leadership of the armed forces in general, the military in particular must
go through many organizations, including the party organization system,political agencies and that is indispensable and objective; the system ofpolitical agencies always holds the position, the very important role inthe cause of construction and development, the victory of the military ofthe countries; at the same time, it affirmed: taking care of, building

Fifthly, the projects have evaluated the situation, pointed out the causes
of the advantages, limitations and drawn some valuable experiences inbuilding, fostering and improving the quality of officials The authorsanalysed the development of the situation affecting the construction ofpolitical staff in the military, deeply analysed and clarified the objectiverequirements of the military construction task, which poses an increasingdemand for the construction of the staff and training to improve the quality ofpolitical staff in the army On that basis, the authors have come up with basicsolutions to building and fostering and improving the quality of politicalofficials in the new period army
Due to the objects, approaches, objectives, research tasks of eachproject are different; no work has basically studied the system of theoryand practice and proposed solutions to build official staff of politicalagencies in Military Academies and Officer Schools in the VietnamPeople's Army from the perspective of an independent scientific work.However, the scientific works mentioned above have pointed out issuesdirectly related to the thesis topic It is an important material, practicalbasis to provide scientific arguments for the author to be able to inherit,continue to study and develop ideas of the works which announced butnot mentioned It has also successfully built the thesis of the right codesspecialized in building the Party and State Government
