therefore, the study of the thesis of thePhD student not only makes sense both in theory and practical meaningfor universities under the Ministry of Labor, Invalids and Social Affairs tomeet the requirements of international integration
Rising from the above gaps, the thesis focuses on researching andanswering the following questions:
1 What is lecturer capacity in universities? What are the factors thatconstitute lecturer capacity in universities?
2 What are the factors influencing lecturer capacity improvement inuniversities? Can lecturer capacity improvement help universities todevelop sustainably in the context of international integration?
3 What is the current situation of lecturer capacity improvement inuniversities under the Ministry of Labor, Invalids and Social Affairs?
4 What are the solutions of lecturer capacity improvement inuniversities under the Ministry of Labor, Invalids and Social Affair?

1.2 RESEARCH METHODOLOGY
In order to successfully implement the research objectives setout, this thesis will apply a combination of quantitative methods andqualitative methods to study The qualitative research method is used bythe dissertation author to describe and analyze the characteristics ofcapacity and lecturer capacity improvement in universities Thequalitative method is done through the collection of data in the form ofdocuments and decisions (word data), thereby approaching the object ofthe study to draw conclusions for the thesis To conduct qualitativeresearch, the dissertation conducts discussions and exchanges directlywith knowledgeable experts on lecturer capacity improvement inuniversities Participants in the survey and direct discussion inqualitative research include 10 experts, who are leaders of universities orresearch institutes, education quality management department
Quantitative research was conducted through the use of Cronbachalpha coefficients to test the reliability of variables used to measurefaculty competencies as well as lecturers' capacity building Theobserved variables with correlation coefficient of total variable (Item-Total Correlation) of less than 0.3 will be eliminated and the standard forselecting scale with Cronbach Alpha is from 0.6 or higher In addition,with this quantitative numerical data, the PhD student will calculate theaverage indexes from which to assess the situation and provide solutionsfor lecturer capacity improvement at universities under the Ministry ofLabor, Invalids and Social Affairs
The goal of the PhD student is to receive a minimum of 61 answersfrom subjects who are managers, at least 92 answers from subjects who
do not hold positions and at least 100 students in any form to ensureensure the accuracy and objectivity of the research Assuming theresponse rate of the survey letters is 50%, the number of votes sent to the

CHAPTER 2: THEORETICAL BASIS OF LECTURER CAPACITY AND IMPROVING LECTURER CAPACITY IN UNIVERSITIES 2.1 BASIC THEORIES
2.1.1 Lecturer definition
In this thesis, the concept of "Lecturer" is construed as follows:Lecturers include highly qualified educators who are recruited andappointed to lecturers, lecturers, associate professors, professors in thepayroll of public universities and colleges training institutions or on the list
of full-time work at non-public university and college training institutions.Teachers have teaching functions research and dissemination of science,organizing pedagogical activities and self-fostering, contributing totraining students to become officers, engineers and doctors, to providehigh quality human resources for the community
2.1.2 Capacity definition
Within the scope of the dissertation's research, PhD student will rely onKSA model to approach the concept of capacity as follows: Competence isunderstood as an organic combination of knowledge, skills, and attitudes toimplement work or deal with a situation, certain state in life andprofessional labor under specific conditions and certain standards

on KSA model to approach the concept of capacity as follows:Competence is understood as an organic combination of knowledge,skills, and attitudes to implement work or deal with a situation, certainstate in life and professional labor under specific conditions and certainstandards
2.1.4 Capacity building of lecturers in universities definition
Capacity building of lecturers in universities is a change in thequality of lecturers' knowledge, skills and attitudes at two points in adefined time period that is large enough This qualitative change ismanifested in the following aspects: (1) The academic title andqualifications of lecturers have a change in the upward direction; (2) Thenumber of quality scientific research and technology transfer works oflecturers is increasing; (3) The proportion of qualified lecturers whenreferring to the standards of occupational competence framework isincreasing; (4) The material life as well as the spiritual life of thelecturers have been improved

Through the above HR management models, the author believesthat the advantages of each model should be applied to provide directionfor capacity building of lecturers in universities Specifically:
- According to the specific job analysis model of Rober M Noe andWayne Mondy, universities should also do this analysis because it is a veryimportant work and the most basic tool in every stage of human resourcemanagement This is the first step to develop human resources in anorganization Accordingly, human resource management needs two factors:
Firstly, job analysis: is that the manager must build a specific
system of work standards;
Secondly, transform work standards into management functions and
components
If applying this model of analyzing work to management inuniversities for lecturer capacity improvement, follow the below order:
Firstly, when implementing capacity building work of lecturers,
universities must conduct synchronously at all management functionsand must follow a process, in the order that its work requires Describethe work associated with the competency standard system (builduniversity faculty capacity framework) to implement the functions androles of teachers;
Secondly, put competency standards into the process of planning
recruitment; recruitment of personnel; training and developing humanresources; administering and implementing salary and remunerationregimes; building personnel development environment
- In order to apply the model of the American Human ResourceManagement Association to the lecturer capacity improvement inuniversities, it is necessary to document the capacity from which toanalyze the work according to capacity and then describe the job based
on capacity After that, this information is put into the management,planning, recruitment, system, and then developed and developed totrain lecturers

2.5.1 Experiences of some countries in the world
2.5.2 Lessons for Vietnam
From the experiences of developed countries, we can draw lessonsfor universities in Vietnam on lecturer capacity improvement:
Firstly, lecturers are always seen as factors that determine the
quality of education and training of each higher education institution.Wanting a good school requires good teachers Therefore, in order tobuild prestige, brand, ensure competitiveness in international integrationenvironment, Vietnam's higher education institutions need to pay specialattention to capacity building for teachers The first thing is to abolish the
"payroll" regime that has created the "averageist" ideology and ideology inthe faculty at public universities today The fact that universities soonapply the policy of teaching contracts in combination with the forms ofassessment, screening and pay according to capacity will createcompetition among lecturers, forcing each individual teacher to existenceand development must always consciously strive for capacity building toperform tasks to meet the requirements of renewing higher education Inaddition, the selection of lecturers in higher education institutions has adecisive meaning to the quality of the entire faculty The selection shouldhave common and unified criteria for universities throughout the country.Thereby, we need to move to a market for recruiting lecturers smoothlybetween universities in the same industry and sector The decision onrecruitment and scientific resume of the successful lecturer must bepublicly disclosed on the website of each university The process ofappointing lecturers' titles must be based on clear criteria, reflecting thequality of the honorable title Titles are a key position, not a function
Secondly, it is necessary to closely link the implementation of the
teaching function with the scientific research function of lecturers;linking scientific research activities of the school with productionpractices to improve applicability and attract funding for training.Universities need to strive for scientific research and technology transferactivities to contribute to improving the scientific level of lecturers,
