Trang 7imple-Due to this, perspectives of usage of new ICT in the modern economy areuncertain and cause a lot of problems One of them is the issue of the provision ofwide application of new ICT in the conditions of deficit of financial resources withstate and corporate institutes Another issue is overcoming of social opposition tochanges of usual business and life mode due to mass distribution of new ICT.Another issue is the complexity of mastering of new ICT and the necessity forincreasing media literacy of population and media competence of working spe-cialists and applicants in the labor market The most important issues include alsothe provision of security of economic operations that are conducted with usage ofnew ICT and the issue of their state regulation.
These and other issues are studied in this collection of the best works that werepresented at the 5th national scientific and practical conference “Perspectives on theuse of New Information and Communication Technology (ICT) in the ModernEconomy,” which took place on February 1, 2018, in Pyatigorsk, Russia Theconference was organized by the Institute of Scientific Communications(Volgograd, Russia), the Center for Marketing Initiatives (Stavropol, Russia), andPyatigorsk State University (Pyatigorsk, Russia)
Despite the emphasis on economic theory, the volume contains materials of newresearch of representatives of various disciplines, including philosophy, psychol-ogy, information technologies, law This allowed for the systemic and complexstudy of perspectives of usage of new ICT in the modern economy as a socioe-conomic system
Among the most topical works of the volume is the study by Dmitrii N Fetisov,Tatiana V Opeikina, Larisa V Obyedkova, Elena A Nemirovskaya, andElena S Pavlova “Managing the Process of Commercialization as a Basis ofDiffusion of Innovations and Development of Innovational Economy,” in which theauthors substantiate the key role of new ICT in commercialization and diffusion ofinnovations and formation of innovational economy

V Derepasko, Irina S Gavrilova, and Marina I Suganova“Peculiarities of Formation
of‘Knowledge Economy’ Through Modernization of the Higher Education System inRussia,” the authors substantiate the necessity for modernizing the system of highereducation with the help of implementing new ICT for formation of “knowledgeeconomy” in modern Russia
These and other researchers provide various arguments in favor of usage of newICT in the modern economy
Conclusions
It should be concluded that perspectives of usage of new ICT in the moderneconomy are very wide These technologies are in high demand by economicsubjects and, at the same time, their implementation should be accompanied bytarget and justified state regulation for prevention and timely solution of emergingproblems, including social opposition, deficit of resources, security
Due to the unification of efforts of scholars from various disciplines of modernscience, this volume shows various aspects of usage of new ICT in the moderneconomy This allowed determining potential advantages and possible drawbacksand problems of this process, as well as offering perspective solutions
Despite the diversity of scientific studies presented in this volume, whichallowed describing the perspectives of usage of new ICT in the modern economy,this direction requires further scientific elaboration
For example, the issue of modernization of various spheres of national economy
on the basis of usage of new ICT deserves more attention Like most problems thatare studied in this collection, this issue is researched by the example of modernRussia During further analysis, it is expedient to pay more attention to the issues ofadaptation of authors’ developments and recommendations to peculiarities of othereconomic systems

Speaking of the notion “information economy”, it should be noted that it is a rathercomplex and specific phenomenon of economic science This notion began to form inthe conditions of transition from industrial society to post-industrial society Thisphenomenon is based on scientific and technical progress, which stimulated not onlyactive establishment and development of information technologies and cardinal change
of the mechanism of functioning of production from the practical point of view but alsothe change of economic thinking
The information sources include the works of popular scholars in the sphere ofinformation economy It is expedient to systematize various treatments of informationeconomy into groups, conduct analysis with further synthesis, and study the estab-lishment of information economy in view of the change of technological shifts together

Trang 25with evolution of the theory of information and change of information environment.Eventually, it is necessary to determine further perspectives of development of infor-mation economy.
The performed analysis showed that the notion“information economy”, which formed
in the modern conditions, is rather complex and multi-aspect There are a lot oftreatments of this notion, which could be conventionally divided into two groups.Thefirst group includes the treatments that suppose a special information resource orinformationfield that determines the functioning of economic systems
This group of treatments includes the following definitions According to Nikolaeva(1999) and Selishcheva (2006), information economy is a“system of interconnectedeconomic sectors (production spheres and infrastructure) in which the sphere of infor-mation and technological production dominates” Korneychuk (2006), Evans andWurster (2005) connect information economy to the functioning of a market: on the onehand, information market, on the other hand, market of goods and services in theconditions of incomplete or asymmetric information on a product Stiglitz (2001),Akerlof (1994) and Arrow (1995) see information economy as a factor of reduction ofuncertainty and risks– asymmetry of information, moral risks, etc in the conditions ofchoice in the market
As a matter of fact, treatments of information economy from this point of view areconnected to the notion of information as a resource that has been studied in thiscontext by a lot of economists (Bell 1986) and (Stounier 1986), which is ratherdebatable due to the fact that information does not possess sufficient characteristics ofthe resource– limitation, uniqueness, mobility, interchangeability, etc
In the work (Dumnaya 2013) the author states that in the conditions of marketeconomy the market is characterized by such important function as transfer of eco-nomic information, i.e., signals between companies and external market environment
At that, economic information, due to its dependence on actions of economic agents,cannot be perfect, and the level of intension of information market has certain limits.Transformation of the notion sin this context is related to changes of the techno-logical modes (Table1) and economic conditions
The recent technological modes are changed together with the change of theinformation environment In this context, it is expedient to view information economy
as a part of the information theory Development of theoretical views on informationand emergence of the necessity for its qualitative and quantitative measure within thefourth technological mode stimulated the creation of new information environment andtransition to thefifth technological mode, which was started with the invention of thefirst micro-processor – a tool designed for measuring information Further development
of the theory of information and the information environment in the course of thefifthtechnological mode formed the basis (development of micro-electronics, IT, satellitecommunications, etc.) for transition to the sixth technological mode (Table2)

Trang 27etc.) which ensure formal rules of economic agents’ functioning – on the other hand, itoften becomes an informal institute (traditions, customs, moral rules, religious beliefs,etc.) – i.e., forms and develops conditions for effective functioning of economy(Stroeva et al.2016).
Regarding the second group of treatments of the notion“information economy”, it
is necessary to emphasize that most of them concentrate on development of informationtechnologies Thus, Artakhov (Artakhov2003) and Mayorov (2000) define informationeconomy and pay attention to the fact that it should be viewed as a system of publicreproduction, each phase of which is rich with information by means of application ofinformation technologies and information Castels (2000) and Strelets (2006) note thatinformation economy is an organized multi-level information environment, in theconditions of which information agents can actively interact Glazyev (1993) viewsinformation economy as a complex of spheres that conduct production of scientificinformation, information products, means and technologies Ivanov (2004) comparesinformation economy to economy images (virtual economy) within which institu-tionalized practices are replaced by computer simulations
The change of technological modes eventually stimulates complication of connections,appearance of excessive information, presence of contradictory information, andinformation asymmetry As a result, the character of information usage changes withthe mode itself While from thefirst to the fourth technological mode the implemen-tation of economic activities required using the existing information data and searchingfor the required data, at the further stages – due to emergence of new sources ofinformation (including emergence of the Internet between the fourth and fifth tech-nological modes) it leads to the fact that a lot of time and resources are spent for search,processing, verification, and selection of authentic and objective information
In the conditions of the third and fourth technological modes it is possible to createnew sources of information and new information resources, which stimulates theemergence of information noise As a result, resources are spent irrationally, whichshows that the economic system is ineffective; also, in some cases informationflowshinder general development of socio-economic systems In this case, we think thatthere’s no notion “information economy” It becomes a treatment of the philosophy ofeconomic spaces and ensures the internal essence of development of the matrix ofeconomic behavior of agents
The issue of observation of formal and informal information rules within eachtechnological mode from the point of view of economic development is rather con-tradictory, as a lot of authors (Yasinsky and Tikhonov2007) and (Kelly1998) speak ofinformation economy as of the system of self-regulating entities At that, the conditions
of this self-regulation cannot be explained and are too dynamic
Of course, information technologies could be deemed the growth poles that ensuredevelopment of the whole economic system However, it is not easy to say that there is
a comprehensive functioning economy, as there are other growth poles, i.e., mation technologies cannot be called initial and only growth poles, and in the modern

Trang 28conditions of establishment of information economy the main factor that ensureseffectiveness of socio-economic development of society is traditional economicresources There are certain problems during determining the effectiveness of usinginformation resources, which are related to a large gap between the accumulatedinformation and the possibilities of its usage This gap is predetermined by the presence
of asymmetry between information and information noise and by the presence ofinformation vacuum, as well as the lack of useful and objective information that isready for direct usage (Zaytsev2009) Also, information noise leads to offer exceedingdemand for information
Also, in view of technological modes, together with information inventions(events), there were other events – primary as to socio-economic development ofsociety, while information inventions (events) were accompanying ones (Table3)

Trang 30Speaking of perspectives of information economy development, it should be notedthat this terms exists in economic at least for the following purpose: with rationalfunctioning it stimulates increase of speed of reproduction, development of innovativeactivities, increase offlexibility of reaction for market challenges, etc A large con-tribution into dynamics of development of information economy could be done by theseventh technological mode, within which it is possible to implement effective eco-nomic maneuvers with information and provide optimal ratio of informationflows withexisting institutes Eventually, a minimum task is forecasting and justified selection inthe condition of functioning information economy on the basis of determining thesystem of coordinates of its development.
As a result of studying the establishment of information economy under the influence
of scientific and technical progress, we came to the conclusion that existence ofinformation economy is debatable However, despite this, there are certain perspectives
of its development

Abstract The paradigm of “knowledge economy” influences socio-economic and political processes within national economies The primary role of knowl- edge, wide reproduction of the elements of technical interaction of innovational goods, quick growth of high-tech sector of economy, and qualitative develop- ment of human capital – these elements are the main requirements set to the countries that implement the projects of “knowledge economy” At that, the existing dif ficulties of implementing the paradigm of “knowledge economy” are related to old ideas of effective development of economy, science, and tech- nological spheres This problem lies in the system of higher education, which needs substantial modernization According to this thesis, the purpose of the research is stage-by-stage evaluation of formation of the “knowledge economy” formation through modernization of education system In order to achieve this goal, it is necessary to solve the following tasks: study “knowledge economy” from the positions of determining the theoretical regularities and the essence of this category; conduct analysis of genesis of “knowledge economy” at various stages of society’s development; determine peculiarities of “knowledge econ- omy ” in the system of higher education; form the system of “knowledge economy” according to the authors’ ideas Scientific novelty of the research consists in studying the issue of “knowledge economy” through the prism of modernization of the system of higher education Besides, the authors perform comparative evaluation of the levels of higher education of the USA and the Russian Federation and determine the final results of “knowledge economy” formation in each of the above models The result of the research is formed proprietary system of interaction within “knowledge economy”, between the institutional environment of higher education, R&D system, market structures, state, and human This research is interesting from the position of application of the new approach to studying the peculiarities of “knowledge economy” for- mation According to this, the article will be interesting for specialists that participate in implementation of strategic projects in the sphere of formation of a new economic model of the country’s development.

Globalization of the processes of development of technologies and transformation ofscientific knowledge are caused by the necessity for changing the type of society’sdevelopment The traditional paradigm of society management is replaced by
“knowledge economy”, based on support for innovational development by means ofcreation of new knowledge The main role belongs to human capital as a means offormation of new fundamental institutes that replacefinancial capital However, despitethe fact that the paradigm of“knowledge economy” is being implemented into variousspheres of activities and spheres of international economy, the Russian Federation is an
“outsider” in application of the elements of this model of economy In order to solvethis problem, it is necessary to create the infrastructure of industrial and digitaleconomy, form new growth points in view of innovational knowledge, and modernizethe system of higher education
At present, the system of higher education of the Russian Federation experiences arange of difficulties, related to adaptation to the processes of globalization within theexpansion of“knowledge economy” Development of new technologies requires for-mation of information society that is capable of realizing the projects in everyday life,the process of constant studying and production activities The system of highereducation of the Russian Federation has another goal: it provides educational systems
to the population In the aspect of this goal, new source of knowledge that correspond
to the global challenges of the 21stcentury do not form Realizing the complexity ofthese problems, we deem it necessary to conduct stage-by-stage assessment of the
“knowledge economy” model through modernization of the system of education Thefollowing tasks should be solved for this:
– consider “knowledge economy” from the position of determining theoretical ularities and essence of this category;
reg-– conduct analysis genesis of “knowledge economy” at various stages of development
of society;
– determine peculiarities of “knowledge economy” in the system of higher education;– form the system of “knowledge economy” according to the authors; ideas.The methodology of this work include the method of theoretical analysis (stimu-lates determining common directions of the research on the issue of “knowledgeeconomy”), comparative method (allows determining peculiarities of formation of
“knowledge economy” by studying the peculiarities of creation of the higher educationsystem), historical method (stimulates the grouping of the stage structure of“knowl-edge economy”), and method of systematization and generalization of knowledge(forms the authors’ subjective idea of the problems of development of “knowledgeeconomy”)

Formation of“knowledge economy” took place on the basis of efforts of economists inthe sphere of systematization of knowledge that would become the basis of futuredevelopment of large economies These ideas are based on four approaches:

Let us view these approaches in detail As for formation of the essence of
“knowledge economy”, a lot of authors state that this definition is identical to the term
“innovational economy” (Draskovich et al.2013; Novikov and Kapilina2013) Firstly,etymological differences of these notions are not significant (Asheim2012) Secondly,like in thefirst definition, the dominating role of this type of development belongs toinnovations Besides, interconnection between these two notions is not separate.There’s an opinion that the term “knowledge economy” is identical to definition
“economy, based on knowledge” (Safiullin and Saygina 2016) and “new economy”(Kormishkina et al.2014)
Recently there appeared an opinion that “knowledge economy” is a model withtop-priority factor of “economic growth” Thus, simply speaking, “knowledge econ-omy” leads to economic growth (Lafond2015) This approach allows determining themoving forces of modern economy and comparing the factors of economic growth
“Knowledge economy” as an indicator of domination of science and technologies ingross domestic product substantiates the position related to formation of a new system ofaccumulation and redistribution of assets Thus, it is supposed that formation of tech-nological economy requires provision of larger distribution of assets in favor of scienceand technologies– so receiving – in the long-term – large feedback from these spheres inthe form of revenue redistribution of a part of assets into the federal budget (Glazkova

“knowledge economy” as an approach to implementation of economy of the future Thisapproach is based on application of technologies of smart city as the main ones indevelopment of society and economy (Shmalenyuk2013) On the whole,“knowledgeeconomy” is a precondition type of formation of economy of a new industrial type
In this article, the topic of formation of“knowledge economy” is studied throughmodernization of the system of higher education The main aspects of this topic are studied
in the works of D Khajeheian (Khajeheian2014), L Maier and I Birca (Maier and Birca
2015), V.V Vorobyova (Vorobyova 2013), N.V Smirnova, A.E Cherepovitsyn, andA.A Ilyinova (Smirnova et al.2013), and E.A Yarushkina (Yarushkina2013) Theseresearch are based on theses related to the peculiarity of development of“knowledgeeconomy” and the system of higher education in Russia, evaluation of formation of the
“knowledge economy” elements in the universities of the USA and European countries,and determination of the role of higher education in establishment of the approach to
“knowledge economy” According to this, we deem it necessary to conduct analysis ofgenesis of“knowledge economy” at various stages of development of society

Formation of the model of “knowledge economy” took place stage-by-stage Thepreconditions of emergence of“knowledge economy” appeared according to the ten-dencies that took place in the world economy They included the following:
– emergence of new technologies in the production sphere led to transformations ineconomies of developed countries;
– growth of the need for highly-professional personnel raised significance of sciencewithin the national economy;
– change of the methods of organization and functioning of market structured createdvacuum in production of knowledge on the basis of practical developments withinR&D
Besides, the preconditions meant that the type of industrial and post-industrial omy was ineffective and required transformation Further development of economy couldnot be built only of using resources and information It was necessary to develop anotherconcept that would allow using public-private mechanisms and institutes that imple-mented the programs for provision of high living standards According to this, Americaneconomists started implementing the concept of“knowledge economy” in 1975 in theaspect of need for formation of highly-developed human capital (Table1)

The period of 1980-1983 determined the necessity for structural changes of labor
efficiency The concept of knowledge economy as a need for highly-qualified workforce was important Developed countries created optimal conditions for implemen-tation of precise projects and conducted research in the sphere of future development ofnational economy
The period of 1984-1989 was the result of industrial development of economies–including the ones with administrative system of management The main idea was thethought that competitiveness of the countries should be provided through science andtechnology The concept“knowledge economy” began to be viewed as a resource ofdevelopment of economic system on the whole

of transfer of innovational ideas and offers; transformation of higher education.The aspect of economic development of Soviet/Russian society within“knowledgeeconomy” is very interesting Underrun in creation of innovational infrastructure andformation of new growth points of economic growth was set in ineffective economicpolicy, which was implemented since 1984-1989 (Table1) Unacceptability ofimplementation of a new model led to the fact that Russia’s economy is constantlybehind the developed countries However, with “knowledge economy”, there’s nodivision into developed, developing, and underdeveloped countries There are countriesthat are leaders orfinal consumers of second-class goods
According to this, the primary requirement of improving the situation in the sphere
of formation of“knowledge economy” is modernization of higher education, which isbased on formation of professional competences of the one who learns Let us deter-mine peculiarities of “knowledge economy” in the system of higher education, con-ducting comparative assessment of the USA and the RF

The system of higher education is a primary point in formation of“knowledge omy” This is caused by the fact that support for innovations should be ensured by globalsources of knowledge, including universities which perform the role of educationalinstitutes within“knowledge economy” This support could be conducted on the basis ofmodernization of the system of higher education, which is caused by deep transfor-mations in economies of developed and developing countries; the necessity for quickand clear improvement of production technologies; lack of non-standard creative vision

At that, the systems of higher education of the Russian Federation experiences arange of difficulties, which do not allow for transition to implementation of the mainelements of“knowledge economy” We think that these problem include the following:
1 Lack of sources of financing of developments in the sphere of “knowledgeeconomy”
2 Bureaucratization of the R&D process, which reduces the effectiveness of creation
of innovational products and technologies
3 Absence of balance between the system of higher education of centers andperiphery
4 Increase of the processes of academic capitalism during solving the conflicts inselected top-priority directions of implementation of R&D
Besides, despite the copying of the system of foreign higher education, mentation of the models of“knowledge economy” differs While the foreign system ofhigher education forms practical knowledge for implementation of this model, theRussian system of higher education follows the path of constant theoretical develop-ment of the current processes
imple-Thus, one system forms a practical approach by theoretical knowledge, and anotherforms a theoretical approach by determining methodological peculiarities of practicalskills Also, there is a difference between the models of“knowledge economy” in theaspect of the Bologna educational system (Figs.1 and2)
The models of“knowledge economy” in the system of higher education of the USAand the RF were compared One of the main peculiarities is practical direction ofeducation in the USA, which is of top-priority for development of“knowledge econ-omy” Master’s degrees and Ph.D programs are formed for the competences of aperson with practical skills In the Russian Federation, free access to the master’s andPh.D programs is not related to any limitations on professional activities According tothis, the process of formation of“knowledge economy” in the USA and the RussianFederation is built differently Thus, in the USA the model of“knowledge economy” inthe system of higher education is implemented in the following way Tough selectionfor bachelor’s program is supposed only for foreign citizens (Khajeheian2014; Maierand Birca2015) When receiving the bachelor’s degree, former graduate already hasformed professional skills within human capital through practical knowledge andexperience Master, who studies with the help of individual modules, receives his

eco-2013) Deep process of higher education, which is manifested in receipt of doctoraldegree or joint degrees, allows forming the skills in the sphere of selective andinformation development of society through transformation of labor system and sys-temic effect from expansion of the knowledge base for technological developments.Thus, formation of university society knowledge allows for implementation ofexisting skills within the local territories

Trang 40In the Russian system of higher education, priority is given to competences that formthe initial and theoretical idea of professional activities (Smirnova et al.2013) Thus,receiving the bachelor or specialist’s degree, it is necessary to implement the existinghuman capital For that, human enters competitive struggle in labor market on the basis
of obtained master’s degree which gives him more theoretical opinions within
“knowledge economy” (Shmalenyuk2013) With further study, a person realizes theimportance of formation of the initial system of economic knowledge and its transfor-mation within a specific sphere and creation of own ideology when obtaining the doc-toral degree According to this, the model of“knowledge economy” is unified, adapting
to the conditions of the external environment– very often, of Western higher education.According to the above models, we see imbalance in determining the ultimate goals
of “knowledge economy” creation Firstly, the system of Russian education is notoriented at creation of efficient educational environment Secondly, the Russianeconomy is oriented only at modernization, not dynamic development by means oftechnological processes Thirdly, the problems of transformation of lecturers andresearchers into “bureaucratic machines”, who deal with development of work pro-grams and study plans”, do not stimulate the approach of the Russian economy toimplementation of“knowledge economy” According to this, we offer the authors’ idea
of the system of “knowledge economy”, based on interaction of market structures,state, human, system of higher education, and R&D (Fig.3)
“Knowledge economy” changes the quality of economic growth Firstly, economicdevelopment is based on constant technological growth which changes structuralcharacteristics of specific spheres and socio-economic relations within the country
