1 Reason for choosing thesis topic

Through historical periods, the Communist Party of Vietnamhas always determined that mass mobilization is an important andstrategic task for the whole revolutionary cause of the nation and is aprerequisite to ensure the leadership of the Party, contributing tostrengthening and strengthening the close relationship between the Partyand the people In particular, during the renovation period, the Party andthe State had many guidelines and solutions on civil affairs, suitable toeach object and each field At the same time, the Party and the State alsoregularly renew the content, leadership methods, expand democracy, andpromote people's mastery as well as the State's role, The VietnamFatherland Front, mass organizations and armed forces in massmobilization activities have brought about practical results

The mass mobilization work of the Vietnam People's Army

is a part of the Communist Party's work of the Communist Party ofVietnam, which is a basic content in the party's work and politicalwork Effectively carrying out the work of mass mobilization is both

Military Region 1 is a location with a strategic positionparticularly important in terms of economy, politics, defense andsecurity of the country, with many ethnic groups and religions livingtogether This is a land with much potential and advantages, but alsomany potential instability factors, especially the frequent and fierceresistance of hostile forces to eliminate the leadership of the Party

and the socialist regime in our country The Party and the StateDeeply aware of the location, importance of strategic areas and thebuilding of the “battle of people’s heart” in Military Region 1

From 2003 to 2013, armed forces units of the First MilitaryRegion made many efforts in mobilizing the people to implement theParty's guidelines and policies and the State's law, making an importantcontribution to building and consolidating the great unity of the nation,winning the renovation, ensuring national defense, security, politicalstability, improving the material and spiritual life of the people in thearea However, mass mobilization work in the area of Military Region 1has revealed many limitations both in awareness and action, some unitshave not paid due attention to the public relations work, there is also adisrespectful expression of mass mobilization work compared to someother working aspects In the organization of the forms of massmobilization, some units have not really focused on the propaganda andmobilization of people to work and implement together, and contentand propaganda methods are still limited

Currently, in response to the requirements of the cause ofinnovation and international integration, the mass mobilization work

is setting new requirements to create consensus in the whole society,building close relationships between the army and the people Alongwith that, hostile forces intensify the revolution against our countrythrough the strategy of "peaceful evolution", "subversive riots" withmany sophisticated cunning tricks in order to divide and cause internalunrest, to sabotage the great unity of the nation, especially in key areas,ethnic minority areas, remote and border areas That practice requiresfurther improvement of the effectiveness of the mass mobilization work,the close coordination of organizations and forces to propagate andmobilize the people to well implement guidelines and policies of theParty, law of the State There have been many research projects on massmobilization work in general and in regional areas in particular.However, no specialized works have been studied in depth until now onthe process of the Party 1 Military Party's leadership in massmobilization work during the period from 2003 to 2013 under theperspective of the Vietnamese Communist Party's history and science

Therefore, the study sheds light on the process of Party 1Military Party leading mass mobilization work from 2003 to 201 Onthat basis, it draws on the main experiences, contributing to thereview of the Party's mass mobilization work and the Central Military

Commission during the renovation period (through the actual location

of Military Region 1) At the same time, it also contributes a basis forsupplementing and completing guidelines and measures to lead the massmobilization work in the area of Military Region 1 in the coming time, it

is an urgent matter which has both meaning and practice
